Expanding ESSA

Anti Fed Ed Warriors,

Just when we thought ESSA (Every Student Succeeds Act) couldn’t get any MORE nanny-state like, a new House of Representatives bill comes along to blow that right out of the water. I’m talking about HR 804. As the language of the Bill introduces it, ‘to amend the ESEA (Elementary and Secondary Education Act of 1965)’.

Why does DC continue to refer to ESSA’s former name and not use its current one? The answer is simple, everything in ESEA was codified in ESSA’s ‘update’, so that means every bit of NCLB (No Child Left Behind), RttT (Race to the Top), and everything which binds it all up in one stinky package is STILL in place!

HR 804, Transition to Success Mentoring Act:

As the summary states it, Warriors, this Bill will give grant money to eligible groups to establish or expand school based mentoring for ‘at-risk’ middle school students heading to high school.  Sounds great, right? Look between the lines, my friends.
a) ‘At risk’ is the ESSA/ESEA label for any student outside a government determined set of parameters.
b) ‘At risk’ is nebulous on purpose. It’s a back door way to ensnare homeschool students, students who don’t fit in, students who are homeless, and so on.
c) ‘Eligible groups’ doesn’t mean at school, it means any of the ESSA/ESEA mandated P3s (public private partnerships) which qualify for predetermined government assigned parameters. Look at some of the after school groups and their ideals/morals. Are these really the people you want mentoring your child? Why is the government overreaching into the middle school to high school transition, anyway? Those sensitive years should be the parents responsibility, NOT the federal nannies!
d) “Mentoring” is a safe word for behavior interventions and mental health overreaches.

Warriors, if you are curious, Mr. Carson’s 2nd top campaign donor was Eli Lilly and Company. Eli Lilly has a powerful lobbying effort in DC for all kinds of health related items, including well adjusted youth. **Warriors, this isn’t the first time counselors have been assimilated into the CCSS Machine. Before Pres. Obama left office, he started the School Counselor alignment through an initiative which was to use these school staff members as salespeople for workforce aligned career tracks.

Why bring that up now? The ESSA re-authorization of ESEA mandated that ALL education be aligned to post-secondary readiness for workforce aligned education. The SEL shift we’ve seen plays right into the ‘readiness’ in several ways. Especially under the guise of forcing students to be emotionally ‘ready’ before they naturally mature. ESSA also handled this shift in a variety of other mandates, specifically expanded school staff for behavior management and mental health services.

Mentoring falls under BOTH of these categories!!

What Else HR 804 Does:

Warriors, from this 10 page bill, if made into federal law would use an increased amount of taxpayer funds for ‘prevention and intervention’ for students who are ‘at risk’, ‘neglected’ or/and ‘delinquent’.

Side Notes:**Since more and more States are having to dance to the federal ESSA tunes, this is where home education will be hit hard. How? States are introducing legislation to classify homeschoolers as ‘neglected’ or somehow ‘at risk’. IL has HB 3560; PJMedia also has a report on this Bill. Be sure to read the article and comments. NV reports some dire issues with freedom to homeschool there; IL has a 2nd bill which will lump homeschoolers into the CCSS Machine, then there’s CA. (The NV report will include some information on the CA overreaches.) GA is also considering clamping down on home education. TX is pushing an entire mental health hub system for ALL students via SB 10 and HB 1448. MN has a record 6 bills which seek to rip families apart with all the mentoring/mental health birth to 5 overreaches.

As you can see the WHO’s idea of mental health overreaches mirrors that of America’s!

*Federal Bill HR 804’s price tag is $50 million for FY 2020 alone. Fiscal years after that will be as much as Congress believes mentoring needs.
*As usual, Congress has created a bill, that if turned into law, gives the Secretary of Education MORE power.
*Any group (including a school) must submit an application to receive grant money. Anything the Secretary deems necessary, as far as information (aka: data), applicants must supply.
*Awarded grants MUST be used in mandated ways as laid out in HR 804:

 

