Why Not?

Recently, Warriors, the U.S. House of Representatives’ Ed and Workforce Committee released a press notice about #WhyCTE Works. Below is a screen shot of the email I received which announced this strategy.

Basically, the email is sharing a few personal stories which fit the agenda’s shift from academics to workforce. It promotes this shift as positive. The HR 2353 Bill (Strengthening Career and Technical Education in the 21st Century Act) is also being pumped up as a ‘door opening’ bill for all.
(*Note: before HR 2353 was numbered for record keeping, it was previously HR 5587. That Bill has the exact name the newer HR 2353 does! I broke down the Bill in its HR5587 version, here.)
The newer Bill, HR 2353 has a sponsor in Rep. Thompson from PA. I exposed his involvement in the quest to increase CTE (Career Tech Education) in late 2016.

(*Notes: Rep. Thompson is hardly the lone promoter in the quest. I urge you to know your Representatives and Senators backing the CTE/CBE (Competency Based Ed) shift. The House of Representatives is not the only Chamber pushing workforce based education. The Senate has plenty of Bills as well. The above linked article exposed BOTH the Senate and House’s shift. So, what does the newer Strengthening CTE in the 21st Century Act include?

Basically, it is HR 5587 with a different number. All the alignment and conformity of HR 5587 is in HR 2353. When you look below at the Ed/Workforce’s Press Release, notice the underlined phrases. As far as those bullet points with ‘positive’ moves? A bunch of CCSS/CTE bull manure.

Of course the Ed/Workforce Committee will champion anything which aligns education and workforce. Rep. Virginia Foxx is the Committee chair. Her view on ‘quality education’ is seen below:

The Senate HELP  equally champions alignment between education and employment. The Committee’s chair, as we know, is Sen. Lamar Alexander. Here is a screen shot from his Congressional website:

Also, consider this letter addressed to the select Senate HELP Committee members (including Alexander and Murray; key CCSS Machine members who sold the nation ESSA, Every Student Succeeds Act)
I found another letter from a known CCSS Machine organization (CLASP) imploring Sen. Alxeander to use CTE as laid out by WIOA (Workforce Innovation and Opportunity Act) as a tool to align education. (*Note: back in Sept. of 2016, I published a scathing article on CTE, CLASP, Alexander/Murray, Congress, and early learning alignment..for our babies!)

Why We Should be Adding “Not” To CTE:

Warriors, for starters, simply put CTE IS the adult version of Common Core. In fact, I showed you, back in 2014, how CTE used to be worded. It was “Common Career and Technical Core Education”.  As time progressed and the truth about CCSS came out, the name changed to ‘Career and Technical Education’. Quick to not be seen as aligned to the “State led Standards”, the powers behind CTE, dropped the two words “Common and Core”. In many cases the ‘and’ has been dropped as well. Nothing like a quick name change to fool America, huh?

This is always reason #1 to NOT have CTE, it’s 100% CCSS aligned. (*Note: if you’re not sure how, ask me.)

Reason #2 to say “NOT”: More federal control over how States recieve and use their Perkins (CTE) funds.

Reason #3: Associate degree programs will be shifted to a ‘post-secondary credential’ (It’s optional if credentials are ‘industry recognized’).

Reason #4: CBE (Competency Based Education and accompanying assessments) will increase.

Reason #5: In HR 2353, you’ll find ESSA supportive moves, like middle school ‘career explorations’. You’ll also find every student group, even those outside of traditionally public schools will be included. You’ll find that financial aid is tied to CBE and CTE ‘results’.

Reason #6: HR 2353 is HR 5587 updated. Just as in WIOA, ESSA, and 5587; HR 2353 has the increases for ‘early college high schools’ and more.

Reason #7: CTE in Native American education.  If you want to see how ESSA impacts Native Americans, I urge you to read my article on the subject.

Reason #8: You’ll be able to add ‘in-demand’ and ‘evidence-based’ to the long list of CCSS Words/Phrases we loathe. “Rigor” and ‘challenging’ are written throughout the Bill. 

