Way Out Yonder…

Recently, Warriors Against Fed Ed, I was looking through my State’s Legislative website. I thought I’d seen enough of the proposed bills linking NC (where I live) to the ESSA’s (Every Student Succeeds Act) overreach in state education. (*Note: if you missed that article )

However, there was one I missed. It’s called the “BRIGHT Futures Act”. It’s from the NC Senate, and is also S56. My fellow anti CCSS Warrior, Andrea Dillon, shared news and video of this Bill on the “American Lens” Facebook page. In the video, our Lt. Governor is waxing joyously about how a “Last Mile” for NC is about to be reached. What is he referring to?

Digital Connectivity and how it will help Rural Education

“Digital Connectivity” ties rural education to the CCSS Machine through aligned workforce based education as laid out in ESSA, HEA (Higher Education Act), and WIOA (Workforce Innovation and Opportunity Act).
“Digital Connectivity” was also a huge portion of the U.S. House of Representative’s HR5 (Student Success Act).
I laid all this out for you in my previous article titled “ESSA and Digital Overload”. That article also helps us connect Rural Education to HR5 and “NC New Schools”. (*Note: the NC New Schools will lead to you to other States with rural education populations.)

You may recall, HR5 was the House’s version to re-authorize ESEA of 1965 (Elementary and Secondary Education Act). As a compromise, big parts of HR5 were taken and added to the U.S. Senate’s version of ESEA’s re-authorization, called “Every Child Achieves Act”, or S1177.

As we now know, S1177 is the Bill which survived and changed its name to ESSA to reflect all that ‘bi-partisan’ work from Congress.

The digital mandates are now coming to fruition. Conveniently completed from a State level with Bills such as “Bright Futures”.

Pausing For A Bit Of Reference:

Before we go on finding out how NC’s S65 is helping ESSA ‘set up shop’ in  NC, let me say that I have no idea how many States have similar legislation. I have no clue how many NC State Leaders are pushing for all the ‘digital connectivity’ items they can get their hands on. However, I do know, that our State has a long history on jumping on the ‘fed ed’ bandwagon several times.

That NC has jumped on this bandwagon is no shocker. Why? NC was the first State to jump on board with Microsoft through their Microsoft IT Academy.

ncmicroit

As we know, Microsoft is a huge digital, CCSS Machine organization. We know Bill Gates is Microsoft’s ‘guy’. We also know Gates is the one who signed an agreement with UNESCO for a one world curriculum, which grew into the CCSSI (Common Core State Standards Initiative). We see the CCSSI in the pages of ESSA, too. Literally.
*Note: In ESSA, we also see the name change from “CCSS” (Common Core State Standards) to its less ‘vile’ name, ‘College and Career Readiness’. ESSA’s writers like to use that phrase. Along with the even more innocent sounding “Challenging State Academic Standards”. ESSA’s writers also threw in the ‘Career Technical Education (CTE)’ phrase.

So, what have Microsoft and NC been up to more recently than 2010? This short You Tube video (2013) will introduce you to the “Imagine Academy”.

In 2016, NC and Microsoft made the news in connection with the National Science Foundation’s (NSF) Big Data Regional Hubs. There are 4 of these Hubs across the USA. NC is in the Southern Hub. (*Note: NSF is also a huge CCSS Machine member organization.)

Back To The ‘BRIGHT Futures’:

brightnc

Above you see a screen shot of the 4 page S65 Bill (BRIGHT Futures Act)

*BRIGHT stands for “Broadband, Retail Services on-line, Internet of things, GridPower, Health care, and, Training and education”.

You’ll also see I added some emphasis to Page 1 of S65. These items are very important clues to those of us fighting federally led education in ALL age groups.

While the legislators promoting this Bill are calling this a great thing for NC, here are the parts they either left out by omission (assuming they have no idea how vast the CCSS Machine’s grip on workforce education is) OR by design.

a) P3s (Public-Private Partnerships) in education have created a disgrace to the classical, academic basis our students need.

b) Workforce based education, especially in adult populations ties back to WIOA and HEA, espically through the one-stop-job-centers here in NC. Called “NCWorks” it is a direct product of WIOA state grant money awarded to NC. Why? WIOA grant money given to ANY State has an underlying purpose: using the job center data to ‘marry’ with the student data to create a seamless Career Tech/Career Pathway education! It is the ‘perfect’ setup. The student data, as we know, comes from the Dept. of Education; likewise, the job data comes from the Dept. of Labor. Both happen at the Federal level AND the State level!!

c) Making improvements in your State for better education/access to shouldn’t come about as a by-product of your economy. Those improvements should never place the importance of money over our students. Using a phrase like ‘all means necessary’ is also a big warning.

d) Governor appointed positions spell bad news for the State citizens, regardless of what Council or Committee it is. Special interests are vastly protected with these appointments.

e) Near the bottom of Page 1 (Line 27), “School Connectivity Initiative and Digital Learning Plan” are inserted.  The SCI (School Connectivity Initiative) has been around a few years. Here’s what is does, “The NC School Connectivity Initiative (SCI) compliments the E-rate program in North Carolina by providing state funding to cover the non-discounted portion of school connectivity-related charges. The SCI also provides a statewide network connecting all LEAs and most charter schools to the Internet, E-rate training and support, and network engineering services.” Source: Page 18 of the NC Digital Learning Plan (*Note: E-Rates are those small charges on your phone bill. They, too, can be traced back to the CCSS Machine. E-Rates basically are funds used to data mine your students.) According to the NC Digital Plan, at the bottom of Page 18, it is revealed the E-rates used for NC are based on Free and Reduced Lunch Program.

The NC Digital Plan also is part of the CCSS Machine’s plan for continued alignment in education. How do I know this?  CCSS Machine member, The Friday Institute, is the one which published the detailed Plan in 2015. Among the Plan’s pages is the fact other States using Digital Learning Plans were used as models for NC. The roots for NC’s Digital shift in education go back to 1999. The CCSS Machine entered the digital push about the time Race to the Top surfaced.
To see and read the entire NC Digital Plannc-digital-learning-detailed-plan-9-14-15

Interestingly enough, the NC DPI (Dept of Public Instruction) and the NC SBE (State Board of Education) help oversee this Digital Learning Plan. (Page 6). Our Lt. Governor serves on the SBE. (see below)

ncsbe

From the Lt. Governor’s Education Policy page on his Official NC Website, his stance on digital education. (The rest of his policies reveal a clear conflict (school choice) for us Warriors.) See: http://ltgov.nc.gov/resources/lieutenant-governor-dan-forest-education-policy)

“Innovation in Education: Students need access to modern technology to prepare them for a 21st century economy. Every student should have one-to-one devices (computers, laptops, tablets, etc.) in their North Carolina classroom. As Chairman of the Governor’s eLearning Commission and member of the State Board of Education’s Special Committee on Digital Learning, Lieutenant Governor Dan Forest is actively working to provide Wi-Fi access to every K – 12 classroom in the state. Though North Carolina leads the way in our effort to extend broadband Internet access to every public school, the next step is to expand that infrastructure to reach every public school classroom and put one-to-one devices in the hands of the students.”

