Controlling the Authority

A very important follow up to Monday’s article about local school boards.

 “We’ll also address how city school boards, private schools, home education, and, charters authorities will be treated in the ‘ESSA Era’.” 

Before that closing statement, I also shared with you how I noticed a pattern of counties in NC which chose to be held to AdvancEd’s standard of accrediting. I’ve got some information about AdvancEd below. Here is what I’ve previously written about them.

AdvancEd is chosen by several States to be the ones which hold school boards accountable. Here are just a few noteworthy items about the mindset behind the company holding your board members (schools and States, too) accountable.

1) Be collective! “The AdvancED Accreditation Policies and Procedures outlined in this document represent the unified policies and procedures for accreditation from AdvancED and its Accreditation Divisions: North Central Association Commission on Accreditation and School Improvement (NCA CASI), Northwest Accreditation Commission (NWAC) and Southern Association of Colleges and Schools Council on Accreditation and School Improvement (SACS CASI), herein collectively referred to as AdvancED.”

What does this mean for the school board? Any and all schools wishing to be a part of the AdvancEd ‘team’, must abide by all the policies and procedures laid out by AdvancEd.
AdvancEd serves school districts, b) systems of schools, c) corporations, and, d) Education Service Agencies, (ESAs).

{*Note, ESAs may or may not be included in our LEAs and SEAs (Local Education Agencies; State Education Agencies). According to the national group for ESAs, there are over 500 service oriented groups in 45 States. With ESSA’s increased push for P3s (public, private partnerships), CCSS and/or CCR aligned Professional Development, and other global agenda items, we’re sure to see these service groups become more of a presence in our local school boards.}

2) Be global! According to a NC General Assembly document,  AdvancED represents tens of thousands of schools and districts across the United States and 69 countries worldwide“.

Considering the per school/ed service agency (ex: Sylvan Learning Centers)/school board, this will be quite a profit maker for AdvancEd.

I found an AdvancEd Application from 2016, where the Group was seeking  Pennsylvania’s authority to operate in businesses like Sylvan. Kumon Math Centers were included, along with others.

Since I frequently give you NC information to use to see where to look in your State:

1) A NC County’s (2012-13) AdvancEd Report (Note the CCSS Machine agenda/ties)  click here

2) According to the NC State Board of Education’s Accreditation information, schools must be accredited, BUT they do NOT have to choose AdvancEd. See the document below for what the SBE (State Board of Ed) considers a ‘savings’ for schools to be accredited.

How will ESSA (Every Student Succeeds Act) change this? (*Note: while ESSA may change accreditation, the HEA, (Higher Education Act’s) upcoming re-authorization will most definitely change the process.)

Before we move on, what do we, as Warriors do, when we discover our county school board adheres to BOTH AdvancEd and our State Board’s accreditation? Does that mean our taxpayer dollars are twice used without our voice?! If only one is adhered to, which one wins out over the other? Is it the State or AdvancED?!

So, How Do Charter School Boards Fit In?:

These are not actually ‘school boards’ in a traditional sense. The authorizing body is called a “NC Charter Advisory Board”. Written out in NC General State Statute 115C Article 14A.
The Article begins with, “authorize a system of charter schools to provide opportunities for teachers, parents, pupils, and community members to establish and maintain schools that operate independently of existing schools.” Sounds great, doesn’t it?! “Independent of existing schools…”

IF this is true, why do we see the same pro CSSS Member groups involved?! I hope you see the irony below:

What do charter school Advisory Members have for requirements as laid out in 115C Article 14a? I’m so glad you want to know. (*Note: this Chapter is 23 pages long.)

1) Collectively strong, experience wise with “public and non profit goverance,  management and finance, assessment, curriculum and instruction, public charter schools, and public education law. All appointed members of the Advisory Board shall have demonstrated an understanding of and a commitment to charter schools as a strategy for strengthening public education.”

2) These APPOINTED members serve in 4 year terms.

3) These members basically become the State Board of Education’s cheeerleaders for charter schools.

4) A new office within the NC Dept. of Public Instruction was created per this 14a chapter.
It’s known as the  Office of Charter Schools. Here’s the ‘kicker’, the Office is ‘subject to the supervision, direction, and control of the State Board of Education’. As part of the subjection, more appointees will be put in places of power.

Warriors, do you see a pattern here? More appointees means LESS VOICE by taxpaying citizens!


In NC, Charters And AdvancEd Meet:

Warriors, if you recall yesterday’s article, I laid out for you quite a few questions about school boards and the pro CCSS Machine member ties.

AdvancEd has been mentioned in more than one NC County. For example, I told you the county I live in has written in their school board policy to maintain their accreditation ties to AdvancEd and/or the State Board

Iredell Charter is also a ‘tutition free’ public charter school. There is a ton of information you should read if you are interested in learning how a ‘tutition free’ public school is governed. However, look below for a better definition of HOW charter schools are funded.

One more thing about Iredell Charter. It’s a Charter School USA managed educational institution. I tied AdvancEd to Charter Schools USA back in 2014. The focus of that article was the behavior management being bred in these ‘alternative’ schools.

What About Private Education and Homeschooling?

Here in NC, private schools and homeschools are under the authority of the NC DNPE (North Carolina Department of Non Public Education). As a ‘retired’ home educator in NC, I know this Department well. I’ve seen it shift from helping separate public education from private (NC considers homeschooling a legal form of private education).

However, since 2013, this Department has been ‘relaxed’. How? A law set forth to protect homeschooling (see Part 3 of the law) was changed ever so slightly under the guise of giving MORE choices to those families who chose to educate their own children.

The purpose, as one NC General Assembly member stated, was to ‘purposely blur the lines between public education and homeschooling.’

