Of Late

Anti Fed Ed Warriors, it is crystal clear where the heart of our Congress members is these days. At almost break-neck speed, we are seeing proposed bill after bill hastily written at the beck and call of the lobbyists and corporations. No longer is Congress, or our current adminstration, being shy about drowning out the voices of America’s people when it comes to education. When Congress was established it was to SERVE the citizens and REPRESENT them. In the ever-present march to globalization, however, we see Congress SERVING citizens up as pawns on an international chess board. Congress has chosen to REPRESENT the lobbyists and corporations instead of her people.It appears our administration has sided more on the side of global good than true American greatness.

While we are hearing from D.C. many mixed messages about ending federal overreach in education, we are NOT seeing it. Rather, we are seeing an INCREASE. Warriors, thanks to the U.S. participation in the U.N., G20, and all the other international clubs bowing to the UN’s GEF (Global Education for All) scheme.

Warriors, quite simply, America is being detracted from the truth.

How? For example, while there’s an order to halt the federal overreach in education, it only stops at the U.S. Dept. of Education..it does not include the other Cabinet level agencies also actively involved in the federal overreach! That’s like saying I have a roach infestation and only kill the one roach which dared to cross my path. Several others are lurking about. 

So, what’s a Warrior to do? Fight like hell. Get so angry you actually stop Congress. Like bugs which dare to go out alone, we’ll be squashed. BUT, if we unite more focused than ever, WE can STOP Congress. Our forefathers and mothers certainly had no problem using gumption and truth, neither should we.

Consider for whom you fight everyday in the War vs the Core. Is it your children? Is it a family member? Is it a neighbor? Are you fighting because you are sick of illegally based federal power causing so much damage and abuse?

Why should we continue to be armed and fight the CCSS Machine? (remember, the Machine is made up of corporations, legislators/legislation, the people in each and connected, as well as the investors.) It should be because it’s the right thing to do or a similar motivation.

As you know, earlier in the summer, I shared a 4 part series available on You Tube. The series is designed to arm all of us involved in education with important facts based on research, not corporate propaganda. More recently, a quarter of Warriors, created a 2 part interview with the latest Congressional deception bills (for ‘free college’), as well as HOW these ‘American ideas’ tie directly to the global models of continuted education overreach.

A D.C. Hearing Set For July 26:

I found similar news in England, Warriors. According to the publication, The Guardian, a government levy (tax) is to be imposed by 2020 for business funded apprenticeships. The article suggests the apprenticeships are a ‘comeback kid’ for their nation. If we heard any news from D.C. last week, it included American goods made in America. Warriors, that means jobs. Jobs mean apprenticeships are a distinct possibility. We know from previous research how deep the union between work and education goes.

If you wonder if America’s Congress will have business fund more items in education, you should know that ESSA increases the footprint for business/corporate intrusion. So do the ‘free college’ proposed bills currently in Committees of both the House and Senate. (You’ll find that information in the Truth for Our Time, Part Two segment.)

Related to the Global Push for American education:

The first UN higher education facility is underway. How soon will we see this in our nation?
A new report  (2016) for grooming teachers and students in the UN way, can be found here. As I asked on Facebook, if your teachers were being groomed in this manner, would you still send your kids to school? The report specifically states that the guiding force is not American, but adheres and supports the Sustainable Development Goals (education is #4) and how education is the perfect change agent.

Warriors, as you can see, a lot is going on. We cannot be complacent. We must use information such as this to keep not only ourselves ready for fighting, but those around us. Warriors, it’s not just about education..it wasn’t supposed to be. The American reform we are seeing and living in is more about reshaping our nation. Education just happens to be the favored conduit by which to quietly align America with. Question is: will we make noise?!

Finally, Warriors, trust no one in D.C. when it comes to education. After all, that is none of their business!

Illusions of Higher Aspirations

Anti Fed Ed Warriors, we’ve known for quite a while that the CCSS Machine was going to go after the HEA (Higher Education Act). Among the EOGs and EOCs back in April and May of 2017, Congress* didn’t ‘disappoint’. While graduations were celebrated and aspirations for each of our students was plotted out, the CCSS Machine’s agenda ground down the existing HEA (orginally introduced in 1965; it’s last re-athorization was 2008).
(*Currently, S806 and HR 1880 have been introduced as amendments to the HEA, but read more like replacements.)

