The Last To Go

Warriors, we’ve had a hell of a couple of weeks, haven’t we? Yes, I know, I normally do not use such language, but what we’ve seen happen in DC lately (as far as the DeVos saga), has me spewing a few more choice words.

It totally baffles me; though, I shouldn’t be all THAT surprised; that time and time again, our Congress members have ignored the overwhelming majority of evidence and protesting citizens who’ve repeatedly stated “No to DeVos as Secretary of Education!”

However, this is NOT the topic I wish to write about.

No, we as prepared Warriors, need to look ahead, beyond the next couple of days, and look at the last federal education law left to be re-authorized/updated and 100% aligned to Common Core*: the HEA (Higher Education Act) (*ESSA’s code names: College/Career Readiness/Challenging State Academic Standards), CTE (Career Tech Ed), STEM (Science, Technology, Engineering, and Math), and ‘post-secondary readiness’ (as ESSA mandates ALL education is to be geared.)

Why would ESSA (Every Student Succeeds Act) need to mandate ALL education to be geared to ‘post-secondary readiness’?
**Because that 3 word phrase embeds every bit of the federal workforce/education law known as WIOA (Workforce Innovation and Opportunity Act).

Why does HEA need to be re-authorized/updated?
**Because the CCSS Machine’s education reform calls for a ‘seamless transition from birth to career’. Congress, as a huge CCSS Machine member organization has bought into the fallacy that this ‘seamless transition’ creates an educational bridge which can not only improve ‘personalized learning’, but make that learning career based so the economy can benefit.
Higher education is the ‘perfect’ intersection to ensnare EVERY citizen into this learn-to-earn model. How so?
**If you haven’t been streamlined in a career type education in a public traditionally run school, you’ll see it when you get to college, trade school, university, community college, on-line training courses/schools, hybrid or blended courses/schools, some private post-secondary schools, and every single post-secondary public institution. You’ll find it waiting for you if you are recently graduated, updating a degree or certificate, going back to school after many years, or if you need to get a job.

Since Congress has the thickest set of ear muffs known to mankind (I mean it must be the only explanation as to why our Warrior voices didn’t reach them, right?!), we must look at what is being done to the higher education world NOW. We must see what they are doing in the HEA law updates. Why? So we can prepare, not only our evidence, but more importantly, our students headed right for all this!

What’s On The Books Right Now:

There are 287 higher education related bills or resolutions currently in Congress. Some are to amend the HEA (Higher Education Act of 1965). Why go back to 1965’s version? Look how going back to the ESEA of 1965 worked for ESSA:

Congress did a super job of covering its tracks (aka: backside). They’ve done it before and you can bet the farm the re-authorization of HEA will be a repeat.

Here’s a brief rundown (this is not a complete list, nor is it in any particular order of importance):

* S 206, amends the 1965 HEA for federal job training Pell Grants awarded by the Secretary of Education.
* HR 413 is an amendment to 1965’s HEA for early commitment to Pell Grant Programs.
* HR 414, amends the 1965 HEA for educators in student loan forgiveness areas.
*S 149, amends the 1965 HEA so post-secondary terrorism survivors can may defer student loans.
*HR 483, amends the 1965 HEA’s Title 4 funding. Specifically the Part G and ‘sanctuary campuses’. (*Note: Title 4 funds are several types of student loans, “Federal Family Education Loans (FFEL); Direct Loans; Federal Perkins Loans; Federal Pell Grants; Academic Competitiveness Grants (ACG); National SMART Grants; Federal Supplemental Educational Opportunity Granst (FSEOG); and, Federal Work-Study (FWS)”)
*HR 201
, also amends the 1965 version of the HEA. This one provides loan deferment and/or cancellation of certain types of small start up businesses for young people.
*HR 415, GEAR Up amends the HEA of 1965 in the regards of mental health counseling, as well as academic counseling.

Related to higher education activities:
* HR 813, the ACCESS Act. As of this writing, the text of the Bill was not available, so I cannot see if it stated that it is to amend the HEA of 1965. I can tell you Rep. Sanchez from CA sponsored it. Sixty-three other Representatives have co-sponsored this bill. It is to give students access to year round Pell Grants.
* HR 615, Student Loan Repayment Act of 2017. Changes an IRS tax code. Rep. Ross from FL is the sponsor.
* HR 795
, Sponsored by Rep. Davis of IL, also changes an IRS tax code. This one differs slightly in that impacts those employer education assistance. Only certain qualifying student loans are accepted.
* HR 287, Student Job Protection Act, is the 3rd one in a string of IRS code changing/pos-secondary bills. Rep. Turner of OH is the sponsor. It exempts “student workers for purposes of determining a higher education institution’s employer health care shared responsibility.”
*S 268, Sponsored by Senator Todd Young (CT). This bill text was also unavailable, so verifying if it amends HEA of 1965, was not possible. The gist of the bill is to set up a way for students to find private funding for post-secondary education.

Now, Warriors, you probably are wondering why in the world I included all these bills. After all, a quick glance reveals lots about higher education which APPEARS to be safe from the CCSS Machine. Oh, but let’s examine the following facts, shall we?

1) Sen. Lamar Alexander and his education reform minions are hard at work rewriting HEA of 1965. They’ve been working on it since the passage of ESSA. Go back and listen to his gloating ESSA speech where it was revealed, next up (and last to go) was the HEA re-authorization. Lamar also is head of the Senate HELP Committee. We’ve got lots of evidence as to how sold out to the CCSS Machine the Committee is overall.
2) The DeVos Family has given tons of money to many Congress members. For example, from the Congress members identified here, Todd Young has received $48,600.00 in campaign donations from them.
3) Besty DeVos, if confirmed as Secretary of Education, will oversee all activities in higher education (as well as K-12 and early learners).
4) Rep. Virginia Foxx oversees the House of Representative’s Education and Workforce Committee. We’ve also got plenty of evidence of how devoted to the CCSS Machine this Committee is, too! Remember, while new as the leader, Virginia has revealed how she sees education.

5) Before Rep. John Kline stepped down as the Ed/Workforce chair, he gave an interview where he revealed he wasn’t worried about the upcoming HEA re-authorization passing because his good buddy Lamar was leading the way. I wrote about Kline/Alexander and others: https://commoncorediva.wordpress.com/2016/11/07/edworkforce-false-positive/

7) Anytime funding and education are in the same sentence, we need to pay attention.
8) Anytime education and jobs (or the workforce) are in the same bill, we better sit up and get ready to act.

Warriors, have no fear, our War Vs the Core isn’t over yet. DeVos or no DeVos, it’s Congress which needs our focus.

Mimics or Puppets?

Warriors, is there a connection between the Aspire assessment (College Board) and the recently introduced “ASPIRE Act” (Senate)? Is Congress a puppet for the CCSS Machine? Could it be Congress is mimicking the CCSS Machine? 

What am I talking about?! The “ASPIRE Act” in Congress is supposedly a solution to a massive education problems concerning higher education. However the “Aspire” Assessment by the College Board is ALSO being used as a massive ‘solution’ for higher education.
The remainder of this article will take an in-depth look.

Before the ASPIRE Act, there was College Board’s ‘Aspire’:

Basically, Aspire is just like the other assessments meant to pigeon hole your student’s education. So, from middle school through college or trade school, Aspire dictates their path.(What if your student isn’t in a school where Aspire is given? Depending on which State you live in, the skill based assessments WILL be given to them.)

SAT and ACT appear to be ESSA’s national assessments, so what about our States already subsidizing these assessments? What will the per State federal funding formulas for ‘nationally normed assessments’ look like?

The Senate’s “ASPIRE Act”:

1) Two U.S. Senators are pushing this ‘post secondary success bill’, Sen. Isakson (GA) and Sen. Coons (DE).

2) The goals of the “ASPIRE Act” appear to be (a) reduce student debt; and (b) reducing drop-outs. 3) So, what does the acronym “ASPIRE” stand for? “Access, Success, and Persistence in Reshaping Education Act of 2016”. The “ASPIRE Act”( S3368) link:

4) According to the legislative summary, of the ASPIRE Act, by the  National Association of Student Personnel Administrators (NASPA), the U.S. Secretary of Education would ‘create two thresholds’ to determine which post-secondary institutions and what students would be impacted. See:

5) The ASPIRE Act (S3368) has quite a bit of ‘reshaping’ planned:
i) Amends the HEA (Higher Education Act of 1965). HEA was last re-authorized in 2008.

ii) S3368 was introduced to the U.S. Senate in Sept. 2016 and is currently in the HELP Committee.

iii) The definition of ASPIRE“Improving College Access and Completion for All Students.”

iv) Lots of expenses will be attached to making college access for all, including updating technology..aka: more taxpayer burdens for data mining our students.

v) Secretary of Education is given more power. This makes sense, as ESSA (Every Student Succeeds Act) does the same. (Since the ESSA is to be a part of the WIOA-ESSA-HEA workforce based streamlined education bridge, this has been an expected move we’ve known was coming.)

vi) The lowest performing higher education institutions will face much of the same treatment as those in the K-12th grade system, all at the Secretary’s discretion. (This will impact everyone in the schools. It also leads to what group(s) will take over a consistently failing higher education institution.)

vii) Caught in the midst of all this? Pell Grants.

viii) Each higher educational institution not measuring up to the Secretary’s parameters, will have penalties. Think about this, if a school gets a big penalty fee, who ends up paying for it? More than likely, the taxpayers. (*Note: in this Act, it is clearly stated schools cannot raise tuition or student fees to recapture the cost. You can find this in the “Prohibitions” section which follows all the penalties.)

ix) To get federal school funding, these institutions MUST comply with the ‘improving completion’ program as laid out in this Act. Schools which choose to skip the Secretary’s penalties, will miss out on grants, including ‘bonus’ completion grants.

x) Those higher educational institutions this Act will have impact on are non-profit (all public and most private) and for-profit (proprietary) ones.

xi) The Secretary of Education will create ‘peer groups’ in higher education institutions. The groups are to have 10-15 schools. They must have the following in place.

xii) There are a few ‘consumer warnings’ included in this Act. If a higher educational institution is not up to the Secretary’s bar, it must be noted on the school’s website in plain sight. The Secretary will also be issuing a “Consumer Warning Report”. To create this Report, you know lots of data will have to be collected.

xiii) Starting in the 2017-18 school year and every 5th year following it, the Secretary will be able to almost literally pick and choose which schools are in these Peer Groups. (*Note: See Section C under “Calculation of Average”)

xiv) If schools do receive any federal funding, look below for how they are to use those funds.