Reason #9: Increases P3s (Public Private Partnerships). This is also found in ESSA. Nothing like a business to run education, is there?

Reason #10: “Pay for Success” models in education are always a ‘lose-lose’ situation. Expect plenty more with HR 2353.

Closing:

Warriors, by no means are the above 10 reasons the only ones to say NO to CCSS’s CTE. If you are new to my research/blog, please, ask me or use the provided search bar.

I also will state for the record that I am NOT ‘anti job’. Jobs are a great thing. However, as we are seeing more and more of our lives funneled through the CCSS Machine, we are seeing LESS and LESS of our naturally given freedoms to choose what TYPE of job(s) we’ll have. Our ancestors fought to STOP child labor; CTE is breeding child labor-minded workers.

There is no amendment to the U.S. Constitution protecting our children in this area. The last time an amendment was proposed to ban States from exercising child labor was 1924. In that proposed amendment, Congress would usurp the States’ Rights for labor. Only 28 States ever ratified the Amendment.  It takes 38 States to ratify to be added to the Constitution.

We know CCSS Machine exploits education. What will we do to STOP CTE from exploiting our children?

Alexander’s Rag(e)?!

Thanks to a dedicated anti CCSS Warrior, I was pointed to the Morning News by Politico.

While this is a temporary victory, we need to remember the source: Sen. Alexander.

*Cheerleader for ESSA
*Caught on public record stating alignment for HEA (Higher Ed Act) was next after ESSA became law, and supported by many CTE (Career Tech Ed special interest groups).
*He also knows full well that Perkins Funds (used for CTE) are federal level and given to the States.
*Alexander surely knows all this and much more. He helped write these laws! He’s also a huge key player in birth to grave alignment (that infamous late 80s speech is proof).

*We now know the Senate HELP was set to hear ‘discussion’ on S3271, The Workforce Advance Act. The ‘sister’ bill to HR5587, Strengthening Career Tech Education in the 21st Century.

How Both tie to ESSA (Every Student Succeeds Act):

* ESSA ties those funds to not only post-secondary readiness, but student enrollment numbers for those ages 5 to 17 years old.
* ESSA also ties the Perkins funds to education as defined by WIOA (Workforce Innovation and Opportunity Act).
* ESSA also embedded every single shred of the ESEA of 1965, which means NCLB went with it to, ESSA DID NOT fix NCLB!
* ESSA also gives the US Sec. of Ed tremendous increases in his authority. One of which is he is the one to oversee a smooth transition from old ESEA to new ESSA nationwide. Since Perkins funds/CTE are in ESSA, that means King’s got the authority over them in other bills.

What Politico reported:

The article states, “Democrats are opposed to the new restrictions on the education secretary’s authority, and point out that such measures were not included in the House bill — which cleared that chamber on a 405-5 vote. “Senator Murray has been working with Democrats and Republicans toward a bipartisan bill to reauthorize Perkins CTE, and she is hopeful that this can continue and get done as quickly as possible,” said Murray spokesman Eli Zupnick.”

As far as HR 5587’s (The Strengthening Career Technical Education in the 21st Century which passed 405-5) position on Dr. King’s authority: See Page 18 of the 88 page Bill:

 SEC. 8. TRANSITION PROVISIONS.  Section 4 (20 U.S.C. 2303) is amended—  (1) by striking ‘‘the Secretary determines to be appropriate’and inserting ‘‘are necessary’’;  (2) by striking ‘‘Carl D. Perkins Career and  Technical Education Act of 2006’’ each place it appears and inserting ‘‘Strengthening Career and  Technical Education for the 21st Century Act’’;

As far as King’s power in the S3271, Workforce Advance Act

 the bill would allow the Department of Education to use national CTE activities to help identify successful methods and best practices for providing dual or concurrent enrollment programs and early college high school career and technical education opportunities.” See:

While in the text of S3271 you do not see Dr. King’s shift from determining ‘appropriate’ CTE  to ‘necessary’ CTE; you do see he has total rein over dual enrollment, concurrent enrollment, Perkins Funds, all the Title funds involved in CTE, early college high schools, apprenticeship programs, as well as the backing of the National Assoc. for CTE, see their crosswalk document for aligning ESSA and WIOA.