We also have known from this blog and similar ones that the HEA is the LAST link in the chain of education laws which must be re-written to complete the top/down; global to US transformation in converting ‘education’ to glorified work training.

IF we look at the supportive side of education reform (which embraces the global worker shift), it’s no surprise that their illusions are being shared and spewed out everywhere.
For example the NEA (National Education Association) has said the rewriting of the HEA is needed. It’ll be great to have more affordable college, recognition of professors as ‘stakeholders’, and, improve teaching PD (professional development). Warriors, as we know, all these buzz phrases are code for two CCSS Machine agenda goals:

*Is the American way of paying for higher education in need of help? Absolutely! However, as I’ve stated before (based on mountains of evidence and research) funneling EVERYTHING through the CCSS Machine’s education reform is the WRONG way to correct our system!!!

S 806’s Bill/Language:

Warriors, what DOES this bill the NEA is foaming at the mouth about, REALLY say?

1) Was introduced 4/03/17 and is in the hands of the Senate HELP Committee (under Sen. Alexander’s thumb). (*Note: Warriors, remember when ESSA (Every Student Succeeds Act) was signed into law, Alexander promised us with vigor that the HEA was next. His 1980s ‘prophecy’ of alignment babies to a life long track is playing out.)
2) The Bill is 51 pages long. You can access it here.
3) There is one main sponsor and 5 co-sponsors: Sanders, Warren, Harris, Blumenthal, Murphy, and Gillabrand.
4) Short title: “College for All Act of 2017”

Student and State information:
5) Title 9 will be amended for use as a federal/state partnership in funding to eliminate tutition. Grants will be used as the illusion for greatness.
6) Will impact those students in the ESSA age range (preK to 12th grade) in early college programs, dual enrollment, or concurrent enrollment. (*Note: this is a back door access to the educational choices outside the traditional education system.) The illusion of attainment is used here.
7) Since this is addressing a post-secondary education law, all ages will be impacted and aligned. The illusion of equity and equality is used here.
8) Grants awarded will be at the Secretary of Education’s choosing to enable the States.
The illusion of State led eduation is used here.
9) There’s a 33% ‘non federal funds’ clause on Page 6. It’s a requirement, not an option.
The illusion of ‘stakeholder’ control is used here.
10) The Secretary of Education is given power to challenge the States in their projected enrollment formulas (bottom of Page 15 into 16). On Page 17, it shows the GDP for the State being challenged as coming into this formula’s equasion. The illusion of State led education is being used again.
Other notes: parents tax records, independent students and their tax records, data tracking, targeting the working class and the low-income class, Sec. of Ed deemed requirements by each State annually in applying for grants, and more.

Teacher and PD Information:
11) Of the grants and non federal funding received, any money left AFTER applying to the students will be applied for teachers and their training (includes on-going PD).
An illusion of ‘stakeholder’ importance is used here.
12) An increase in staff (full-time, tenured or tenure-track), especially ‘instructional faculty’. The illusion of true teaching is used here.
13) Provisions for anything a faculty member could need (includes the office). PD supports…and shared goverance. With so many of the PD opportunities available to schools now being aligned to the CCSS Machine’s agenda, this one has the illusion of objective leadership.
14) Part-time, outside the classroom work will be compensated. Again, Warriors, who is footing the bill for all this?? We are!! An illusion of economics is used here.
15) Increases in dual enrollment, concurrent enrollment, early college, and any other ‘student success’ program as deemed appropriate by the Sec. of Education and the Peer Review Group, not your State or local leaders. The illusion of leadership, power, and school choice factor in here.
16) TRIO and GEAR UP Programs (a federal education effort) will be increased. I’ve covered how aligned to the CCSS Machine’s workforce/education plan these programs are. The illusion of State-led leadership, yet again.
17) Increases in Work Study programs will most certainly be found in S806. There will also be a recalculation in the funding of Work Study Programs.  Expect billions of taxpayer funds and private money to pay for these. The illusion of living within our means as a nation is played up here.