aspireact2xv) If schools do well with all this Act has, they are eligible for  Bonus Grants. Those Bonus Grants  must be used in the same way as you see directly above.  This Act also includes non-financial ‘rewards’ in the Bonuses. They are “a) Reporting less frequently and avoiding duplicative reporting requirements; b)  Extra points in Department grant competitions for which institutions of higher education are eligible entities; c) Waiving the multiple disbursement rule or disbursement delays; and d) Preferable status for experimental sites.”

xvi) The Secretary  will create a data tracking portal. Look for the “best practices” database.

xvii) The Secretary of Education will report to the U.S. Congress within 2 years of this Act’s passage. What will he/she report on? Ways to EXPAND Section 493E of the Higher Education Act of 1965. What’s that Section about? According to the U.S. Dept. of Ed, it’s a section devoted to “Eligibility and Certification” for Higher Education. Puppet or Mimic?

Warriors, this article began with a question. It is clear the ACT and SAT are being used in both the Congress and the CCSS Machine.  WHY has Congress become a puppet to the CCSS Machine?! By Congress’s legislation, it forces the States to mimic the CCSS Machine in order to receive federal funds. This, in turn creates a servile society.

2) From Oregon’s Senator Wyden, this document about Section 493 should be of great concern. Why? It deals with the Integrated Post-secondary Educational Data System (IPEDS). Senator Rubio and Senator Warner helped create this 2013 Act called “Student Right to Know Before You Go Act”. It’s a fancy way of lining students up for workforce based education. 3) Introduced earlier this month (Jan. 2017), HR 483, “No Funding for Sanctuary Campuses Act”. While this Bill (has been sent to the U.S. House’s Education and Workforce Committee) does not specifically mention Section 493, it does mention Part G of Title 4 of the HEA(1965). The Dept of Homeland Security will have to work with the Dept. of Education on this Bill. It’s Good to Have Friends

Just a couple of days ago, one of my long-time Warrior friends, John E. in Nevada, contacted me with some good news. He’d written an article for his local paper and it was published!

He wanted me to share it as the topic is the obsessive and intrusive data mining we see happening every day in schools across America.

Here are the main points John knows are vital to share:

1) John’s article refers to a 11/29/16 meeting where his county’s school board made a presentation. The reporter who was there gathered quite a bit of evidence from that meeting and published a separate article about the massive amounts of data (school related and not) being taken from students. 2) John is also the administrator of the Nevadans Against Common Core. As long as I’ve been sharing my research nationwide,  his note about not only fighting Common Core, but the data mining reminds me how serious a Warrior he is.

3) “Infinite Campus” is the data mining tool of choice in all the NV school districts.

4) Google Apps of Ed, Edmodo, and Microsoft’s third party data collection and use is a big concern to many parents in John’s district. Good for them! Hold those leaders accountable, ask the tough questions and do not accept a non-responsive answer.

5) While Edmodo is ‘free’ to school districts, the money made to pay for it is based off the student data itself.

I found the answer to WHY all this data’s collected. See below:

In a few words, we can see the reason is a streamlined track from kindergarten to college graduation for ‘post-secondary success’.

What we also need to know is that this particular district began data mining students back in 1998, well before all the ‘college and career’ or ‘post-secondary readiness’ cow-chip-education-reform-rhetoric. According to the document I found, it was determined (some time between 1998 and now) that such information was needed and a P-16 data tracking system (called the Education Alliance P-16 Council) was created. Below is what Washoe’s been up to since the Council was created. Note the CCSS Machine member group highlighted:

Nevada’s  “Fascination” with a P-16 Pipeline:

First, some quick facts:
 1)  NV is looked upon as a champion CTE (Career Tech Education). I am referring to a Sept. 21st, 2016 Education and Workforce Committee Hearing where the NV Superintendent of the Dept. of Public Education was a featured witness. See my article:

1a) The U.S. Dept. of Labor classifies NV as a Category 3 Apprenticeship/WIOA State (means they have fewer than 2, 500 registered student apprentices). See my article for where the other States fall in line: https://commoncorediva.wordpress.com/2016/08/23/local-schools-open-for-wioa/

1b) While NV has not been awarded any WDQI (Workforce Data Quality  Initiative) grant money yet, it DOES receive WIA (Workforce Investment Act) funding until 2020. 2) WIOA (Workforce Innovation and Opportunity Act) embedded the Common Core’s CTE into its language 21 different times! (See: https://commoncorediva.wordpress.com/2016/01/05/essa-ties-to-wioa-2014-and-new-citizens/ )

 3) HEA (Higher Education Act, last updated in 2008) is also embedded in BOTH WIOA and ESSA (Every Student Succeeds Act). (See: https://commoncorediva.wordpress.com/2015/12/05/weekend-news-essas-untold-ties-to-hea/ )

6) With all the legislative unity AND the P3s unity, education remaining in its true form doesn’t stand a chance in NV,or, any other State!

Then, There Are All Those Apprenticeships:

NV ranks right up there, in this effort, too. Back in 2015, the Reno area (the same area John lives in) was awarded big bucks, here’s an excerpt from the nation-wide grant winners announcement,Board of Regents, Nevada System of Higher Education (NSHE), obo Truckee Meadows Community College – Reno, NV Truckee Meadows Community College was awarded a $2.2 million grant to fund the Northern Nevada College Apprenticeship Consortium. This consortium, which includes employers Tesla Motors and Panasonic will develop registered apprenticeship programs to increase the skills and career opportunities for 400 workers in the burgeoning advanced manufacturing sector in Northern Nevada.”

The modern education transformation is treating our students like blocks of ‘stackable credentials’, not humans!

‘Tech Thursday’ is the day I usually focus on the overreach in education to the post-secondary level. Today is no exception. If you have followed me for a while, you know I have consistently laid out the evidence and resources so you can follow the CCSS Machine’s march from high school and beyond.

So what can I share with you today?  A look inside the transcripts-turned-credentials for our students under the guise of quality education.

 

Parchment Transcript Services (PTS):

I first heard of PTS, from a dedicated anti CCSS Warrior who is doing much work to protect student data. We know how much is collected, shared, sold, and used against our students, so naturally finding a school (or State) which uses PTS is worth knowing more about.

How the Service Works on a Local Level:

From the parent of a Senior (Class of 2016), this personal account. “Seniors are required to state what college or university they will attend. All final transcripts will be sent electronically through Parchment. You must sign up via their website before graduation. After graduation, you will be charged $8.50 per transcript. My student must contact their Career Center Counselor/Office for more information.” This parent goes on to share that the Parchment presence in school is a school district promoted decision. Supposedly the only data collected isn’t too personal, but we Warriors know ANY data about our students is up for grabs! Parchment’s service also has you answer on-line questions for specific schools you might want to attend to see IF you can become a qualified applicant.

What I found out about the transcripts is that each is given a unique code (DID or Document Identity Number). For students to access or verify if their information has been transmitted or received, they must use that DID. Hmm.. think UID (Unique Identifier Number) currently used for all those assessments your students think. We have evidence how ‘secure’ those are! Parchment’s latest Press Release shares more about the data collection/sharing. This particular Release details the State of Georgia’s partnership:
Parchment, a leading academic credential management service, works with more than 65 high schools and 72 college admissions offices across Georgia to create a robust network that helps to simplify the college application process for Georgia learners. By delivering and processing electronic credentials with Parchment, member schools are breaking down barriers in the college access process. For more than a decade, Parchment has worked with high schools and colleges across the United States to aid in the application process, making academic credentials, like high school transcripts, digital, often resulting in more timely admissions decisions. Schools in Georgia have already begun to improve efficiencies, provide transparency to learners and reduce overall costs by partnering with Parchment, following the success many other states have long used to their advantage. In 2015, Georgia high schools relied on Parchment to exchange more than 41,000 digital credentials, an increase of 48 percent over the previous year. Parchment has enabled our students and parents to expedite the college application process by sending transcripts electronically to almost any school across the nation,” said Tessa Barbazon, Coordinator, Office of School Counseling with Fulton County School District. “In addition, the tracking tools available to students through Parchment fill a gap in communication that can exist when less advanced services are utilized.” The Fulton County School District is comprised of 18 high schools with 94,000 students.” (see the entire Press Release: http://www.parchment.com/press-releases/parchment-provides-georgia-students-with-improved-college-access/)

While all looks secure, there are a few things to note: 
1) Parchment sends you information they think you want based on how you answered those qualifying questions.
2) Data is shared with ANY partner or group designated as an Academic Institution. While this may look like it means schools, remember the ESSA (Every Student Succeeds Act) and the current version of the HEA (Higher Education Act) include the academic institutions in a much broader context. (*Note: the current HEA even embeds the use of Digital Promise as the  data collection method on all students. Also, the ESSA has Digital Promise funding INCREASED embedded in the language.)
3) Note the Asset Transfer clause. Even your parents information about finances is up for all to see (or at least whomever Parchment deems worthy of knowing.)

 

 Closing:

I thank the parent who shared their story. Our anti CCSS War Against the Core, is made so much stronger when these brave men and women speak up. I hope this information has caused you to question much when it comes to the transformed high school to post-secondary school state we find ourselves in. While we must champion our students data (and ours as well). we must investigate every company we can. Since it appears the school districts are promoting and choosing this, make sure you let your district know your concerns!

FTF: Education Degradation

For those of us finding ourselves fighting against the modern education reform (Common Core, Next Generation, College/Career Readiness, Career Tech Education, etc.), it is increasingly alarming when the degradation of our nation is turning up in textbooks. The textbook above, is one geared for high schoolers, but there is also a post-secondary companion book. Both are FULL of not only CCSS, but a degraded view of America.

For today’s ‘From the Files’, we will look at how this ties to the global agenda which is part and parcel of the CCSSI (Common Core State Standards Initiative). This Initiative is alive and preserved in educational laws of the ESSA (Every Student Succeeds Act) and the HEA (Higher Education Act). The Initiative is also embedded in the labor law, WIOA (Workforce Innovation and Opportunity Act).

Where You Can Find the CCSSI in the ESSA:

As I have previously researched, written, and shared, the CCSSI is in 4 distinct locations of the ESSA, both in the Final Conference Report (the over 1,000 page document) as well as the Final Law Version (391 pages).