Closing:

Warriors, while it is a sigh of relief for WHATEVER reason Alexander pulled his stunt this morning, it goes without saying that we MUST brace ourselves.

We’ve been able to see right through the smoke and mirror, pro CCSS Machine chatter from D.C., especially from Senators Alexander and Murray. Remember, they BOTH led the nation to ESSA as law. BUT, they were hardly alone.

We know the HELP Committee isn’t done. There are 2 OTHER CTE Bills remaining in their  hands: S3190 (CTE for Rural Health Care; ties Obama Care to CTE), and S3174 (LADDER Act; creates a national workforce council in the Executive Branch of the government).
Oh, and by the way, Dr. John King, as US Sec. of Ed (0r his appointee) is to be among the council members).

Knowing Fiscal 2016 is winding down, it is truly important we keep tuned to Congress. Especially on the LADDER Act. Why? As I previously researched, published, and have spoken out about, the LADDER funds are ALREADY set aside for Fiscal Years 2017 to 2026. It wouldn’t surprise me at all that Alexander purposefully is taking S3271 off the immediate action table (especially since the House threw the nation under the CCSS Machine 405-5) and put S3174 in its place.

Anti CCSS/ESSA Warriors, if you remember watching “Mary Poppins” you know the title of my article should point to something simply wonderful or extra special. So why did I pick this when what I have to share is anything BUT wonderful and good?! It’s an attention grabbing word. It also got my mind to thinking…..

“Step in time; step in line”
(this is a line from another “Mary Poppins” song which translates extremely well to the timing of a Congressional Committee, the ESSA (Every Student Succeeds Act)), the U.S. Dept. of Health and Human Services, and how they will align as many young children as possible!

We all know Head Start and Early Head Start are government programs with top-down, federal-to-state-to-you control. Both have been embedded in the modern education reform, thanks to the CCSS Machine’s planning, funding, and implementing. ESSA (Every Student Succeeds Act) will most definitely ensure the continued alignment between the U.S. Dept. of Education and the U.S. Dept.of Health and Human Services, where Head Start and its Early version are housed.

An Awful ‘Spoonful of Medicine’:

According to the embedded document attached to the Press Release (above),
45 CFR Chapter XIII RIN 0970-AC63 Head Start Performance Standards“, the Head Start Program Standards were last updated in 1998. Then, the  Improving Head Start for School Readiness Act of 2007, we found Congress instructing the Office of Head Start to update itself.

Basically, it was a ‘step in time, step in line’ move. Since 2007, tons of ‘research’ has been conducted; public feedback has been gathered; and, now is the time to ‘re-up’ the Head Start again. This 2016 final version of updates? Only 621 pages long!

Gee, just in time to step in line with ESSA (Every Student Succeeds Act) and its overreach into early childhood ‘education’.

On Page 15 of the latest and final version for updating Head Start/Early Head Start, you’ll find the “Compliance Table”. This table gives federal statutes, start dates, and descriptions of what each Head Start/Early Head Start Program AND location MUST do to ‘step in time, step in line’.

Included in the mandates of compliance:
Alignment of education in school and at home
Data mining
Streamlining the data collected
Credentials required to conduct ‘in home’ visits
Hours each program and location must be available
Curriculum to be used
Assessments

More ‘Spoons’ of Fed Ed “Medicine”:

1) Unlike the other documents I’ve researched which are from the federal government, this one (that 621 page document with a long title) actually has a redesignation table for you to see what old Standards are being shifted to. As the writer of this document put it, it’s a roadmap for ease of access. It begins on Page 16.