*HR 804 allows for hiring coaches, but doesn’t say what limitations or requirements these coaches are to have.
*Grants are to be used for 5 years or less.
*Reports of what number of students, their academic data, how many hours were spent between Coaches and their students, and anything else the Secretary of Education deems as necessary to evaluate ‘success’. By the end of the 3rd fiscal year, the Secretary must pass data to the Congress. By the end of the 5th year, Congress will make a final report.
*“At risk students are defined by grade point averages (2.0 or below) or has been deemed as ‘at risk for academic failure’ by parents, teachers, or other educational ‘experts’. At risk extends to those who want to drop out, may have substance issues, be pregnant, been in trouble with the law, is a parent, doesn’t speak English well, is a gang member, or has been absent from school repeatedly. (a full description of ‘at risk’, eligible groups, are on Pages 7 and 8)

* Success Coaches are defined as anyone in school administration, from a community-school partnership or volunteer who wishes to serve. Service includes training and support. The training is to be at a minimum of 2 hours, have a screening (includes background check, child abuse, and job references).

As one of my dear anti Fed Ed Warriors, in ID has stated, this battle is ours to lose. We MUST speak out. Our naturally given parental responsibility as our child’s BEST mentor is under attack! Under Our Noses

Anti Fed Ed Warriors, if I’ve said it once, I’ve said it hundreds of times that STEM (Science, Technology, Engineering, and, Math) is a coined acronym in use to deceive us all.
Yes, I know, I’ve heard it before, “But, Lynne we’ve always had science and math. We’ve had engineering in the past and technology, too.”
HOWEVER, Warriors, the deception is that by creating an acronym with things we are familiar with, the agenda is easier to be implemented.

What do I mean? A few years ago, I wrote an article showing you how the NSF, National Science Foundation (a government funded agency of the USA), was tasked to come up with a marketing tool to ‘win’ the nation over with.

WHY? Evidence suggests their ties with the UN (United Nations). More to the point the UN’s damnable SDGs (Sustainable Development Goals). STEM was (and is) the vehicle to change the course of education. At least according to the UN SDG Toolkit (created here in America). (*Note: you can access and read the Toolkit for yourselves. Look for the link under the Paragraph “From 2002”. The sentence beginning with “Tool Kit” is where you’ll find the document.)

THEN, once the acronym was selected, the President (Obama) had to be influenced. I also revealed HOW he was influenced (a PCAST Report).  (*Note: when you go back and read the embedded links, you’ll notice that the Presidential influence began well before President Obama, especially in regards to the NSF.)

So, what WAS the agenda and does it still survive under our current President?

Agenda: STEM ushered in about the same time as Common Core, so no one would notice. Use STEM to create a STEM people with a STEM education for STEM jobs and a STEM economy. In other words more mastery based education, or as it’s been sold to us, competency based education (CBE). Why CBE? Skilled workers. Skilled in STEM, that is.

Is the Agenda surviving? Absolutely! In fact, President Trump is a huge supporter of STEM because it means jobs. As we know, jobs means economy.

However, Warriors, the STEM economy is NOT for America, it’s for the global good and their economy.

U.S. Sec. DeVos has done an outstanding’ job of promoting STEM, too. Since STEM is global and she has seen it as her duty to sell our nation out to global mastery based education, you can be assured STEM will be popping up in current proposed DC legislation.

STEM In Legislation for 2018 And Beyond:

Warriors, right now, we are nearing the end of Fiscal 2018. On October 1, 2018, our government begins FY 2019.Currently,  STEM is woven into several of the FY 2019 Budget Bills. I shared with you, back in August, several of the ways in which, not only STEM would live on, but the top-down educratic control.

The biggest ways STEM will survive, as well as the educratic control are apprenticeships, CTE (Career Tech Education), College/Career Readiness, and P3s (public private partnerships).

STEM’s P3 Legislation:

Warriors, if you’ve not seen what a STEM P3 would look like, consider NASA.

More recently, there’s been concocted a lesser known legislative bill.
It’s HR 5119, simply titled The P3 Act. This Act was introduced back in February 2018 and hasn’t seen much action (if any) since then. However, what the Bill contains cannot be acted upon until there’s the money to bring its agenda to fruition!

So what does the P3 Act stand for, Warriors? After all, every DC Bill has some sort of acronym to it. “P3” in this instance stands for  ‘‘Partnerships for Progress and Prosperity Act’’. It’s a fancy way to ‘dress up’ the regular P3 meaning (public private partnership). The Bill has one sponsor and 5 co-sponsors and is currently in the U.S. House of Representative’s Education and Workforce Committee. Rep. Bill Foster from IL is the sponsor. If you look at Foster’s campaign donations the U.S. Dept. of Energy contributed the most money. If you look at the committees Foster serves the nation in, Energy in among them.
(*Note: in 2017, in Foster’s district, Joliet Junior College received a NSF Grant for STEM.)