Back in January 2016, I wrote a series of articles designed for those running in elections so the candidates would be as armed as possible with HOW the ESSA would impact their districts, states, and our nation. It was in the second article of this series where I explained WHAT the CCSSI is. See this excerpt, “What do I mean by the CCSS Initiative? The “American Nation” Book From Above:

According to Amazon, the secondary textbook was published by Harcourt (a well known member of the CCSS Machine) back in 1994.  However,  if you look closely at the screen shot above, you see Holt, Rinehart, and Winston (HRW). HRW is part of the Houghton Mifflin Harcourt Publishing Company. Hougthton Mifflin Harcourt is most definitely part of the degradation in education!

Notice in the screen shot above the author was Paul S. Boyer. If you do not know much about Boyer, that is about to change. Let’s start with the biography of his from the American Historical Association (https://www.historians.org/publications-and-directories/perspectives-on-history/may-2012/in-memoriam-paul-boyer) Below is a screen shot of it. It is there you can see his ties to not only the UN (UNESCO), but Harvard (another well known member of the CCSS Machine).

Be sure to listen to his interview where he discussed both books, the American Nation and the Enduring Vision. Notice how he is referred to as the ‘driver of a bus’. This means he is steering students to what to read, learn, and buy into! It is important to point out, as well, that much of the interview is geared for religion being included in history. Did you notice how the author shared that the books were (in 2009) on their 7th edition and how the constraints of the publisher dictated how many pages had to be excluded or shortened? This means not near as much content can be included in what students, high school or in post-secondary, learn!

Boyer and the UN/UNESCO:

As far as I can tell Paul S. Boyer can be found among the documents of the UN (United Nations). You need to know there is also a Paul D. Boyer with the UN. Paul S. is recognized as a historian, Paul D.  is recognized as a scientist. You can access this brief UN file of noted people/books where you will find Paul S. Boyer. Note the other topics and read their brief descriptions as well. I have not been able to find out WHY these people/books are grouped this way. That is certainly a question which needs answering.

UN/UNESCO and the Global Education Movement:

Related to the topic of today’s article is this 1996 UN Report on Global Education. Why this one? Boyer’s first publication date of the textbooks featured above has been reported as 1994. What is clear is that the words spoken and the words printed do NOT reflect the same message.

Tech Thursday: Lifelong Skills or Lifelong Sentence?

Think this is alignment? Wait until you read the fine print in their publications.

Anti CCSS Warriors, the above picture is one I featured in a previous article, but serves my topic for today very well.

Since the ESSA (Every Student Succeeds Act) is now law,  CCSS (Common Core State Standards) will NOT be a phrase you see. BUT it will be there all the same. The name has changed, but the agenda is STILL the SAME!

We know the new law uses ‘college and career readiness’, “challenging state academic standards”, STEM, and “Career Tech Education”.

Since the CCSS Machine (which includes all the OTHER names of CCSS, as well as the government involvement and the private businesses in bed with them) is so great at the ‘confuse them with a name change’ tactic, it will not surprise me to see even more new phrases being used as code for Common Core State Standards!

One example that you may, or may not, of seen/heard:   “Lifelong Learning Skills”

Before we move into where I found this ‘new’ phrase, look at a dictionary’s entry for the word “lifelong”:  lasting or remaining in a particular state throughout a person’s life

Anti CCSS Warriors, did you catch that? “Remaining in a PARTICULAR state “. When applying this definition to ‘learning’, I do not think it means what the CCSS Machine wishes you to believe it says!

Think about it, if we are to be educated and truly learning something, it will be impossible to remain in the same state of learning throughout one’s life.  As we grow and mature, so does our learning capacity, as intended. However, we have seen enough evidence which is credible to know ANYTHING connected to the CCSS Machine’s educational reform of America will NOT give our students the foundation necessary for natural brain development or learning which will help them mature naturally.

So just where did I find this “Lifelong Learning Skills” used in relation to the ‘Common Core State Standards’ alter personality “College and Career Readiness”? The College and Career Readiness and Success Center (CCCRS) housed in AIR (American Institutes of Research)!

In preparing for one of my latest radio interviews, I found this 2015 Report from the College and Career Readiness driven entity.  AIR is funded by many pro CCSS/CCR/CTE groups. At the top: the U.S. Dept. of Education!

You might like to know that the CCRS also has an overview guide for each of the states which had defined what ‘college and career readiness’ meant back in 2014. We know CCSS is NOT preparing our students for colleges and it is creating paths etched in confinement for careers.

Much like anything else the CCSS Machine has ground out in propaganda, the phrase ‘college and career readiness’ is hot air. So, how dumb does the CCSS Machine think Americans are? Dumb enough to think a name change will be enough to pacify us!

To see the College and Career Readiness and Success Overview Guide (2014) of what college and career readiness is defined by state by state:

What you will find in this Report are the 6 reoccurring themes which include MORE exaggerated language. You find ‘grit and perseverance’ among the six themes.
It is important to note that there are many other themes, but this 6 are repeated state-by-state more than the others. Where have we heard the ‘grit’ phrase before? It was included in the U.S. Government Report titled “Promoting Grit, Tenacity, and Perseverance: Critical Factors for Success in the 21st Century”.

Also of note, not every state had a college and career readiness definition in this Overview. For example, the state I live in, NC, was not included. So I searched for what the definition is and found that it is almost  the same as another state not included in the 2014 Overview either! To see the almost word for word copies, I give you the two states I compared, NC and FL.

Here is FL’s definition from their State Dept. of Education, Students are considered college and career ready when they have the knowledge, skills, and academic preparation*  needed to enroll and succeed in introductory college credit-bearing courses within an associate or baccalaureate degree program without the need for remediation. These same attributes and levels of achievement are needed for entry into and success in post-secondary workforce education or directly into a job that offers gainful employment and career advancement.” (the star denotes that you will need to follow another link to see what parameters ‘knowledge, skills, and academic preparation’ are to the FL DofEd) See the rest:

Here in NC’s definition as featured on the Hunt Institute’s website. Set in motion since 2014, “In North Carolina, students are considered career and college ready when they have the knowledge and academic preparation needed to enroll and succeed, without the need for remediation, in introductory college credit-bearing courses in English language arts and mathematics within an associate or baccalaureate degree program. From the introduction of the Lifelong Skills Report, this excerpt,Lifelong Learning Skills (LLS) provide the foundation for learning and working. They broadly support student thinking, self-management, and social interaction, enabling the pursuit of education and career goals. Collectively, LLS are the means by which students master academic content and translate knowledge into action. There is a growing consensus among researchers that LLS are discretely identifiable and actionable levers of support for meeting college and career readiness(CCR) objectives. Below you will see just one  of the evidence based research tables which are offered up as ‘credible sources’ for LLS and CCR.

There are 2 more, one for self-regulation (image a pre-K,  K, or a special needs student being 100% successful at this expected behavior) Following this  is the SEL (social and emotional learning) table. Remember, anti CCSS Warriors, plenty of behavior intervention is planned for America, which will most definitely include social and emotional manipulation!

In the title of this article, I asked a question. Do we have an answer yet? I believe we do. While those within the CCSS Machine would like us to believe the Lifelong Skills will enforce College and Career Readiness on a path to success, the evidence (from before the passage of the ESSA was passed  to now) points to a lifelong sentence of going nowhere; of staying stuck; of failing to become what those students wish to become, but becoming exactly what the CCSS Machine determines them to become! Remember, the goal is pre-Kindergarten to career, which means the upcoming HEA re-authorization will be slam full of MORE Lifelong Learning Skills, social and emotional learning, and much more for EVERYONE in post-secondary education!

HMH Exposed, Post Your Complaint!!

Just released this morning by Project Veritas, this undercover video is key to the War Against the Core!

I have written about Houghton Mifflin Harcourt (HMH) several times. They publish books for every aspect of education. This includes textbooks, teacher development, and more. They host on-line classes for every aspect of education, too. Every type of school choice is also included in the reach of HMH. In the above video, there is language. There is also a political jab. There is negative talk about home education and charter schools. But most importantly, there is TRUTH we can use.

While helping Project Veritas share this bombshell (as we are asked to do once we watch this), I received a comment from a parent I wish to share. She has mixed feelings about the breaking news.
Her words are paraphrased to protect her identity. “I am happy the news has been broken, but what good will it do? It won’t change anything.”

My fellow anti CCSS warriors, we MUST make sure to use this breaking news as a tool to create enough outrage that things DO change!

We have known,for quite a while, the CCSS Machine’s greed was the driving force. Now we have proof.

For those of us who are opposed to the illegally based education reform tactics we are seeing sweep our nation, I have some new news for you. We, the anti CCSS/CCRS (Common Core State Standards/College and Career Readiness Standards), know quite a bit about what is happening in education. But did you know the U.S. Dept. of Education is in the midst of conducting an educational experiment on your secondary and post-secondary students?! Read on, my Warriors!

What Does This Mean?

First, let us see where ‘dual enrollment’ or ‘concurrent enrollment’ phrases are written into the ESSA (Every Student Succeeds Act).
Pages 121, 137, 167 (3 times), 173, 186, 303, 306, 323, 343, 395, 427, 460, 464, 476, 780, 917 (‘concurrent’ is used here in reference to a particular Senate committee and is asking that a posthumous honor be granted),  and 991.

Page 121 applies dual/concurrent enrollment to IB and AP courses (International Baccalaureate and Advanced Placement). Page 137 applies dual/concurrent enrollment to identifying student interests/skills. Page 167 find the dual/concurrent enrollment phrase used 3 times as follows, a) in the title at the top of the page; b) in reference to low achieving students not meeting those ‘challenging  academic state standards’; c) in reference to funding schools receive. Page 173 uses the phrase for secondary school funding. Page 186 finds the phrase used in relation to private schools (see page 185 where the paragraph begins). Page 303 uses the phrase for teachers and their training/licensing. Page 306 uses dual/concurrent enrollment in reference to teacher interns. Page 323 finds the phrase used for school leaders (including teachers). Page 343 shows the phrase used for gifted students. Page 395, more school leadership via the LEAs (Local Education Agency). Page 427 is for the English language learners (ELLs). Page 460, finds dual/concurrent enrollment for underrepresented students (and includes improving student engagement. You will need to read from mid page 459 for context purposes). On page 464, on-line courses, especially those for CTE (Career Technical Education). Page 476 uses the phrase to define STEM curriculum, classes, courses, and exams (aka: assessments). Page 780 will use the phrase for defining the partnerships which must be in place to satisfy the dual or concurrent enrollment. Lastly, on page 991, you will find the phrase is used for spelling out credit bearing courses (will need to begin on page 990 for the entire passage).

 

So What is the Experiment?

From my research, the short answer would be: baiting students, regardless of age, to go through the college and career pathway. However, let us look at what evidence there is.

Before we get to the U.S. Dept. of Ed’s “experiment”, note that the NACEP is promoting the Pell Grants first (Jan.11, 2016) before the Jan. 13th’s webinar for the “experiment”. {see the above screen shot}
According to the NACEP, the 11th’s broadcast will explore the opportunities to ‘leverage’ federal programs (such as the Pell Grants used in post-secondary education) for states and LEAs (local education agencies) to use are much increased, thanks to the ESSA’s passage into law. New funds will be available for the states to use to prioritize dual enrollment.
Then, on the 13th, they will join with the U.S. Dept. of Education to delve into the ‘experiment’.  Sounds so mysterious, doesn’t it?

Well, here is what NACEP wrote about it in a bit more detail, “The experiment will enable high school students enrolled in dual enrollment programs to access federal Pell Grants at participating institutions. Students who have attended a dual enrollment program are more likely to apply to, enroll in, and succeed at college. These students not only benefit from the academic experience of learning at a college level, but often are also better able to picture themselves in college, pursuing a postsecondary degree. To help students succeed in these programs, the Department of Education are seeking institutions offering structured programs that support students throughout the program.”

So the long answer is that the Experiment is looking for educational institutions to continue the CCR (college/career readiness) pathway for our students. States will get more money, students will be more aligned than ever and those profiting will just keep getting richer while our students continue their assigned tracks.

According to the Federal Aid website, here is what I found out. There is a 28 page College Prep checklist for elementary on up to adult students to guide them in 3 areas: a) finding money, b) taking the right classes, and c) choosing the right career. According to the checklist, the U.S. Dept. of Education is the MAIN source of funding for students seeking higher education! The checklist also steers you to the U.S. Dept. of Labor’s website, ‘What’s My Next Move?’. See the screen shot below:

One direct quote from the pdf document you see pictured above is “What’s My Next Move? is a career planning document designed to assist high school students in managing their education and career plans.”


Immediately following this is an on-line assessment the students should take, then record their scores in the provided blanks.

 

 

The CCSS/CTE/CCR Evidence Hidden in Plain Sight:

Now, where the CCSS/CCR/CTE (Common Core State Standards/College and Career Readiness/Career Technical Education) evidence shows up is all throughout this education/career guide.
1) You can see it refers to on-line assessing, to tailoring your education to that of a career, then you can see where the post-secondary tracks are pointed out via the technical training courses, the community college courses.
2) Then there is the O*NET (Occupational Information Network). This is a huge database of information which not only is accessible to our high school students, but any one seeking a job! It is also housed here in NC!! See this direct quote from the ‘about us’ section of the website, “The Occupational Information Network (O*NET) is being developed under the sponsorship of the US Department of Labor/Employment and Training Administration (USDOL/ETA) through a grant to the North Carolina Department of Commerce which operates the National Center for O*NET Development.”

This entire project is a P3 (public-private partnership). “The  Research Triangle Institute (RTI), the Human Resources Research Organization (HumRRO), North Carolina State University (NCSU), MCNC, and Maher & Maher” are all in tandem with this Network of information. Funding the O*Net is the U.S. Dept. of Labor.

3)Notice that both the What’s My Next Move? and the O*Net are partners with the American Job Center Network. Who runs the AJCN (American Job Center Network)? The U.S. Dept. of Labor!  “The American Job Center Network is a unifying name and brand that identifies online and in-person workforce development services as part of a single network.” This quote is from the AJC’s website.
When you visit it to see for yourselves what else is there, be sure to notice the section of the website which points you from the federal level to the state level for Workforce Development. An example from NC (as of 2010) is featured below for Workforce Development. This particular image is what funding NC received from the 2009 American Recovery and Reinvestment Act.

4) As you have learned from my research, the Workforce Development aspect of CCSS/CCR is well documented. Part of NC’s efforts in regards to WD (Workforce Development) has resulted in NCWorks. I have exposed just how CCSS(Common Core)/CTE (Career Tech)/CCR (College and Career Ready) aligned NCWorks is. Remember, anti CCSS Warriors, I use NC as example. Your state will also have this kind of one-stop-workforce-education model. Use the American Job Center’s website information to point you in the direction you can find the information in your state.

I wanted to back track to NACEP (National Alliance of Concurrent Enrollment Partnerships) briefly. We know from the above information they fully supported the ESSA passage. But what more can I tell you that points to the CCSS Machine? From their last conference in 2015, the sponsors of the Conference are a Who’s Who Among CCSS Machine members. For instance, McGraw-Hill, ACT, Inc., and Syracuse University.
Many community colleges were involved as well.

One last note of interest, notice that the U.S. Dept. of Education announced this ‘Experiment’ back in October 2015. This was still while Arne Duncan was in charge. Carrying on his work is now, John King. I don’t know about you, but I am beyond flummoxed at the use of our students for educational experiments!

 

 

Weekend News: ESSA’s ‘Untold’ Ties to HEA

Warriors Against the Common Core, as you know I’ve devoted much of my research to finding where the CCSS Machine (my name for the all encompassing agenda and parts of the Common Core State Standards Initiative) is lurking in post-secondary education, as well as the other non traditional educational choices of public K-12 schools. In my last article I promised you I would reveal MORE ties between the ESSA (Every Student Succeeds Act, formerly Every Child Achieves Act or S1177) and the HEA (Higher Education Act). The biggest connection which I shared with you in that article was WIOA (Workforce Innovation and Opportunity Act of 2014).

WHY this matters: As I have stated in previously posts and publicly, NO educational choice will escape the alignment embedded in WIOA, ESSA, or HEA! ANY student seeking a post-secondary education (regardless of public colleges, universities, community colleges, for-profit (proprietary) schools, on-line courses, some Christian colleges, or some private colleges/universities) the CCSS (Common Core State Standards), CTE (Career Tech Education), CP (Career Pathways), STEM (Science, Technology, Engineering, and, Math), STEM to STEAM (Science, Technology, Engineering, the Arts, and, Math), CC (Career Clusters), and, AAI, (American Apprenticeship Initiative) will be there! These programs will not respect your natural talents or intelligences; they will not respect those with special needs. Too much misuse of Title 1, 4, and 9 funds; Perkins Funding; and other state funding formulas has already been committed to the joint union of the U.S. Departments of Education, Labor, and Health/Human Services to ignore the purposed alignment, yet, many have…especially the legislators (both on federal and state levels).  We need to also consider that since the labor aspect in woven in to include anyone seeking a job, those looking for employment will also be impacted!!

So, Where’s the HEA in the ESSA?

For a short answer, ties to WIOA and the HEA appear at least 168 times! How did I get this number? Since the ESSA is well over 1,000 pages, I used a keyword search of the document. I used the educractic buzzwords I’ve come to learn from the documents are the key words for CCSS/CTE, Workforce alignment. Below are my results:

While I’m slowing working my way through each of these pages, I want you to know that I’ve been able to find out how (pages 32- 36) LEAs (local education agencies) and funding states receive will be used. Note how the funding is used, what groups are to receive it, which groups are targeted.

“(c) LOCAL USE OF FUNDS.—A local educational agency receiving an award under this section—
 ‘‘(1) may use not more than 1 percent of its  award for outreach and communication to parents  about available direct student services described in  paragraph (3) in the local educational agency and  State;
(2) may use not more than 2 percent of its  award for administrative costs related to such direct  student services;
(3) shall use the remainder of the award to  pay the costs associated with one or more of the following direct student services
(A) enrollment and participation in academic courses not otherwise available at a
student’s school, including—
(i) advanced courses; and
(ii) career and technical education
 coursework that—
(I) is aligned with the challenging State academic standards; and
(II) leads to industry-recognized  credentials that meet the quality criteria established by the State under section 123(a) of the Workforce Innovation and Opportunity Act (29
 U.S.C. 3102);
(B) credit recovery and academic acceleration courses that lead to a regular high
school diploma;
(C) activities that assist students in successfully completing postsecondary level
instruction and examinations that are accepted for credit at institutions of higher education (including Advanced Placement and International Baccalaureate courses), which may include reimbursing low-income students to cover part or  all of the costs of fees for such examinations;
(D) components of a personalized learning approach, which may include high-quality
 academic tutoring; and
(E) in the case of a local educational  agency that does not reserve funds under
section 1111(d)(1)(D)(v), transportation to allow a student enrolled in a school identified for comprehensive support and improvement under section 1111(c)(4)(D)(i) to transfer to another  public school (which may include a charter  school) that has not been identified by the State  under such section; and
 in paying the costs associated with the direct student services described in paragraph,
 shall—
(A) first, pay such costs for students who are enrolled in schools identified by the State
 for comprehensive support and improvement under section 1111(c)(4)(D)(i);
(B) second, pay such costs for low-achieving students who are enrolled in schools
implementing targeted support and improvement  plans under section 1111(d)(2); and
(C) with any remaining funds, pay such  costs for other low-achieving students served by
the local educational agency.
(d) APPLICATION.—A local educational agency desiring to receive an award under subsection (b) shall submit an application to the State educational agency at such
 time and in such manner as the State educational agency  shall require. At a minimum, each application shall describe how the local educational agency will—
 provide adequate outreach to ensure parents can exercise a meaningful choice of direct student services for their child’s education;
 ensure parents have adequate time and information to make a meaningful choice prior to enrolling their child in a direct student service;
 in the case of a local educational agency  offering public school choice under this section, ensure sufficient availability of seats in the public schools the local educational agency will make available for public school choice options;
 prioritize services to students who are lowest-achieving;
 select providers of direct student services,
 which may include one or more of—
(A) the local educational agency or other  local educational agencies;
(B) community colleges or other institutions of higher education;
(C) non-public entities;
(D) community-based organizations; or
(E) in the case of high-quality academic tutoring, a variety of providers of such tutoring
that are selected and approved by the State and  appear on the State’s list of such providers required under subsection (e)(2);
 monitor the provision of direct student  services; and
 publicly report the results of direct student  service providers in improving relevant student out comes in a manner that is accessible to parents.”

Warriors, if ever there is a time to let D.C. know THIS kind of alignment, abuse of our tax dollars is NOT the best for education or America, it is NOW! The Senate has yet to vote on the ESSA!! Use this kind of proof to alert them we WILL not be conformed to the CCSS Machine’s Workforce agenda!

Remember, there will be more information, proof I will share with you from the pages of the ESSA (which I have renamed for our purposes to mean “Erroneous Socialist Streamlined Agenda”) in the coming days! Remember as well that Sen. Alexander and Sen. Murray (as well as other Congress members in D.C.) have made it clear that what was laid out in the ESSA would be completed in the HEA re-authorization!