I would urge any of you with proven research as to how digital devices are so dangerous in the hands of our youngest learners or how too much screen time is dangerous for any age student, to please contact the Lt. Governor and every one of the S65 Sponsoring Legislators.

If you missed why ‘school choice’ is an anti Fed Ed Warrior’s conflict:

essaumbrella

As far as top-down digital legislation or programs containing digital learning and related to ESSA, or now codified within, America has:
Digital Promise
Digital Promise Neighborhoods
i3 Initiative
ConnectED
Digital Innovation Upgrades or Creations
(at least $849 million in funding is ear-marked)
REAP (Rural Education Achievement Program)
(Will impact Title One funding, use $1.6 billion in tax payer funds for ‘rigorous’ education including all technology, ramp up the STEM Master Corps, and more.)
Community Schools (can also include 21st Century Community Learning Centers)

Closing:

So, pardon me, if I’m not seeing such a BRIGHT NC Future. What I do see is a NC committeed more to the federal government than to its citizens. I urge all of you who live in rural counties and states, use this article as an example of what is going on right under our noses to align everyone in education to the same thing!

Your Home…or Bust!

6edtech
Warriors Against the Core, I do hope your Labor Day Weekend was tremendous.

A New Lead in My Local Newsletter:

I must admit, Warriors, the CCSS education reform hasn’t died now that ESSA (Every Student Succeeds Act) is law. BUT what has changed are the ‘in our faces’ moves the CCSS Machine is making when it comes to not just education in the classrooms, but everywhere else, too! As we know the main goal isn’t just transforming education, but rather, our entire nation. Too much research (from this blog and countless other Warriors) has been produced for this to be a fallacy.

So, what could possibly be the ‘new lead’? What newsletter? How is this to impact me when we don’t live in the same location? What does this have to do with the CCSS Machine or ESSA? My dear Warriors, I’m so glad to share the answers below.

First, the short answers. Longer facts will follow.

1) The ‘new lead’ is the local cable company has a new program just in time for ‘back to school’.
2) The newsletter is one which is included monthly in the city utility bill.
3) This is happening everywhere.
4) It connects (literally) your town’s infrastructure to the CCSS Machine and ESSA (via funds). It also takes in WIOA funds.

Fact #1:  “My” local cable company is a P3 (public private) partnership/entity. I don’t support it at all. Never have. At that point, my decision wasn’t based on education research. It’s just a bad idea to use public funds for something the town has no right to use as was chosen. Our voices, as taxpayers, weren’t important.
The company’s name? “MI-Connection” (short for ‘Mooresville Iredell-Connection’. (Mooresville is the town, Iredell is the county) To say the enterprise has been welcomed, successful, and problem-free would be an outright lie.
The MI-Connection’s ‘new’ program? It’s called “Reach”. Actually, the ‘Reach Program’ is a 4 year old P3 between the cable company and the local school district. “Reach” stands for ‘Reach Every Available Community Household’ Program.

There are catches each household has to be subjected to. However, before we dig into REACH, look at the picture above. Look at the turquoise color on the right hand side of the emblem. “ALL PROVIDERS WELCOME”. I first shared that emblem not long after ESSA was passed as a way to illustrate the damming strings about to be used against our schools, communities, and homes. It’s happening everywhere, but we must be savvy in seeing it.

The REACH catches (qualifiers) each family must have to be involved in the Program:
a) at least 1 children (4th grade or higher) enrolled in the MGSD (Mooresville Graded School District)
b) enrolled children must also be enrolled in the National School Free/Reduced Lunch Program.

reach

Warriors, we know ESSA promised local control. But have you picked up on the National participation when it comes to lunch?! This is yet another clue that ESSA lies!

Fact #2: MI-Connection serves 3 communities, not just one. If you want to see the REACH webpagehttp://www.mi-connection.com/index.php/community/intreach

In the Approved 2014-15 City of Mooresville Budget, look how much the telecommunications company costs. Taxpayer funds are used in supporting this.

mifunds

Fact #3: Isn’t it enough our taxpayer money is used for the educational alignment to the CCSS Machine? Must it also be our TVs and computers?!

In my “ESSA and Digital Overload” article, I shared with you HOW the TVs and computers in our homes were to be ensnared. Here’s an excerpt, “Pages 485-488: The consortia for digital learning and state funding. What the uses of the funding mean and how they tie to digital overload.
Page 630: Preschool and ‘Ready to Learn’ digital content, especially via PBS (Public Broadcast Stations).
Page 943 begins Section 9210 of the ESSA Law. This is the biggest overreach of all!
Why? “Student Home Access to Digital Learning Resources”! To find out how successful students are at HOME, a Study conducted by the Director of the Institute of Educational Sciences (IES) no later than 18 months AFTER all portions of ESSA are in place! Details of the Study will be found on Page 944.” (*Note: entire article, https://commoncorediva.wordpress.com/2016/02/04/essa-and-digital-overload/)

I urge you to read it, especially for the PBS information. You can also link to the IES article where the in-home technology assessment is broken down.
The IES article (in case you miss the link at the bottom of the page on the Overload article) https://commoncorediva.wordpress.com/2016/02/05/weekend-news-the-ies-and-the-essa/

If you’ve not seen how I connected the E-Rate legislation to the Common Core Machine (which certainly come in handy for ESSA’s infrastructure plans):
http://preventcommoncore.com/?p=1223

Fact #4: Since I first published the above article, what’s changed with the E-rate? How does it play into ESSA?

From the USAC (Universal Service Administration Company), look at the highlighted paragraph in the retirement letter from the Vice President.

erateup
Millions of students AND patrons of public libraries! ESSA and WIOA (Workforce Innovation and Opportunity Act) have that aspect covered in whole-community alignment via grants and funding!  If you’d like to know HOW, please refer to my article “Hitting the Books, Part 2”.  https://commoncorediva.wordpress.com/2016/07/03/hitting-the-books-part-2/

The USAC is connected to the FCC (Federal Communications Commission), see below.

usac

According to the USAC, they’ve been around since 1997, and are a part of the NECA (National Exchange Carrier Assoc., Inc.) USAC is NECA’s not-for-profit arm. What does the NECA do? They oversee your local telecommunications companies!!