Here’s how the P3s will play into STEM and ‘education’:
1) Requires the U.S. Dept. of Ed to award grants to LEAs (Local Education Agencies) for STEM, exclusively.
2) The grants MUST be used in the following ways:
a) to improve education in K-12 and higher education institutions
b) every awardee is required to  partner with a STEM business or employer
c) internships and apprenticeships are mandated to be included
d) development of STEM curricula and metrics
e) dual credit courses are mandated
f) tutoring/mentoring in STEM, especially for underrepresented student groups
g) STEM activities and events outside the schools and in the communities are mandated for teachers and students
h) after-school STEM and summer STEM programs
i) purchase of STEM resources for STEM instruction

The U.S. Dept of Education (in these STEM grants) will pay special attention to any LEA who promotes STEM for students/teachers; uses tech based content; pairs mentors/tutors with students struggling to meet STEM benchmarks; and/or targets low-cost or free lunch eligible students.

One last mandate from the P3 Act for STEM: all grant award ‘winners’ MUST match 50 % of their award. The fifty percent must be non-federal funds and can be in cash or ‘in kind’ (which means any type of support in exchange for work or other services like free food or free housing.
(*Note: cash received in this manner is non-taxable. In kind can be claimed as a tax write off by the giver, but not the receiver unless otherwise advised.)

Warriors, when you read this 8 page Bill (HR 5119), you’ll see the familiar educratic buzzwords/phrases like ‘rigorous’, ‘evidence based’, ‘engagement’ (especially in the classroom), and my personal ‘favorite’: “high quality research”. Now the irony of this entire Bill is that is based of RECOMMENDATIONS, not objective facts.

The Bill also cites the PISA (Program for International Student Assessment), which is geared for not only CCR (College/Career Readiness) aka: Common Core, but the OECD’s (Organization for Economic Cooperation and Development) workforce based global system of CBE (Competency Based Education).

OECD is where the horrible label of ‘human capital’ comes from.

Who Doesn’t Love Coupons?!

Warriors, if you haven’t noticed, lately there has been plenty of conversation about ‘education savings accounts’. Sometimes these are referred to as ‘vouchers’.

For this article, we’ll refer to them as ‘coupons’. Why? Think about the way in which coupons work. Companies offer discounts in order to grab your attention. Once they’ve succeeded grabbing your attenion, you do one of two things. 1) Use the coupon as soon as possible. 2) You put the coupon with the others you are saving until you go shopping again.
It’s the ‘get something for almost nothing’ mindset. Face it, we love to save money. We love to THINK we are saving money while getting that ‘must have’ item or service. Regardless what name is slapped on ‘education savings accounts’, they are no more than a glorified coupon to sway you and your family!

Think about it, Warriors, why do we need so many legislators and educrats telling us we need MORE choices in education?! We already have PLENTY of choice! Homeschooling, private schools, faith-based schools, and. public schools have been around for generations. THEY are NOT new choices. Charter schools, however, are a newer choice than previous ones. Micro-schools, alternative schools, and skill based schools are also newer choices. 
How? Every one of them is a product of the CCSS Machine! We’ve known for a few years now, how the CCSS Machine has wrecked public education, infiltrated home and private education. It’s a no-brainer to see that the goal is one type of education IN ALL schools is what the CCSS Machine is steering the nation to.

***By listening to the legislators and educrats telling us what to think when it comes to our tax dollars and how to spend them, we have chosen to not think for ourselves.***

The ‘coupon’ those in charge want to give us when it comes to education, is bogus. It’s false advertising. You won’t be saving anything if you take the coupon!! Just the opposite, you will be selling out. You will be giving the CCSS Machine a foot in the door to your family’s home.

**You will have given your most precious possession, your actual freedom of choice, away for mere dollars.**

What’s troubling is the fact that many of the well organized, well known groups which stood beside us in fighting Common Core, have abandoned us to come out in full support of ‘school choice’. In fact, some of these groups have been building ‘education savings accounts’ rhetoric for quite awhile.

