Not-so-Funny Money

Anti Fed Ed Warriors, just a few days ago, I revealed to you how the World Bank is using Social Impact Bonds (SIBs), ‘sin’ taxes, along with other financial tools to help force America into the SDGS (Sustainable Development Goals) of the UN (United Nations).

One such financial tool is called ‘gender bonds (GBs)’. When I asked two of my fellow Anti Fed Ed Warriors who happen to be considered experts in both data mining and SIBs, neither had heard of the GBs

Knowing SIBs, BitCoin, and ‘sin’ taxes are connected to the demise in education, these GBs must be as well. So, let’s find out just what GBs will do in education. We’ll also learn if there are any NEW financial tools to be used against us.

SIBs and BitCoins:

SIBs, Social Impact Bonds, are a form of the ‘pay for success’ scheme used in business, but which as been applied to education via ESSA (Every Student Succeeds Act). How? Defined student outcomes. In other words the student HAS to be controlled and manipulated to fit a certain ‘outcome’. In ESSA’s case: ‘college and career ready’.
Warriors, did you know ‘outcome’ is a government controlled goal, NOT a personal free will choice?

As I’ve stated before, Alison McDowell’s Wrench in the Gears blog is an excellent resource to understand HOW SIBs are harming education. Alison also can explain the Bitcoin connections to education. (*Note: it has to do with the trail created by data mining (aka ‘student data rape’). 

As Alison points out, the Bitcoins and SIBs, will be used against every American. We’re seeing this type of control used in China. Knowing the UN’s SDGs are involved, we know more than education will be BitCoins and SIBs’s conduit for HOW control is set up. 

I’ve also shared before that the Missouri Education Watchdog’s blog has some excellent information on data mining. This September 2018 article explains the global lust for our student’s personal information. Since Google and global data rapers are at the helm, we know this will meet up with the World Bank and the United Nations, somehow!

Paying For Our ‘Sins’?

As far as ‘sin taxes’ go, the UN’s SDGs want to see excessive use of alcohol and other substances curtailed as much as possible. (Don’t forget the WHO, World Health Organization here!)

So, the World Bank’s plan is to tax the people for using them. What’s more is the ‘sin taxes’ will help fund universal health care and mental health ‘scale-up’ programs. (‘scale up’ is fancy for expansion of government in mental health.)

Now, it is important to note that excessive use of ANY substance should be addressed, but an overall tax across the board isn’t so much about helping fight substance abuse as it is about controlling your free will. Much like the mental health grab by the UN is a back door to taking Second Amendment rights away, this type of taxation will infringe heavily on your Constitutionally and civil rights protected freedoms.
(*Note: Page 40 of the World Bank’s “Needle” shows a sin tax on beverages made with sugar (but not for high fructose corn syrup or other modified sweeteners)!

Questions:
What will this type of heavy handedness do for those who are not excessive or abusive?  What happens when this type of tax is attached to sodas and juices?
Why is it ‘universal health care’? Is this a sign that America will have this socialist system?

Using Gender For Their Agenda:

Warriors, it isn’t new news that the UN’s SDGs use gender against us. In the SDG Toolkit (created in the US back in the early 2000s), you’ll find page after page of how women and the poor are targeted.

While the BS tries to make the reasons WHY these people are targeted sound noble, the real agenda is caddish. The first reason is that the more women or poor people who work, the fewer there will be to raise children. The second reason is that all citizens must work to feed the global economy.

What is the main educational tool being used to target women and the poor? STEM (Science, Technology, Engineering, and, Math) and STEAM (all of STEM, plus the Arts).
(*Note: this one article will give you the SDG Tool Kit link, as well as show you the Americans pushing the global STEM moreso than most other citizens.)

So, knowing all this, let’s find out what a GB (Gender Bond) is and how it will impact education.

Warriors, according to the World Bank’s Needle document, Gender Bonds are a type of private sector finance tool, like the SIBs and others above. These type of tools, as we are seeing are being used to drive (or force) social change. Look below:

(You can find the Gender Bond definition and related investment information on Page 35 of the World Bank’s Needle document.) What follows is a timeline of GBs:

NAB, National Australian Bank; March 2017, becomes the first to issue gender bonds. The reason? Workforce equality. NAB also has a “Male Champion of Change” program. According to NAB’s 2017 “Towards 2020” document, education and P3s (public private partnerships) will help genders get ahead. NAB is also a UN Global Compact member, since 2010.

