Education’s “Cooked Goose”

Warriors, we know education in America can be considered a ‘hot mess’. The state of education in the ESSA Era (Every Student Succeeds Act) could also be referred to as a ‘train wreck’.

For this article, I chose ‘cooked goose’. Why? It’s meaning as a phrase expresses spoiling plans; ruining someone’s opportunities. In other words, succeeding won’t happen.

Warriors, plainly stated, ESSA will NOT give our student success at what THEY want. It is designed to link itself to the WIOA, STEM Act, HEA, and all other related workforce/education laws. (*WIOA: Workforce Innovation and Opportunity Act; STEM is short for Science, Technology, Engineering, and, Math; HEA: Higher Education Act)

Before we point the finger exclusively to Washington, D.C.; we must point it back to the CCSS Machine and it’s association to UNESCO.

Who Are Sutton and Golder?

Dr. Staurt Sutton is from the University of Washington at Seattle
Diny Golder
(aka: Diny Golder-Dardis) is a co-founder of P21 (Partnership for 21st Century Skills) She is also key to JES and Company.
(*Note: the embedded link for Golder is to a 2003 Symposium paper about increasing technology. You’ll see her roles in both capacities mentioned. You’ll also see the U.S. Dept. of Education’s involvement. You’ll also be directed to some external links about the CEO Forum. I was unsuccessful accessing these. However, I did find a 2001 publication by the CEO Forum. It’s cover states it all.)

Back to Sutton and Golder’s involvement:
Together this team produced 3 white papers together. All 3 were based on increasing technology in our classrooms; for teachers and students. They wrote these 3 papers for the ASN (Achievement Standards Network).

If you’ve not heard of the ASN, it was created by Golder and Sutton with grant money (2 grants) awarded them by the NSF (National Science Foundation), under the JES and Company’s name.

NSF is the group which created the acroynm “STEM” for marketing purposes in education. STEM is a tool used by the UNESCO for pushing the SDGs (Sustainable Development Goals) in education.

Helping expand the ASN was a generous Gates grant award in 2012 to JES and Co.

In 2013, my dear anti CCSS Warrior friend, Donna Garner, published an article tying ASN, Jes and Co. to the CSCOPE (TX’s supposedly not-CCSS educational framework and standards) and the EdGate organization.

ASN is now owned by D2L. D2L was founded in 1999 by John Baker of Canada. Today, D2L has some of the biggest CCSS Machine members as partners. Their ‘job’? Tying more technology and education together.)

Other Sutton and Goldar Work:

In 2008, it was a paper on matching education resources to education standards for all the grade levels between K and 12th grade. This document appears to be for the National Science Digital Library. It’s about how to use metadata.
In 2009, it was all about discovering concepts in education via learning objectives. It is in this document they base their findings and solutions off of the 1997 UNESCO Report. (*Note: the 2010 paper they wrote was for Australia’s curriculum and configuring it to RDFs).

The 1997 Standards document was updated, just 2 years later (1999). It is in this one where you’ll begin to see the UIS (UNESCO Institute for Statistics) begin to surface.

Warriors, why would I use ‘track’? Think about it, the technology increases in American classrooms are designed to track progress; to measure mental abilities. These results are then used to track the courses/classess and eventual careers. ESSA, WIOA, and HEA embed it. STEM increases it! There’s another reason I chose the word ‘track’:

Warriors, ‘technical’ means technology use, which we know is data. We also know, that technology is part of ‘innovation’. Innovation has been used as a tool to update ‘infrastructure’. Education is being used as a tool to pump up jobs and the economy.

Do we see ANYWHERE in these contrived plots: a child’s desire to become what THEY want? Do we see anywhere how teachers can TEACH without conformity?! NO!

        Education’s goose has been royally cooked!

I urge you to read the information from the above screen shot here. It will lay out the indicators by which our students and teachers will be aligned to. It will explain how this data is to be used, and include the GAML (Global Alliance to Monitor Learning). The GAML is doing its own ‘cooking geese’ with assessments and data mining.

Warriors, remember, the SDGs are all to be in place by 2030.

Tying This Back To The American Push for Technology/Data:

Warriors, the way ESSA is written, an huge increase in technology, data mining is in the works. It is because of the foundational shift created in part, by folks like Sutton and Goldar, that we are so far down the path to comply with the U.N.
Sutton and Goldar are hardly alone. We know the CCSS Machine has been infiltrating companies, legislators, and everywhere in between to force us to assimilate into the overall plan to ruin education.

One of the biggest data mining tools which unites education and jobs, here in America are the SLDS and the WQDI (Student Longitudinal Data System and Workforce Quality Data Initiative). These track your student (regardless of their educational choice) from the classroom to their careers…and beyond.

Partnering Up!

There’s no doubt about life, Warriors; some partnerships make a lot of sense. Some partnerships are fantastic and help us out greatly. Then, as we’ve seen through our War Vs. the Core, some partnerships belong in Hell.

As you were able to find out in my last article, the partnerships made to align American education to anything which resembles a more traditionally academic or patriotic one, happened long ago.

For today’s article, we’ll look at how the partnerships made among our leaders in DC and elsewhere are just as Hell-bound as the others.

Sen. Hatch’s Partnership:

Back in March 2017, the Oregon Senator’s press release stated he’d joined forces with Senator Bennet from Colorado to create ‘critical’ CTE (Career Technical Education) legislation. They are sponsoring the Innovation for Tomorrow’s Workforce Act  The number is S790. It is to accompany this existing Workforce Advance Act, S795. (*Note: S795 has replaced last Congressional Session’s  S3271, by the same name).

From my research into CTE, the only ‘critical’ legislation needed is a repeal of what exists to divorce workforce training from academic education. Why? CTE is, as you know, a direct form of Common Core. As I call it, it’s the ‘adult version’. It’s only purpose is to streamline education into workforce training.

So, what’s the ‘critical’ need for CTE as seen by these partners?
In a few words: by increasing the technology uses in and for CTE, you improve the ‘quality’ of what is learned and taught.

How will all this technology ‘improve’ education?
*Bring in more apprenticeships. work-based programs, and CBE (competency based education) all of which are also CCSS, STEM, and, CTE aligned.

*Easily transfer massive data points on students from one educational institution to the next (this doesn’t include all the third parties involved in the data pool)

*Increase the involvement of more businesses in the classroom; thereby changing academics to workforce based industry needs (which ESSA, Every Student Succeeds Act, has so handily already mandated)

*Have the Secretary of Education (DeVos) decide the funding streams for CTE (largest money trail from federal level to each State level via Perkins Funding). Where it goes and to whom it goes to. (expect favortism via locations and public-private partnerships)

*Embeds Sen. Hatch’s ‘favorite’ tool: The ‘pay for success’ business model applied to education (it’s been a disaster before now, it will only get worse)

*Before we move on, when we see these types of Congressional partnerships, let’s bear in mind that many have special interest groups in common. Take for example, the resource which tracked all the ‘yes’ votes and ‘no’ votes on the passage of ESSA per special interest campaign donations. Over 100 special interest groups ‘incentivized’ Congress on how to vote. Find that information here.

Then consider this: what Congress did with ESSA, they will do again, when it it time to re-authorize the HEA (Higher Education Act).

The Warren Partnership:

In the current Congress, Sen. Elizabeth Warren and 3 others have taken former legislation of a few Senators/Reprensentatives’ data mining bill and ‘improved’ upon it. We’ll get back to this one in a few minutes, but first, a bit of background.

In previous Congress sessions, Sen. Marco Rubio had teamed up several others to create a ‘Know Before You Go’ bill. In 2013, the Senators/Reps. partnering together were Marco Rubio, Ron Wyden, Mark Warner, Duncan Hunter, and Robert Andrews. In 2015, it was simply Rubio, Warner, and Wyden.

The purpose of the bill sounds fine, having access to facts about a college or school before you attend. I mean, who wouldn’t like help in making a decision about education?

HOWEVER, add in what our fellow Anti Fed Ed Warriors, Jane Robbins and Emmett McGroarty published about the unspoken federal education and data mining capabilities, that is a HUGE red flag for us.

If you recall, it’s been in previous articles that other Anti Fed Ed Warriors (myself included) have warned about the purposed uniting of student data (all ages, all educational backgrounds) via the SLDS and the WQDI (Student Longitudinal Data System and the Workforce Quality Data Initiative).

So, what has Sen. Warren done with this type of legislation?
According to her Press Release, she’s partnered with 3 other Senators (Hatch, Cassidy, and Whitehouse).
The name of the bill is the College Transparency Act.
The telling sign that this partnership is connected to the CCSS Machine? The involvement of Third Way and the U.S. Chamber of Commerce.
It’s important to note that Sen. Warren is not the lead sponsor for S1121, but she does appear to have the most information on it.

The House of Representatives also has a College Transparency Act Bill (HR2434). How many partners there? Eight in all. Reps Paul Mitchell (main sponsor), Jared Polis, Thomas Garrett, Raja Krishnamoorthi, Steve Stivers, Jimmy Panetta, Neal Dunn, and Fred Upton.
Like the Senate version, some of the same dangers Robbins/McGroarty have published, are in the House’s version, too.

If they truly listened to us and honored the Constitution, they would need

Partnering Up For Your Little Ones:

HR 2590 (Computer Science for All Act) by Rep. Lee. According to her Press Release,
Computer Science should start in PreK or preschool. It’s streamlined track ends at 12th grade. (*Here’s my Jan. 2017 article on the “Computer Science for All” push by Scholastic, Inc. and others.)

Other CCSS Machine alignment clues from the Press Release
*those 21st Century jobs/skills for a greater economy, especially in STEAM fields (STEAM is short for Science, Technology, Engineering, the Arts, and Math)
*the backing of leading STEM organizations (STEM is short for Science, Technology, Engineering, and Math).
*uses OECD data/influence as justification for the need to target women and minorities
*uses at least $250 million in taxpayer money

That Act was HR 6095. It was also Rep. Lee’s bill. During THAT Session, these Representatives partnered together with Lee:
Eddie B Johnson, GK Butterfield, Judy Chu, Jared Polis, Susan DelBene, Ruben Hinojosa, Dina Titus, Robin Kelly, Michael Honda, Katherine Clark, and Marcia Fudge.)

Closing:

Warriors, these are by far, NOT the only Congressional partnerships being used to further the intrusion of WIOA, HEA, ESSA, the STEM Act, Apprenticeships, and everything which connects them into our lives.

These types of partnerships are NOT exclusive among Congress members. As we’ve seen, outside influences are involved.

So, on the federal level, we see alignment all around us. Warriors, it’s on the State levels, too! ESSA will force these partnerships in your communities as well.

Think of it this way: you have the information from the top, you know the system. It flows downward. Get this type of information to your State and local levels before there’s time for the grasp of the CCSS Machine to continue grinding us down. While we are playing catch up on some battles in the War Vs the Core, we CAN surge ahead in areas like these WHEN we use the power of information! Warriors, these Bills (above) haven’t been made law. THEY CAN BE STOPPED!

If you stop and look, almost everything in education/workforce is lined up to meet the UN’s SDGs (Sustainable Development Goals). With legislative partners like we see above are in action, they bring us ever closer to what you see below.

Let us no longer turn a blind eye, or, a deaf ear to this situation. For, if we do, this very well may be the only type of ‘class photo’ we’ll see from now on.

Who’s Watching?

Warriors, It’s becoming increasingly clear that the leaders in D.C. have gone as far away from the protections of our U.S. Constitution as humanly possible.
HR1313 is in the news right now, but what about BEFORE HR1313? What is HR1313?
(*Note: While I am not the first person to write about HR1313, I will be the first one to come at it from an anti CCSS viewpoint.)

Our Task:

From the title of this article (and hopefully the featured picture), you know this will be about data mining. But, my fellow Warriors, it will go beyond ‘just’ data mining…down to our very DNA. Our task, Warriors, is simply this: learn all we can from the researched facts and share it.

The Force Behind the Bill:

The Bill, HR1313, is known as “Preserving Employee Wellness Programs Act”. It’s sponsor is ‘our’ sold-out CCSS Machine member, Rep. Foxx from NC. Mrs. Foxx is the lead Chair of the U.S. House of Representatives’ Education and Workforce Committee. While Mrs. Foxx has claimed she isn’t a fan of CCSS, she sure does love its ‘alter ego’, CTE (Career Tech Education). While she’s claimed to not be a fan of the U.S. Dept. of Education, she sure doesn’t appear to have a problem with accessing their shared data.

Foxx, in case you didn’t know it, was key in helping get the 2014 Workforce Innovation and Opportunity Act (WIOA) to become a federal law. Since CTE  is woven into WIOA at least 21 different times it’s easy to see WHY she has been quoted as saying ‘All education is Career Tech Education.’ 