Sure, the liberal thinkers LOVE ‘choice’. “Choice” means ‘selection’. So, the liberals are telling us their ‘coupons’ will give you, the coupon holder, something you’ve never had access to before…a supposedly better selection in education for your children. The conservative thinkers, likewise, LOVE ‘choice’ as well. They, also LOVE to offer a better way for you to have that ‘choice’. Enter the ‘education savings accounts’ or ‘vouchers’. Either way, they are actually ‘permission slip coupons’ using YOUR tax dollars. Think of it as “Mother, May I?”

**Warriors, we all have had access to all the types of education out there. We choose every day our children have gone to school, where that location is. Countless sacrifices have been made by plenty of parents to make their choices. The government’s solution of handing you a ‘coupon’ to exercise your choice is DANGEROUS!**

When we accept the ‘coupon’ premise of education savings accounts, we are accepting the following:
1) setting our children up for more data mining
2) allowing the government control where it has no right to control
3) opening the door to being accountable to the government in ways we’ve never been before
4) helping the restructing of our nation happen in our neighborhoods
5) letting our freedom be taken openly and willingly

WHY would we EVER choose these?!

Do NOT let our legislators misguide you in the frenzy around this “in the news” topic.

Current Federal Legislation For Education Savings Accounts Or ‘Coupons’:

(Note: all of these have been introduced in their Chambers, are in Committees, and will impact all education choices, including home education!) All references to ESSA will be from the Final Conference Report version (easier to read). The Final Conference Report is word for word in the ESSA Final Law.

HR610To distribute Federal funds for elementary and secondary education in the form of vouchers for eligible students and to repeal a certain rule relating to nutrition standards in schools.” Short title, “Choices in Education Act 2017”.

The ‘coupon’s’ fine print: “SENSE OF CONGRESS.—It is the sense of Congress that States should distribute non-Federal funds for elementary and secondary education in a manner that promotes competition and choices in education.”

Warriors, Congress should not exercise their sense in this manner! With all education choices learning and teaching  the same things, there will be NO competition!

Don’t believe me? Refer to the language of Every Student Succeeds Act’s pages 33 (where LEAs will use those state awarded funds to align all educational choices to the ‘industry recognized credentialing system’ set forth by the WIOA (Workforce Innovation and Opportunity Act) of 2014!); 48, (where it is stated that all education must be streamlined); 323, 780 and 781 (where all teachers will be trained to teach to post-secondary readiness, especially dual enrolled, concurrent enrolled, and early college students. (Related is Page 344, where the education will be ‘region specific’ as well as ‘post secondary ready’.)

HR716: Enhancing Educational Opportunities for all Students Act
The ‘coupon’s’ fine print,
“To amend the Internal Revenue Code of 1986 to encourage the use of 529 plans and Coverdell education savings accounts, and for other purposes.”

Warriors, this one is a ‘special coupon’ in that it impacts pre-Kindergarteners, elementary, and secondary students.

HR675: Empowering Parents to Invest in Choice Act of 2017
The ‘coupon’s’ fine print:
“To amend the Internal Revenue Code of 1986 to expand the coverage of qualified tuition programs and increase the limitation on contributions to Coverdell education savings accounts.”

Warriors, anytime the federal government increases or expands, especially in education, we’ve seen disasterous results! Take into considertion the mess the federal government has created when it decided to get in the student loan business and wiped out all private competition!

HR529: “529 and ABLE Account Improvement Act of 2017”
(*Note: ABLE stands for ‘Achieving a Better Life Experience’. While ABLE accounts are designed for people with disabilites and related expenses, this Act crosses over into education.)

The ‘coupon’s’ fine print:EMPLOYER CONTRIBUTIONS TO QUALIFIED TUITION PROGRAMS AND QUALIFIED ABLE PROGRAMSTAX CREDIT FOR SMALL EMPLOYER COSTS OF ESTABLISHING DIRECT PAYROLL DEDUCTION INTO QUALIFIED TUITION PROGRAMS AND QUALIFIED ABLE PROGRAMS.”

Warriors, this is the first ‘coupon’ where you will see the involvement of private businesses enter education. We’ve seen the damage this partnership has given us in education, thanks to the CCSS Machine already. Yet, ESSA embeds even more of the P3s (public-private partnership)! For example, straight from the language on “P. 137,The LEAs determine how students transition from one grade group to the next (including post-secondary) with the help of P3s (Public Private Partnerships) and ‘other stakeholders in education’.”