To learn more about USAC, http://www.usac.org/about/about/who-we-are/default.aspx
(*Note: be sure to look at the Board of Directors. Especially the representation of the Board. Education and your local cable operators are definitely involved. See: http://www.usac.org/about/about/leadership/bod.aspx )

As far as NECA’s participation, their website explains for you why tariffs (taxes) are collected for telecomunnications is a great thing. Basically it’s for the latest and greatest technology, faster internet service, including the data collection. Did I find any connection between NECA and ESSA? In an unexpected way, yes. See the screen shot:

NCEAsenate
I found this on their page for Washington, D.C. activities, which resume today. See:
https://www.neca.org/article.aspx?listid=26972&id=13179

Is there more, though? Yes, NECA is big on increasing digital literacy in America. I found 3 connected DL (digital literacy) programs to NECA.
One is Digital Literacy from our federal government; another is a national program for connecting students with National Free or Reduced Lunches to the computer; the last one will sell you computers, complete with Windows 10 (a mammoth data mining tool).

To see the sales pitch website service program, http://arrowdirect.com/
To see the federal government’s DL website (housed in the National Telecommunications and Information Admin. of the U.S. Dept. of Commerce), http://www.digitalliteracy.gov/
(*Note: the name of the initiative, “Connect to Compete”; as in job seekers. Think, ESSA and WIOA.)

digitalbadgework

The last website will lead us right back to where we began, the REACH program. Remember that one of the qualifications is each participating family must have their child in the National Free or Reduced Lunch Program? Remember how  I said this was happening everywhere?! This is the ‘mother lode’! It’s called “Connect2Compete”.

“Connect2Compete” is a flagship operation of “EveryoneOn’s”. What’s “EveryoneOn’s”? Another national non-profit organization dedicated to wiping out America’s ‘digital divide’.

It just so happens ESSA takes full advantage of this. HOW? Well, the Board of Directors former careers plays a part, as does the Advisory Council. Between the Microsoft folks, ConnectEd, and many others, the digital ramping up in our homes, schools, and communities is all but a ‘done deal’. But that still doesn’t answer how ESSA, a national law takes advantage of Connect2Compete. Look below, Warriors:

connectagenda
EveryoneOn also has a 100% give back program where your community-based projects can receive computers. ESSA’s got that angle, too. How, the Wrap Around Student Achievement Supports/Services, the 21st Century Community Learning Centers, and more! Who helps fund this 100% service? Of the 3 Foundations listed, only one stands out as CCSS related. The Wasserman Foundation. The Wasserman Foundation appears to be rather intimate with the Clinton Foundation, don’t you think?

Closing:

Warriors, it should be easy to see that we have a tremendous amount of digital jargon to combat. Let’s do this! Remember, the CCSS Machine will not stop until It’s in your home. Use your 4th Amendment rights! Use the 10th Amendment.

Is This Truly the Best?

Recently, my fellow anti CCSS/Fed Led Ed Warriors, I had a very concerned citizen from a state with several U.S. Tribal Schools, contact me. The concern? How ESSA, Every Student Succeeds Act, (and its school reform clauses) is to impact the schools for Native Americans on their reservations (or serving nearby). While I know there are mandates in ESSA for the Native American Tribes, as well as a separate section for the Hawaiian Tribal education, this concern raised the question to a level I cannot ignore.

BIE
Notice the banner from the BIE (Bureau of Indian Education). “Doing What’s Best for Students!”.
Not to be cynical, but are you kidding me? It is NO secret that our U.S. Government has hardly done the best it could for the Native Americans, so HOW in the world are we (or expect those impacted by the BIE)  to ‘buy into’ the fact that ESSA is NOT the best for ANYONE!?

Does BIE also support WIOA (Workforce Innovation and Opportunity Act), HEA (Higher Education Act), STEM, American Apprenticeship Initiative, Career Tech Education, Competency Based Education, Universal PreK and/or College and Career Readiness?
Why do I ask this? Every one of this laws or concepts is embedded in ESSA.

We already know ESSA and all its relations are to impact every school choice, so the answer would have to already be a ‘yes’ one. You will see more of the connections as you read on.

School Reform:

Since the concerned question I received was on the school reform issue, just what does the BIE have to say about this topic? In a summary, the BIE is choosing to reform itself as a government agency FIRST, then address the individual schools.

Here is an excerpt, “To effect real change in BIE-funded schools, the BIE organization must change how it delivers services to schools. The current administrative structure is a relic of the past when all BIE schools and dormitories were directly operated by the federal government and oriented towards “command and control” of its own schools. Today, the federal government no longer operates the majority of BIE schools; rather, tribal nations or locally controlled school boards directly manage 68 percent of BIE-funded schools. The BIE’s administrative structure, however, never evolved to meet this new reality.    The proposed reorganization will modernize the BIE and help it take a critical step towards becoming a school improvement organization rather than a direct operator of schools. After extensive consultations, the BIE proposes important organizational changes which are essential to improve outcomes for Native American youth.”

According to the 2014 “Blueprint for Reform Implementation” (approved by Congress), look at HOW the Reform is to work:

BIEreform

To see how I learned about this Order, see: http://www.bie.edu/BFRI/Schools/index.htm

Before we move on, it should be pointed out the Bureau of Indian Education is part of the U.S. Dept. of the Interior.

Is THAT Dept. aligned to the CCSS Machine?! Yes! Here’s just one way to prove it: Lesson Plans (available to ALL educational choices),
https://search.usa.gov/searchutf8=%E2%9C%93&affiliate=doi.gov&query=Common+Core+State+Standards
The Interior is big on STEM, too. STEM is embedded in WIOA, ESSA, HEA, and all the other places you find CCSS or College/Career Readiness. See: https://www.nps.gov/choh/learn/education/classrooms/upload/CM-1-STEMguide.pdf

Other BIE Ties to the CCSS Machine:

BIE 21st Century Community Learning Centers:
http://www.bie.edu/Programs/supprog/TitleIVB/index.htm
Includes after school programs, character education, and, so much more! Per ESSA, 21st Century Community Learning Centers are mandated. Notice, however, when you visit the above page the dates on the supporting documents are before ESSA’s passage. Also notice that every one of the related Titles on the right, are in ESSA and other laws connected to it. Connected to the 21st CCLCs is Career Pathways. See the below screen shot for what I found:

BIE 2009 ARRA Funds:
http://www.bie.edu/Resources/index.htm
Just like the rest of us, this funding opened the door for massive data mining.