Guess what? It happened. Once of the BEST ways in which the lines were blurred was through the NC Virtual Public School. Thanks to ESSA, the blurring of lines will INCREASE.

ncvpsNotice that NC’s Virtual Public School is also carrying out the State Board of Education’s bidding: ‘producing modern learners’ for the “21st Century”.

Warriors, let’s not forget that some States have home education out in the open and not protected under private education clauses. Think about this, homeschool students use the same nationally normed assessments. If they haven’t been mandated to use the nationally normed assessments so far, they will be very soon.

So, how will ESSA play out for charters, private schools, and home education?

Here are just a few ways:
Titles funding (example, Title One is the largest federal funding stream and is used in all school districts; Title Four is for block grants; think 21st Century Community Learning Centers)
Data mining
High stakes assessments
College and career readiness
STEM
American Apprenticeships

Know Thy Local Board, Parts 1 and 2

Part One:

Warriors Against Common Core, how well do you know your local school board? Are you a school board member? If so, how well do you know the State laws for your important position in the community? If you are a school board member, read what I’ve found and ask yourself, ‘Am I okay with this?’
These questions and more await us in today’s in-depth article.

The Search Began:

I was recently contacted by a concerned NC citizen. She needed help in figuring out what is State law for school boards, does local policy adhere to State law, and, is there any policy which side-steps the State, and goes to a federal level of compliance. All excellent questions.

I shared with her I’d already found one NC county school board with a local policy which, from all appearances, seems to side-step the State of NC and pledge compliance to the federal level. (See below)

Warriors, I profess that I am not a lawyer, but with a policy which reads like this, it certainly calls into question, why is a county school board appearing to go around the State law to pledge adherence at the federal level?

FYI: The ‘NC Standard Course of Study’, aka, ‘Essential Standards’ (Common Core rebrand) are written into State law. Look for NC General Statute 115C, Article 8.

While I didn’t find a similar policy for the county I was contacted about, what I found in our State law is worth sharing. It also gives us some BIG questions to have answered!

Part Two:

The School Board Laws In NC General Statute 115C, Article 5:

1) Access the Statute here. You’ll notice that the specific legislation is 22 pages. One of the most immediate concerns we should all be thinking ahead about: Will school boards across America change much under the ESSA mandates?

1’s Reality: Here in NC, our school boards are locally elected. However, not every State is the same. Elected or not, what does it mean locally? ESSA  increases power, both at federal and State levels.

2) In the paragraph marked 115C-36 (Page 1), Said boards of education shall have general control and supervision of all matters pertaining to the public schools in their respective administrative units and they shall enforce the school law in their respective units.”
The big questions: What is ‘school law’? Does the ‘enforcement’ mean ‘any and all measures’? What group holds the school board in check to ensure local citizens there’s no manipulation of the assigned power?

2’s Reality: Under ESSA, all education MUST be aligned to post-secondary readiness as defined by WIOA (Workforce Innovation and Opportunity Act). WIOA is not a specific ‘school law’. It DOES encompass education, but it is, after all, a U.S. Dept. of Labor law. How will NC, or, for that matter, ANY State, fare locally with their school boards when a workforce based law dictates education?!

3) Near the bottom of Page 2 and continuing on Page 3, “The local board of education shall revise electoral district boundaries from time to time as provided by this subsection.”
Wait, What?! Yes, according to NC Law, local boards can adjust districts. BUT these are depedent on federal Census information. Supposedly, the benefit is financial, BUT, consider these realities, Warriors:

a) The Census is being used by the CCSS Machine to orchestrate neighborhoods, manhandle museums and libraries, and more. From right here, in the town I live in, an excerpt from this article about local control and federal overreach.
“* You will see lots of data (includes the U.S. Census) and graphs used to support the moves; you’ll see the increased push for social and economic equality;”

b) ESSA’s codification of Promise Neighborhoods, as well as the continued creation of 21st Century Community Learning Centers.

c) Does your State have ‘Prosperity Zones’? NC does. There’s even another State Statute in place to streamline jobs and their training. By now, we know that ESSA is the ‘missing link’ between jobs and training. While the article about the Zones is from 2015, you can see just how overreaching the federal government is and how State districts will directly play into the overreaches.

4) Page 4, under the paragraph 115C-40, this excerpt, “Local boards of education, subject to any paramount powers vested by law in the State Board of Education or any other authorized agency shall have general control and supervision of all matters pertaining to the public schools in their respective local school administrative units;”
Your big question here should be, does my State have similar language? If so, what other agencies in addition to the SBE, have control over my school board? What about heavy influence over the school board, is there a tie to the CCSS Machine?

5) Pages 9-21 spell out the 63 responsibilites and powers  local school boards in NC have, as well as are authorized to carry out. I won’t list all 63, but, I will point to the ones we should all be looking at, regardless of where you live. Each will be followed by a question to consider.
5’s Realities: a)  “To Provide the Opportunity to Receive a Sound Basic Education”, page 9.
Who decides the soundness of a basic education? ESSA says the States must have the Secretary of Education’s approval for what’s taught. Where’s the local control there?

b) “To Regulate Extracurricular Activities”. With ESSA’s 24/7/365 mandate for anytime, anywhere learning (you can’t have student achievement without being hooked to a computer device), this is going to be almost impossible for local school boards to carry out.

c) “To Accept and Administer Federal or Private Funds”, page 10. Warriors, this is huge!
ESSA increases the amount of P3s in our schools. P3s are public-private partnerships. We have seen the damage of P3s in our educational systems across America. One of the biggest supporters for interferring business with education is Business RoundtableBR was big on Common Core; they are also behind CC’s other names: CCR (College and Career Ready) and CTE (Career Tech Education). Let’s not forget some other big names in creating P3 overload in our local schools: The U.S. Chamber of Commerce, your State Chambers, and Bill Gates. (*Note: Items 32, 32a, 34, and, 34a on Page 15 are directly related to MORE P3 education through Career Tech Education, Community Colleges, or School-to-Work.)

d) “To Sponsor or Conduct Educational Research”, bottom of Page 10. ESSA’s ‘educational research’ includes an in-home assessment for how well connected to the internet everyone is America is. See my article.Also, Warriors, any time you see ‘educational research’, think of what the underlying activity: data mining. Then, the big question: What group or groups did my local school board hire?

e) “To Adopt Rules and Policies Limiting the Noninstructional Duties of Teachers”, Page 13.
ESSA’s not kind to teachers at all. They are expected to teach to post-secondary readiness, regardless of age or grade, their pay will be factored by overall student success and engagement, AND, they will become quasi-doctors via the social emotional learning and behavior interventions. (*Notes: Look directly below the ‘teachers’ on Page 13 and you’ll see their training, as well as principals. Use all 3 embedded links directly above and apply. Then, refer to Page 18, Items 43 and 46) Our big question here: What pro CCSS/CCR/CTE/STEM groups is my school using at their discretion OR the State’s bidding which train, incentivize, or other wise reward for aligning teachers to ESSA?

f) Page 15, “To Appoint Advisory Councils”. This is legalized in yet another NC State General Statute. Appointing key positions is dangerous. No vote means no voice. This, in the long run, mutes the taxpayer’s and parent’s voices. Big question: Are these ‘advisors’ local or are they somehow connected to the educational reform?

Closing:

I noticed in searching some of the NC local school board policy pages, that more than 1 have not only our State Board of Ed to satisfy, but AdvancED, too. What is AdvancED? A  sold out CCSS Machine member organization. In my County, the exact words are:
“Maintain accreditation of its schools by AdvancED and/or the State Board of Education.”

Way Out Yonder…

Recently, Warriors Against Fed Ed, I was looking through my State’s Legislative website. I thought I’d seen enough of the proposed bills linking NC (where I live) to the ESSA’s (Every Student Succeeds Act) overreach in state education. (*Note: if you missed that article )

However, there was one I missed. It’s called the “BRIGHT Futures Act”. It’s from the NC Senate, and is also S56. My fellow anti CCSS Warrior, Andrea Dillon, shared news and video of this Bill on the “American Lens” Facebook page. In the video, our Lt. Governor is waxing joyously about how a “Last Mile” for NC is about to be reached. What is he referring to?

Digital Connectivity and how it will help Rural Education

“Digital Connectivity” ties rural education to the CCSS Machine through aligned workforce based education as laid out in ESSA, HEA (Higher Education Act), and WIOA (Workforce Innovation and Opportunity Act).
“Digital Connectivity” was also a huge portion of the U.S. House of Representative’s HR5 (Student Success Act).
I laid all this out for you in my previous article titled “ESSA and Digital Overload”. That article also helps us connect Rural Education to HR5 and “NC New Schools”. (*Note: the NC New Schools will lead to you to other States with rural education populations.)

You may recall, HR5 was the House’s version to re-authorize ESEA of 1965 (Elementary and Secondary Education Act). As a compromise, big parts of HR5 were taken and added to the U.S. Senate’s version of ESEA’s re-authorization, called “Every Child Achieves Act”, or S1177.

As we now know, S1177 is the Bill which survived and changed its name to ESSA to reflect all that ‘bi-partisan’ work from Congress.

The digital mandates are now coming to fruition. Conveniently completed from a State level with Bills such as “Bright Futures”.

Pausing For A Bit Of Reference:

Before we go on finding out how NC’s S65 is helping ESSA ‘set up shop’ in  NC, let me say that I have no idea how many States have similar legislation. I have no clue how many NC State Leaders are pushing for all the ‘digital connectivity’ items they can get their hands on. However, I do know, that our State has a long history on jumping on the ‘fed ed’ bandwagon several times.

That NC has jumped on this bandwagon is no shocker. Why? NC was the first State to jump on board with Microsoft through their Microsoft IT Academy.

As we know, Microsoft is a huge digital, CCSS Machine organization. We know Bill Gates is Microsoft’s ‘guy’. We also know Gates is the one who signed an agreement with UNESCO for a one world curriculum, which grew into the CCSSI (Common Core State Standards Initiative). We see the CCSSI in the pages of ESSA, too. Literally.
*Note: In ESSA, we also see the name change from “CCSS” (Common Core State Standards) to its less ‘vile’ name, ‘College and Career Readiness’. ESSA’s writers like to use that phrase. Along with the even more innocent sounding “Challenging State Academic Standards”. ESSA’s writers also threw in the ‘Career Technical Education (CTE)’ phrase.

So, what have Microsoft and NC been up to more recently than 2010? This short You Tube video (2013) will introduce you to the “Imagine Academy”.

In 2016, NC and Microsoft made the news in connection with the National Science Foundation’s (NSF) Big Data Regional Hubs. There are 4 of these Hubs across the USA. NC is in the Southern Hub. (*Note: NSF is also a huge CCSS Machine member organization.)

Back To The ‘BRIGHT Futures’:

*BRIGHT stands for “Broadband, Retail Services on-line, Internet of things, GridPower, Health care, and, Training and education”.

You’ll also see I added some emphasis to Page 1 of S65. These items are very important clues to those of us fighting federally led education in ALL age groups.