2) After the “roadmap”, you are ‘treated’ to all the ‘research’, ‘reasons’, and ‘purposes’ behind the latest Early Head Start/Head Start shift. In all honesty, the parts about how all this aligns to ESSA didn’t surface, that I could easily see. However, having read ESSA and listening to both Senator Alexander AND Senator Murray, it is easy to find the early education overhaul.

3) To access the 621 page document: 2016-19748

Finding Early Ed Alignment in ESSA:

When I read the 1,059 ESSA Final Conference Report, I found the following. These are selected excerpts from my previously published articles.

ESSA and the digital overreaches for the little ones:
*) “Page 630: Preschool and ‘Ready to Learn’ digital content, especially via PBS (Public Broadcast Stations).
Page 943 begins Section 9210 of the ESSA Law. This is the biggest overreach of all!
Why? “Student Home Access to Digital Learning Resources”! To find out how successful students are at HOME, a Study conducted by the Director of the Institute of Educational Sciences (IES) no later than 18 months AFTER all portions of ESSA are in place! Details of the Study will be found on Page 944.”

You’ll want the article these are in because it links you to the other areas of concern for your little ones. Near the bottom of the article, you’ll find out how I learned that Sesame Street is now CCSS Machine controlled, thus aligned.

ESSA’s use of immigration to overreach into early education:
*) “Page 2 reveals Sections 3001-3004 (these sections begin on page 408 and follow from there) will break down what alignments, accountability, etc. will be taking place in education and services related. I found on page 409, under the Section 3001 and “Appropriations”, the following figures of the tax dollars up for grabs by the states and awarded by the federal government for this express purpose, “(1) $756,332,450 for fiscal year 2017;  (2) $769,568,267 for fiscal year 2018;(3) $784,959,633 for fiscal year 2019; and (4) $884,959,633 for fiscal year 2020.” Page 410 will show you how the ELLs (English Language Learners) will have to meet those ‘challenging state academic standards’, too.’
Skip down to section 3115 (page 421) , however and you will find that all schools will have to jump through a hoop or two to reform education so that no child will be excluded. How? Through ‘sub grants’ to eligible entities as long as they are educating students in ELA to the tune of ‘challenging state academic standards’!”

ESSA in your neighborhood:
*) “Over on page 612 you can learn about types of schools and what they must provide to the neighborhood will include. Follow this through to page 615. There you will see the following language. “(2) INDICATORS.—The performance indicators  established by the Secretary under paragraph (1) shall be indicators of improved academic and developmental outcomes for children, including indicators of school readiness, high school graduation, post-secondary education and career readiness, and other
academic and developmental outcomes…” The next section is 2465 and this is where the full service community school is laid out in detail.”

ESSA’s authors used the law to codify “Promise Neighborhoods”. You’ll want to read the article this portion comes from so you can learn how your entire family will assessed, graded, and ‘encouraged’ to align with educational resources from the U.S. Depts. of Ed/Health, Human Services.

Hitting the Books, Part 2

Anti CCSS/ESSA Warriors, it has been almost 2 years since I shared with you how the CCSS (Common Core State Standards) Machine is overreaching into our public libraries. In between the time I first published this news and now, what, if anything, has been going on? PLENTY! Especially with the Every Student Succeeds Act (ESSA) as law of the land.

What Caught My Eye:

A recent weekly newspaper which comes delivered for free in my neighborhood had a brief statement. I have the screen shot below so you can see what I saw. While the location states “Denver”, it is not the Colorado city, rather a small town in North Carolina.

What you see below is from Detroit, Michigan and is the Mark Twain Public Library. In my mind this is a great visual for how our libraries have been culled for any books which are NOT aligned to Common Core or its agenda. If your library is like my local one, almost every book BEFORE 2008’s publishing date has been REMOVED!

So, What ARE the Priorities?

From the Institute of Museum and Library Services (www.imls.gov), here are the priorities embedded in the federal Laws which are in place to award the grants to each of the US States and its Territories. Federal laws 20 U.S. C. 9121 and 20 U.S.C. 9141. The 9121 is for the reasons museums and libraries need grants; the 9141 gives the parameters for the award money.