E-Rate and BIE:

The E-Rate legislation created a not-so-obvious way for the CCSS Machine to not only overreach into education, but into our entire communities for streamlined alignment connecting work and education. I exposed this on Prevent Common Core awhile back.
If you aren’t sure how this connects to all of us, http://preventcommoncore.com/?p=1223

E-Rate legislation also opened the door for the White House led (ie: top-down control) ConnectED Initiative. BIE is impacted in this way, too.
See: http://www.bie.edu/Resources/ERate/index.htm

BIE and the ESSA:

I found 2 documents detailing what BIE has done already to conform to ESSA.
This first one is for Special Education. See: http://www.bie.edu/cs/groups/xbie/documents/text/idc1-034217.pdf

The second one is from the Federal Register and is definitely worth reading. Begin on the 3rd column of the first page you see and then continue to the next page’s first column. Remember, this Register is not written from an anti CCSS/Fed Led Ed Warrior’s viewpoint. See: http://www.bie.edu/cs/groups/xbie/documents/text/idc2-042401.pdf

As far as BIE and Universal Design for Learning? There is a Power Point Presentation available under the heading 2012 Presentations. See: http://www.bie.edu/Programs/SpecialEd/index.htm

Related to the BIE and Native American Education:

NIEA, National Indian Educators Association:
Website: http://www.niea.org/
This organization has been around since the 1960s. It is the largest Native American Educator group in the nation. Thus, lots of influence. NIEA was also among the collection of groups signing a supportive letter from the Leadership Conference’s Civil Rights arm to SUPPORT ESSA!

To see the Collective Letter, http://www.civilrights.org/press/2016/ESSA-Oversight-Letter.html?referrer=https://www.google.com/

What else has NIEA done in relation to ESSA and/or the CCSS Machine BESIDES being associated with the Collective Letter? Their upcoming Conference has AFT (American Federation of Teachers) as one of its 3 biggest sponsors.

ESSA is listed as one of NIEA’s Education Priorities. To see their resources on it:

Also among the Education Priorities is their association with the BIE. Among their Reports for Supporting Educators, the U.S. Dept. of Education’s Dashboard for adhering to the President’s 2020 College Goals: http://dashboard.ed.gov/dashboard.aspx

This screen shot is from NIEA’s “Toolkit” for ESSA implementation:

Closing:
One of NIEA’s biggest funders? The Gates Foundation. Since around 2009, over $4 million in grants. See: http://www.gatesfoundation.org/How-We-Work/Quick-Links/Grants-Database#q/k=NIEA

I also found a NIEA Grant from Gates for the express purpose of joining BIE in Common Corehttp://www.gatesfoundation.org/How-We-Work/Quick-Links/Grants-Database/Grants/2013/10/OPP1094487

Again, I’ll ask you: is this truly the BEST we can do in America?

America’s Obsession

In the past week or so, you have been able to learn about the Congressional obsession to ensure our nation has all the adult versions of Common Core, (called CTE, or Career Tech Education) we can stand. CTE goes by several other names and can be found in STEM, as well.

Last Wednesday, Women on the Wall featured what I had uncovered about S 3271 (Advance Workforce Act) and the HR 5587 (Strengthening Career Tech Education for the 21st Century). Both are to reauthorize the Carl Perkins Act of 2006.

Then, 2 days ago, I shared with you how S 3190 (Strengthening Our Rural Health Workforce Act of 2016) is going to not only align health care to CTE (thus Common Core and STEM), it’s going to join other health care laws to it! See:
https://commoncorediva.wordpress.com/2016/08/16/ctes-health-country/

There have been several national articles featuring the news about S 3271 and  HR 5587 since all this. We need to have just as much national attention on S 3190, as well..maybe even more attention. Why? Our health care system will directly impact millions. Think about the ramifications of it being aligned to the CCSS Machine!

Warriors, Congress is on recess right now (they will be back in D.C. and in session on 9/6/16). We MUST mount the horses of truth NOW and charge!

But, Wait, I Found More!

To prove my statement about the obsession D.C. has with CTE, consider the OTHER evidence below:

Just before Congress took their recess, several members decided to pledge their devotion (and thus will guide their districts) to CTE and all related.
House of Reps:
7/13/16, Rep. Foxx (NC) had these ‘fine’ words to say, “[There] is an unnecessary stigma attached to career and technical education. It’s too often referred to as the “other” track, with the incorrect implication that it’s the path individuals take if they won’t be able to handle the rigors of college. In reality, students who pursue CTE complete a diverse curriculum where they learn important skills for succeeding in the workplace such as problem-solving, research, time management and critical thinking
We need to shift our perspective away from the idea that every student must attend an expansive and expensive four-year program to succeed in the workforce. Educational success is about more than just a degree. It’s about quantifiable skills that employers need in their employees.”

(*Note: This is not the first time I have shared Foxx’s love of an aligned workforce with you, so it should be no surprise to hear her, once again, wax lovingly about it.)

You can see and hear the rest of Rep. Foxx’s testimony:

8/11/16, Gov. Pence (IN), also the current Republican Vice Presidential candidate,
shared his love and obsession for CTE back in Feb. 2015. The House’s Ed and Workforce Committee is using that testimony to promote CTE legislation as a ‘bipartisan’ effort and subsequent successes. Here is a small portion of Gov. Pence’s testimony, “[We] cannot forget that a critical goal of our educational system is to enable students to succeed in a 21st century economy and to ensure that students are prepared for college and careers. For some students, this means a four-year college degree. While completing college is a goal which we need more students to attain, going directly into a career may prove the better option for many others.
This is not about a Plan A and a Plan B. This is about two Plan A’s. For those students who are not bound for the traditional four-year college, we must still ensure that they can thrive in their future careers, and one way to do this is to again make career and technical education a priority.”

(emphasis is theirs, not mine)

Below is a screen shot of the  U.S. House of Reps. Press Release where they featured Gov. Pence’s testimony:

The U.S. Senate:

Remember, Warriors, this is a D.C. obsession not immune to one Chamber of Congress. So what are our Senators spreading about CTE?

Just before recess went into effect there was another Workforce, CTE related piece of legislation. This one is S 3174 (called the LADDER Act). What will ‘Ladder’ do? Establish an independent Inter-agency Council for Workforce in our Executive Branch of government!