While the legislators promoting this Bill are calling this a great thing for NC, here are the parts they either left out by omission (assuming they have no idea how vast the CCSS Machine’s grip on workforce education is) OR by design.

a) P3s (Public-Private Partnerships) in education have created a disgrace to the classical, academic basis our students need.

b) Workforce based education, especially in adult populations ties back to WIOA and HEA, espically through the one-stop-job-centers here in NC. Called “NCWorks” it is a direct product of WIOA state grant money awarded to NC. Why? WIOA grant money given to ANY State has an underlying purpose: using the job center data to ‘marry’ with the student data to create a seamless Career Tech/Career Pathway education! It is the ‘perfect’ setup. The student data, as we know, comes from the Dept. of Education; likewise, the job data comes from the Dept. of Labor. Both happen at the Federal level AND the State level!!

c) Making improvements in your State for better education/access to shouldn’t come about as a by-product of your economy. Those improvements should never place the importance of money over our students. Using a phrase like ‘all means necessary’ is also a big warning.

d) Governor appointed positions spell bad news for the State citizens, regardless of what Council or Committee it is. Special interests are vastly protected with these appointments.

e) Near the bottom of Page 1 (Line 27), “School Connectivity Initiative and Digital Learning Plan” are inserted.  The SCI (School Connectivity Initiative) has been around a few years. Here’s what is does, “The NC School Connectivity Initiative (SCI) compliments the E-rate program in North Carolina by providing state funding to cover the non-discounted portion of school connectivity-related charges. The SCI also provides a statewide network connecting all LEAs and most charter schools to the Internet, E-rate training and support, and network engineering services.” Source: Page 18 of the NC Digital Learning Plan (*Note: E-Rates are those small charges on your phone bill. They, too, can be traced back to the CCSS Machine. E-Rates basically are funds used to data mine your students.) According to the NC Digital Plan, at the bottom of Page 18, it is revealed the E-rates used for NC are based on Free and Reduced Lunch Program.

The NC Digital Plan also is part of the CCSS Machine’s plan for continued alignment in education. How do I know this?  CCSS Machine member, The Friday Institute, is the one which published the detailed Plan in 2015. Among the Plan’s pages is the fact other States using Digital Learning Plans were used as models for NC. The roots for NC’s Digital shift in education go back to 1999. The CCSS Machine entered the digital push about the time Race to the Top surfaced.

Interestingly enough, the NC DPI (Dept of Public Instruction) and the NC SBE (State Board of Education) help oversee this Digital Learning Plan. (Page 6). Our Lt. Governor serves on the SBE. (see below)

“Innovation in Education: Students need access to modern technology to prepare them for a 21st century economy. Every student should have one-to-one devices (computers, laptops, tablets, etc.) in their North Carolina classroom. As Chairman of the Governor’s eLearning Commission and member of the State Board of Education’s Special Committee on Digital Learning, Lieutenant Governor Dan Forest is actively working to provide Wi-Fi access to every K – 12 classroom in the state. Though North Carolina leads the way in our effort to extend broadband Internet access to every public school, the next step is to expand that infrastructure to reach every public school classroom and put one-to-one devices in the hands of the students.”

I would urge any of you with proven research as to how digital devices are so dangerous in the hands of our youngest learners or how too much screen time is dangerous for any age student, to please contact the Lt. Governor and every one of the S65 Sponsoring Legislators.

(at least $849 million in funding is ear-marked)
REAP (Rural Education Achievement Program)
(Will impact Title One funding, use $1.6 billion in tax payer funds for ‘rigorous’ education including all technology, ramp up the STEM Master Corps, and more.)
Community Schools (can also include 21st Century Community Learning Centers)

Closing:

So, pardon me, if I’m not seeing such a BRIGHT NC Future. What I do see is a NC committeed more to the federal government than to its citizens. I urge all of you who live in rural counties and states, use this article as an example of what is going on right under our noses to align everyone in education to the same thing!

Digitally “Fried”

Warriors, we’ve heard plenty of CCSS Machine rhetoric about “Personalized Learning”. The CCSS Machine has taken a classic teaching tool and destroyed its true purpose.

The phrase has been bounced around SO much by the propaganda, the ‘objective’ studies and research, and all those profiting off the NEW rendition of Personalized Learning (PL) that most everyone has no clue as to what PL should truly be. Most only know it means a computer. Too much computer time/instruction means a ‘digitally fried’ student, a frustrated teacher, and a sold out state of existence.

So, before we get much further into how ‘digitally fried’ our nation has become, I want you to consider the ‘burning’ question you see below:

*Note: While what you see above is NC specific, this is NOT a problem exclusive to the State. You will find similar in your State. We will be re-visiting the moves NC is making later. But first, a national view.

Classic PL:

Much like the tasty potatoes you order at a restaurant, you’ll notice there are choices. There are ‘classic’ fries (meaning cooked just right, a little salt, not too thin or thick cut), curly fries, seasoned fries, fries smothered in cheese, and other endless examples.

TRUE PL closely resembles the classic fries. How do I know? Ask a retired educator (The best people to ask  need to be over 40 or 50 years old). Look at a classical education model.

True PL plans show a lot of flexibility in both the teacher AND the student; a variety of teaching tools, styles, games to engage the student’s 5 senses or their whole body.

Today’s ‘digitally fried’ PL, uses agenda driven, watered down versions of plans, tools, and resources. Today’s PL hardly uses the student’s 5 senses/whole body.

Think about it from the fries example, lots of copy cat versions seeking to improve upon the classic order of fries, but not nearly as satisfying. Education is HARDLY the place for copy cat, failure embedded versions of what really works.

Ask a researcher or a child psychologist; look at the way in which some school desks have been redesigned. This picture (below)stated it was ideal for the kinesthetic  learner.

Well, which KIND of kinesthetic learner?! The student who needs to keep only their hands busy or the student who needs to move around, sit on their legs, or be able to turn around? As the mother of a kinesthetic learner, I can tell you, my child would not have liked this desk/bike at all. Why? Limited movement. Too much limited movement for some learners like this, stunts their thinking and will cause burn-out when it comes to completing assignments.

Oh, and the cost of one of these desk/bikes? A single one can be over $1,000.00; One like these 4 seater? Almost $3,700.00! True PL can be accomplished at a fraction of this cost. Who foots the bill for ‘school improvements’ like what you see above? TAXPAYERS! With the way the current education laws are written, P3s (public private partnerships) will also be helping with ‘improvements’ like this. Think of it this way, they want to be the ultimate order of ‘loaded fries’ in your school. A whole lot of ‘eye appealing yumminess’ and a lot of ‘bad for you’ calories.

Dear Old NC:

Now that you see how the nation is serving up PL, just what is SO important I have to (once again) call out NC’s activities?! For starters, the CCSS Machine mouthpieces shouted ESSA (Every Student Succeeds Act) would free the States, mean less testing (assessments), and so forth. As research is proving in real time since ESSA’s passage, States are creating ways in which to appear like they are taking control of education, but when you look closely, you see the national agenda in the plans. How so? Look below:

Before I share more, let me state for the record that I know some of our NC legislators personally. I know they absolutely hate the CCSS Machine and what it is doing to NC. I know you have legislators like this in your State. While not every legislator serving us will be a party to this kind of activity, there are countless others who either will or simply are not aware of how many strings are being put into place.

NC’s been in the news before for what looked like a repeal, but was in all honesty, a rebrand. That was when we supposedly repealed CCSS. Nope, the law which went into place was watered down to a name change. We had the chance to totally ditch the CCSS mustard and ketchup for our fries, and didn’t!

So what else does this ‘new’ Repeal-but-not-really Law do?
a) gives an illusion
b) will be taxpayer funded

d) allows for retention of students from grade to grade
e) supposedly improves transition from elementary grades to middle school; middle to high school as defined by the NC State Board of Ed. Who heads our State Board of Ed? Dr. June Atkinson, State Superintendent AND President of the CCSSO (Council of Chief State School Officers)!
f) by repealing ‘personalized learning’ this Law opens the flood gates for ‘alternative assessments’.

What the State Board Says:

If your State Board of Ed is anything like NC’s, you are sick to no end of their selections they serve up when it comes to education. (Think rotten fries or spoiled potatoes..they stink!) Above, point E shifts the responsibility of defining PL from the lawmakers to the educators. While that is as it should be, the obvious fly in the room is that those serving as educators are sold out to the CCSS Machine’s agenda.

In a few days, our State Board will have a meeting (8/31 and 9/1). Among the topics?

Included in the announcement of this topic was a supporting 22 page document. By removing the PL as it had been defined, the State Board listed ALL the ‘alternative assessments’ they used in conducting a survey of what works and what doesn’t. The actions the Board will take with PL’s ‘repeal’ or revision will more than likely be based on this survey!

In other words, a steady diet of ’24/7 loaded fries’ will continue!

You have to see this. Not only have these ‘spuds which are really duds’ been  24/7 assessing, most, if not all are DIGITAL!

By the State Board’s apparent direction, that means humongous data mining will CONTINUE.  ESSA and WIOA (Workforce Innovation and Opportunity Act) increase this mining via State grants/incentives.

To name a few for the K-3rd graders in English and Math: Dibels, iReady, Discovery Education,Dreambox, universal screening, performance monitoring, past performance, SchoolNet Benchmarks, and MAP.

For these students in their ‘success’ or ‘achievement’ measuring (remember, K-3rd graders): SAT Teams; teacher observations; outside entities like the Dept. of Social Service, law enforcement, etc.; below grade level activities; mental health involvement, and after-school programs.

You will find the same types of measuring students in grades 4th and 5th; 6th-8th; and 9th-12th. What I noticed is the K-3rd grade group has more than the others. When you consider ESSA embeds birth to 3rd overreach, this should have you ready to fry some spuds of your own.

Saluting all You “Hortons”

Anti CCSS/ESSA Warriors, thanks for your recent participation in the #ReinInTheKing Twitter Rally and your public comments against the ESSA (Every Student Succeeds Act) Proposed Regulations. Our thanks also needs to be directed to the US PIE (United States Parents Involved in Education) for their gracious efforts in putting on the Rally with PJNET.

From the first time we learned about these overreaching pieces of the ESSA’s voluminous pages. We have  exposed it!
Groups which may not always see eye to eye on everything, joined together to protest these Regulations. Every time a voice was added, we were living out the fictional story by Dr.Seuss. His book “Horton Hears a Who” is a great example of teamwork AND consistently applied belief. The story shows just how important EVERY voice is when the cause is great.

Warriors, we we’ve been groomed for such a time as this.

What’s Next?

The U.S. Dept. of Ed is up to its usual ‘quasi-transparent activities’ related to the ESSA, for starters. What do I mean? Well, Dr. John King is busy conducting in-person and on-line ‘feel good’ sessions about ESSA. (Why the ‘quasi-transparent’ opinion? Think back to how many times we have seen the CCSS Machine open items for comments, do little to ‘advertise’ they need feedback, receive very little, then claim the people have spoken for use in furthering their agenda?!)

We’ve no idea how the U.S. Dept. of Ed will respond nationally to all the comments made concerning the Proposed Regulations, so we will need to keep an eye on them. I do know the person in charge of collecting all the comments posted this about the comments,
” Note: Agencies review all submissions, however some agencies may choose to redact, or withhold, certain submissions (or portions thereof) such as those containing private or proprietary information, inappropriate language, or duplicate/near duplicate examples of a mass-mail campaign.”
No matter if the U.S. Dept. of Ed responses or not, our dissent is on record. It is documented! Even if some opposing statements were withheld, the TRUTH will live on and shine through when it is needed most. Remember, with elections coming up, truths we have about the educational reform overreaches will help tremendously.

So what can we do? Listen, watch, report what you see and/or hear. Provide consistent facts with what we know and what is going on. As always, getting the word out to our network of Warriors, is also something we can do. We must employ the “Horton” tactics again and again. Remember, this is a WAR for our nation’s educational system; our teachers, students, and families; our freedoms.

Is There More I Can Speak Out About?