You’ll also find what the fed/State funding and non federal funding cannot be used for (such as building a new stadium or paying the school administrators). I hope you are ready for the price tag of all this ‘free’ higher education, Warriors. Look below:

At LEAST $41 Billion in funds. Notice the language leaves the final business quarter for 2017 and the entire years from 2019 – 2027 wide open to whatever is necessary!! If you read the next paragraph after the above screen shot, you’ll notice that the language includes federal obligated funds from Oct. 2016 to Sept. 2017. Just in time for the 2017’s 4th quarter to begin. It would appear an illusion of purposed and pre-planned alignment is being used.
***The price tag for the increases for TRIO and GEAR Up reach into the trillions for each year between 2018 and 2027 (Page 41)
***Work Study Funding by each fiscal year is on Pages 41/42. Warriors, note that it is at the Sec. of Education’s decision, not the States’. The power doesn’t stop there. Any regulation surrounding the calculations of the reformulation of these Work Study Programs is also given.

The ‘career readiness’ and how it will be tied to Pell Grants can be seen on Page 43. It will be part of the increases in Job Development Programs and their locations. This directly ties to the U.S. Dept. of Labor. Again, Warriors, the union of these 2 federal agencies overreaching into education is visible.

*Note: If you have student debt, or know someone who is about to apply for funding college, you’ll need to read the fine print from Pages 44 to 51. While it appears undergrads will have a lower interest rate, it also appears grad students will see an increase. Since I am not a financial expert by any stretch, please research this language carefully.

Closing:

Warriors, as you can see, our Senate has totally betrayed us. Being a free nation should mean we honor our Constitution first and foremost. We know the CCSS Machine has shredded its importance. If not, we would not see the trillions of dollars ear marked to further the illegal overreach into education. What will the HR 1880 (a ‘sister’ bill) hold for us? We’ll find out tomorrow.

In the meantime, contact your Senators and tell them, NO to ‘free’ college! If we don’t go broke paying for it, our future generations will. “Free” college is a collective, good for the Socialists movement, not an independent freedom of choice based on the ideals of our Republic.

Mimics or Puppets?

Warriors, is there a connection between the Aspire assessment (College Board) and the recently introduced “ASPIRE Act” (Senate)? Is Congress a puppet for the CCSS Machine? Could it be Congress is mimicking the CCSS Machine? 

What am I talking about?! The “ASPIRE Act” in Congress is supposedly a solution to a massive education problems concerning higher education. However the “Aspire” Assessment by the College Board is ALSO being used as a massive ‘solution’ for higher education.
The remainder of this article will take an in-depth look.

Before the ASPIRE Act, there was College Board’s ‘Aspire’:

Basically, Aspire is just like the other assessments meant to pigeon hole your student’s education. So, from middle school through college or trade school, Aspire dictates their path.(What if your student isn’t in a school where Aspire is given? Depending on which State you live in, the skill based assessments WILL be given to them.)

SAT and ACT appear to be ESSA’s national assessments, so what about our States already subsidizing these assessments? What will the per State federal funding formulas for ‘nationally normed assessments’ look like?

The Senate’s “ASPIRE Act”:

1) Two U.S. Senators are pushing this ‘post secondary success bill’, Sen. Isakson (GA) and Sen. Coons (DE).

2) The goals of the “ASPIRE Act” appear to be (a) reduce student debt; and (b) reducing drop-outs. 3) So, what does the acronym “ASPIRE” stand for? “Access, Success, and Persistence in Reshaping Education Act of 2016”. The “ASPIRE Act”( S3368) link:

4) According to the legislative summary, of the ASPIRE Act, by the  National Association of Student Personnel Administrators (NASPA), the U.S. Secretary of Education would ‘create two thresholds’ to determine which post-secondary institutions and what students would be impacted. See:

5) The ASPIRE Act (S3368) has quite a bit of ‘reshaping’ planned:
i) Amends the HEA (Higher Education Act of 1965). HEA was last re-authorized in 2008.

ii) S3368 was introduced to the U.S. Senate in Sept. 2016 and is currently in the HELP Committee.

iii) The definition of ASPIRE“Improving College Access and Completion for All Students.”

iv) Lots of expenses will be attached to making college access for all, including updating technology..aka: more taxpayer burdens for data mining our students.

v) Secretary of Education is given more power. This makes sense, as ESSA (Every Student Succeeds Act) does the same. (Since the ESSA is to be a part of the WIOA-ESSA-HEA workforce based streamlined education bridge, this has been an expected move we’ve known was coming.)

vi) The lowest performing higher education institutions will face much of the same treatment as those in the K-12th grade system, all at the Secretary’s discretion. (This will impact everyone in the schools. It also leads to what group(s) will take over a consistently failing higher education institution.)

vii) Caught in the midst of all this? Pell Grants.

viii) Each higher educational institution not measuring up to the Secretary’s parameters, will have penalties. Think about this, if a school gets a big penalty fee, who ends up paying for it? More than likely, the taxpayers. (*Note: in this Act, it is clearly stated schools cannot raise tuition or student fees to recapture the cost. You can find this in the “Prohibitions” section which follows all the penalties.)

ix) To get federal school funding, these institutions MUST comply with the ‘improving completion’ program as laid out in this Act. Schools which choose to skip the Secretary’s penalties, will miss out on grants, including ‘bonus’ completion grants.

x) Those higher educational institutions this Act will have impact on are non-profit (all public and most private) and for-profit (proprietary) ones.

xi) The Secretary of Education will create ‘peer groups’ in higher education institutions. The groups are to have 10-15 schools. They must have the following in place.

xii) There are a few ‘consumer warnings’ included in this Act. If a higher educational institution is not up to the Secretary’s bar, it must be noted on the school’s website in plain sight. The Secretary will also be issuing a “Consumer Warning Report”. To create this Report, you know lots of data will have to be collected.

xiii) Starting in the 2017-18 school year and every 5th year following it, the Secretary will be able to almost literally pick and choose which schools are in these Peer Groups. (*Note: See Section C under “Calculation of Average”)

xiv) If schools do receive any federal funding, look below for how they are to use those funds.

aspireact2xv) If schools do well with all this Act has, they are eligible for  Bonus Grants. Those Bonus Grants  must be used in the same way as you see directly above.  This Act also includes non-financial ‘rewards’ in the Bonuses. They are “a) Reporting less frequently and avoiding duplicative reporting requirements; b)  Extra points in Department grant competitions for which institutions of higher education are eligible entities; c) Waiving the multiple disbursement rule or disbursement delays; and d) Preferable status for experimental sites.”

xvi) The Secretary  will create a data tracking portal. Look for the “best practices” database.

xvii) The Secretary of Education will report to the U.S. Congress within 2 years of this Act’s passage. What will he/she report on? Ways to EXPAND Section 493E of the Higher Education Act of 1965. What’s that Section about? According to the U.S. Dept. of Ed, it’s a section devoted to “Eligibility and Certification” for Higher Education. Puppet or Mimic?

Warriors, this article began with a question. It is clear the ACT and SAT are being used in both the Congress and the CCSS Machine.  WHY has Congress become a puppet to the CCSS Machine?! By Congress’s legislation, it forces the States to mimic the CCSS Machine in order to receive federal funds. This, in turn creates a servile society.

2) From Oregon’s Senator Wyden, this document about Section 493 should be of great concern. Why? It deals with the Integrated Post-secondary Educational Data System (IPEDS). Senator Rubio and Senator Warner helped create this 2013 Act called “Student Right to Know Before You Go Act”. It’s a fancy way of lining students up for workforce based education. 3) Introduced earlier this month (Jan. 2017), HR 483, “No Funding for Sanctuary Campuses Act”. While this Bill (has been sent to the U.S. House’s Education and Workforce Committee) does not specifically mention Section 493, it does mention Part G of Title 4 of the HEA(1965). The Dept of Homeland Security will have to work with the Dept. of Education on this Bill. , the HEA’s re-authorization will be here soon. It’s the last link in the birth to workforce chain. It streamlines education. The CCSS Machine likes to call it a ‘bridge’. Congress likes to call it a ‘streamlined transition’. We call it ‘criminal’.

Hitting the Books, Part 2

Anti CCSS/ESSA Warriors, it has been almost 2 years since I shared with you how the CCSS (Common Core State Standards) Machine is overreaching into our public libraries. In between the time I first published this news and now, what, if anything, has been going on? PLENTY! Especially with the Every Student Succeeds Act (ESSA) as law of the land.

What Caught My Eye:

A recent weekly newspaper which comes delivered for free in my neighborhood had a brief statement. I have the screen shot below so you can see what I saw. While the location states “Denver”, it is not the Colorado city, rather a small town in North Carolina.

In my mind this is a great visual for how our libraries have been culled for any books which are NOT aligned to Common Core or its agenda. If your library is like my local one, almost every book BEFORE 2008’s publishing date has been REMOVED!

So, What ARE the Priorities?

From the Institute of Museum and Library Services (www.imls.gov), here are the priorities embedded in the federal Laws which are in place to award the grants to each of the US States and its Territories. Federal laws 20 U.S. C. 9121 and 20 U.S.C. 9141. The 9121 is for the reasons museums and libraries need grants; the 9141 gives the parameters for the award money.

9121:Enhance coordination among federal programs that relate to library and information services; promote continuous improvement in library services in all types of libraries in order to better serve the people of the United States; facilitate access to resources in all types of libraries for the purpose of cultivating an educated and informed citizenry; encourage resource sharing among all types of libraries for the purpose of achieving economical and efficient delivery of library services to the public; promote literacy, education, and lifelong learning and to enhance and expand the services and resources provided by libraries, including those services and resources relating to workforce development, 21st century skills, and digital literacy skills; enhance the skills of the current library workforce and to recruit future professionals to the field of library and information services; ensure the preservation of knowledge and library collections in all formats and to enable libraries to serve their communities during disasters; enhance the role of libraries within the information infrastructure of the United States in order to support research, education, and innovation; and promote library services that provide users with access to information through national, state, local, regional, and international collaborations and networks.”

Warriors, did you see ‘workforce’? That will tie into the WIOA (Workforce Innovation and Opportunity Act) as well! Did you see the ’21st Century skills’?! That will tie to the ESSA, the WIOA, and the HEA (Higher Education Act). Did you see the ‘digital literacy’? ESSA has set aside almost $850 million for nationwide digital renovations! The STEM Education Act will also be tied to every bit of this, too! I am sure other laws will also be connected.

9141: Expand services for learning and access to information and educational resources in a variety of formats, in all types of libraries, for individuals of all ages in order to support such individuals’ needs for education, lifelong learning, workforce development, and digital literacy skills; establish or enhance electronic and other linkages and improved coordination among and between libraries and entities for the purpose of improving the quality of and access to library and information services; provide training and professional development, including continuing education, to enhance the skills of the current library workforce and leadership, and advance the delivery of library and information services; enhance efforts to recruit future professionals to the field of library and information services; develop public and private partnerships with other agencies and community-based organizationstarget library services to individuals of diverse geographic, cultural, and socioeconomic backgrounds, and to individuals with limited functional literacy or information skills; target library and information services to persons having difficulty using a library and to underserved urban and rural communities, including children (from birth through age 17) from families with incomes below the poverty line (as defined by the Office of Management and Budget and revised annually in accordance with section 9902(2) of title 42) applicable to a family of the size involved; develop library services that provide all users access to information through local, state, regional, national, and international collaborations and networks; and carry out other activities consistent with the purposes set forth in section 9121, as described in the SLAA’s plan.”

Warriors, did you notice the repeated emphasis on ‘electronics’ (aka ‘digital’)? Did you see the ‘public private partnership’ included? ESSA mandates for MORE P3 (public private partnerships) in education,as well as total community alignment in the name of support for student achievement! Much of ESSA is written with the underserved in mind., as well. In fact, much of Title One funding is being transformed to include more folks as underserved, so they, too, can be aligned! Finally, did you notice the ‘international’ and other ‘collaborations’? This most definitely  fits the global aspects of the Common Core Agenda for global education, global citizens, and global workers.

Each State has a 5 year plan for their grant money, the federal government reviews each State Plan every 5 years as well. Among the highlights of NC’s grant money, data collection, career/workforce development, lifelong learning, and, of course, partners in the community. there are 123,000 libraries across our Nation and 35,00 museums. Those are big numbers the CCSS Machine is using to advance community alignment. With ESSA as law of the land, we will see even more community alignment.

Helping the Institute for Museum and Library Services embed a collective, common good mindset in each community is the LISC (Local Initiatives Support Corporation).