How much will this new Council embedded in our Executive Branch cost taxpayers? According to the White House a ton! See below:

Here is the website address to access the above information:
https://budget2017.whitehouse.gov/#!/year/2017/operating/0/bureau_name/Interagency+Coordinating+Council+on+Workforce+Attachment/0/agency_name

(*Note: From what I was able to glean from the fine print of both of the above resources AND the readily-available resources on the Internet about how ‘Workforce Attachment’ is defined, it seems to mirror the EU’s (European Union) “Youth Guarantee” system. I have written about the YG before.) See: http://preventcommoncore.com/?p=1201

Here’s the bottom line for YG, “You’ll see how students have a limited time after either graduation or their last job to get on one of 3 tracks. They can choose, apprenticeships, training workshops or more education.”  The ‘American’ difference? It is targeting more citizens than our youth.

Spreading the Love:

The ACTE (Association for Career and Technical Education) is one sold out CCSS Machine member organization I have shared much information with you in the past. ACTE embraced WIOA, HEA, and ESSA. ACTE loves STEM, too. The group also has a policy watch action section.  Be sure to read their thoughts on the 2016 General Elections, especially for Congress. Here is an excerpt you MUST share! “While the next president will set the policy agenda, Congress still makes the laws and controls the budget. In recent years, the House and Senate passed major education and workforce development legislation, including the Every Student Succeeds Act and Workforce Innovation and Opportunity Act. With the upcoming re-authorization of several important pieces of legislation including the Perkins Act and Higher Education Act, as well as the continued threat of budget austerity in federal CTE funding, the battle for control of the 115th Congress will significantly impact the future of CTE policy.”

See the rest: http://ctepolicywatch.acteonline.org/2016/08/election-2016-decides-control-of-congress.html

Here’s what else I found on the CTE Policy Watch portion of ACTE. Many of us who research the CCSS Machine have long connected the data mining dangers between education and jobs. Here’s proof:

The Poisonous Love Bites:

Warriors,  each of our States has been bitten by the CCSS Machine’s CTE Love. We see celebrities touting the need for training workforce, we see our legislators fawning over trained workers for their State’s economy worse than nature during mating season, we have watched as our President has led initiatives to use school counselors to ‘win’ over more students for aligned career tracks, and so much more. How is the ‘love’ spread? Money with strings. Agenda with promises. Sold out citizens in key places hell-bent on reshaping our nation to no longer be the “land of the free/home of the brave”, but to be the ‘land of the controllers/home of the enslaved’.

Warrior’s Actions:

1) All of these Bills (in the 3 articles) have been introduced and are in Committees until Congress reconvenes Sept. 6, 2016.
2) All of these Bills are purposed moves by the CCSS Machine. The private parts of the Machine are influencing the public parts of the Machine to make all the alignment efforts complete.
3) We can work together to influence the Congress members to halt all these Bills!
4) We MUST act quickly and with accuracy.
5) Women on the Wall is currently working on resources for  our anti CCSS Warrior influence for maximum impact. If you have any desire to help stop the CCSS Machine’s rolling through D.C., please contact me. If you are familiar with Women’s leader, Alice Linahan, please contact her as well. We will be dissecting these latest CTE moves next week during the broadcast.

I leave you with this motivation:

What every US citizen said they always wanted… NOT!

Anti CCSS/ESSA and Fed Ed Warriors, schools are beginning to open for the new year (2016-17). We are beginning to see the first tentacles of the ESSA (Every Student Succeeds Act)  reach down from the national level to the state and local levels.

Much of it will NOT use the phrase “Common Core State Standards”, but instead “College and Career Readiness”. We have been alerted to this fact well before now. However, how is the CCSS Machine spinning the ‘newness’ of the same old agenda?! That by conducting education any way BUT the ESSA way, is to “breed inadequacy”.

From ‘Their’ Files:

According to the CCSS Machine member organization “Getting Smart”, by 2020, 65% of all jobs will require post-secondary education.

smartessa
From the notorious “Foundation for Excellence in Education” (FEE), here is their take on ‘inadequate’ students:

feeccr

FEE also has a short video to support how inadequate education before CCSS was and how heavy the changes for CCR (via STEM, dual enrollment, AP and IB courses, and CLEP exams (College Level Examination Program)).

Every one of these ties in some way to not only CCR (College and Career Readiness) but can be found in the ESSA, the WIOA (Workforce Innovation and Opportunity Act) and the HEA (Higher Education Act) as well.

The sheer fact that FEE is using the ACT, Inc. assessment as one of its OTHER solutions for College and Career Readiness is also a clue for us. How? Act, Inc. owns “WorkKeys” assessments. “WorkKeys” is the Competency Based Education, Career Pathways test which sets the course for what job your students should not only be trained for, but educated in! Those CLEP assessments? Those are owned by the College Board, Inc., yet another CCSS Machine key member organization.

Here is the video:

While FEE is using Florida as an example in the video, their influence is felt in all 50 States. FEE is not only fully supportive of the ESSA, but is pledging to help each State navigate its way through the implementation process. Here is just one of the ways FEE can support your State, “Identifying ways that new federal funds can support state reforms in areas including K-3 reading, college and career readiness and digital learning.”

Awww, Warriors, aren’t we ‘honored’ to have such bias help?! (I am being 100% sarcastic here).

Let’s look at the statement above from the Warrior’s side.
a) To be truly State led (as ESSA was sold to the nation), why would we need a national group’s help in making decisions?
b) Does the FEE and other CCSS Machine organizations just assume the States are too stupid to identify funding for themselves?
c) The 3 targets FEE is offering support on are some of the biggest bullet points in ESSA. Digital Learning will be at least $849 million for the States.  Where will the objectivity come from? Where will the objective research be allowed to surface? (*Note: FEE cannot be objective on this topic. How do I know? Check out their Initiative called “Digital Learning Now”, http://www.digitallearningnow.com/)

To see the other ways FEE wants to help: http://www.excelined.org/principles-2015-reauthorization-elementary-secondary-education-act/

In case you would like to see how FEE commented publicly on the ESSA Proposed Regulations (all public comments are closed as of 8/1/16):

Digital Learning Now:

As mentioned above, this is an initiative project of FEE’s but it is not solely FEE’s.
Read this excerpt about the history of the project, Governors Jeb Bush(FL) and Bob Wise (WV) convened the Digital Learning Council in August 2010 to develop the roadmap to integrate current and future technological innovations into public education.”

So who is on the DLC (Digital Learning Council)?

dlclead
Among other CCSS Machine/ESSA Supporter groups in the DLC:
Microsoft, the Center for Education Reform, Apple, Pearson Publishing, Connections Academy (an arm of Pearson Publishing), Data Quality Campaign, The Hewlett Foundation, The Carnegie Foundation, ETS (Educational Testing Services, associated with AIR, Inc. (American Institutes for Research), The Fordham Foundation, SchoolNet, Nat’l Assoc. for Charter School Authorizers, the U.S. Dept. of Education, and a few State Senate bodies. I exposed the ties to the CCSS Machine and the E-Rate: http://preventcommoncore.com/?p=1223; How does E-Rate fit in the ESSA? Remember the $849 million mentioned above? Not only will portions of that go to State for Technology updates, other tax money will be used to update entire infrastructures of regions, cities, and States for the 24/7, Open Educational Resource access to ALL learning connected resources. How? In the name of ‘student achievement’.)