9121:Enhance coordination among federal programs that relate to library and information services; promote continuous improvement in library services in all types of libraries in order to better serve the people of the United States; facilitate access to resources in all types of libraries for the purpose of cultivating an educated and informed citizenry; encourage resource sharing among all types of libraries for the purpose of achieving economical and efficient delivery of library services to the public; promote literacy, education, and lifelong learning and to enhance and expand the services and resources provided by libraries, including those services and resources relating to workforce development, 21st century skills, and digital literacy skills; enhance the skills of the current library workforce and to recruit future professionals to the field of library and information services; ensure the preservation of knowledge and library collections in all formats and to enable libraries to serve their communities during disasters; enhance the role of libraries within the information infrastructure of the United States in order to support research, education, and innovation; and promote library services that provide users with access to information through national, state, local, regional, and international collaborations and networks.”

Warriors, did you see ‘workforce’? That will tie into the WIOA (Workforce Innovation and Opportunity Act) as well! Did you see the ’21st Century skills’?! That will tie to the ESSA, the WIOA, and the HEA (Higher Education Act). Did you see the ‘digital literacy’? ESSA has set aside almost $850 million for nationwide digital renovations! The STEM Education Act will also be tied to every bit of this, too! I am sure other laws will also be connected.

9141: Expand services for learning and access to information and educational resources in a variety of formats, in all types of libraries, for individuals of all ages in order to support such individuals’ needs for education, lifelong learning, workforce development, and digital literacy skills; establish or enhance electronic and other linkages and improved coordination among and between libraries and entities for the purpose of improving the quality of and access to library and information services; provide training and professional development, including continuing education, to enhance the skills of the current library workforce and leadership, and advance the delivery of library and information services; enhance efforts to recruit future professionals to the field of library and information services; develop public and private partnerships with other agencies and community-based organizationstarget library services to individuals of diverse geographic, cultural, and socioeconomic backgrounds, and to individuals with limited functional literacy or information skills; target library and information services to persons having difficulty using a library and to underserved urban and rural communities, including children (from birth through age 17) from families with incomes below the poverty line (as defined by the Office of Management and Budget and revised annually in accordance with section 9902(2) of title 42) applicable to a family of the size involved; develop library services that provide all users access to information through local, state, regional, national, and international collaborations and networks; and carry out other activities consistent with the purposes set forth in section 9121, as described in the SLAA’s plan.”

Warriors, did you notice the repeated emphasis on ‘electronics’ (aka ‘digital’)? Did you see the ‘public private partnership’ included? ESSA mandates for MORE P3 (public private partnerships) in education,as well as total community alignment in the name of support for student achievement! Much of ESSA is written with the underserved in mind., as well. In fact, much of Title One funding is being transformed to include more folks as underserved, so they, too, can be aligned! Finally, did you notice the ‘international’ and other ‘collaborations’? This most definitely  fits the global aspects of the Common Core Agenda for global education, global citizens, and global workers.

Tech Thursday: Part Two of the HEA, STEM, the Workforce, and America

Last we were ‘together’, anti CCSS Warriors, I was sharing with you how the Higher Education Act (of 1965) is set for a re-authorization sometime very soon. We were able to connect the dots between the purposed alignment between the pre-K to 12th grade and post-secondary levels of education. In the last article, you saw how the current members in the U.S. House of Representatives have put together many bills related to re-vamping higher education. As I closed Tuesday’s article I promised you we’d look at the S1398 (Senate’s version of the “America Competes” Act), how we would tie it to not only STEM (Science, Technology, Engineering, and, Math), but to CTE (Career and Technical Education)as well. CTE is the ‘adult version’ of the pre-K through 12th grade CCSS. (I’ve shared with you repeatedly exactly how this is documented.)