Asian Development Bank (ADB), in November 2017(to support their 1990s Policy on Gender), invested mega bucks into gender bonds for Asian and Pacific countries. ADB is tied to UNESCO. Women’s and girls education is mentioned 43 times in the ADB’s 2013 Gender Policy document.

December 2017, the Wall Street Journal wrote about the Gender Bonds as a way to be ‘socially responsible’ (as well as a way to help end sexual harassment). Back in 2014, the Journal partnered with MSN (Microsoft) News to poll America on Common Core. (*Note: as we know, Microsoft is a huge UN member/supporter. What you may not know is that the Wall Street Journal is owned by the Dow Jones and Company. Dow Jones is a partner of the World Bank. Especially in the SDGs.)

June 2018, Turkey’s Gender Bonds with the help of Goldman Sachs 10K Women program. (The education tie comes through global business courses at partnering institutions.) Warriors, I have at least 4 articles on how Goldman Sachs is part of the CCSS Machine (Common Core State Standards Machine).

Doing The DIB:

DIBs (Development Impact Bonds) are a new type of World Bank financial tool. These bonds will be much like the SIBs, but will mature between 3-10 years. DIBs also center around ‘result driven approaches’ when it comes to social issues. In educratic speak it’s known as ‘best evidenced practice’; aka: subjective research and methods). You’ll find almost no information on DIBs in the World Bank’s document because these bonds are still undergoing changes before being unleashed. Do watch for these, though. Education will certainly be in the mix.

The UN’s Women’s Movement:

First, off, before we get to WHAT the UN’s got in mind, I’m sure you’ve had a burning question or two about gender bonds.

As of this article, the only real focus by the UN has been for women and/or the poor. How ‘poor’ is a gender, I do not know.

However, you’ve seen and read the evidence.

Are there any gender bonds for men? What about those who aren’t sure of their gender or have decided to NOT have a gender? Where will these people be placed by the UN?
No matter if you agree with the ‘gender bending’ going on or not, people are people and we all need protecting from the UN’s control freakish system. The UN screams ‘tolerance’ but is breeding massive amounts of discrimination!

If you missed the new 2018 Gender Guidelines, you’ll ‘love’ learning about them. The Guidelines will use gender to tie to climate change. The World Bank’s “Needle” document will feature a little on Green Bonds. Near Page 40. Green bonds are geared for sustainable ‘green’ energy and climates.)

Lastly, from 2002, the World Bank tackled the question about gender and the SDGs (although back then the SDGs had another name).

To cut through the global doublespeak, the reason why gender is so key to the success of the SDGs is IF we can stop the unfairness between men and women, we’ll treat our environment better. IF we treat the environment better, we’re well on our way to a peaceful world.

It’s as if the UN is telling us, if you and your spouse can stop fighting, then your grass will grow better. If the grass is greener, then your peace will be at hand. Yeah, right..Sounds like the UN believes everyone just fell off the turnip truck. (That’s Southern for not very smart.)

Warriors, as I shared with you in the “Wicked Web”, the very leaders who have pledged to END America’s union with the UN are NOT living up to that pledge. In fact, the Administration has strengthened the UN/US union.

We MUST, I repeat, MUST enforce the free will of the people. That will? To remain Americans, to rid education of government, and to STOP seeing mountains made out of molehills as the UN has done to us for years.

Prerogatives Not Needed

Anti Fed Ed Warriors, have you ever looked at your children and told them that one day they would grow up and go work for ‘The Man’? Have you ever looked in the mirror and told yourself, ‘Gee, I’m glad I have to earn money for my boss today.”?

Certainly not! What I imagine you’ve told them is the same thing you were told, ‘Go to school, get good grades and then see where life takes you’. For some of us, it was straight to work. Others left and went on to college. Some folks elected to do both, while others took a break and ‘found themselves’ before ‘getting on track’.

Warriors, these were all prerogatives for us. We had some choices, but they were OUR choices. In today’s educratic system, NO ONE has a true prerogative anymore. Some test tells Johnny and/or Suzy what they must complete in school  now to work somewhere else later. By the time the kids are in middle school, they already know where their future income is coming from.