S148: Educational Opportunities Act
The ‘coupon’s’ fine print: “TAX CREDIT FOR CONTRIBUTIONS TO SCHOLARSHIP GRANTING ORGANIZATIONS” Then, there’s this,
“to participate in the evaluation conducted by the Institute of Education Science (IES) under section 2(d) of the Educational Opportunities Act..”

Warriors, the data collected in relation to the scholarships will be shared by the IES. IES works with a plethora of data miners! The IES is also in the language of ESSA.

S235: CHOICE Act or ““Creating Hope and Opportunity for Individuals and Communities through Education Act” 

The ‘coupon’s’ fine print: “The purpose of this title is to provide options to States to innovate and improve the education of children with disabilities by expanding the choices for students and parents under the Individuals with Disabilities Education Act..”

Warriors, from the language of ESSA’s Final Conference Report, ” P. 50, Special needs students who have benefited from IDEA funding/programs and seek higher education ‘on track with alternative aligned courses/assessments’.”

S221: A PLUS Act,”A bill to allow a State to submit a declaration of intent to the Secretary of Education to combine certain funds to improve the academic achievement of students”
Short title, “Academic Partnerships Lead Us to Success Act”

The ‘coupon’s’ fine print: Those authorizing the declaration are to be:“(A) The governor of the State. (B) The highest elected education official of the State, if any. (C) The legislature of the State.”
What’s in the declaration? “Each State is authorized to submit to the Secretary a declaration of intent permitting the State to receive Federal funds on a consolidated basis to manage the expenditure of such funds to advance the educational policy of the State.” Then, there’s this: “Removal of fiscal and accounting barriers.–Each State educational agency that operates under a declaration of intent under this Act shall modify or eliminate State fiscal and accounting barriers that prevent local educational agencies and schools from easily consolidating funds from other Federal, State, and local sources in order to improve educational opportunities and reduce unnecessary fiscal and accounting requirements.”

Warriors, if the States are to have full control of education, why is this Bill revealing that States will be allowed to do something? Why is it suggesting the elimination of state agencies? Why does it state ‘advancing educational policy’ and not law? Policies are NOT laws! Laws must be carried out, policies, especially in education, have been taken over by the CCSS Machine!! There is quite a bit more about A PLUS you should read and consider the ‘unintended consequences’!

DeVos Is In, So What’s The Point?

This is not a ‘revenge’ Rally!

Since we must work with Mrs. DeVos, let’s remind her We the People desparately want our students (of all ages) out of CCSS aligned education!

The education reform road has a long and conflicted path. It won’t get fixed overnight. It will not be easy. But, We the Parents CANNOT give up!

Regardless of your like/dislike for Mrs. DeVos, we have to move forward in our War vs the Core. We do not have time to complain.

We must purpose to hold the Adminstration 100% accountable where education is concerned. If they are unwilling to keep their promises, we MUST call them out. We begin, Monday, Feb. 13th in a respectful manner.

Hey, Warriors Against the Core! By now you’ve probably heard that the U.S. Senate HELP Committee has postponed the vote on Betsy DeVos until 1/31/17. As you know, Mrs. DeVos was tagged to be the next U.S. Secretary of Education. Since that announcement, much evidence has surfaced exposing her ties to the CCSS Machine. This proves IF she is to receive the ‘yes’ votes to become ‘education czar’, we’re all in trouble.

Since the evidence has surfaced, many groups, from ultra conservative to ultra liberal, have agreed on one thing: Betsy DeVos is a terrible candidate for the leadership of education. What all these groups don’t agree on is who is a qualified candidate. Those groups with ties to the CCSS Machine, are suggesting the President choose people with education experience which resembles more educratic nonsense than true academics. Those groups without ties to the CCSS Machine have suggested some true educators, but, because of their political standings, may be brushed aside. This is a terrible “catch 22” for our nation.

So, what’s anti CCSS/Fed Ed Warrior to do?! I believe we need to split this situation into manageable portions. 1) Continued pressure directed to the U.S. Senate HELP committee to NOT vote ‘yes’ on DeVos’ confirmation. 2) Voice our support for those with BOTH the qualifications AND the firm stance it takes to be worthy of such a leadership role.