Find out if your State has received any Digital Learning Grants recently. For example, this one from 2014 from Indiana:
http://www.doe.in.gov/elearning/digital-learning-grant

What new laws or older laws undergoing a rewrite to fit Digital Learning are there in your State? For example, the NC DPI, has a list of legislation. See:
http://www.dpi.state.nc.us/dtl/policy/regulations/

What State affiliated Colleges, Universities, and/or related post-secondary educational institutions are involved in the Digital Plans? For example, the NC State University’s Friday Center (both NC State and the Friday Center are ‘banner’ CCSS Machine members) produced this detailed Digital plan in 2015: http://ncdlplan.fi.ncsu.edu/wp-content/uploads/2015/09/NC-Digital-Learning-Detailed-Plan-9-14-15.pdf

So, the better question (anti Fed Ed/ESSA/CCSS Warrior) should be: what CCSS Machine members are breeding inadequate education?

“Fed” Triples Up

trifecta
My fellow Anti CCSS/ESSA Warriors, while the U.S. Dept. of Education is anxiously waiting for the public comment period on the ESSA (Every Student Succeeds Act) Proposed Regulations to END, they are also busy pumping out MORE CCSS Machine rhetoric.

This time it is celebration of the 2nd anniversary of WIOA (Workforce Innovation and Opportunity Act). What does WIOA have to do with ESSA? After all, ESSA was supposed to impact K-12th grades only.

Well, if you haven’t been following my blog or research long, you haven’t seen how I was able to uncover how WIOA is written into the ESSA’s language; is now a mandated part of ESSA; how it ties CTE (Career Tech Education), CCR (College and Career Readiness), AAI (American Apprenticeship Initiative), CP (Career Pathways), CC (Career Clusters), and CBE (Competency Based Education) BOTH the laws together. You also haven’t seen how BOTH the Laws are also tied to the HEA (Higher Education Act), or, how HEA is also full of the alphabet soup names you see above.

What does the WIOA have to do with the Proposed Regulations for ESSA? Put briefly, plenty. The Regulations mandate that in the name of ‘State Accountability’ TO the ‘Fed Ed’, how ALL students must be shown as on track for College/Career Readiness; that ALL teachers MUST teach to post-secondary readiness, and more.

My point? Simple: We are getting a triple hit of ‘education reform’ via the CCSS Machine’s grasp in D.C.! WIOA is a law the U.S. Dept. of Labor is under. We know ESSA is the law the U.S. Dept. of Ed is under. So which federal agency is the third portion of the triple hit?
The U.S. Dept. of Health and Human Services. HOW? The HHS is in ALL the Laws anywhere near this shift in education FROM academics TO workforce based.

The Previously Published Evidence:

These will help you connect the dots between then and now.

2014:
One of the most eye-opening articles about WIOA, which will pre-date ESSA’s passage and HEA’s renewal (for funding purposes only) is this one , below. Sec. of Labor Perez is gloating about how this (then) new Law would revolutionize education. See: http://preventcommoncore.com/?p=1187

This article will show you how Sec. of Ed Duncan and Sec. of Labor Perez visited MA to put on a dog and pony type press conference promoting the united efforts of the Ed/Labor through CCSS and more. See: https://commoncorediva.wordpress.com/2014/10/16/tech-thursday-duncan-goes-to-massachusetts/

Another related article details how the President put the Vice President in charge of a workforce based shift for education which includes not only the federal departments previously mentioned, but shows you what other federal agencies are involved. Since the ESSA is trying to mislead us by switching language from the Common Core State Standards to College and Career Readiness, I look at the push for how the States are redefining WHAT CCR means. The Latest Rhetoric:

Release just a few days ago, is this Press Release from the U.S. Dept. of Ed about WIOA’s ‘virtues’http://blog.ed.gov/2016/07/5-things-know-wioa/
You can be sure the current Sec. of Ed, Dr. King is ‘partying on’.
Among those 5 things ED wants to know and celebrate (but haven’t told you to down sides about each) are in bold type, my ‘down’ side to each will be italicized.

a) education reform for 21st Century skilled labor
b) a job network across the nation relying upon massive data mining/sharing
c) the job network will ensnare anyone looking for work and align them via training or re-training
d) community-wide, P3 involvement for reform (by the way, ESSA mandates region specific educational tracks)
e) evidence-based research and benchmarks (in other words subjective and selective resources to fit the reform agenda). (*Note: as far as ‘benchmarks’ for career/workforce based education, see what I found out about them back in 2014:
https://commoncorediva.wordpress.com/2014/09/25/tech-thursday-cte-career-technical-education-workforce/) According to the National Association for CTE, the last time the information for benchmarks was updated was 2014. See:
https://www.careertech.org/sites/default/files/Achieve%26NASDCTEc-CCSS-CTE-ResourcesApr2014.pdf

Aren’t you ready to break out the confetti and balloons?!

Here is the slick video sales pitch for how great WIOA is about connecting the nation via education, data, and more.

Closing:

As the march toward a complete implementation of ESSA, we will see more rhetoric like above. We must be consistent in exposing the rhetoric, Warriors! So know that all the WIOA/ESSA/HEA laced education is awaiting our nation in the upcoming 2016-17 school year.

One way to help exposure from our side of the War Against the Core is to publicly comment on the Proposed ESSA Regulations, especially where the connections between education and workforce exist. From the researched evidence for the ESSA Proposed Regulations, the anti Fed-Ed group, US PIE (United State Parents Involved in Education)’s special team found the following.
1)   “ESSA is supposed to give flexibility and more control to States by decreasing the burden of reporting requirements. Proposed regulations 299.13 and 299.19 will expand data reporting for “States and LEAs in order to provide parents, practitioners, policy makers, and public officials at the Federal, State, and local levels with actionable data,” which will entail additional costs for States. These reports must include accountability indicators to show how the State is aligned with a College and Career Readiness Standard (Common Core).”

2)  “Proposed 200.21 through 200.24 require LEA’s to include evidence-based interventions in order to receive improvement funds. Such interventions include the safe and healthy school environments and the community and family engagement plans. These plans include the heavy use of surveys—student surveys and home surveys.”