Today’s article will prove to be a distinct eye-opener. So much so, I’m even shaking my head in just how interconnected the American reform is proving to be. Warriors, we’ve known the real agenda behind the education reform is the trained workforce. We’ve seen how the 2014 passage of the WIOA (Workforce Innovation and Opportunity Act) has embedded CTE (written in via one of its other names, Career Pathways) and is woven into the legislation at least 21 times, per a high ranking U.S. Dept. of Labor spokesman.

Part One gave you vital information as to just HOW the WIOA and HEA are united via the CCSS Machine. A machine which includes those in public office as well in private business.

 

So just what is “America Competes”? It’s designed to involve America’s energy competitiveness in the global scheme, the ‘need’ for 21st Century technology (which includes energy efficiency, climate control, and other related activities here in America) AND education that’s aligned with Pre-K through 12th grade CCS Standards. As we know, CCSS can also mean ‘college and career ready standards’, ‘essential standards’, ‘career pathways’, ‘career clusters’, and on and on the names go.
(*Note: While I’ve not studied any of the ‘AC’ legislative bills in-depth, it does appear that the U.S. Dept. of Energy, along with the NSF {National Science Foundation; another federal level government entity}, get to influence the U.S. Dept. of Education in HOW to align courses, scholarships, etc. to fit all of the above into “America Competes”!  How will this be BEST accomplished? STEM and its related programs. This will include the STEaM, Common Core, Next Generation Science and MORE!)

All this “American competitiveness” is to be completed in the name of scientific research.

S1398, “America Competes”: 

As I shared on Tuesday, both the Democrats and the Republicans of the Senate like this bill. (The House has 2 versions, one which the sitting Republicans like, one the sitting Democrats like)
Here are some facts about S1398, you, the anti CCSS Warrior need the most:
a) the sponsor of the bill? Sen. Lamar Alexander (as is one of the chief people in rewriting the ESEA, and the HEA)
b) it was introduced in May 2015
c) it has many co-sponsors from both main political parties, every one of whom voted ‘yes’ to the ‘Every Child Achieves’ Act, also headed up by Sen. Alexander (Sen. Murray was also heading up the ECAA ‘charge’)
d) it is classified as an ‘energy’ bill, not an ‘education’ bill
e) while much shorter than its counter part bills in the House, it does involve ‘talent expansion’ programs, lots of taxpayer money, certain data NOT being made available to the public, “National Laboratories”, public-private partnerships being encouraged and incentive driven, removing duplicate authority in the “Science Enhancement Education” realm within the U.S. Dept. of Energy (question is, who gets to the be ONE authority?), protecting the PACE graduate program, giving ‘early career awards’, rewarding schools which drive up the attendance and graduation rates, and merit pay based peer reviews. (Does any of this sound anything remotely like what we’ve seen the primary and secondary educational reform? Of course it does! It’s MORE CCSS Machine rhetoric) While much shorter at the moment, remember the bill could grow by leaps and bounds when all is said and done.

The U.S. Dept. of Energy’s Angle for Higher Education:

As we've discovered, where you see "Workforce" or "STEM", you know Common Core or Career and Technical Education is there as well.

It appears, from what I can find, that the U.S. Dept. of Energy is really throwing its educational influence towards the Workforce in the “Smart Grid” sector. One such example comes from the MS Gulf Coast Community College. See: Mississippi-Gulf-Coast-CC-Workforce-Development-Electric-Power-Sector
Now, if you’ve followed my blog for very long, you know how I’ve given you proof of how the community colleges across the nation have aligned themselves to the CCSS Machine. From the CCSS derived ‘Adult Standards’ to the CTE courses, hybrid classes (meaning on-line and in-person), and, beyond.

Below, is another example of the Workforce ‘chunks’ your student (or maybe even yourself) can find as an educational choice.

What you’ll find is more about the energy stance, the economy, or other items than you ever will about the academic nature of the student achieving a “Smart Grid” workforce degree. Why? Because, as we’ve seen time and time again, in all things related to the CCSS Machine, academics as we’ve known them, take a backseat to service. As you might notice, the above gives you a birds-eye view of how the U.S. Dept. of Energy has been able to influence the Workforce angle of education.