Those with a firm stance should know that the CCSS Machine is NOT the best education partner and divorce the entire Dept. of Ed from it. A firm stance also means working well with others and not sweeping the citizens under the rug. A firm stance means the Dept. of Ed leadership should recommend to the President to totally repeal ESSA (Every Student Succeeds Act). A firm stance also means the next Secretary should recognize that the existence of the Dept. of Ed is an unconstitutional entity and begin the process of shutting it down.From the ties of finances and seats of power Mrs. DeVos has held thus far, do not speak of this kind of strength.

While the goal #2 is huge, the first goal (continued pressure directed to the Senate HELP) isn’t. In fact, the remainder of this article will be focused on HOW we can direct pressure.

Let The ‘Blasting’ Begin:

Warriors, have you heard of Koret before? Koret, as in Koret of California Sportswear Fashions, or as in Koret Foundation, or as in Koret Task Force for Education housed at Hoover Instititute?

Well, you’re about to.

Koret’s Task Force for Education has been partners with the Hoover Institute for a while now. As we know, Hoover Institute is a well known organization in and of itself. But what do each of these Foundations do separately, and, more importantly, together?!


First Stitch:

Koret Foundation (website: koret.org) Since 1979 this Foundation has done tremendous things to help its local community, and its fatih-based community as well.

With such a rich heritage, it is a shame the Foundation has seen fit to help fund KIPP Schools. KIPP Schools, as you know, Warriors, are public private charter schools across America. They are also a part of the CCSS Machine. I found their KIPP donations in this “Community Report”.

Second Stitch, Joining Hoover Institute:

Koret joined education forces with Hoover back in 1999. The Hoover Institute’s been around since the late 1950s and is tied to the former President of the U.S., Herbert Hoover.

So, basically you have Hoover Inst. as the older entity, joined 20 years later by another Foundation (Koret). You can see one Foundation gives to KIPP, but is Hoover somehow stitched into the fabric of education reform as well?

Among the Task Force’s ‘ideal education’ design’? School choice, accountability, and transparency. While those in and of themselves CAN be a great thing, between NCLB, RttT, and ESSA, these concepts have brought about MORE strings, LESS Choice, and are REMOVING freedoms faster than a stain remover. Notice who is among the Task Force members, too. Again, any one you see here raises the question of ‘Should we trust them in leadership?’

Leading the Charge?!

Anti CCSS/ESSA Warriors, Have you made your public comments on the Proposed ESSA (Every Student Succeeds Act) Regulations yet? We only have until August 1, 2016.

What’s Up:
Lately, I have been overwhelmed with family health care needs, research, working on a special anti CCSS/ESSA project, and mentoring Warriors across the nation. While I’ve not been as active in writing the past couple of weeks, I have NOT been slacking when it comes to what CCSS Machine members are ramping up their propaganda to support the ESSA. The most ‘in our face’ push, is the public comment period surrounding the Proposed ESSA Regulations for State Accountability.

Why This Matters:

In this article, I shared with you how, another pro CCSS group, ASCD was hot on the heels of this announcement. I have to stop and wonder sometimes, why these pro CCSS groups seemingly trip over each other to be the first one at spewing propaganda..

What Other Groups Are Commenting/Spewing:
We Warriors should know what the supportive side for ESSA is saying so we can best counter the fallacies with precise TRUTH! So far, the public comments surrounding the proposed regulations for state accountability are either just over 800 or 1700, depending on which website you access. The 821 number comes from The Federal Registry:

Did you notice the pro CCSS/ESSA group leading? It is the NEA! The National Education Association. If you want to see how the NEA is sending a mixed message, simply access their website. A screen shot is below. The mixed message explanation will be below it.

Mixed messages: While the NEA is accurate in stating the ESSA will continue NCLB (No Child Left Behind) style of assessments with its rewards and punishments for all, that is about all they are accurate on.
Those ‘opportunity gaps’ ESSA is supposed to close? Nope, a BIG fallacy! When you read the ESSA as in-depth as I have, you can point to the sections where gaps will NOT be closed.

Notice how the NEA is also lifting up ‘weighted evidence’ is needed in the forms of early childhood education, AP courses, etc. Again, if you have truly read the fine print of the ESSA, you will know these ‘education opportunities’ will be used AGAINST the students AND teachers when accountability enters the picture! How? The ESSA plainly points to everything learned and taught MUST be in preparation for post-secondary readiness! Funding for early education through high school will be weighed against how many students in your States are enrolled in post-secondary education! All this doesn’t even begin to address the levels of data collection, mining, and sharing that MUST occur (and is mandated) via the ESSA!