3) “Proposed 200.14 states assessments provide information about whether all students are on track to graduate “college-and-career-ready” (Common Core).”

Going for the Golden Games

Ahh, the Summer of 2016. Anti CCSS Warriors, no doubt you will more than likely be watching the Summer Olympics from Brazil in about one month. In the past I exposed for you how the Special Olympics had not only gone Common Core aligned, but was using the Special Needs participants data for tracking purposes. (In case you missed that one, see: https://commoncorediva.wordpress.com/2015/12/07/monday-musings-more-than-meets-the-eye/)

So, it should be NO surprise that the International Olympic Games be aligned to a global education agenda. Where there is global education agenda, there will be Common Core! (*Note: As the Every Student Succeeds Act (ESSA) calls it, ‘college and career ready’/’challenging state academic standards’. No matter what name, it is ALL global education agenda driven!)
This in-depth article follows the agenda.

Where the Global Agenda for Educational Play/Sports Can Be Found:

Look no further than the WHO (World Health Organization). WHO is a part of the UN (United Nations). UN also has UNESCO (United Nations Educational, Scientific, and Cultural Organization). UNESCO has the global “Education for All” agenda. UNESCO and Bill Gates also signed an agreement in 2004 for a global curriculum. (See Berit Kjos’  publication, “Common Core: A Global Education”) UNESO also has IB (International Baccalaureate Schools). Those IB Schools have an extremely controversial altruistic helping write curriculum.
The IB Schools are among the educational institutions included in the ESSA.

Where the IOC (International Olympics Committee) is Taking Global Ed:

oed
In the screen shot above, notice the underlined sentence. ‘Sports as a possible source for inner improvement’.
While that doesn’t appear on the surface to be so aligned to global education, or even the CCSS agenda, think about how aligned to CCSS, sports already is!
Think about the mandates in the ESSA where personal learning, student achievement, and behavior interventions (among others) will use anything remotely connected to education to use it for alignment purposes. Consider all the other Warriors who have shown us the mental destruction CCSS is causing NOW.

None of this, of course will be talked about during the Olympics Games themselves. Everyone will be cheering, fawning over how great the Gold, Silver, and Bronze medalists did in their respective sports. No one will stop to think (at least for long), just how thin a veil of deception is being laid over the time in Brazil.

So, Warriors Against the Core, what can WE learn about the IOC’s Ed Program?! Let’s find out!
Website: https://www.olympic.org/olympic-values-and-education-program
According the Overview of the Program, sports is considered the ‘school of life’. Now, let me pause for just a moment..
Not 2 or 3 days ago I published an article about the “Readiness Redefined” National Campaign. Among the ‘readiness’ portions of education to be redefined? Life! (See: https://commoncorediva.wordpress.com/2016/07/09/ready-or-not/)

Also according to the Overview, the Program interlinks with 21st Century Skills which are needed (not to mention also embedded in the WIOA (Workforce Innovation and Opportunity Act), HEA (Higher Education Act), ESSA, STEM Act, and more). The IOC Ed Program is to be used inside and outside the classroom. ESSA has mandates for during school and after school student activities, supports, etc.

The basis for the Program is in the power of the Olympic Symbols. (I kid you not.)
Here is the excerpt, “Using the symbols of the Olympic Games, the themes of Olympism, and drawing on the lore of the ancient and modern Olympic Games, the programme aims to disseminate a values-based curriculum that will shape the development of child and youth character. Using the context of Olympic sports, participants are taught skills and strategies that will help them to assume the responsibilities of global citizenship and civic literacy.”
Below is a screen shot you should click on to enlarge. See the thin veil of deception being used for global education agenda?

What’s worth noting is that the Program has a FREE toolkit for educators, community leaders, or anyone who wishes to use the educational lessons. The toolkit will be available for downloading soon, but in the meantime check out the information. See: https://www.olympic.org/olympic-values-and-education-program/about-the-toolkit

Other Olympic Education Initiatives:

Since 1988 (according to the IOC’s website), there has been a new educational outreach (aka: initiative) each Olympics. So far, there are 21 initiatives. For example the Initiative from Slovenia is called the Fair Play School. One of the main objectives? Teaching tolerant behavior through PE. See: https://www.olympic.org/slovenia-promoting-values-of-sport-and-olympism-fair-play-school
Over on the UNESCO website for Fair Play Schools (FPS) Initiative, it is called “Fair Play:  the Winning Way”.
See all the responsibilities involved in being a FPS: http://portal.unesco.org/education/en/ev.php-URL_ID=2223&URL_DO=DO_TOPIC&URL_SECTION=201.html

Warriors, did you know there is a United Nations Secretary on Sports for Development and Peace? The Coaches Guide (used all over the world) is full of kinds of ways to use sports as skill building for good citizenship. Download the GuideCoaches_Guide_english

If you would like to see the other Olympic Education Initiatives (some links work, some don’t), see: https://www.olympic.org/olympic-values-and-education-program/initiatives

Let’s face it, CCSS/Global aligned education will not be going into anyone’s decision when they buy into the Olympic marketing. Yet, the IOC redistributes those dollars to not only athletes, but sport organizations across the globe. See below:

iocmoney
Broadcasting rights in the US? NBC, a well known Common Core Supporter.
If you really want to follow the money trail for the Olympics, you can use this Marketing Fact Guide which tells the global partners for Rio 2016. (See Page 11. How many CCSS Machine member organizations do you see? I saw Toyota as an example. They are banner leaders in the adult version of CCSS: CTE (Career Tech Education). See: Olympic-Marketing-Fact-File-2016

Think of it this way, every time we purchase an Olympic postage stamp, T-shirt, or a product from the global partners, we are feeding the very CCSS Machine set on leveling education to a globally aligned one.

Oh, A Few Last Facts:

Brazil is considered a ‘Champion Country’ for UNESCO’s “Education for All” (that one world curriculum discussed earlier). To see all the accomplishments UNESCO is so proud of from Brazil, http://www.unesco.org/new/en/brasilia/education/education-for-all/

Contrast that with the 2015 Brazil Business Report about the problems of Brazil’s education, http://thebrazilbusiness.com/article/the-brazilian-educational-system

The Federal Government of Brazil regulates education. They regulate everything about education, both public AND private. See: http://www.brazil.org.za/brazil-education.html

The NASFA (National Association of State Facilities Administrators: Association of International Educators) here in the USA, has a file on Brazil’s education where you can see grading scales for certificates called “Leaving Certificate” when it comes to higher education. See: EDU Systems Brazil
If you do not know about NASFAhttp://www.nafsa.org/About_Us/About_NAFSA/

To see the Common Core NASFA News Release bombshell I found, look below:
nasfaglobal
The Press Release tells you how NASFA, the CCSSO (Council of Chief State School Officers) and Interstate Teacher Assessment and Support Consortium (inTASC) partnered together to build off the 2011 CCSS for the new Global Education you see above.