For us as grownups? Our future’s just as aligned. We’re told we must update our ‘credentials’ via courses. We’re constantly monitored for ‘quality control’.

Every single education/job move we make isn’t so much about our U.S. Constitutionally guaranteed right to ‘pursue happiness’, it’s about checking off the boxes on a pre-determined list of where we’ll fit in best when it comes to the CCSS Machine.

This type of conformity appears to be the true goal of the merger between the U.S. Department of Education and U.S. Department of Labor. However, the conformity doesn’t END there.

We, the Anti Fed Ed Warriors, owe a huge debt of gratitude to a fierce Warrior, Karen Bracken. She created a ‘short and sweet’ petition to protest the planned merger. It was released Sunday, June 24th. As of today, June 27th, the petition has just over 1,000 signatures. Not only did I sign the petition, I’ve joined her in getting the word out as much as humanly possible. While 1,000 citizens speaking up is great, we’ve got to have 100,000 JUST to be recognized by the White House.

The framework to realign our federal government has a plethora of ways to continue the overreach into our lives. How? The biggest ‘change agent’ on the planet is education. (The source for THAT ‘sentiment’? The United Nations)

When I researched and wrote that article, it was to detail the many federal departments with plans to align education to workforce, NOT simply Education and Labor! The framework for the President’s restructure has some of these same agencies shifting. The danger is simply this:

With existing alignment plans in place, how many will survive the moves to their ‘new homes’??? How many will be strengthened? How many will continue the ‘student data rape’ between the SLDS (Student Longitudinal Data System) and the WQDI (Workforce Quality Data Initiative? Will any of these aligned plans DIE in the moves?

If you think the Ed/Labor merger will ‘bring back vocational schools’ like you may remember them to be, the merger won’t. I’ve shown you through years of research how ‘vocational schools’ were re-branded TO Career Tech Education. It was when Common Core’s alignment AND standards were inserted. The merger WILL only INCREASE the amounts of workforce aligned education FOR every AMERICAN. Not just public K-12th grade students. The merger will do exactly what I’ve warned you before: scatter education programs like cockroaches all over DC. Anti Fed Ed Warriors: Heads Up!

This is an urgent call to the Anti Fed Ed Warriors out there. While the chatter heads are going on about the reasons why or why not it’s a good thing the U.S. Government is ‘shut down’, one thing’s for certain. As far as the educational overreach, it’s ‘game on, as usual’.

To what am I referring? S 615 (the U.S. Senate’s latest attempt to re-authorize and/or to amend the 1965 HEA, Higher Education Act). S 615 is being sponsored by the CO Senator, Michael Bennet. The Bill also has Sen. Marco Rubio’s (FL) backing.

The Urgent Call:

Warriors, I’m calling your attention to S 615 as it’s the 2nd Senate HELP hearing for the Higher Education Innovation Act. It is scheduled to go on as planned for Jan. 25th, 2018, according those answering the phones at Congress right now. That’s the day after tomorrow! Appearing as witnesses: Dr. Joe May (TX), Dr. Deborah Bushway (MN), Mrs. Donna Linderman (NY), Mr. Michael Larsson (MA), and, Dr. Barbara Brittingham (MA). This hearing begins at 10 AM (EST). It will be archived.

So, what’s S 615’s name? The Higher Education Innovation Act!! (*Congress is stuck on a pattern, Warriors. Look at some of the recent legislation turned laws. WIOA, for instance: Workforce Innovation and Opportunity Act; the ESSA’s copious amount of language devoted to ‘innovating’ education.

In the years since CCSS was forced upon our nation, Congress still hasn’t learned that slapping ‘innovation’ on the same old reform doesn’t work!

January 25th is the same day Senate HELP will nominate a new Assistant Education Secretary* (Frank Brogan) for K-12th grades. This hearing begins at 2:30 PM (EST) and will be archived as well.

(*Note: the highlighted links for both hearings will take you directly to the U.S. Senate HELP website. You’ll need to refresh the link for the ‘live feed’.)