Absolutely! Remember, the Proposed Regulations covered all kinds of ESSA strings. Teacher pay, state funding, student measurements (assessments), and more. The Proposed Regulations are not the only ESSA topic to publicly comment on. So, again, we have a “Horton”-like opportunity to speak out. Why bother?

Our consistent and practiced Warrior mindset: Protecting our families from federal education overreaches. Our belief that America is STILL the ‘land of the free’, while we are being brave. Our actions of self-sacrifice for not only our children, but each of our friends, neighbors, and yes, even those who oppose us. From the NASSP (National Association of Secondary School Principals), a CCSS Machine member organization, here is their summary of Title Two under ESSA,

“Title II – Preparing, Training and Recruiting Teachers, Principals or Other School Leaders. Part A – State Grants; Part B contains all national activities and is split into four subparts funded through reservations: Subpart 1 – Teacher and School Leader Incentive Program (2017-2019- 49.1%, 2020-47%) Subpart 2–Literacy Education for All, Results for the Nation (2017-2019-34.1%, 2020-36.8%) Subpart 3–American History and Civics Education (2017-2020-1.4%), Subpart 4–Programs of National Significance (2017-2019-15.4%, 2020-14.8%): Supporting Effective Educator Development (not less than 74% of the subpart 4 allocation), School Leader Recruitment and Support (not less than 22% of the subpart 4 allocation), Technical assistance (not less than 2% of the subpart 4 allocation), and STEM Master Teacher Corps (not more than 2% of the subpart 4 allocation)”

Update: CCSS, CTE, STEM, and Connect NC Bond

1) With the recent passage of the ESSA (Every Student Succeeds Act), more CCSS (Common Core State Standards), CTE (Career Tech Education), and STEM (Science, Technology, Engineering, and Math) will be present, not only in NC, but nation wide.
All these are FULL of CBE (Competency Based Education). Why? Plainly stated: Workforce Necessary Skills!

You will see the way the Resolution by the NC State Board of Education supports the Governor’s desire for MORE CTE, Workforce Based Education. The Bond easily plays into all of this!

So why should we vote ‘no’ to the NC Connect Bond? Here is my original thought.

Even if you are NOT an NC resident, you can use this type of slick moves as examples of where to look in your state. With the federal overreach in education, NC is hardly alone in this type of activity.

Before I continue it is vital I point out the leader of the NC Against the Bond movement is Nicole Revels. She has stood by my side fighting Common Core for quite a while. The least I can do is stand by her side as we fight the Bond. I never expected to find the CCSS Machine in the Bond, but nothing escapes the Machine in our modern times. My goal is to compliment her work, as the work of others opposing this Bond as well. I hope no matter where you live, that when you find evidence like this, you work as a team with others.

It is important to note that the Federal STEM budget (which NC gets a portion of) already covers updating facilities! So why burden NC with a Bond to cover the buildings? Closely needing an answer is the question that NC already receives Federal funding for CCSS/CTE and College/Career Readiness, so why are we being asked to support a $2 billion dollar Bond for post-secondary education institutions to expand their CTE courses? Of note, not one word has been mentioned about the proprietary NC schools in all this Bond topic, but do know every one of them is sold out to CCSS/CTE and STEM.
In my research the only apparent reason would be simply this: crony led education for a workforce profit.

One final reminder: The NC State Board of Ed contains members from every educational level: Pre-K to Grad Schools. The Board SUPPORTS Workforce based education. Any guesses as to why we are being asked to vote ‘yes’?

For this first “Weekend News” of 2016, I wanted to focus in on how much CCSS (Common Core State Standards) and CTE (Career Technical Education) is still alive and thriving across the nation.
As most of you (anti CCSS Warriors) know, I reside in NC. As you can imagine, NC, like all the other States, has several legislators, politicians, and other various groups completely sold out to the educational alignment that spans from birth to career.  It has been well documented just HOW sold out NC is. I won’t bore you with the dreary details or name names. I would rather focus in on the information we can use as tools to FIGHT this continue assault on education and our citizens!

So what news do I have which has me re-visiting NC’s moves?! On January 7, 2016 (just yesterday) there was a release by the State Board of Education (SBE). This Resolution is to support the Governor’s alignment plans for a workforce based education system. Basically it is an announcement to the world that proclaims all things CCSS, Common Core State Standards is right for NC. Below is a screen shot. Please, click on it to expand it. Notice that even the fancy font and cursive letters can’t hide the selling out of our state’s education.

Here are my key points (from the Resolution) as to what we can use as tools to fight this kind of continued alignment of education.

1) Scrutinize not only your SBEs but your Depts. of Commerce as well. Remember, the Gates Foundation gave the U.S. Chamber of Commerce millions of dollars to use via the state Chambers for the express purpose of involving businesses in the educational alignment!

2) Hold accountable any legislator or politician who refuses to listen to the constituents.

3) Depending on how your State government works, investigate any Dept connected to education in any way. (see below in the instance of rural education)

4) If you do not already know this, find out: What are your State’s Workforce Development goals? How does WIOA{Workforce Innovation and Opportunity Act of 2014} funding (federal to state trail) play into these goals? What portion of SBE (State Board of Education) RttT {Race to the Top} funding (federal to state trail) was used to help lay the ground work for Workforce education? (Look for Career Technical Education/Career Clusters/Career Pathways/STEM in budget line items) How far has your State come in establishing their WQDIWorkforce Quality Data Initiative (data mining job applicant’s work information)? (This information will be ‘married’ to the SLDS, Student Longitudinal Data System from the U.S. Dept. of Education to not only create a career track, streamlining jobs, but teacher and school measurements and accountability)

5) What measures has your State made for global readiness/global competitive citizens via education? What measures has your State made for CTE (Career Technical Education (which is the adult version of CCSS)? What current laws are in your State’s books which protect CTE?

6) What collaborations or partnerships has your State made in aligning education to not only CCSS or CTE, but College and Career Readiness Standards from the elementary, secondary institutions to post-secondary educational institutions (Don’t overlook proprietary {for profit} schools or on-line schools.)

7) What current legislation supports the continued use of CCR (College and Career Readiness). What legislation is being written or considered which supports the continued use of CCR (CCSS’s ‘newer name’) What evidence is your State ignoring (which has proven CCSS/CCR as developmentally inappropriate) to justify continuing this harmful education which is based illegally into law?

8) What current legislation is in your State’s Statutes which allows P3 (public-private partnerships) in education? (Be aware that the ESSA has language embedded which will allow for MORE P3 interference in education.)

9) What work-ready communities does your State have currently? (Be aware that the newly passed ESSA law has given the green light for total community alignment to College and Career Readiness, CCR.)

10) What power does your State give to LEAs (Local Educational Agents)now? What current laws protect those powers? (Know that the ESSA gives LEAs even more power than ever and that many accountability and assessment factors will now be at their discretion.)

Anti CCSS Warriors, another work week is upon us. Another week to fight against the agenda behind the CCSS Initiative. We know part of the agenda is NOT a true academic education, but a workforce based, globally minded, and career ready citizen who will be an economic ‘positive’. I’ve written much on the topic. Our students, regardless of the their age are being described as ‘human capital’, ‘talent supply’, and other disgusting phrases. We can now add the dishonorable ‘globally ready’ to this list, at least in NC. But are there other states already willing to sell out their schools? You bet!

Here’s a quote from the page above, “In September 2011, the North Carolina State Board of Education (SBE) formed a Task Force on Global Education to assess the state’s effort to produce “globally competitive” graduates ready to live, work, and contribute in an interconnected world.” The Task Force found 6 major goals and committed to 5 of them. What are they? I’m so glad you asked! Below you’ll find the 6 goals in plain language, not the tricky double speak so often used in CCSS supportive dribble.

1) prepare students for global readiness
2) use LEAs (Local Educational Agencies) to co-ordinate and align for global readiness
3) prepare and align teachers for global readiness
4) stress global language and culture
5)  involve as many P3 (public private partnerships) to get in the ‘global push’ as possible
6) hone a sustainable, global competitive edge in communities

The 5 commitments? Again, in plain language, not pro CCSS rhetoric!

Weekend News: CCSS Rumors Abound, at Least in NC

Warriors Against the Core, maybe you saw it this past week, and maybe you didn’t. What am I referring to? The news that NC had given Common Core the boot. I saw it surface on several anti CC Facebook pages where folks were expressing jealousy over the fact they wished their state would be so bold; others giving the citizens of NC a big ‘well done’.

Sadly though, it is a rumor. Well timed, but a alas, not true. See below:

What the truth is, is that a bill was signed by the Governor, but instead of ‘repeal’ or ‘replace’ CCSS in NC, we got stuck with a REVIEW of it. I’ll spare you the Keystone Cop routine of how the Committee has been treated by not only the Governor, but the legislature, the State Board of Education, etc.

Why is it important to clarify the truth NOW? Because, the Review Committee is about 2 months away from its final report. That’s right, in Dec. 2015, the NC Academic Standards Review Committee  (NC ASRC) will hand over their findings and suggestions for what NC SHOULD do with CCSS. We may, in fact, get to see a total repeal of CCSS. That is what the vast majority of citizens is pulling for. We might see  a tweaked CCSS, or we might get the shaft via a rebrand. Who knows?! In the meantime, however, here is what else is going on to feed the rumor mill…..

Former U.S. Dept. of Education’s Margaret Spellings as the President of UNC.

Here’s a quote from the Raleigh News and Observer, “As UNC president, she’ll oversee the state’s public university system with 17 campuses and 222,000 students, succeeding Tom Ross, 65, who will step down early next year at the board’s request. Why would I point out this as a problem for the nation? University of NC graduates go all over the nation, and the world, for that matter. Think UNC isn’t involved in the CCSS Machine? Think again. WYBI: The Elephant in the CCSS Room

You know me, if there’s a Common Core related topic not being exposed, I’m your gal. So, imagine my surprise at some of the rhetoric shared during the last NC Academic Standards Review Committee meeting. I truly hope the Committee can access the documented truth behind it before it’s too late.

The Announcement That Got Me So Excited:

A few weeks ago, a press release stating that Dr. Sandra Stotsky and Dr. James Milgram, along with WestEd’s Dr. Perks would be presenting information to the NC ASRC (Academic Standards Review Committee)was released. This is the group charged with seeing if CCSS is right for NC or not. If not, what course of action is needed? If CCSS IS right, I hope there’s a mass exodus out of the state. The Previous Testimonies I’d Heard:

Like most other anti CCSS warriors, I’ve seen several of the YouTube video recordings of the, as I call them, Dynamic Duo taking on what’s wrong with CCSS. I’ve also read several of their published criticisms that have been shared among those against CCSS. Somewhere in my mind I envisioned a packed meeting room, a bank of reporters lining the walls, and succinct, compelling testimony from them. On the other hand, having researched WestEd so well and knowing how sold out to the CCSS the non-profit is, I knew the expectation bar would be set for extremely low come time for that presentation.

The Meeting:

So, imagine my surprise on meeting day when I make the trip to Raleigh, get up to the top floor of the State Board of Education building, and find that maybe 20 people are there! What?? Where are the angry parents? Who forgot to tell the TV Stations? How come more people from all sides of the education spectrum aren’t here? Now, true, my guest and I were about 20 minutes early, but THIS meeting was to be HISTORIC!

When, just one year ago (March 20, 2014), the public was invited, encouraged, and sought after to make an appearance to speak either for or against CCSS. Folks lined up (number was capped at 60). However, those speaking arrived earlier. They were waiting on the doors to be unlocked. THAT was historic!!

So, knowing so many across the state of NC have been fighting against CC for so long, I assumed the Milgram/Stotsky/Perks presentations would be even more attendance worthy. Yes, the ARSC does use 1 pm to 5 pm as their meeting time. Yet, there were those of us who did take the time to attend. I can tell you that by 2 pm, there were about 30 folks..so we did see a gain in attendance. As far as the bank of reporters? There were a few. I think I counted 2 video cameras. One was in the possession of a true American patriot who fights CCSS. The other one?? No clue.

Oh, one fun fact before I get into the elephant in the room, one of the members of the validation committee for CCSS (yes, THAT committee) was seated directly to my left. While she did approve the CCSS as worthy (meaning her name is there with the others who signed off), she was not asked to speak (at least yet) to the ASRC. I’m glad no one could hear her comments during the meeting..they weren’t very pleasant. I can happily tell you that every time she looked my way, my big anti CCSS lapel button was the first thing she spied. I’m also happy to report, no bloodshed was seen during the entire meeting.

The Presentations:

By and large, the Dr. Stotsky and Dr. Milgram presentations were full of very good information. Even Dr. Perks’ presentation was full of information. The difference was 2 were open about their feelings for Common Core, while one appeared content riding a fence. (Gee, I sure hope they have splinter removal kits at WestEd.)

Several of the comments spoken by the “Dynamic Duo” received rounds of applause. My patriot friend, Major Dave took the time to video their entire talks. I’ll include the links so you can hear all of them for yourselves.

Those Damned Elephants of CCSS:

While what I’m about to share could be taken as I’m being critical of the meeting, that is NOT my purpose. My only purpose in sharing the following is to help shed light on how deceptive the education reform (largely in part due to CCSS) can be. It’s the biggest elephant in our students’ lives! If we don’t start talking about it, we’ll not have any room when the elephant sits on us and crushes us!

Elephant #1:
Beefing up professional development for teachers. (Dr. Stotsky)

Alone, that statement is accurate. However, knowing how many dollars, for profit, not-for-profit, and non-profit groups dedicated to this is staggering, especially when you consider that almost every single one of them has been or is being funded by pro CCSS supporters. (I just published an article about Duncan-led teacher alignment) We MUST be careful who’s in charge!!

Elephant #2:
Doing away with traditional high schools and their diplomas. (Dr. Stotsky)

The good doctor gave some examples of how successful these are from the New England states. However, again..CCSS research is showing that this type of education reform is not only embedded, it has been tied to Workforce, or Career Tech Education..ALL of which are CCSS aligned!!

Elephant #3:
NC currently isn’t using mathematical researchers to build standards. (Dr. Milgram)

Alone, this statement is not only honest, it’s crucial. However, If the researchers include anyone tied to CCSS (past, present, or future) in any way, shape, form, or fashion, we’ll be no better off than we are right now.

Elephant #4:
Research mathematicians are out there, just not in the USA. (Dr. Milgram)

Comparisons to several countries were made during the meeting by several people, not just Dr. Milgram. However, isn’t international benchmarking and the global competition crap helping feed the CCSS Machine??!! We cannot be a strong America if we don’t think American. We are losing so many bright students due to crappy education because we are trying to be un-American in how/what we teach. Remember, at one time in our nation’s history, our students (and other citizens) were at an almost 100% proficiency rate for important school subjects. We were great at one time in education. We can be great again. I think constantly looking overseas will not only strain our necks, it will cause us to lose focus on our nation. I don’t want my students to be like every other global student. I want my students to be the best students they can be!

Elephant #5:
The Standards Contiuum (Dr. Perks)

This visual (which wasn’t to plain to see from several feet away from the screen or the bad lighting in the room) was a real eye opener. My interpretation of the visual is below:

Elephant #6:
Dr. Perks addressed Mr. Peek (ASRC co-chair) formally throughout the presentation, except once when he was sharing how to understand standards (CCSS or any other). He was stating that  you needed to look at the nouns used. Dr. Stotsky countered with verbs were worth considering as well. In fact if a standard is written correctly, no unpacking it is needed. It’s clear, concise, and easy to begin!

Now, this is an elephant (switch from formal to casual) only if you wonder (as I do) are these two really that familiar with each other? I certainly saw plenty of questioning faces when this slip happened. Have IBM and WestED conferred on CCSS’s behalf?? Who knows..it was awkward, however.

Several other elephants in the room by Dr. Perks were given. You can see them for yourselves in his clip above. However, be sure to count the educratic buzzwords throughout all the presentations. I was really surprised.  Be sure you listen for who among the doctors is for ‘radical education reform’.

What Was Downright Dangerous:

During the ASRC’s question/answer time for each of the experts presenting, one was asked by Katie Lemon (an NC Teacher of the Year) about ‘rigor’ in the classroom. Quite a spirited banter ensued. While the long/short of it is that you need to define what ‘rigor’ means and how much of it you want, it was the resources suggested that had me sit up in my seat and think (almost out loud), “NO!!”.

Dr. Perks was steering the ASRC to Dr. Marzano and the Fordham Institute for resources to help define rigor. Where’s the danger? Dr. Marzano is known for a socialist, emotional learning vent in education. Fordham flat out lies about education. Dr. Perks also stopped short of advertising for his company, but you certainly could tell he was heavily suggesting the need for more professional development and collaboration among teachers.

The Biggest Elephant of All:

The ASRC is being held up on funding yet again. It was shared in the meeting that the funds are somehow tied to the NC Coal Ash bill, Senate Bill 14 (see: http://www.ncleg.net/Sessions/2015/Bills/Senate/PDF/S14v3.pdf)

So knowing that the bill which created the NC ASRC included funding was to be used to get speakers like the 3 from the meeting AND knowing the funding is still tied up..how did NC pay for the guests? Why were they all rushed away before the public could speak directly to them after the meeting?