To get the Global Prep Guide featured in the Press Release, click their embedded link. It is available to download for free, but you must be a logged in visitor or member to get the download. I found a sample Standard, however: http://www.nafsa.org/_/File/_/intasc/InTASC_2015_Standard1.pdf

Closing:

Warriors, I hope you have learned much in this article. I know in researching, I did.
How can we fight this? So much already seems to much in place for us to defeat it.
As always, once you know, go..and tell others. Power is in the people’s hands to defeat more from our top-down educational system than we realize. Get involved. If you haven’t read the ESSA Proposed Regulations yet, do so! Provide feedback where you see the gross overreaches in these regulations. Refuse to support any part of the CCSS Machine you choose to..be it buying an Olympic t-shirt to boycotting McDonald’s. (One word though: the more who boycott the same place, the more impacting the message is). One huge factor of ESSA everyone seems to not know, or has glossed over. Congress can still reign in the U.S. Dept. of Ed!

Competent AND Career Ready, a CCSS/CTE/CCR disaster for education.

An updated look at the co-joined movement to unite Career Tech Education, CTE, the adult arm of ‘Common Core State Standards’ (CCSS) to CCR (College and Career Readiness) via the Competency Pathways (CP). If you haven’t heard of the CPs, you will know it after reading this.

First, A Look Back:

I first shared the news about CPs back in August 2015. A (then) just released study by Achieve, Inc (a very prominent CCSS Machine member) and their partner for the study, NASDCTEc (National Association of State Directors of Career Technical Education Consortium). The subject of the study? ‘progress between Career and Technical Education and Competency Based Pathways’. To see the original article: https://commoncorediva.wordpress.com/2015/08/06/tech-thursday-career-pathways-meet-competency-based-pathways/

Second, Why Now?

Why update this now? Because each of the 50 states has both a CTE program AND a CBP (Competency Based Pathway) program! With the recent passage of the ESSA (Every Student Succeeds Act) and the extension of the HEA (Higher Education Act), funding for CTE is definitely included. Competency based education is certainly included as well. As, we, those opposed to the CCSS Machine’s overreach into education, know where the legislation is, so the funding will be close behind.

So, where are we, as a nation, now with CPs? Great question! Let’s see what is new. We will also see where in the ESSA we can find this career competency pathway laid out.

The Competency Models Clearinghousehttp://www.careeronestop.org/competencymodel/
This website is 100% devoted to ANYTHING competency education based. From their website, What is the Competency Model Clearinghouse? The Competency Model Clearinghouse (CMC) is a Web site sponsored by the U.S. Department of Labor, Employment and Training Administration (ETA). The goal of the clearinghouse is to inform the public workforce system about the value, development, and uses of competency models.”

Notice in the above screen shot, I highlighted the hidden in plain sight, American Job Center. Why would I say ‘hidden’?

Consider the following excerpt, “Notice that both the ‘What’s My Next Move?’ and the O*Net are partners with the American Job Center Network. Who runs the AJCN (American Job Center Network)? The U.S. Dept. of Labor!  “The American Job Center Network is a unifying name and brand that identifies online and in-person workforce development services as part of a single network.” This quote is from the AJC’s website.
When you visit it to see for yourselves what else is there, be sure to notice the section of the website which points you from the federal level to the state level for Workforce Development. An example from NC (as of 2010) is featured below for Workforce Development. This particular image is what funding NC received from the 2009 American Recovery and Reinvestment Act.” (See the entire article: https://commoncorediva.wordpress.com/2016/01/07/the-great-education-experiment/ )

Notice, the screen shot below. Industry driven education NOT academic based. Back in November 2015, I found the same image (from the same site) where the States could build models for their aligned education. To get a better grasp on how extensive the CCSS Machine’s overreach is for careers aligned for workforce needs:

So, what IS the pro CCSS/CTE/CCR definition of ‘competency’? According to the CP Clearinghouse:

“What is a competency model?
A competency model is a collection of multiple competencies that together define successful performance in a defined work setting. A model provides a clear description of what a person needs to know and be able to do – the knowledge, skills, and abilities – to perform well in a specific job, occupation, or industry.”

What is a dictionary definition for ‘competency’? See below.

Did you notice the supply? Tangible items! How we learn is NOT tangible! The CP Clearinghouse has a FAQ page where they describe ‘learning’ as a ‘soft skill’. What is one of the soft skills? ‘Personal effectiveness’! (see Question 13). Access the page: http://www.careeronestop.org/CompetencyModel/faq.aspx#q3

You will also need to note that Career Clusters are also in the competency modeling. So are Job Development grants, Workforce Development, All these are state run with federal funds! To see how NC has honed this for our workers/learners:

What if you don’t live in NC? You can use the U.S. Dept of Labor’s links to find how involved your state is.

How does Common Core tie to Career Clusters?  See page 7 of the 2016 CAPS Vision document. caps_visioning_for_web_site

How do Career Pathways tie back to the WIOA (Workforce Innovation and Opportunity Act)? See: http://preventcommoncore.com/?p=1187

How does WIOA tie back the ESSA (Every Student Succeeds Act)? From my article titled “ESSA Ties to WIOA 2014”, the screen shot below. To access the entire article,

How does the ESSA tie to the Extended HEA (Higher Education Act)? An excerpt from my recently published article detailing the extension. “For quite sometime I have been helping raise awareness about the HEA and have given you plenty of evidence which easily connects the HEA to the CCSS Machine (Common Core State Standards Machine). The main connection?! Career Tech Education (CTE)! How this connect to the picture you see above? Perkins Funding!”

Are Perkins Funds for CTE mentioned in the ESSA? Yes, 8 times in appearance in the ESSA’s Final Conference Report. Pages 38, 123, 132, 516, 677, 939, 993, and 1026.
Is ‘higher education’ embedded in ESSA? Yes, 64 times!
‘Careers’? Yes, 63 times.
‘Workforce’? Yes, 33 times. WIOA will be found on Page 33.

Closing:

As you can see, quite a large amount of effort has gone into the interconnecting all the education alignment via the CCSS Machine, legislation, and funding. The more we continue to expose this wrong direction for our nation, the more we can stand together and fight it! Our students, no matter what age, are NOT chunkable/stackable/ pieces of industry based models to be molded; they ARE people who deserve a TRUE education of excellence NOT workforce needs.