 

The White House Chimes In:

Back in 2010, the “America Competes” Act helped create “CoSTEM”. The purpose? According to the White House’s website, it was to co-ordinate the federal level activities in STEM education. (*Note: Does anyone recognize that ‘federal level activities’ violates the 10th Amendment to the U.S. Constitution?!)

One of the co-chairs to CoSTEM is from the NSF (National Science Foundation). I’ve given you plenty of evidence how the NSF has been party to aligning our education, but a great reminder as to HOW is found below.

Closing:

I truly hope you’ve been able to see my point in sharing what I have to complete the look at just how toxic the revamping of any educational choice is when put through the CCSS Machine’s cycle for America. If you’ve not, I’ll try to summarize below.
1) Any educational re-authorization currently on the table which impacts pre-K through grad school is seemingly under one man’s domain: Sen. Lamar Alexander.
2) The public-private partnership which makes up the CCSS Machine is impacting education from a birth to grave aspect. This will include not only our pre-K through grad school choices, but also our entire communities. Is this really what’s best for America?
3) That by ensuring every federal law possible that can influence an alignment to the Workforce agenda can happen, we see our human lives are less considered than the economy. How did I arrive at this point? Simple, look at the CCSS Machine agenda, it’s more about economy than personality.
4) Finally, by allowing a CCSS/CTE aligned Higher Education bill to pass, we see the cement ‘bridge’ completed from the earliest of American lives to the oldest completed.

As far as I’m concerned, it’s not a cement bridge, but, a cement block. The CCSS Machine wants you to envision a bridge to cross over when in reality it’s a cement block tied to your ankle to drag you down…and remember..it’s all in the name of ‘education’.

FTF: Update for STEM, Workforce, and the HEA, Part One

Warriors against the CCSS Machine. We know that Machine includes STEM, Career Tech Education, and Workforce. , it’s been very well researched and documented. We’ve seen the train wreck Congress made out of the Student Success Act, the Every Child Achieves Act. We won’t have to wait much longer to see what is revealed when the re-authorized version of the Higher Education Act appears. Today, it’s a quick review of where the bill is and then an update of what we can prepare for.

Remember, the BEST warrior is a PRO-ACTIVE warrior.

Review:

1) The HEA (Higher Education Act) was created roughly the same time as the ESEA (Elementary and Secondary Act); 1965.

2) Ted Mitchell, from the U.S. Dept. of Education has been quietly working on helping re-vamp the HEA while Sen. Alexander has been much more vocal in re-vamping ALL education to align with the CCSS Machine. How do I know this? 4) All of the rewritten, reauthorized education acts have a united purpose: WIOA
See this excerpt from my June 2015 article titled, “Halting a CCSS/CTE Aligned Workforce?”:“To the Warriors against the ‘Core’, we’ve learned over and over that the CCSS Machine has many parts to it. Those parts include Career Clusters, Career Pathways, the American Apprenticeship Initiative, Career and Technical Education, and the  Common  Core Standards (which encompass every subject, including the Arts and PE).

One of the biggest parts of the Machine? That would be the amount of legislation expressly written to protect the embedding of all this illegally based education reform!

To date one of the most important pieces of this type of legislation is the (already passed as  a law in 2014 on the federal level) WIOA. Also known as the Workforce Innovation and Opportunity Act.”

Updates:

Where is the new version of the HEA, now? We’ll get to that it a bit.

1) Let’s see what related moves have been made. Why? Think back to the amendments offered to be attached to the mammoth Every Child Achieves Act. Much of the plan behind those amendments was to add in key pieces of language created to meet specific goals, or, in the case of the public/private partnered CCSS Machine, the agenda. When the newer version of the HEA is presented, don’t think similar tactics won’t be used. They absolutely will. How do I know?