Let’s also remember, Warriors, the NEA was a banner heralding group publicly thanked by Senators Lamar Alexander AND Patti Murray after the ESSA was passed. Alexander’s fallacy is the ‘state led’; Murray’s is the ‘quality early education’ which is double speak for mandatory (and universal) birth to PreK education!

So, what are the leading comments the NEA is leaving when it comes to these Proposed Regulations? It appears to be a ‘canned’ message. You have the option to leave your name, as I saw some folks who did, or you can remain anonymous (as seen below). You can also choose from ‘educator’, ‘paraeducator’, and other titles when commenting.

“I am an educator and a member of the National Education Association and I urge the U.S. Department of Education to support the flexibility afforded to local stakeholders, including educators like me, by the Every Student Succeeds Act (ESSA). Educators are experts at working with students and helping them reach their potential and we are ready to lead implementation efforts in our communities so students have access to the public schools they deserve. I am hopeful about the Department’s support and promotion of ESSA’s stakeholder engagement requirements in the proposed regulations, and recommend that these provisions be strengthened to ensure not just input, but two-way dialogue aimed at reaching consensus among stakeholders. Additionally, the final regulations should explicitly say that stakeholder engagement should include meetings that educators actually can attend, and that the engagement extends throughout the implementation process. However, I implore the Department not to short-circuit the stakeholder engagement process it professes to support by taking away from that process the very decisions that ESSA says states, districts, educators, parents, and other stakeholders should make – with the aim of that engagement being providing all students a better education. I urge the Department to promote transparency about school quality by dropping language in the regulations that would reduce the entirety of a school’s performance to a summative number or grade. The Department should instead promote a rich data dashboard on multiple academic and school quality indicators that will truly inform parents and others charged with helping students and improving schools. I urge the Department to promote equity by dropping the proposed regulations’ new restrictions on the use of school quality and student support indicators (“Opportunity Indicators”) in the accountability system. ESSA for the first time requires an Opportunity Indicator, not just test scores and graduation rates, to be an indicator for measuring and improving schools. The Department should promote, not undermine, school quality and student support indicators since they are the best way to ensure every student has access to a quality public school. I urge the Department not to take away my voice in the implementation process by using the regulatory process to restrict our community-led innovative solutions and opting to add requirements in the regulations that, according to ESSA, were left to states and districts in consultation with stakeholders. For example, the Department should drop the timelines for improvement, limits on interventions, and definitions of consistently underperforming that conflict with ESSA. I urge the Department to learn the lessons of NCLB’s failed interventions by dropping its list of recommendations for draconian interventions in schools, such as school closure, and allow stakeholders to determine appropriate creative, community-based interventions for struggling, under-resourced public schools as envisioned and outlined by ESSA so that all students have greater opportunities for a good education. I urge the Department to respect the decision by Congress to let states determine the weight and impact of any students who are opted out of testing by their parents instead of inserting proposed penalties into the regulations. The best way for the Department to promote test participation is to continue its campaign for better and fewer tests, which will create confidence in parents that tests have a role beyond labeling and punishing schools. In closing, I look forward to seeing my views and those of educators across the country reflected in the final regulations. I have every confidence in my fellow educators to help come up with strong, creative solutions that help all students excel and reach their full potential.”

Is the NEA alone in sending mixed messages about the ‘greatness’ of ESSA?! No! Remember, ASCD is already publicizing much. But what OTHER groups are there?

Got the ‘Can Do’ Spirit?

schoolcandoAnti CCSS Warriors, it is no secret that the CCSS Machine knows who we are. I have to chuckle, however, when I get mail (snail or electronic) from one of the members. Case in point, Dr. John B. King, himself! As in the U.S. Dept. of Education’s Dr. John B. King.

What did he say? A lot of BS wrapped in a ‘can do spirited’ letter!

The Email:

I have no clue if you received such a letter, but I will share what I got. Notice the screen shot above. The image was at the bottom of the letter with 2 ways to share it with all my friends. The title of his letter to me, was ‘What My Teachers Did for Me’. I agree, our teachers are PRICELESS in what they teach…when they CAN teach! However, we are well aware that the activity of teaching is not happening like it should. So, what else did Dr. King wax eloquent about? See below in a point by point way. I will warn you, my musing self will add comments of satire. Why? Because a) it’s Monday and b) I have no respect for this man.

1) He called me ‘friend’. (Aren’t I the lucky one?)
2) He gives a super short description of how important ‘well rounded’ education is. (Tell me something I don’t know, Captain Obvious! While you’re at it, the real definition of ‘well rounded’ is NOT what you are overseeing.)
3) Almost the entire letter is about himself and his rough life. (Awwww, isn’t that special?)
4) He whines about not enough of today’s students are having ‘life changing’ educations. (Sure they are. They hate school, think they are dumb, hurt themselves, and other negative life changes.)
5) He shares that we have said there is too much focus on math and English. He cites NCBL (No Child Left Behind) as the problem. (Oh geez, here we go again, blame the past for ALL this mess instead of acknowledging the CURRENT law (ESSA, Every Student Succeeds Act) which extends the mess!)
6) He then sets the tone of “I have spoken” with his statement of agreeing with the President and the recently departed Arne Duncan, as Secretary of Education that there is too much testing.  While I agree the testing is too much (this is possibly the only truth in this letter, by the way), stating it in a bossy tone and admitting you agree with two other CCSS Machine members doesn’t make a strong statement I can believe.

Upon visiting, and leaving a few truth zapping comments, I noticed what appears to be at least one other Anti CCSS Warrior group, OptOutPinellas (FL). A big hat tip to them!!

The rest, all CCSS Machine members, organizations, or fans. Their ‘Can Do, Can Be Spirit’ is off the charts. (My ‘Fib-o-Meter’ would have a field day with this.) Pardon me, Warriors, but it is despicable. The U.S. Dept. of Ed has many other Twitter accounts and is using some of them to create buzz. One such?

In the scheme of things lately, we anti CCSS (and CTE) warriors shouldn’t be surprised at the amount of hype being used to drown out the truth about the presence (or from the hypester’s perspective the non-presence of) Common Core Standards and it’s adult version, Career and Technical Education.

However, it’s a “Total Truth” that not only is much hype being created, but the bulk is from Congress itself. Oh, you can be sure the more private part of the CCSS Machine is busy churning out a lot of hype too.

The Education and Workforce Committee:

The Ed/Workforce Committee  concerns itself with higher education, or as it’s also known, ‘post secondary’ education. The re-authorization of the HEA is supposed to be voted upon soon. It’s also related to the K-12 re-authorization known as HR5. Let’s see how the Ed/Workforce has taken hype and placed it into overdrive to try and divert us from what’s really embedded in that bill.

In one of my previously published Higher Ed articles, I shared with you some of the documents being produced to sell us on the supposed advantages of the HEA re-authorization. In particular, the U.S. House of Representative’s priority list for the Higher Ed Act. The Ed/Workforce Latest Hype:

Pushing the ‘competency based’ fail so prevalent in all things Common Core and Career/Tech Education, is the Ed/Workforce ‘Fact Sheet’. (you can access the fact sheet and other related hype, http://edworkforce.house.gov/highered/)

Titled “Advancing Competency-Based Education Demonstration Project Act”, this document lays out the guts of HR3136 and its relation to the updated version of the HEA.
The “Total Fallacy”? Their words as follows, “As part of an effort to reauthorize the Higher Education Act, the House Education and the Workforce Committee is working to support more innovation across the nation’s college campuses.”
The “Total Truth”? Sec. Arne Duncan gets more power! See this direct quoted excerpt:
“Promotes innovation in higher education by directing the secretary of education to implement competency-based education demonstration projects. The secretary is authorized to waive current statutory and regulatory requirements that impede the creation of competency-based education programs.” 

More “Total Truth”, this level of power means those education waivers our states have can be manipulated to fit this higher education competency agenda. In this 2014 bill which was passed, you’ll notice that the vernacular uses the word ‘entity’ when talking about who can lead the competency based education projects, but doesn’t condition these entities to schools of learning. You’ll also notice P3 involvement and MORE assessments! All “Total Truths” left out of the hype’s main page, feel good message of improving education. One Last “Total Truth”:

Did you notice the above paragraph mentions a 2014 bill, but the introduction stated the latest hype? How can 2014 be the latest hype? Simple, here’s a screen shot of the recent Tweet the Ed/Workforce Committee shared on the social media giant, which led me to the 2014 bill.