(*Note: In researching WIOA, I found an alternative phrase used in the place of ‘Career Tech Education’; CP or ‘Career Pathways’.)

If you access the highlighted key’, or ‘all education…’ above, you’ll also learn that Foxx is a fan of ESSA. Needless to say, she ignored every single bit of voter/anti CCSS or anti Fed Ed contact urging her to vote ‘no’ on ESSA (Every Student Succeeds Act).

What’s So Damning About HR1313?

First, Foxx’s ties to the CCSS Machine.
Second, the data mining will extend from the U.S. Dept. of Labor to the U.S. Dept. of Health and Human Services and the U.S. Treasury.  What federal agencies AREN’T mentioned should be on our radars. They also share data with agencies mentioned. An example would be the data which flows freely between the HHR/Labor/Education. But, does the data pass between the Dept. of Ed and the Treasury? Look below:

We Need To Stay Diligent:

Another thing that should be on our anti Fed Ed Watch is the fact that the LADDER Act would create a NEW National Workforce Council where each of the federal agencies (picture below) would have more access to your data.
(*Note, they can access it now, but the Council would have even greater access.)

While HR1313 is geared towards those with jobs, we need to remember with the CCSS Machine’s shift TO a work-based education, it is all about the jobs and the economy, NOT education! So combine HR1313 with the Ladder Act and the control/data mining will increase at an insane rate!

More Troubles With HR1313:

The most troubling about HR1313, is the biometrics it will use. On Pages 1 and 2 of the Bill,  you’ll see the words ‘assessment’ and ‘biometrics’.

Warriors, I am not the biometrics expert on education. However, I find a connection to education via ‘biobanking’.  Microsoft’s data collection is linked to the Special Olympics. The Special Olympics uses ‘biobanking’. So does the Dept. of Health and Human Services through their sub-agency, the NIH (National Institutes of Health ). If you aren’t sure what ‘biobanking’ is, here is the definition from my previous article, “What is ‘biobanking’? It refers to banks where human tissue samples, their DNA, and other such personal items are stored.”

According to this 2011 Biometrics Research Paper, the technology behind invading our privacy will increase, become more important, and..impossible to lose.

While HR1313 is targeting adults, let’s not forget that the CCSS Machine is a ‘seamless transistion’ intended for cradle to grave. So, what happens at the beginning, happens repeatedly.

What has already happened in data mining for our K-12 students, is happening with our adults. SLDS (Student Longitudinal Data System) and WQDI (Workforce Quality Data Initiative) take care of that. It’s happening with biometrics as well.

If you are concerned about the amount of ‘research’ ESSA will meter out to your student or your family, read this. Be sure to look for the “Brain Initiative”. Since it’s a White House led program Obama started, will Trump extend it?

2) For Our Adults:
a) This 2016 Slate article is jam packed with evidence about the falsehoods of the incentive-driven wellness programs HR1313 wants to mandate. It points out how the government is pushing companies (never a good sign) to use wellness programs to save money, yet the truth appears to be while the healthy workers get a discount, the non-healthy absorb the costs to make up any differences. On paper, everyone wins. In reality, only a select few.
b) “Total Wellness’s” website published this article questioning how legal employer based wellness programs are. (*Note: Be sure to read the comments about real life experiences.)
c)
This 2013 Joint Concensus Journal explains biometrics and the need for them in the workplace. The evidence is based on the following definition, “The US Centers for Disease Control and Prevention defines biometric screening as the measurement of physical characteristics such as height, weight, BMI, blood pressure, blood cholesterol, blood glucose, and aerobic fitness that can be taken at the worksite and used as part of a workplace health assessment to benchmark and evaluate changes in employee health status over time.” (*Note: Refer back to the NIH embedded article to see how the CDC is included in data mining.)
 d) COABE_stratg_broch_v4 From my 2015 article, this document gives the strategy for using research data (includes biometrics) to spread WIOA’s influence in your community. Note that the CCSS Machine member organization, McGraw-Hill underwrote the document.

Other warning signs about HR 1313 include:
Page 3, with its’ ‘Uniformity Across Federal Agencies’ clause.
Page 7, gets into family genetics and personal information your employer can access.
Page 8, ‘earn a reward’. The government’s idea of a bad joke?

Closing:

This last article shares that HR1313 is following political party lines. Rep. Foxx’s party, the Republicans, are ‘winning’ so far. Warriors, as we know the fight to save our students has become a fight to save our citizens. Why? Because, as has been pointed out, it’s no longer about education, it’s all about the jobs.

America’s Obsession

In the past week or so, you have been able to learn about the Congressional obsession to ensure our nation has all the adult versions of Common Core, (called CTE, or Career Tech Education) we can stand. CTE goes by several other names and can be found in STEM, as well.

Last Wednesday, Women on the Wall featured what I had uncovered about S 3271 (Advance Workforce Act) and the HR 5587 (Strengthening Career Tech Education for the 21st Century). Both are to reauthorize the Carl Perkins Act of 2006.

Then, 2 days ago, I shared with you how S 3190 (Strengthening Our Rural Health Workforce Act of 2016) is going to not only align health care to CTE (thus Common Core and STEM), it’s going to join other health care laws to it! See:

There have been several national articles featuring the news about S 3271 and  HR 5587 since all this. We need to have just as much national attention on S 3190, as well..maybe even more attention. Why? Our health care system will directly impact millions. Think about the ramifications of it being aligned to the CCSS Machine!

Warriors, Congress is on recess right now (they will be back in D.C. and in session on 9/6/16). We MUST mount the horses of truth NOW and charge!

But, Wait, I Found More!

To prove my statement about the obsession D.C. has with CTE, consider the OTHER evidence below:

Just before Congress took their recess, several members decided to pledge their devotion (and thus will guide their districts) to CTE and all related.
House of Reps:
7/13/16, Rep. Foxx (NC) had these ‘fine’ words to say, “[There] is an unnecessary stigma attached to career and technical education. It’s too often referred to as the “other” track, with the incorrect implication that it’s the path individuals take if they won’t be able to handle the rigors of college. In reality, students who pursue CTE complete a diverse curriculum where they learn important skills for succeeding in the workplace such as problem-solving, research, time management and critical thinking
We need to shift our perspective away from the idea that every student must attend an expansive and expensive four-year program to succeed in the workforce. Educational success is about more than just a degree. It’s about quantifiable skills that employers need in their employees.”

(*Note: This is not the first time I have shared Foxx’s love of an aligned workforce with you, so it should be no surprise to hear her, once again, wax lovingly about it.)

8/11/16, Gov. Pence (IN), also the current Republican Vice Presidential candidate,
shared his love and obsession for CTE back in Feb. 2015. The House’s Ed and Workforce Committee is using that testimony to promote CTE legislation as a ‘bipartisan’ effort and subsequent successes. Here is a small portion of Gov. Pence’s testimony, “[We] cannot forget that a critical goal of our educational system is to enable students to succeed in a 21st century economy and to ensure that students are prepared for college and careers. For some students, this means a four-year college degree. While completing college is a goal which we need more students to attain, going directly into a career may prove the better option for many others.
This is not about a Plan A and a Plan B. This is about two Plan A’s. For those students who are not bound for the traditional four-year college, we must still ensure that they can thrive in their future careers, and one way to do this is to again make career and technical education a priority.”

The U.S. Senate:

Remember, Warriors, this is a D.C. obsession not immune to one Chamber of Congress. So what are our Senators spreading about CTE?

Just before recess went into effect there was another Workforce, CTE related piece of legislation. This one is S 3174 (called the LADDER Act). What will ‘Ladder’ do? Establish an independent Inter-agency Council for Workforce in our Executive Branch of government!

Here’s the bottom line for YG, “You’ll see how students have a limited time after either graduation or their last job to get on one of 3 tracks. They can choose, apprenticeships, training workshops or more education.”  The ‘American’ difference? It is targeting more citizens than our youth.

 
Spreading the Love:

The ACTE (Association for Career and Technical Education) is one sold out CCSS Machine member organization I have shared much information with you in the past. ACTE embraced WIOA, HEA, and ESSA. ACTE loves STEM, too. The group also has a policy watch action section.  Be sure to read their thoughts on the 2016 General Elections, especially for Congress. Here is an excerpt you MUST share! “While the next president will set the policy agenda, Congress still makes the laws and controls the budget. In recent years, the House and Senate passed major education and workforce development legislation, including the Every Student Succeeds Act and Workforce Innovation and Opportunity Act. With the upcoming re-authorization of several important pieces of legislation including the Perkins Act and Higher Education Act, as well as the continued threat of budget austerity in federal CTE funding, the battle for control of the 115th Congress will significantly impact the future of CTE policy.”

The Poisonous Love Bites:

Warriors,  each of our States has been bitten by the CCSS Machine’s CTE Love. We see celebrities touting the need for training workforce, we see our legislators fawning over trained workers for their State’s economy worse than nature during mating season, we have watched as our President has led initiatives to use school counselors to ‘win’ over more students for aligned career tracks, and so much more. How is the ‘love’ spread? Money with strings. Agenda with promises. Sold out citizens in key places hell-bent on reshaping our nation to no longer be the “land of the free/home of the brave”, but to be the ‘land of the controllers/home of the enslaved’.

Warrior’s Actions:

1) All of these Bills (in the 3 articles) have been introduced and are in Committees until Congress reconvenes Sept. 6, 2016.
2) All of these Bills are purposed moves by the CCSS Machine. The private parts of the Machine are influencing the public parts of the Machine to make all the alignment efforts complete.
3) We can work together to influence the Congress members to halt all these Bills!
4) We MUST act quickly and with accuracy.
5) Women on the Wall is currently working on resources for  our anti CCSS Warrior influence for maximum impact. Aligned Workforces

In my last 2 articles, we learned about the global workforce education efforts. For my ‘From the Files’ combined with the Would You Believe It?! articles, let’s see what is new across the nation for a CCSS/CTE/CCR (Common Core State Standards, Career Tech Education, College/Career Readiness) educated workforce.

How Workforce is Embedded in Education:

Simply stated, the WIOA (Workforce Innovation and Opportunity Act of 2014).
A bit more in-depth, is the fact Career Pathways (part of the Common Core and Career Tech Education) and STEM are woven into the law. Career Pathways is embedded at least 21 times. Fast forward to ESSA (Every Student Succeeds Act of 2015) and the HEA (Higher Education Act of 2008) and you will find STEM, Career Tech Education, and College/Career Readiness embedded.
Specifically in ESSA: You will also find that WIOA/Workforce is embedded, 33 times. You will find Higher Education in ESSA, 64 times. STEM is embedded through not only Math and English, but in the Teachers Corps, the 21st Century Skills, and Title 4 funding. See:

For a visual example, see below, from California. According to their website, they consistently search and encourage ANY relationship which will tie workforce to education!

How the Workforce Quality Data Ties to Student Data:

Simply stated, begin on page 11 of this 2014 U.S. Dept. of Labor document:
Workforce SLDS linkage (*Note: on page 12 you will read that the original intent of the data mining was not to link the student data to the workforce’s, but to compliment it. However, refer to the current U.S. Dept. of Labor WQDI information and all compliments are gone. In their place is total unity of information geared for education which fits Career Tracks, Career Clusters, Career Pathways, etc.)

The bottom line is it beefs up State Workforce Development Boards.

The Workforce Development Systems at the State Level:

Simply stated, there will be 50 different systems. However, among them will be certain unifying factors.

I found the following website, you will want to check out. It is a national level registry workforce group for the States to access. It is a private, non-profit group. One of the main missions of the Alliance? Early education and afterschool workforce programs.

From my research, I have found the following.
These workforce-based programs will be encompassed in ESSA via the 21st Century Community Learning Centers, as well as all the supportive activities or services to boost student achievement. You will also see Career Awareness activities and events increase. Career trial basis courses will also be available. All these are sprinkled throughout the ESSA.

Weekend News: The IES and the ESSA

ESSA molding education to become less than what it should be.

In yesterday’s ‘Tech Thursday’ article, I gave you plenty of information about the CCSS Machine’s efforts via the ESSA (Every Student Succeeds Act) and digital education. In the ‘Closing’, I assured you we would look at the IES (Institute of Education Sciences) next.
Why? Section 9210 of the ESSA discusses the IES’s role in federal overreach into not only education, but our homes as well.

 

Section 9210, Bottom of Page 943:

In the ESSA Final Conference Report (that is the 1,059 page document; the Final Law Version is 391 pages long), this section is titled “Report on Student Home Access to Digital Learning Resources”. (Lines 14 and 15)
Beginning on Line 16 and ending on Line 20, is the General Statement for this Report. “In General-not later than 18 months after the date of enactment of this Act, the Director of the Institute of Education Sciences shall complete a study on the educational impact of access to digital learning resources outside the classroom.” So what does this mean? Anytime between December 9, 2015 and July 9, 2017 this Study will be conducted!
Lines 21-24 of Page 943 begin the Contents that will be studied. (The Contents description ends near the bottom of Page 944) Below is a summary of these Contents:

1) Analysis of student habits related to digital learning resources outside the classroom.
2) Location of where the resources are.
3) The types of devices and technology used for educational purposes.
4) Barriers students face in accessing digital learning resources outside the classrooms will be identified.
5) Descriptions of challenges students without home internet access face daily.
6) Related challenges to #5 will encompass a student’s ability to complete homework as well as how engaged in the classrooms they are. It will also measure their participation in class.
7) How the challenges of #5 and 6 impact a student’s educator and their instructions.
8) How SEAs and LEAs (State Education Agencies and Local Education Agencies), schools, P3s (Public, private partnerships), and others can develop ways to break down the challenges and barriers of digital learning access outside the classroom.

What follows the Contents of the Study? How the Director of the IES will include the general public in results of the Study. What other groups get the results? The Committee on Education and Workforce (U.S. House) and the HELP (Health, Education, Labor, and Pensions) of the U.S. Senate. Finally, all this data will be shared electronically with the U.S. Dept. of Education and posted to their website.

 

Warriors Against the Core: Do you see the process? Do you realize the implications? Do you recognize the 2 main parties receiving the results (Congress and the Dept. of Ed) are the same ones who help plot and plan the HR5 and the S1177 which were combined to give us the ESSA?!
The HELP, the Ed/Workforce also have their hands on the SLDS (Student Longitudinal Data System from the U.S. Dept. of Ed); are helping oversee the re-authorization of the HEA (Higher Education Act); have access to  the WQDI (Workforce Quality Data Initiative from the U.S. Dept. of Labor); and will now be measuring our students OUTSIDE the schools! So where does this usually point? Homes! After school programs! Will this include their trips to Grandma’s or a favorite hang out location where they meet friends, too? While not specified, the descriptions in the language are so opened ended, it does make you wonder.

IES, Up Close:

Well, if the IES will be measuring our students and homes so up close and personal, maybe we should be looking at THEM rather closely.

From what I have been able to find, the Study mentioned in the ESSA is not available on the IES website. However, I have been able to find some related documentation which may help us in our War Against CCSS.

For example, the IES is great about granting large sums of money to others in the name of research. I was able to find one such grant given to UCLA back in 2008. The sum? Over 9 million dollars. The name of the grantee, specifically? National Research and Development Center on Instructional Technology: Center for the Advanced of Technology in Schools (NCATS). The money was good for 5 years.

Another one was a slightly over one million dollars given to the CAST, Inc. back in 2011 (good for 3 years) and combined technology with the Universal Design for Learning, struggling readers, and more digital learning. See:

I  was also able to find a pdf document where activities for social, emotional, and behavior competencies; student outcomes in school and in life for PreK to Adults are in need of studying, measuring, and researching, especially for virtual learning. See the document:

For this first “Weekend News” of 2016, I wanted to focus in on how much CCSS (Common Core State Standards) and CTE (Career Technical Education) is still alive and thriving across the nation.
As most of you (anti CCSS Warriors) know, I reside in NC. As you can imagine, NC, like all the other States, has several legislators, politicians, and other various groups completely sold out to the educational alignment that spans from birth to career.  It has been well documented just HOW sold out NC is. I won’t bore you with the dreary details or name names. I would rather focus in on the information we can use as tools to FIGHT this continue assault on education and our citizens!

So what news do I have which has me re-visiting NC’s moves?! On January 7, 2016 (just yesterday) there was a release by the State Board of Education (SBE). This Resolution is to support the Governor’s alignment plans for a workforce based education system. Basically it is an announcement to the world that proclaims all things CCSS, Common Core State Standards is right for NC. Below is a screen shot. Please, click on it to expand it. Notice that even the fancy font and cursive letters can’t hide the selling out of our state’s education.

Here are my key points (from the Resolution) as to what we can use as tools to fight this kind of continued alignment of education.

1) Scrutinize not only your SBEs but your Depts. of Commerce as well. Remember, the Gates Foundation gave the U.S. Chamber of Commerce millions of dollars to use via the state Chambers for the express purpose of involving businesses in the educational alignment!

2) Hold accountable any legislator or politician who refuses to listen to the constituents.

3) Depending on how your State government works, investigate any Dept connected to education in any way. (see below in the instance of rural education)

4) If you do not already know this, find out: What are your State’s Workforce Development goals? How does WIOA{Workforce Innovation and Opportunity Act of 2014} funding (federal to state trail) play into these goals? What portion of SBE (State Board of Education) RttT {Race to the Top} funding (federal to state trail) was used to help lay the ground work for Workforce education? (Look for Career Technical Education/Career Clusters/Career Pathways/STEM in budget line items) How far has your State come in establishing their WQDIWorkforce Quality Data Initiative (data mining job applicant’s work information)? (This information will be ‘married’ to the SLDS, Student Longitudinal Data System from the U.S. Dept. of Education to not only create a career track, streamlining jobs, but teacher and school measurements and accountability)

5) What measures has your State made for global readiness/global competitive citizens via education? What measures has your State made for CTE (Career Technical Education (which is the adult version of CCSS)? What current laws are in your State’s books which protect CTE?

6) What collaborations or partnerships has your State made in aligning education to not only CCSS or CTE, but College and Career Readiness Standards from the elementary, secondary institutions to post-secondary educational institutions (Don’t overlook proprietary {for profit} schools or on-line schools.)

7) What current legislation supports the continued use of CCR (College and Career Readiness). What legislation is being written or considered which supports the continued use of CCR (CCSS’s ‘newer name’) What evidence is your State ignoring (which has proven CCSS/CCR as developmentally inappropriate) to justify continuing this harmful education which is based illegally into law?

8) What current legislation is in your State’s Statutes which allows P3 (public-private partnerships) in education? (Be aware that the ESSA has language embedded which will allow for MORE P3 interference in education.)

9) What work-ready communities does your State have currently? (Be aware that the newly passed ESSA law has given the green light for total community alignment to College and Career Readiness, CCR.)

10) What power does your State give to LEAs (Local Educational Agents)now? What current laws protect those powers? (Know that the ESSA gives LEAs even more power than ever and that many accountability and assessment factors will now be at their discretion.)

Anti CCSS Warriors, another work week is upon us. Another week to fight against the agenda behind the CCSS Initiative. We know part of the agenda is NOT a true academic education, but a workforce based, globally minded, and career ready citizen who will be an economic ‘positive’. I’ve written much on the topic. Our students, regardless of the their age are being described as ‘human capital’, ‘talent supply’, and other disgusting phrases. We can now add the dishonorable ‘globally ready’ to this list, at least in NC. But are there other states already willing to sell out their schools? You bet!

I invite you to enlarge the above screen shot. This is no joke for NC, but it’s a foolish move for the state, nonetheless. Why? Because instead of the state receiving LESS CCSS, it is continuing to LOCK CCSS into the schools!!
Here’s a quote from the page above, “In September 2011, the North Carolina State Board of Education (SBE) formed a Task Force on Global Education to assess the state’s effort to produce “globally competitive” graduates ready to live, work, and contribute in an interconnected world.” The Task Force found 6 major goals and committed to 5 of them. What are they? I’m so glad you asked! Below you’ll find the 6 goals in plain language, not the tricky double speak so often used in CCSS supportive dribble.

1) prepare students for global readiness
2) use LEAs (Local Educational Agencies) to co-ordinate and align for global readiness
3) prepare and align teachers for global readiness
4) stress global language and culture
5)  involve as many P3 (public private partnerships) to get in the ‘global push’ as possible
6) hone a sustainable, global competitive edge in communities

The 5 commitments? Again, in plain language, not pro CCSS rhetoric!
1) embedded global themes, more PBLs (problem or project based learning), and groom teachers for more globalness, not less
2) partner with HLIs (Higher Learning Institutions) for more to increase the supply of global ready teachers
3) transform schools into ‘new schools’ with the help of non-education related entities
4) expand the ‘global ready’ push to more NC school districts
5) work directly with the NC Dept. of Commerce and other external partners

Dual enrollment combines the last part of high school with that of the first year of college. In NC, all 58 community colleges are CCSS/CTE aligned. Most of the major universities are also helping grease the wheels of the CCSS Machine.:

With moves like these in our states, we know LOCKING in more CCSS/CCR/CTE is a reality, not a questioned possibility. If our leaders are saying ‘no’ to CCSS, but ‘yes’ to ANY of the above, we must hold them accountable!