See this excerpt from May 2015, “In a joint statement released on May 21, Senate Health, Education, Labor and Pensions (HELP) Committee Chairman Lamar Alexander (R-TN) and Ranking Member Patty Murray (D-WA) announced the formation of bipartisan working groups tasked with addressing four key areas within the Higher Education Act (HEA) reauthorization. The four working groups, composed of HELP committee staff from both parties, will focus on issues of accountability, accreditation, college affordability and financial aid, and campus sexual assault. Though committee staff will lead the meetings, all Senate HELP Committee members will be invited to attend. Senators Alexander and Murray noted they look forward to the bipartisan collaboration in the weeks to come as the reauthorization process continues to progress. Remember all the ‘bipartisanship’ used in HR5 and S1177? Refer back to ‘confessional’, if you will, by Sens. Alexander/Murray where the pro CCSS groups helping create the legislation were thanked publicly! (*Note, if you didn’t know it, when a legislator publicly thanks a person, group, or business, it is because they were extremely involved and partly responsible for the success of the legislation passing!)

2) “America Competes”, both the U.S. House and Senate have bills with this name (HR1806, the Republican version/HR 1898, the Democratic version/S1398, supported by both parties)

2a) HR1806:
This version has passed the House, already has 4 amendments and 11 related bills! Here’s an excerpt from Section 115 you have to read, It is the sense of Congress that(1) in order to bolster the STEM workforce pipeline, many industry sectors are becoming involved in K–12 initiatives and supporting undergraduate and graduate work in STEM subject areas and fields,(2) partnerships with education providers, STEM focused competitions, and other opportunities have become important aspects of private sector efforts to strengthen the STEM workforce;(3) understanding the work that private sector organizations are undertaking in STEM fields should inform the Federal Government’s role in STEM education; and(4) successful private sector STEM initiatives, as reflected by measurements of relevant outcomes, should be encouraged and supported by the Foundation.” (*Note “Foundation” refers to the National Science Foundation)

Think a STEM pipeline workforce doesn’t sound like a bad thing for America? Consider that many public/private partnerships are ALREADY in place and working well in bringing about the CCSS Machine’s master plan of an aligned workforce (See: https://commoncorediva.wordpress.com/2015/06/25/tech-thursday-p-tech-its-here-its-now-and-its-part-of-the-p3-ccss-machine/https://commoncorediva.wordpress.com/2015/06/19/fom-a-new-ccs-coalition-for-community-schools/https://commoncorediva.wordpress.com/2015/03/31/ftf-ccss-pearsonites-at-your-higher-ed-campuses-now/) Each of these will lay out for you how STEM, the Workforce, and others have already begun to reinvent elementary and secondary education to align with post-secondary education.

2b) HR1898:
This version passed before the Memorial Day holiday and gives the National Science Foundation (NSF),  the U.S. Dept. of Energy, and other related groups MORE funding. Why? To step up STEM, especially where energy is concerned. Now, that may sound like no big deal, however, consider what many of those of us who oppose CCSS, CTE have discovered about not only STEM, but the NSF’s ties to the CCSS Machine. One of my very first articles gave you the document where it was stated STEM would be THE goal and that Common Core was to be the means to achieve that goal. To read the short summary statement of the HR1898’s text it plainly states the purpose is to improve America’s competitiveness AND other purposes. Sections 201-205 spell out the STEM, STEaM, and Workforce agenda. (STEM is short for Science, Technology, Engineering, and Math; STEaM is short for Science, Technology, Engineering, the Arts, and Math). Finally, where’s the HEA now? It’s not in any one bill yet; rather there are several HEA re-authorization bills in Congress. You can find this when you access the link from Congress. However, don’t assume this link contains the only ones on the table. There are others related to them, or others with different names. Ones we need to watch will contain many of the CCSS Machine buzzwords like ‘outcome based education’, ‘reform’, ‘opportunity’, etc. Also, consider what committees these bills are coming from and are currently in. If you see ‘workforce’, that’s a big clue to what we can expect. See the screen shot to enter the exact phrase to narrow done the search:
