“The HC Police”

**Author’s Note: An in-depth report on S 406, the White House, Congress, and globalizing education expressly for workforce needs in a nanny controlled environment.**

Anti Fed Ed Warriors, have you heard of S 406? It’s a federal Senate Bill which just passed the Senate floor. This means the next stop is in the House. What does S 406 do?

It isn’t what the Bill ‘does’, it’s what it creates..more federal control over us.


S 406 “Federal Rotational Cyber Workforce Program Act of 2019”:

This “Act” will create an executive agency filled with a “Chief Human Capital Officers Council”. The ‘cyber’ portion refers to the federal employees overseeing cyber security, data collection, and all that intersects them.

S 406 also embeds 2 previous laws.

The Chief Human Capital Officers were ‘created’ in an Act from 2002.

Warriors, what do these Officers do? (I’m calling them the ‘HC Police’ or “Human Capital Police”.)
Basically: set a workforce development strategy; assess people and plan their future in the ‘policing’; align human resources to meet the ‘outcomes’ of the strategy; use ‘best practices’ and ‘benchmarked standards’; ‘measure the police’s intellectual capital’ and link data to performance and growth of their position.

If that sounds a bit confusing, think of it this way, those who are policing us have to be just as aligned and tested as our students. The biggest attraction for the “HC Police”? A love of data and computers. Which leads to ‘coding’. Cybersecurity thrives on coding.

Warriors, ‘coding’ is a tool of the CCSS Machine for students as young as preschool:

If you cannot read what’s in the red box, “Preschoolers are digital natives, they don’t know a life without smartphones, tablets, and computers; or cartoons on demand.” This website goes on to state that ‘coding’ isn’t just for older kids, and introduces the subject as a game.

Since coding exists to breed all kinds of workers who will track us to no end (aka ‘cybersecurity’, “IT”, etc.) there had to be a law for this special arm of the CCSS Machine’s agenda.

The Cyber Workforce? A 2015 Law ‘created’ that.

Warriors, what does the existence of this law do? First, it was embedded in a budget (appropriations) law. Secondly, it set up a national initiative for cybersecurity education.
Third, because it’s a federal law which hasn’t been repealed, it’s active in 2019.

It embedded ‘coding’ as a way of life in education AND jobs. You’ll find ‘cyber’ is embedded in the budget law 428 times. ‘Education’ is embedded 280 times. Where the two intersect is in Section N. Pages 695-797 will show you the 14 ways in which education and the U. S. Dept. of Education were mandated.  

But, wait, don’t we need protection from hackers? Isn’t that the main goal of cybersecurity? Warriors, protecting us from hackers is a goal, but not as much of the main goal as we’ve been told. Here’s what else this Cyber Workforce Assessment Act set us up for:

a) Cyber Corps Scholars (and scholarship programs) Ties it to the NSF (National Science Foundation) and the National Intelligence agencies.
b) Funds for cyber (on line) upgrades under ‘school improvement’, ‘school safety’, ‘education tech support’, redesigned schools, ‘safe schools’ and Project SERV
c) Will use SSI funds (tied to Title 1 and IDEA funds/programs)
d) Will use funds for health care (also ties to ‘c’)
e) Will track and involve the IES (Institute for Educational Sciences)
f) Impacts the Information and Education Exchange Act. This 1948 law is still in existence and set the framework for international information partnerships. Those partnerships in 2019? Data sharing across the globe! (See the section below for more information)
g) Forces all federal agencies directly involved in security or related to security to be involved in data sharing and collection. Said data will be available to third parties and private contractors of the agencies choosing.

So, since all this was previously set up, how will the 116th’s Congress Bill (S 406) increase any or all of the  laws above?

From the ‘HC Police’ stand point:
a) Rotates who’s watching us and tracking us.
b) Spreads the HC Police across all fed agencies.
c) The agencies determine position for HC Police within their domain.
d) All involved determine the level of watching/tracking.
e) U.S. Dept. of Homeland Security dictates all policies and procedures (updates as needed, if needed). Parts of the policies and procedures are Career Tracks in education (all levels).
f) Uses ‘accountability’ (tracking and assessments) to be transparent.
g) Fed agencies can partner HC Police and set policies/procedures.
h) Locks in merit based employment for each rotation (180-365 days).
i) Reports activities to GAO (Gen. Acct. Office). If GAO deems program a ‘success’ HC Police rotations may be extended.
j) Will assess HC Police for proficiency in IT and skill levels completed.
k) Gives a ‘sunset’ of 5 years from time of the Act becoming law. (Means ending in 2024)

Okay, Warriors, ask yourselves this: the U.S. Government has already set us up to be spied upon via the Patriot Act, FEPA (most recently). It’s been proven that the government is a TERRIBLE privacy keeper when it comes to our data, so HOW will having national HC Police improve our privacy?  Quite frankly, it won’t improve our privacy at all. It WILL confine us even more..and it’s in the House of Representatives for their tweaking or approval!

Think how the AI and 5G technologies are already ruining education, as well as our nation.

A Blast From Our Past:

The 1948 Information and Education Exchange Act (aka the Smith-Mundt Act). If you do a general internet search for the S-M Act, you’ll see that it’s basically a propaganda law for public diplomacy. However, knowing what we know about global education overreach, look what I found from the “Information and Education Exchange Act”:

Warriors, the Information and Ed Exchange Act (S-M Act) was updated in 2012. The amendments made to the 1948 version only impacted broadcasting and free speech. Section 3 remains; as do the information and knowledge combined with technology. Section 402 is also still as it was from the original.

So, the S 406 (116th Congress) gives us a window of 5 years, which means 2024. Is there a global education significance involved?

A Crystal Ball Future?

From the AP and Business Wire, this 2018 article lays out for you that yes, by 2024, the global data giants will have complete control of the ‘information sharing’. Yes, Warriors, these global data giants already have a great deal of control, but it will only increase. How and why? Innovations and coders to implant the innovations. The US is among the regions included in the research.

Those data giants included (not limited to) in the Research Report the article tell you about are:

Briefly, by 2026-27 school year: 2 percent increase nationwide in school enrollment for PreK to 8th grade; 8% increase in high school; 33 million teachers; 5% increase in high school graduates; cost of education (taxpayer burden) $670 billion (19% increase); and the cost per pupil: $12,900.00.

The PISA (Program for International Skills Assessment) for 2024 is already in the planning stages, Warriors. The focus? Science and digital technology.

What about NAEP (National Assessment of Educational Progress)? Here’s their assessment area focus.

The Human Capital “Forecast”:

Well, we’ve seen what Congress is up to, read what the CCSS Machine is predicting about education and the all encompassing aspect of the UN’s SDGs in it all, so what’s the future of ‘human capital’?

SHRM (Society of Human Resources Management) is a US/global group founded in 1948 (same year as the Information and Education Exchange Act/S-M Act). While I couldn’t find evidence of a direct connection, it’s not hard to see how ‘human resources’ and ‘human capital’ are intertwined.

The Forecast you see in the screen shot is from 2013 and was predicting workforce and human capital up until 2024. There is a more recent Report, as well. However, I wanted you to see a few things in the 2013 Report.
1) look at the title highlighted in red (‘behavioral competencies’)
2) most of us will have to work well past the accepted retirement age
3) there’s a huge skills gap and jobs are being filled; most jobs are replacement positions (meaning when one person ages out, another, younger person steps in)
4) STEM (Science, Technology, Engineering, and, Math) in America isn’t stacking up to global counterparts
5) our economy will suffer tremendously if we don’t address 1-4.

Another Report (Deloitte Review) from 2017 states that we are aging, but we’re also learning more and spending more time being educated. Warriors, this is a subjective view. No, we are not seeing students learn more, we are seeing them forced to have education become workforce readiness!

The stark reality, is that ‘human capital’ is part of ‘lifelong learning’!

From 2010, this book detailed the vast amount of globalism America plans for and buys. You won’t see the U.S. Dept. of Education mentioned, but you will see the U.S. Dept. of Labor and its international membership. If you read the acknowledgements, you’ll see a few CCSS Machine member groups. Read the list of acronyms and you’ll find several more CCSS Machine member groups.

So, seeing that the U.S. Dept. of Labor is a member of the ILO (International Labor Organization), how connected to the UN/Global ed/labor agenda are we?

Warriors, the DW4SD (Decent Work for Sustainable Development) will impact American legislation AND policy. After all, the UN’s aim to indoctrinate workforce based education depends on policy changes. What are the changes? Have we already seen this put in place or will we see soon, especially with S 406?

1) better jobs
2) internationally aligned labor standards
3) social protection
4) sustainable enterprises
5) rural economy
6) informal economy
7) labor inspections
8) what’s unacceptable work
9) labor migration
10) employer/worker organizations

These 10 ‘planks’ fit within the 17 Sustainable Development Goals. Warriors, education is Goal #4.

Closing:

What are we to do, Warriors? Contact the House of Representatives and demand a ‘no’ to S 406!

We cannot settle on simply shutting down the U.S. Dept. of Education. The U.S. Dept. of Labor is JUST as unconstitutional!

DeVos’s G20 agreement calls for ed/labor to be merged. DC has also made plans to merge the two UNCONSTITUTIONAL departments.

***THIS fits precisely with, not only the UN’s SDGs, BUT the S 406 plans!***

Look at the previous plans for an ed/labor merger.  Obviously,  the  GAO(Gov.  Acct.  Office)  didn’t  see  a true  ‘savings’,  or  otherwise,  the  merger  would  have  happened.(Source)

From 2018, The ‘new’ ed/labor merger plan in visual form. NPR reported it as a money saving move. The White House sold it as a way to help the country improve.


Warriors, this still doesn’t END federal (or global) overreaches in education, it simply shuffles the deck. Instead of 2 unconstitutional federal agencies, one MASSIVE one.
Just after that White House news, Warriors stepped into action. There was a petition to halt merger plans! There was push-back!!

A Shiny New Coat

Anti Fed Ed Warriors, we all know the story of the “Emperor’s New Clothes”, right?
Basic themes in the story are vanity, money, and deception.

Those same basic themes can pretty much sum up the educratic shift in our classrooms across the globe. Here in America, we’ve definitely seen the greed and deception take our academics away and replace it with workforce training.

So, what happens when you take a CCSS Machine member group like IBM, attach a shiny new coat of deception to education and add it to a notoriously bad on-line school?

The “New Collar” Is Still A Servant’s Collar:

Warriors, IBM’s CEO, back in 2016, came up with a new phrase for the same old CCSS Machine alignment: “new collar jobs”. Below is her opinion column in USA Today:

Part of the CEO’s plan for ‘new collar jobs’? P-Tech Schools (I exposed them years ago). These schools are 6 year high schools which focus on industry skills at a ‘community college’ level.

Community colleges have been called ‘Camelot’ (by the CCSS Machine) for their access to all school choices intersecting and the ability to carry on (or introduce) CTE, Career Tech Education, CCs (Career Clusters), CPs (Career Pathways), STEM (Science, Technology, Engineering, and, Math), dual enrollment, and, concurrent enrollment.

IBM, late 2018, announced that Ireland became the first country outside of the US, to adopt P-Tech. Notice how IBM is taking credit, as well as using ‘local educators’ as the creators.

Warriors, IBM’s CEO is an appointed member of the new National Council for the American Worker (aka: National Workforce Council), here in the US.

K-12, Inc., A Long Time CCSS  Machine Member Group:

Warriors, back in 2015, I showed you how K-12, Inc. was in the CCSS Machine, as well as in co-operation with the NASBE (National Association for State Boards of Education). If you followed me back then, you also know I shared with you the struggle NC (where I live) had with keeping K-12, Inc’s. terrible track record out of the State, only to allow it in the end, as a school choice. Then, there was the overreach by K-12, Inc. into homeschooling. If you read their recent “Student Impact” report, you’ll see lots of hype about increased student engagement.

So, with such an awful past, why is K-12, Inc. still in the ‘education’ business? Look below for one reason why:

The goal for K-12, Inc. NOW, is to be a part of building a national career readiness infrastructure. One of the ways this will happen, is ‘the right education’, not “more education”.

How will the K-12, Inc. folks know they’ve helped close the ‘skills gap’ (another CCSS Machine fallacy)? By sending “K-12 powered” students into the workforce.

As far as the partnerships K-12, Inc. is building to have all the career readiness infrastructure take off? A direct quote, “To do this, we are aligning with higher education institutions, school districts, and industry partners to offer career training. We are working to pair this training with summer jobs, externships*, paid internships, drop-in training, and part-time and full-time employment opportunities.”
(*Note: ‘externship’ is a temporary training period.)
Be sure to notice which ‘top companies’ K-12, Inc. mentions to work for in the article linked above.

In that article, Georgetown University’s Center on Education and the Workforce was cited. I showed you last year (2018) how Georgetown was assaulting real education with quasi-education.

The Report the Center on Ed/Workforce has published (which K-12, Inc. is basing their infrastructure plan off of) doesn’t state ‘Hey, we’ve got a few suggestions.’ It clearly states their findings are ‘requirements’. Among those ‘requirements’? STEM jobs!

Warriors, below is WHY Georgetown University is so biased about an educated workforce:

If you cannot read the print, Lumina Foundation, Joyce Foundation, and, the Gates Foundation are the main funders of the Georgetown Center on Education for the Workforce.

So, if you’re going to change the national infrastructure to career readiness, these are a few of the groups which will be involved.

The Career Readiness Partner Council:

Warriors, if you’ve not heard of this Council, it’s been around since 2012. Housed in the Advance CTE National Association (a huge CCSS Machine group). The list of Council members is long. You’ll see all of them are CCSS Machine members, too.

CEP (Center for Education Policy):

Warriors, this CCSS Machine member group has published many CCR (College/Career Readiness) documents. Most are geared for one goal: 21st competency skills graduates.

JFF (Jobs for the Future):

Warriors, be sure to look at their “Opportunity Works” program for workforce readiness.

National Informal STEM Network:

Warriors, this Arizona State University and Univ. of MN backed on-line group, have all sorts of STEM activities (which are CCR dressed as fun)

CCREC (College and Career Readiness Evaluation Consortium):

Warriors, this group works with certain States and those States GEAR UP grants.
GEAR UP
is a federal program which is 100% workforce based. It uses STEM, CCR, CCSS, and, CTE. The Consortium also partners with Act, Inc. and is a heavy student data collector.

NCPN (National Career Pathways Network):

Warriors, be sure to read their “Items of Interest” section. You’ll see CTE and STEM promoted. You’ll also see the IBM ‘open collar’ article. You’ll want to read about the German based ‘vocational dual training system’, too. (*Note: among the top items of the German study, are economic goals, social goals, and, personal goals.)

Warriors, don’t forget to change an infrastructure you have to have legislation. So Congress is an obvious CCSS Machine group to watch in all this.

Don’t forget, all the job websites (like Monster and Indeed, etc.) will have career readiness or career assessments. Our federal government gives States grants for One-Stop Job/Employment Centers. These will be huge CCR locations.

Closing:

Warriors, the last place we will need to watch for ‘infrastructure’ changes in education is the HEA (Higher Education Act) as it is readied to become re-authorized. I have shown you over the years, how the HEA is the last link in the cradle to grave workforce education chain. Career Readiness will be a huge part of the new version.

Believe me, the educratic emperors will be strutting all over the nation with THAT shiny new coat of deception.

Anti Fed Ed Warriors, in the last few days of July, I wrote and published a researched article centered on the former HR 2353, now Public Law 115-224, the “Strengthening CTE (Career Tech Education) for the 21st Century Act”. Warriors, the Bill became law when President Trump signed it on July 31, 2018. He was surrounding by lots of CTE ‘champion cheerleaders’.

Interestingly enough, the PA Representative’s (Rep. Thompson, who was the chief sponsor of HR 2353) Press Release stated that this Bill (now Law) overhauls the former Perkins CTE Act of 2006. Speaking of THAT Act, I showed you back in 2014, how the Perkins Act re-branded ‘vocational technical’ to “Career and Technical”.

So, once again, the CCSS Machine has been playing agenda word games with the citizens ever since then. Trouble is, most Americans are still remember education is as it used to be and not fully grasping the toxic changes being sneaked in under some familiar phrasing. Still more troubling is that there is almost zero ‘education’ happening in CTE (Career Tech Ed). It’s roughly 98% workforce training.

Warriors, links to my latest video about the new CTE (Career Tech Education) Law (formerly HR 2353, now Public Law 115-224). In the video, you’ll learn how the 2017 Executive Order 13801 plays into the Public Law 115-224 as well as connects directly to the new Executive Order 13845, signed July 19, 2018. (*Note, in the opening moments of my latest video, I mistaken identified HR 2353 as a resolution, it was a Bill.)

As I stated in the video, I’m providing much more information in this article.

Previous research into just what PL 115-224  (HR 2353) is going to set up for us across America:
1) From earlier this year, States are to take the CTE Pledge. After all, WIOA (Workforce Innovation and Opportunity Act), STEM Act (Science, Technology, Engineering, and Math), HEA (Higher Education Act), and ESSA (Every Student Succeeds Act) all have!
2) From 2017. How HR 2353 would ‘level’ all education into the same thing. As we know, that was ESSA’s  goal all along.


3) To give you an idea of how eerily close the National Workforce Council created by EO 13845 is to the one laid out in the LADDER Act (as well as how ANY national council will data rape the citizens), read this article of mine.

Warriors, you’ll also definitely want to look at the May 2018 Executive Order 13801’s Final Task Force Report. In it you’ll see that the 3Rs have been sacrificed for the global economy rhetoric. How will this economic portion play out in schools? Career Technical tracks and ‘post-secondary readiness’, as laid out by ESSA.

Task Force Report Notes Previously Not Shared:
1) The entire Report is 51 pages long. Within these pages, the over all policy agenda is 4-fold: Educate, Expand, Control, and Attract (you’ll find this in the U.S. Dept. of Commerce’s Secretary Ross’s introductory letter.)

2) The Task Force created by EO 13801 (Expanding Apprenticeships) was broken into 4 sub-groups. 1) Education and Credentials; 2) Attracting Businesses to Education; 3) Expanding Access, Equity, and Career Awareness; and, 4) Administrating Regulatory Strategies.

3) From the U.S. Dept. of Labor’s Secretary Acosta’s opening letter, his goal was filling ‘insufficient’ skill gap apprenticeships*. The 26 steps the Task Force created will unfold over the next 5 years. *As ‘reported’ by public service, education, trade associations, labor unions, and companies.

4) From the U.S. Dept. of Education’s Secretary DeVos’s opening letter, her input was centered on President Trump’s expansion of apprenticeships. She claims it’s a NATIONAL priority as well as a NATIONAL education one. Her comments target ‘active learners’. She goes on to say the actions will speed up unity between education and jobs. How will this happen? Using more ‘flexible’ industry created learning models. This will, in turn, breed qualified workforce for the 21st Century. This type of qualified workforce will be key for the 21st economy, security, and, prosperity. This learning model will engage learners and be cost-effective for employers. Workforce based learning will a great way to learn, work, and earn. (*Note, underlined below will be the evidence we need showing the continued federal overreach ‘commitment’.)

5) From the U.S. Dept. of Commerce’s Secretary Ross’s letter. These 26 steps will update an 80 year old American system. He goes on to stress that the historic gains the President has made will be a carrot to fill high-skilled jobs. Sec. Ross mentions Rep. Foxx’s misinformation about the unfilled 6 million jobs in America. (*Note: be sure to scroll down to the comments section of the embedded article directly above.)

6) From the Report’s Executive Summary, the tone suggests that the entire woe of America is higher education, as in, colleges and universities! “When implemented correctly, apprenticeships will provide a career path!” (See Page 10)

7) From the 1st sub-group: Expand industry recognized apprenticeship programs, especially the ‘learn-to-earn’ ones; include CBE (competency based education) assessments; P3s (public private partnerships) clarify national portable credentials (national ID card for working); federal government identifies available resources to carry these activities out (industry sector led financing).

8) From the 2nd sub-group: use and streamline various funding streams in simple ways for attracting businesses to education (State incentives); study skill gap shortages (data rape/manipulation); U.S. Dept. of Labor centralizes all data between all participants.

9) From the 3rd sub-group: Federal government funds an all out advertising blitz (propaganda) to raise awareness for workforce based apprenticeships/aligned education; incentives by federal government to businesses for more ‘learn-to-earn’ programs; U.S. Dept. of Labor leads funding campaigns to create more community based efforts for aligned apprenticeships; improve the existing data base for the Registered Apprenticeship System.

10) From the 4th sub-group: Begin with pilot project for expanding CTE apprenticeships via a selected industry from the existing Registered Apprenticeship System. In that selected pilot: focus on mastery based learning and competency; cannot include the construction industry per the Davis-Bacon Act; base apprenticeship paychecks on a scale system to reflect competency; reform the existing Registered Apprenticeship System.

11) From the Introduction to the Report: Task Force actions began July 2017. Other meetings were held August 2017, November 2017, February 2018, March, April, and May 2018; the 4 sub-groups ‘cross pollinated’ their 26 steps to expanding CTE apprenticeships.

12) Also from the Introduction: Higher education (college) is letting Americans down; apprenticeships have a proven track record for affordability and relevancy in America; the U.S. Dept. of Labor has 4 pillars for all programs (apprenticeships included): provide your needs, manages your direction, earn money while you learn, and, rewards you with credentials. Total typical process time these programs take: 1-6 years.

13) Introduction continues with:
a) old apprenticeships were focused on construction and manufacturing. New ones will focus on healthcare, IT, transportation,energy, and logistics.
b) old pattern (in place since the 1930s) is the base for now; the U.S. Dept of Labor and States partner to ‘upskill and reskill’ citizens. Updates will remove all barriers for disabled, elderly to be included; create stable families (especially for low-income ones); improve economics and social community situations (cites a WA State example on Page 15); apprenticeships praised by bipartisan elected leaders, current and previous White House Administrations, and State Governors.
c) Page 16 will show you the huge ‘put down’ aimed at America’s colleges and universities.
d) Page 16 also shows the blatant lie that “Apprenticeships can offer a key component to the solution to the skills gap.” (Based off a Harvard University Business School Study. The irony is that Harvard partnered with Pearson to help create the myth of the ‘skills gap’ and helped create the Career Pathways as a solution. Career Pathways are a embedded part of CTE!)
e) Warriors, to me, this is the BIGGEST clue to just how globally minded D.C. has become while sacrificing our nation on the altar of our freedoms. The Task Force actually has the audaciousness to bring in how much American apprenticeships should copy the German and Swiss apprenticeships! (*Note: the European Union’s targeted youth ages are 16-24 years of age. That’s 8 years.)

14) From the Section “Implementation Challenges”:
a) there are several complex and inter-related ones. Setting a tone of ‘us vs them’, here are what are considered to be challenges for the government:
i) student interest and engagement in ‘worker supply’
ii) parents lack ‘career awareness’
iii) youth do not grasp ‘viable’ tracks for prosperous futures
iv) businesses need better ‘career profiles’
v) communication needs include apprenticeship ‘design signals’ for skills needed
vi) more early career counseling especially for ‘middle skills’ to elevate the dignity of workforce apprenticeships
vii) increase ‘stackable credentials’, increase transportation for participants; increase P3s especially for flexibility in alignment.

15) Warriors, of the 26 action steps (which I gave in my latest video), will begin on Page 21 of the Report. Six steps will involve education/credentialing; Four will expand access, equity and career awareness. Three steps will go toward attracting businesses. The largest group belongs to the administration and regulations for apprenticeships and their implementation (which will be no doubt carried by Executive Order 13845’s created National Workforce Council) at 13 steps.

16) The Conclusion of the Report begins on Page 39. The most important information from this section is that businesses, labor unions, non-profits, trade and industry groups, education, and public officials are pleased to answer President Trump’s call to increase this type of programming in America. As Warriors, notice the ‘lifelong learning’ educratic phrase and how education/workforce aligned apprenticeships will break down American silos.

Teamwork Agenda: Marketing Lies

Anti Fed Ed Warriors, I know that we have heard SO many educratic lies about schools in America, we could scream.

Wednesday night (9/6/17) I was the honored guest on Women on the Wall’s weekly anti CCSS Machine call. To say it was an easy topic, would be a lie. It wasn’t, in fact, I stumbled through quite a bit. Not because I wasn’t prepared, I was so upset about what is happening!

What was the topic? The upcoming broadcast of the EIF/Project XQ’s “Super School Live”. It’s set for 9/8/17 and is to be aired on ABC, CBS, Fox, and NBC. I urge you to listen to the archived version (above). You’ll need to have a pen and paper (or whatever you use to take notes) handy.

If you don’t have time to listen to the archive, let me state as concisely as I can that the ‘teamwork agenda’ surrounding the broadcast is marketing lies to justify making over American education, especially at the high school level. (*Note: the announcement for the Call had the archived links to my researched published articles you may wish to access for the evidence showing the lies and deception.)

3) Rowe testified in 2011 and 2014. The purpose? A marketing makeover for CTE.
4) The 74 is a pro CCSS Machine member organization, so their spin on Rowe’s activity for CTE. Of course, here, on my blog, you’ll find there is no spin, only the researched facts behind the marketing lies.

NC’s Spin for Teamwork Agenda:

Warriors, earlier in this article, I said we’d revisit the ACTE. Why? One of the latest headlines is about the wonderful news of NC’s CTE unifying with this national organization.

If that doesn’t mean much, consider the screen shot (near the beginning of this article) from NASCAR Technical Institute promoting Mike Rowe. NASCAR Tech is in NC! (It’s a branch school of the AZ based corporation.)

In NC, CTE offices are housed in the NC DPI (North Carolina Dept. of Public Instruction) for K-12th grades. In post-secondary education, the NC Board of Governors oversees it. Factor in the NC Dept. of Labor, as well.

Warriors, remember, because of the unifying forces behind the U.S. Dept. of Education and the U.S. Dept. of Labor, we have data tracking expressly FOR aligning careers to academics!

Let’s also consider that CTE is embedded in job seeking assessments used by those one-stop career centers or job application sites as part of your State government. You’ll find CTE in those skill based apprenticeships, too.

Warriors, I want to show you one more way the marketing hype has been used against us.

Here in my town, we’re seeing a 2014 bond (was placed on the ballot for citizens to vote on) come to fruition in the form of a ‘renovated’ city high school.

The money poured into the ad campaign for the renovation was plenty. The write-ups in the local news sources were also quite numerous. The bumper stickers and T-shirts all encouraged folks to vote ‘yes’ for the Bond, because if you didn’t, you somehow were being non-supportive and a terrible person.
As part of the Bond package, new spaces for CTE were planned on. Guess what? They’ve been built. There’s even a Career Bridge Council to help utilize the teamwork agenda built on education lies.

Skills Gap, Ad Nauseam

Warriors Against CCSS/Fed Ed, how many times have we heard that the education reform we’re seeing (and have been seeing), will ‘close the skills gap’?! I do not know about you, but I’ve seen it and heard it so much in researching HOW CTE (Career Tech Education, an arm of Common Core) will be our ‘saving grace’, that I could throw up.

It doesn’t matter that CTE wasn’t included in the original ESEA (Elementary and Seconday Education Act of 1965), by the time ESSA was made into law (Every Student Succeeds Act), CTE had been thrown in.

Not only does CTE show up in ESSA, but, you can find it in the HEA (Higher Education Act) of 2008, WIOA (Workforce Innovation and Opportunity Act) of 2014, American Apprenticeship Initiative, the STEM Act of 2015, and a host of other initiatives, Acts, or proposed bills.

To date, countless proposed bills have been and are being considered to use CTE as the ‘savior’ for….the economy.

It’s pretty simple, Warriors, align the education to jobs, make more jobs available, and BINGO..the economy is stable.

However, reality shows that those who need jobs aren’t getting them. Aligned education, or not! So, where are all these ‘jobs’?

Why is the economy more precious than education?! Because the CTE is a global mindset, not an American one!

Think about it, Warriors, CTE was thrust upon us just as much as Common Core BECAUSE it IS Common Core! Where are the roots of Common Core? In Agenda 21 from the UN (United Nations). CTE breeds CBE (Competency Based Education). CBE is not new, nor is it American made.

The Millennial Report:

Released in 2015 was the ETS (Educational Testing Service) Report on “America’s Skills Challange: Milliennials and the Future”.

So why is a 2015 Report relevant in 2017? The DC legislative push to increase CTE for the 21st Century learner is why. Part of the ‘sales pitch’ from Congress is that CTE closes the ‘skills gap’ quite nicely.

If you do not know what ETS does, the company is in the assessment business. It’s also a CCSS Machine member organization. In one of my January 2017 articles, I tied ETS to the Education Commission of the States (ECS). ECS has ties to the Gates Foundation, National Association of Charter School Authorizers, College Board, and a host of others.

Other ETS articles I’ve written will show you plenty about their ties to:

A) DLC (Digital Learning Council) and the 10 Key education reform points woven into WIOA, ESSA, and, HEA.
B) The NSGT (National Society for the Gifted and Talented). Students who are gifted will also be aligned to the same type of education as everyone else, thanks to ESSA.
C) IMS Global (a consortium for digital learning). Thanks to ESSA, digital ‘upgrades’ and ‘implementation’ of technology, every student will be aligned 24/7, 365 days.
D) Lastly, the shift for lifelong learning to include adult charter schools.

With ties like these, you certainly cannot escape the agenda behind the CCSS Machine.

So, what does the 2015 ETS Report reveal?
1) It is the first in a series, so watch out for more.

2) An excerpt, “The subject of this report is our nation’s millennials, those young adults born after 1980 who were 16–34 years of age at the time of the assessment. The authors chose to center attention on this cohort for several key reasons. First, these young adults include the most recent products of our educational systems. Second, according to recent reports, they have attained the most years of schooling of any cohort in American history. And, finally, millennials will shape the economic and social landscape of our country for many years to come.”

3) Our American students are, one more time, being compared to their international peers. The Report is choosing to focus on our 16-34 year old young adults because they are still showing weak signs in literacy, numeracy, and problem solving. The goal of targeting this special group? They are the biggest part of the workforce.

Warriors, let’s pause here for a minute and consider that not all the 16-34 year olds will have had a CCSS aligned education in their K-12th grades, BUT they will have had a CCSS/CTE aligned education when they attended post-secondary educational facilities. If any of these people had dual enrollment, they’ve had a CCSS/CTE aligned education. IF any of these people have taken hybrid or on-line classes, they’ve more than likely met the CCSS/CTE alignment without realizing it.

4) An excerpt from a cited source in the Report states, “That the twentieth century was both the American Century and the Human Capital Century is no historical accident. Economic growth in the more modern period requires educated workers, managers, entrepreneurs, and citizens. Modern technology must be invented, innovated, put in place, and maintained. They must have capable workers at the helm…”

5) Data used in the Report is from the PIACC (Program for the International Assessment of Adult Competencies). The roots of the PIACC are tied to the OECD, Organization for Economic Cooperation and Development (OECD). OECD is also where you’ll find the PISA (Programme for International Student Assessment). PISA is relied on by the CCSS Machine extensively.

Enter the U.S. Dept. of Education:

Here in the USA, the data mining arms of the U.S. Dept. of Education(NCES and IES) National Center for Educational Statistics and Institute of Education Sciences, began back in 2010 and will conduct a third round of data collection in 2017.

Here’s the excerpt,Data collection for the PIAAC Field Test was conducted in 2010, and the first round of international data collection, including the United States, began in August 2011 and finished in April 2012. NCES’s “First Look” report of the PIAAC data and the OECD’s international PIAAC reports were released in October 2013. The United States first round, officially known as the U.S. PIAAC Main Study, was supplemented by a second round of national data collection in 2013-14, officially known as the U.S. National Supplement. NCES will conduct a third round of national collection in 2017.

Proclaiming “Superb”, Not S.O.S.

Warriors Against the Core, forgive me, but I must speak up. We’ve been together for quite awhile. Day in and day out, we’ve continued to fight for saving our students, teachers, and nation from the egregious CCSS Machine.

We’ve survived federal legislation hearings, social media blitzes, local and state level witnessing opportunities, and the heart sinking moments when those almighty Congressional votes didn’t go as We the People wanted them to go (references: ESSA’s passage and Dr. King’s confirmation). Yet, for the most part we’ve stuck together. Win or lose, we have had each other’s backs.

Since the election, we’ve seen our nation divide between ‘lovers and haters’; between ‘champs and chumps’. However, when the Trump Transition Team announced a short list for the U.S. Dept. of Ed Secretary, it appears a division is among us, as Warriors.

My fellow Moms and Dads; Patriots and Citizens. THIS IS EXACTLY HOW THE CCSS MACHINE will advance their agenda!

While the entire Anti CCSS and Fed Ed Warrior group is nation-wide, there’s no way each and every one of us will agree on just who should have the education reins of this nation.

Depending on where we are in our knowledge of all things Common Core, we may each feel there’s a specific person who would be the best for the job of overseeing the Ed.

However, before I go on, please remember, Ed oversees early learning (birth to PreK), K-12, and Colleges, Universities, and Career Tech Education schools. Thanks to ESSA (Every Student Succeeds Act), WIOA (Workforce Innovation and Opportunity Act), HEA (Higher Education Act), and all the connecting laws, the CCSS Machine has almost completely aligned our nation to a CBE (competency based education).

If we are SO opposed to federally led education, why would we, as the MOST knowledgeable on this illegally based education reform even be satisfied with the Transition Team’s choices? Have we become so resigned that we are willing to take one more elected official at face value?

Why are we not doing all we can to suggest names of those truly on our side in this War?

Are we willing to rubber stamp other establishment choices?

If we truly peel back the layers behind all the candidates on that short list, you’ll find that there ARE connections back to the CCSS Machine in some way. Why are we not being the Warriors/Patriots and bucking this establishment?

Isn’t that what We wanted? We should be making every opportunity to influence this Team of Leaders on those Warriors for our children who have a proven, 100% vested interest in our future generation, not in an agenda.

It is not only possible to find such candidates, it is imperative! Some of the most SUPERB candidates are those who’ve been fighting this for longer than most of us; who’ve dug into the trenches right by your side; who’ve spoken out or up at countless meetings, seminars, interviews, etc.; who’ve openly dedicated their lives to education as it should be.

These type of anti CCSS/Fed Ed Warriors are the ones I would go into battle with any  day. They are not just great Warriors, they are SUPERB Warriors.
Some more than qualified Warriors that I’ve been contacted about:
Dr. Peg Luksik, Dr. Duke Pesta, Anita Hoge, Diana Anderson, Dr. Gary Thompson, Charlotte Iserbyt, Donna Gardner, and Dr. Pat Huff. While they are well known on our side of this War, why have We not uplifted them to the Transition Team? After all to beat the system, you have to offer more than the system.

Just consider this, my followers, if we do end up with one of the ‘top choices’ the establishment has tagged, will this be enough to change the system? I doubt it. If we desire only greatness, it won’t be enough. Not when the stakes for our children ‘are through the roof’ important.

No, for American education to be free of the CCSS Machine, we must not only demand ‘superb’ people, we must strive for superb results.

Superb American education should be the goal of our War, not the same old stuff backed by the same old system for the same old ‘quasi-success’.

To have the superb education, we MUST not feed the Dept. of Ed, we must wipe it out. We must not feed the workforce based education marriage of the Depts. of Labor and Education. We must refuse to have the Dept of Health and Human Services use our students as ‘lab rats’. We must openly and often strike a blow to the CCSS Machine.

Helping further the misnomer of ‘quality education’ in America is none other than our current Administration. From the ‘love affair’ Congress is displaying for CTE to the President’s proclamation for “Education Week 2016”.

As I’ve shared with you, countless times with fact based evidence, our current Congress is chafing at the bit to make CTE a ‘saving grace’ for America. Does that sound superb?

Our current President is hell-bent on leaving office claiming how much he’s had to do with the educational success in America. Oh really?! As evidence has come along, we’ve seen just how sold out to the status-quo, aligned CCSS Machine education he’s supported and pushed along. Is that superb?

Then, the global assessments, the lies about skills gaps and achievement gaps. The fallacies that the only way to teach is via a plugged-in computer instead of a dedicated and wonderful teacher, and yes, even the fallacies of school choice and education savings accounts.

Every bit of these things DETRACTS from superb citizens and FEEDS right into the U.N. Sustainable  Development Goals for educated workers in a global economy as a global citizen. They use our taxpayer dollars against us and open the door for micro-managing how we live our lives. 

HOW is any of this SUPERB? How will any of this catapult America beyond all this ‘less than great’ education to one that is truly desired? Forget transition, we need TOTAL TRANSFORMATION.

Rather than back the establishment’s choices, why not have THEM back ours?!

Do You Know This GA?

Sure, we Anti CCSS/Fed Ed Warriors know there are General Assemblies of all kinds. We have them in our communities, our legislatures, and even global ones. But, did you know there is a CCSS Machine ‘General Assembly’ group?

How I Found Them:

As an avid researcher, it is easy to find one group when investigating another group. Add in an educational topic, and the groups appear to be not only tied at the hip, but plentiful.
My latest ‘connect the dots’ findings come from when I was looking into WhiteBoard Advisors and found General Assembly, a Global Educational Group.

In case you missed my Weekend News, my third point in the publication was to point you to the WhiteBoard Advisors and their May 2016 Education Insiders Report. I noticed in several instances on the W/A (as they refer to themselves) website, General Assembly was brought up. Thinking it meant that the W/A had a General Assembly (GA), I tried to find out who serves on it. However, what I found instead was the linkage between the two separate groups. All in the name of education reform, to boot! While there will be plenty to share about W/A in the near future, I will be using the rest of my Monday Musings to look at the General Assembly Educational Group.

3) It gives a ‘Top Ten’ list of policy making considerations to boost state and local economies via skill based education.
4) Both authors (DeSchryver and Kelly) are tied to other CCSS Machine member organizations. Kelly is tied to the Gates Foundation funded Education Week; DeSchryver has been in the thick of education reform since the NCLB (No Child Left Behind) days.

7) The Report details how GA is helping transform America’s economy.
8) GA is working with an official from the  U.S. Dept. of Ed to help accelerate learning.
9) The Report details how all this will be regulated in various States. Usually either the Workforce Training or the Higher Education Committees.
10) Employers are expected to not only be clear about their workforce needs, but to help in the credentialing process for education.
Lastly, of the Top Ten priorities for state and local policy makers? Outcomes! Not true education, but outcomes of our students…of all ages!

From the list above, you may (or may not) see any further CCSS Machine connections. However, there are a couple which really stand out to me, GSV Capital and Rethink Education. In a short sentence, GSV is tied to the CCSS Machine through investments.
Rethink Education is tied back to W/A (WhiteBoard Advisors) via Ben Wallerstein, one of the co-founders. That said, let’s see what else I can point you to about each of THESE CCSS Machine member organizations.

Both co-founders have a long history of ties to CCSS Machine connected entities, like Head Start and CUNY (NY). I have tied both of these back to the Machine in previous articles. Warriors, do you see the nebulous ties above? It is insane how these groups are so closely in-bred. Not only are we having to fight the federal and state levels of government over Common Core and all that goes with it, but we have a plethora of private groups strangling our voices! Our governments and our schools should NOT have ANY private investors except the parents! By this, I am not talking investing money, but parents investing with their hearts because they are simply trying to do the best for their students. ESSA (Every Student Succeeds Act), WIOA (Workforce Innovation and Opportunity Act), and the HEA (Higher Education Act) mock us. The P3s mock us. The CCSS Machine not only mocks us, but is doing its best to silence us!

As October winds down, anti CCSS Warriors, the hype supporting CCSS appears to be ramping up. Today’s post will show you how. Use the information to keep the pressure to STOP ‘Common Core’ (and all its aliases)!

First up, Special Needs:

Those running the CCSS/CTE Machine have made it no secret that ALL students, regardless of their educational choice OR abilities are to be run through the streamlined fare ‘Common Core Standards’ and all its accompanying resources. This, sadly, impacts our special needs kids. IF your family receives any IDEA funding, you are being subjected to CCSS in some way. Here Come the STEM, CCSS latest moves:

Most folks balk at me when I even dare to mention how STEM is tied to CCSS, yet, the evidence is there. In case you didn’t see the news about the STEM Act passed into law at the federal level, here’s the article where I shared all the news about it. The Act is named “The STEM Education Act of 2015”. Why would a new Act concerning education be a problem? First, it’s at a FEDERAL level! As in ‘federally led education’. On Twitter anti CCSS Warriors refer to it as ‘fed led ed’. Secondly, the federal level law dictates a certain type of course now be included in STEM. Seriously?! Yes!! So where was the parental input? Where was the local level of education? It was excluded…just like we’ve seen from D.C. more and more in our recent past. This Act involves several other federal agencies in education, alignment, and data mining! This Act is so overreaching into education, it will not stop at the school yard’s boundary. No, this one takes education into almost every informal learning environment we could possibly use. For example, your libraries, museums, field trips, and so on. Again, HR5 (see above) has stealthily embedded the CCSS tied-STEM into the language as part of the  ‘afterschool programs’ and ‘wraparound services’.

Rumor Has It:

I’m including my release of this past “Weekend’s News” because you have to get the vital information somehow! What do I mean? I’m referring to the ‘block’ I received from social media when I was sharing the truth about what’s up in America and CCSS. Once again, (this isn’t my first time being blocked), and, as other anti CCSS Warriors have experienced, the CCSS Machine tried to stop me. But, the funny thing about truth is..it ALWAYS wins! Thankfully, several of my fellow Warriors, picked up the story and passed it on for me. However, there are many others who didn’t get the what’s up. So, I’ll state briefly WHY the “Weekend News” was so controversial it got blocked.
1) It named certain people as being involved in the corruption of education in America
2) I openly displayed the social media site in some of my screen shots
3) Point by point CCSS/CTE/STEM tied programs were specifically named and tied back to a well known university
4) Of those named, two are legislators in NC and another is running for the US Presidency
5) I exposed the fallacy which was shared over social media that NC had removed CCSS recently, when in fact, the original source was from 2014 AND didn’t tell the entire story!

I urge you, read the article. It IS so vital to our War Against the Core! You need to see just how far the CCSS/CTE Machine is going to place specific people in very educational influential positions. Yes, we’ve seen this before, BUT the operators of the CCSS Machine are becoming less and less stealthy about it! We MUST act! We MUST continue to expose the injustice that is happening every day in America via education reform! We know the bottom line isn’t an academic education, it’s about a ‘talent pipeline’ to feed a ‘workforce agenda’.

You won’t believe the ‘shuck and jive’ dribble about education leading parents. Better yet, why not scoot over to the US DofEd’s Family Engagement page. There you can find all kinds of things the Dept has put together to show you HOW to parent THEIR way! Think I’m joking?! Read this excerpt, “If effective cradle-to-career educational partnerships between home and school are to be implemented with fidelity and sustained, engagement initiatives must include a concerted focus on developing adult capacity, whether through pre- and in-service professional development for educators; academies, workshops, seminars, and workplace trainings for families;” Want to read the rest? Monday Musings: Who’s Responsible?

Warriors fighting to end Common Core and all that goes with it, if you’ve been following my blog in the past week, you’ll know that I’ve been following much of the concerted efforts aimed at our post-secondary students.

If you’re anything like me, you are beyond disgusted with the unabashed claims to all the federal overreach; all the P3 meddling; all the teachers being blamed; and all the students being sacrificed in the name of ‘education reform’, ‘global competitiveness’, and ‘the good of the national economy’.

We have corporations blaming everyone except themselves for the mess education is in. We have legislators creating education  bills where they have absolutely no jurisdiction. We have different parts of the federal level of government so busy pointing the finger at each other that it is absolutely childish.

In this game of ‘educational dodge ball’, we have our students right in the line of fire. Enough!! The game of dodge ball can be quite viscous. Yet, daily, we’re seeing the public-private partnerships pummel our kids of all ages with the initiative surrounding Common Core and all its related parts.

Daily these groups line up on opposite sides and throw educational landmines at our teachers, too. Yet, through it all, things remain mostly the same. Each state still has illegally based education reform via either the Common Core, American Apprenticeships, Career Pathways, Career Technical Eduation, STEM, STEM to STEaM, AP classess, IB Schools, Next Gen Science, C3 (the CCSS aligned replacement for civics), Workforce Education, and any other connected program.
Each state has received some sort of incentive in a variety of ways, from a variety of federal/state agencies that seemingly are helpful, yet, when researched, the ties to further constrain us are found. It can be enough to make one weary beyond belief.

However, I’d like to encourage us to in spite of the pain, the weariness, we KEEP informing others. We KEEP protecting our students! We KEEP those in authority in check. We KEEP exposing the corruption.

While the false arguments, the trumped up worded phrases which are double speak are being flung at us left and right, we have folks willing to speak up and share their personal experiences about living the CCSS Machine’s nightmare in education. For example, as a result of my recent articles exposing the post-secondary undermining, a brave former student reached out and shared the following:
“As for STEM, I am a STEM graduate, and am one of those who can’t find a job now. I found that 1/3 STEM jobs are going to foreigners now and 1/2 that go into STEM field are not ending up in it as a career.
My personal feeling is that STEM companies are partnering with Common Core so they can DELIBERATELY dumb down the kids and then use that as an excuse to hire more cheap labor foreigners.”

At least 2 post-secondary educators have also commented via other social media outlets about the horrors of alignment they are having to adhere to. One of these educators, who wishes to not be featured here, shared how the lies about the skills gap has been so overplayed it is a sham! Trace the educational failures back to NOT the people currently in the classrooms, but the switch from academics to outcome based education! Note how, since competency based models have been implanted in our schools,  education has taken a nose-dive! As long as the supporters of the CCSS mess are allowed  to keep producing ‘research’ which states the need for more of the same, we’ll not be free of it! In my researched opinion, the responsibility of who’s to blame in the realm of all this educational is a red herring. Why? With so many pointing the finger at others (and they, in turn, point out even more folks), the REAL issue gets lost. What’s the REAL issue?! Eliminating the illegally based education reform from our nation! Stay informed about the REAL issue. Do not allow the red herring above or any of the others which are being served up almost daily to throw you off course. Help stop the senseless educational dodge ball ‘game’ the CCSS Machine has forced upon us.