*Brogan is a close buddy of Jeb Bush’s, at least according to the Tampa Bay Times. As we know, Warriors, Bush’s Foundation for Excellence in Education is the ‘chief fallacy maker’ behind “National School Choice Week”. So, if we’re wondering about Pres. Trump’s commitment to end Common Core, we really should be protesting this nomination in double time.

If you, like me, missed the first hearing on S 615 (held 1/18/18), you can find the archive here. This hearing discussed the supposed transparency associated with student debt and how Americans will be able to afford higher education. You’ll also want to access the Senate HELP Chairman’s 1/18/18 press release. You’ll see that according to Sen. Alexander (who does acknowledge federal education presence, but doesn’t apologize for it), that the background for S 615 is actually 4 and 1/2 years old and has had a whopping 18 bi-partisan meetings. As usual, Warriors, we’ve not heard of ANY of these meetings, nor been invited as serious ‘stakeholders’ to the table.

In the 1st archived hearing, no doubt you’ll hear lots about the need for data mining/tracking to be part of the ‘simplification’. You’ll also be ‘treated’ to lots of FASFA (Free Application for Federal Student Aid) rhetoric, too.

As other anti CCSS Warriors have shown us, the FAFSA has become a weapon against our students. FAFSA, also can be tied to a data breach, as well as the SETRA and FERPA legislation which Congress appears to be hell-bent on for a national data base. This type of data base would have Americans in schools, or not, tracked like never before.
(SETRA and FERPA stand for Strengthening Education Through Research Act and Family Educational Rights and Privacy Act.)

Needed Background Context For You:

Warriors, if you’ve followed me long on this blog, or heard me speak out numerous times, you know I’ve been warning you for quite a while about the HEA being the last link in the chain of total birth to adult CCSS (Common Core State Standards) alignment. You also know that there are several others who have been just as diligent in warning our nation.

You may also know I’ve been able to prove how the current form of HEA is embedded in the K-12th grade law. It’s mainly embedded by Career Tech Education (CTE). Why? Simply put, the 2014 passage of WIOA (Workforce Innovation and Opportunity Act) used CTE as the adult version of CCSS in order to tie jobs to education.

For more context about HEA and ‘innovation’, let me point you to at least 2 reasons WHY Congress is uniting itself with the CCSS Machine:

What’s “10/6”?
The ’10’ refers to the Agenda Points the U.S. Dept. of Education has had in place for some time. The ‘6’ refers to the Agenda Points the U.S. Dept. of Labor has had in place for some time.

Much like ESSA, HEA’s re-authorization will continue the ‘worker’ mindset, not the academic mindset to needed to be a great and free nation!

10/6 was woven into WIOA, then ESSA. It was woven into the current HEA version (2008) and will be woven into the newer version of the HEA.

How? By CCSS/CTE/STEM (Science, Technology, Engineering, and, Math)/CCR (College and Career Readiness); or as ESSA called it, “Challenging State Academic Standards” are precisely where 10/6 intersect in each existing law concerning ‘education’ from a federal level. The intersection even has a name, “Career Pathways”.

Closing:

Like the big blue picture above, Congress is working overtime to try to convince Americans that ‘innovation’ will solve ALL our educational woes. What they miss consistently is how MUCH ‘innovation’ is HARMING our students of all ages!

For your further contextual base, my most recent previously published HEA articles:
a) CBE (competency based education) is also woven throughout WIOA, ESSA, and, HEA. This will lay out how it’s a pattern set forth by the UN (United Nations).
b) Congress’s sense about education is definitely NOT academic-minded. This look from mid 2017 will lay out a plethora of workforce-based-education-career-tracks Bills.
c) This June 2017 article of mine traces the vast amount of UN-directed data tracking higher education (as also seen in Pre-K to 12th grades) has in place already.

Lastly, the House of Representatives passed its version of HEA on 12/13/17. It’s called the PROSPER Act. It too, is a trap.


Working Over The “Old North State”

Anti Fed Ed Warriors, just a few days ago, I shared with you how ‘great’ NC’s updated school-wide report cards are. ICYMI, here it is.

Worth repeating, though, is this: A CTE (Career Tech Education) specific school in my county had ZERO textbooks (according to the NC Report Card website).

What does this have to do with workforce based education? Everything! Not only is NC (Old North State) getting ‘worked over’, every other State is too!

Warriors, the name chosen for one of the  NC (Old North State) Workforce Education based programs is “NCWorks”.

Look below and tell me, Warriors, how well this federal-to-state-to-your child’s education has workforce woven into it. This is meant for ALL school choices.

It’s been said for years that the goal for ‘education’ isn’t being well educated, it’s being well-trained.

Not long after I began my blog (2014), I attended an meeting held on a local community college campus. The rhetoric spilling out of the elected officials and school employees was eye-opening, to say the least. It was all about workforce aligned schools. See this article. (You’ll even see the embedded You Tube video about national workforce credentials. As the business owner stated in the short film, ‘no certification; no job’.)

Programs like “NC Works” bring the workforce aligned schools to 100% fruition.

I also shared with you how the NCWorks program came to be in Sept. 2014.

An updated article about NCWorks in 2015 showed you how the Governor of NC ( Pat McCrory) had laid out a ‘smooze fest’ of CCSS Machine member groups and citizens to carry out his plan for education and workforce training to intersect.

Warriors, every Governor did likewise. It was due to the language of WIOA (Workforce Innovation and Opportunity Act). Governors were given more power. Using it to create aligned school-to-work systems was just the beginning.

In 2016, I gave you an update on NCWorks and how it was connected to a bond for statewide community colleges. The bond was a poorly disguised taxpayer disaster for generations to come. Thanks to the CCSS Machine, the bond was voted on and passed.

Warriors, when the Education and Workforce Commission was started, it was housed in the Governor’s administrative branch. During the summer of 2107, the Commission was moved from the Governor’s office to the NC DPI (North Carolina Dept. of Public Instruction).  From what I can find, the new location is in the NC DPI’s CTE (Career and Technical Education Office)

The announcement I found about the move is from the Public Schools First NC website:

If you are curious, the Public Schools First NC states its a group of nonpartisan citizens. However, “Mapping the Left” website shows the Public Schools First NC, has received some previous funding from The Reynolds Foundation.

Reynolds Foundation supports all kinds of community groups, social justice projects, and education. Among one of the red warning signs I found on Reynolds 2015 Grant page was to a non-profit called “DigiLearn”. DigiLearn was founded by former Governors (NC) Perdue and (WY) Geringer. (*Note: Perdue was in office when NC’s Race to the Top funds were awarded.)

DigiLearn’s Board has two well-known CCSS Machine members, one is NC legislator Craig Horn and the other is Tom VanderArk.

So, Why Share This Now?

Warriors, I share this now, as the NC DPI is wrapping up 2017, with sights set for 2018. Planned? A new workforce based learning program AND approach. It all appears to be housed in the NC DPI’s CTE Office, too. You’ll more than likely find this type of activity in your State.

Both NCWorks and CTE use Perkins funding. Perkins funding was not to be embedded in K-12th education when it first began. Perkins funds were for post-secondary educational institutions and programs. However, when the CCSS Machine began the shift from academics to workforce, Perkins funds found their way into the classroom. ESSA (Every Student Succeeds Act) even embeds CTE and Perkins funds.

You can also read about the recent 6 States (NC, AL, IA, IL, NV, and RI) involved in the CTE/STEM Workforce based Siemens Corporation education initiative.

CTE also marries Common Core to STEM.

The Siemens Initiative began back in 2015. According to the Siemens overview, it was to target ‘young adults’ (16-24 years). However, the NC workforce education plan (above) is to start in 6th grade or about 11 years old.  The Siemens Foundation partners are some heavy-hitting CCSS Machine member groups.

**I also am sharing this now to tie all of this to the fact that the HEA (Higher Education Act) is being re-written. It has been for a while now.

In these last remaining days for Congress (before the 2017 holiday recess), Rep. Foxx is the sponsor of HR 4508PROSPER Act.  It’s the House’s re-authorization of the HEA (Higher Education Act) .

Warriors, it combines CTE, STEM, CCSS, Workforce agenda, globalization, data mining,  and, cradle to grave data tracking.

I’ve researched this ‘sold-out-to-the-CCSS-Machine-Representative’ several times. Her grasp of truly representing her citizens has been replaced by corporate lies.

**I also share all this now, because several federal level bills seek to create national data tracking in the name of education. HR 4174, S2046; the assault on Net Neutrality will also involve data and our right to privacy (this involves the FTC and FCC: both use taxpayer funds for data mining); the ‘data raping’ will continue via many more proposed bills.
Data is needed to pigeon hole students into workforce training aka ‘education’!

Data is the key, here, Warriors.  On one hand, we need to access HOW the data is being used against our children, as well as protect our civil right to freedom of privacy. On the other hand, as Americans, we know we must use the internet for all kinds of purposes. So, shouldn’t it be as open and free to use as possible?

If data becomes privatized or government micro-managed in any way, we’re losing our civil rights. Not to mention how terrible a track record the US government has with cyber security lately.

Warriors, this is rotten timing, I know. We should be focusing on all the December holidays we have. We shouldn’t have to be contacting our Representatives and Senators.

BUT, we must sacrifice our energy and time! We have to do all we can to block the undermining of our nation! Congress is NOT helping our education system; it’s NOT representing true American values; and, it’s NOT honoring our U.S. Constitution.

First up, order up!

“Just announced yesterday via an email I received, Amplify now offers Common Core Standard aligned lessons, assessments on the go! Yes, as in, on your mobile device. In other words, ‘delivery’. Just ‘order’ what you want to learn & Boom..instant delivery..minus tipping your delivery driver.”

Changes to the ‘order’? Let’s see. Of course, when I first wrote this is was mid-September, so it can’t be ‘yesterday’ anymore.
There’s an article about early childhood assessments that I don’t recall seeing the first time around. The article features Amplify partners, Roland H. Good, III, and Ruth Kaminski, who over 30 years developed Dynamic Indicators of Basic Early Literacy Skills (DIBELS). When asked about DIBELS and Common Core for early learners, here’s what Good had to say, (author’s question is in bold print) How is DIBELS particularly relevant today in this Common Core world? Whether or not you actually adopt the Common Core, it has a huge impact on the teaching profession. The Common Core resonates with us in how it focuses on being a proficient reader, reading for meaning at an adequate rate (fluently) with a high degree of accuracy. Those three things (meaning, fluency and accuracy) are represented in the DIBELS composite score and measures in a powerful and robust way.” When asked about DIBELS popularity in relation to CCSS, here’s the response, “We see an awful lot of interest in DIBELS. I don’t know if that’s because of the Common Core or along with the Common Core, but I’m continuing to see major steps forward in the level of interest and level of adoption, and our mentor network [a network of educators who are certified DIBELS experts, able to train other educators] becomes larger and larger every year.” * Note: if you’d like to see the number of assessments Amplify has in store for all ages (K-12th), http://www.amplify.com/assessment

About the Data Quality Campaign:

Well, let’s just say that an ‘up-to-the-minute’ watch is being kept on which state is making strides in the 10 point data collection actions. Each action centers around not just K-12 data collection, but, P20 data (as in Preschool to early college age), Student Data Longitudinal Systems, sharing data for Workforce purposes (yes, there’s a Workforce Quality Data Initiative, too. See the links in ‘closing’). Below, find a screen shot of what the state I live in has successfully put in place in the scheme of data collection on students. Out of the 10 Actions, NC has completed 7. Shameful.

Among the Board member for DQC (Data Quality Campaign) are members of the Education Trust (the member representing this group also serves the Hunt Institute, New Teacher Project, and Carnegie’s Education Foundation),  Dutko Worldwide (this member used to work for Gates Foundation Education Policy, federal education policy, state level education policy, as well as served the U.S. Dept of Ed), CCSSO (Council of Chief State School Officers) has a place at the Board table. FTF Tuesday: “Align and mine”, Part 2

Last week I shared with you detailed information about the U.S. Dept. of Labor’s grant awards given in rounds to help align data mining with the U.S. Dept. of  Education. The connector? CCSS aligned Workforce. For a reminder of last week’s post, see this picture.

In the past few days, Missouri Education Watchdog (as well as a few other anti CC warriors) has posted information about global connections in education via India. As a result, a ‘new’ resource was revealed. “Connectallschools”. What struck me, was the year the program is using as its goal: 2016. Then, I remembered, in researching the first article, I saw a page on the “Workforce” website about big changes in 2016. Coincidence? Let’s find out.

“Common Measure”:

On the DOL’s (Department of Labor) website,  http://www.doleta.gov/performance/guidance/tools_commonmeasures.cfm, {“ETA”, this stands for Employment and Training Administration. ETA is a part of Dept. of Labor (DOL)} Before we get too far, don’t read the top portion of the page just yet, I want you to understand FIRST, the foundation for what’s written at the top. Why? Because, if you only read the top, it sounds so normal, so innocuous, you may not catch the true meaning of what’s in store.

For our purposes, let’s start at the section that’s titled “Common Measure”. At the beginning of this section are the changes being made OR those which WILL be made. Don’t go there just yet.. It is the attachments you want to start looking into. Go to “Attachment D” (Workforcemeasure). This pdf goes into detail about which groups of people have been measured since 2005. Why is this important in the context of CCSS? Because one of the largest groups measured is the Youth. It’s so big, it is broken into 2 subcategories, Younger Youth, 14-18 and Older Youth, 18-21. You’ll find this age group at the bottom of page 15 and ending at the top of page 21. The document also tells you 3 funding streams from the federal government are used with not only the Youth, but Adults (those 22 and older) and the Displaced Workers. For brevity’s sake, we’re focusing on the Youth, however, since by the time all the changes are in place, it appears everyone will be impacted, you should go back and read the entire document.

From pages 15-21, notice how many times the different youth age sub categories are being measured, how many ways they are measured. Note when the measuring begins (age 14 in most cases). Okay, so you didn’t see CCSS in there by name did you? No, it’s not there. However, knowing what we know now about all the job assessments, Career Pathways, etc. is it coming together for you where this is connecting? I hope so. However, if you’re not quite sure, that’s okay too.

There’s even more to help us connect the dots.  For instance, “Attachment C” should help.  (see: workforceeddescript) These, my friends are the parameters the federal government is using to gauge how competent we are. Notice when you access the document, the assessments used at the bottom of each page. You should see “WorkKeys” in there. Well, what’s so bad about “WorkKeys”? 1) It’s from ACT, Inc., owned by the College Board; 2) it’s being used as a job profiler for students AND a ‘you want to work, you have to have been assessed and matched for your job’ for adults; 3) Because it’s owned by College Board, it’s 100 % CCSS aligned; 4) massive amounts of data collection that is shared all over the globe.

As far as those other measures? CASAS, or Comprehensive Adult and Student Assessment Systems. In other words, they measure basic skills. Here’s where they are employed: “CASAS is a nonprofit organization that focuses on assessment and curriculum development of basic skills for youth and adults. CASAS is used by federal and state government agencies, business and industry, community colleges, education and training providers, correctional facilities, and technical programs.” They, too are aligned to the hilt with CCSS. (See how: https://www.casas.org/product-overviews/curriculum-management-instruction/CCCS) ABEL, or Adult Basic Learning Examination, is owned by Pearson Publishing, Inc. Pearson is one of the most CCSS profitable companies in existence. Here’s who’s measured on their assessments: ‘ABLE™ is appropriate for use with adults in a variety of adult education programs, including Tech Prep programs, GED programs, and adult literacy programs. The content is appropriate for adults and accommodates the non-reader. Level 1 – Adults with 1-4 years formal education, Level 2 – Adults with 5-8 years formal education, Level 3 – Adults with 8+ years formal education.’ (want to read more about ABLE? http://www.pearsonassessments.com/learningassessments/products/100000311/adult-basic-learning-examination-second-edition-able-able.html#tab-details)

Let’s move on:

Okay, you, by now, hopefully have the full understanding of why I wanted you to go these places BEFORE you went to consider those new changes. Remember, all of the above has been going on for a while.

Where we are now:

With the passage of the 2014 WIOA (Workforce Investment and Opportunity Act)  it has embedded Workforce training and education to align with Career Pathways. Career Pathways are CCSS aligned via middle schools, high schools and stretch into CTE or CT (College Tech Career CCSS or College Transfer CCSS). I hope you see the pattern. Get everything to align via education, assessments, then put them to work. Here’s an excerpt from the DOL’s WIOA website, “DOL, in coordination with the U.S. Departments of Education (ED) and Health and Human Services (HHS), is working diligently to ensure that states, local areas, other grantees, and stakeholders are prepared for implementation of WIOA.” One date the trio of U.S. Federal Departments is holding out for: January 18, 2015 is when the 3 Depts. reveal the proposed rules for WIOA and January 22, 2016 is when the 3 get to publish the final rules for implementing the WIOA. A full 1 and 1/2 AFTER the Act was signed into being.

Now that you know all this, go back and re-read the changes to be made with this new knowledge. Then, go back up to the to and read the introductory paragraph again.  Are you able to better grasp what is being accomplished? A “Unified Plan”:

Have you already looked at the WIOA timeline? If so did you notice a ‘deadline for state Unified Plan submission? While we’ll get to the ‘state UP’, let’s look at the federal one first.

Yes, the ‘good ole’ WIOA includes a “Unified Plan”. Here are a few of the highlights:

  • Requires States to Strategically Align Workforce Development Programs: WIOA ensures that employment and training services provided by the core programs are coordinated and complementary so that job seekers acquire skills and credentials that meet employers’ needs.
  •  Every state will develop and submit a four-year strategy – in the form of a single unified strategic
    plan for core programs – for preparing an educated and skilled workforce and meeting the workforce needs of employers.
  • Promotes Accountability and Transparency: WIOA ensures that Federal investments in employment and training programs are evidence-based and data-driven, and accountable to participants and tax-payers.
  •           Core programs are required to report on common performance indicators that     provide key employment information, such as how many workers entered and retained employment, their median wages, whether they attained a credentials, and their measurable skill gains.
    Core programs must measure the effectiveness of services to employers for the first time.
    DOL and DoED, with input from stakeholders, will establish a common performance accountability system for the core programs.
    • Negotiated levels of performance for the common indicators will be adjusted based on a statistical model that takes into account economic conditions and participant characteristics.
    • Performance reports for states, local areas, and eligible training providers will be publicly available.
    • Programs will be evaluated by independent third parties at least every four years.
    Fosters Regional Collaboration: WIOA promotes alignment of workforce development programs with regional economic development strategies to meet the needs of local and regional employers.
    • States will identify regions within their state.
    • Local areas in regions will have coordinated planning and service delivery strategies.
    Improves the American Job Center (AJC) System: WIOA increases the quality and accessibility  (to see the rest of the overview: http://www.doleta.gov/wioa/pdf/WIOA-Overview.pdf)

My State’s Unified Plan is called “NCWorks!”:

As aligned to CCSS as NC is, I really didn’t think we WOULDN’T have a plan, I just was a bit surprised who has the document. NC Dept. of Commerce! (see: http://www.nccommerce.com/Portals/11/Documents/Commission/Commission%20on%20Workforce%20Development%20Strategic%20Plan%202014-16.pdf) In this report, it is shared that no less than 6 State level departments have aligned to streamline our NC Workforce. Leading the charge? Our governor and the General Assembly, according to the Dept. of Commerce. The State and the Community Colleges according to the Governor’s Press Release from April 2014. Either way, it’s further proof that more and more of a dragnet is being readied for our citizens.

Key Words: 

Have you noticed in each of these files, or each of the resources that the same words are being used to make everything sound so positive? For example, data will be collected, but only for accountability purposes. The unifying is for speed and ease of use by all.

There will be nothing very American about any school by the time the Global 6 anchors are in place. No more USA education standards, no, these will be replaced by global ones..for students AND teachers. Language learning will be revamped, schools will get made over to become ‘whole child’ (don’t get me started), school districts will regulate and align even more, and tons of global competitions. Last but not least: 

The National Governor’s Association, half of the CCSS copyright owner, back in 2013, had this to say about a trained Workforce, “For Americans to stay competitive in the global economy, it will take bold transformation and modernization of our nation’s education and workforce systems and a stronger federal-state partnership.   Every member of the workforce must be given the opportunity to realize their full potential over the course of their careers in order to keep pace with the ever- evolving demand for new skills and knowledge.” This is from the Preamble to their Policy Position on Workforce. The document is called, “Building a World-Class Workforce”.

Conclusion:
