“The HC Police”

**Author’s Note: An in-depth report on S 406, the White House, Congress, and globalizing education expressly for workforce needs in a nanny controlled environment.**

Anti Fed Ed Warriors, have you heard of S 406? It’s a federal Senate Bill which just passed the Senate floor. This means the next stop is in the House. What does S 406 do?

It isn’t what the Bill ‘does’, it’s what it creates..more federal control over us.


S 406 “Federal Rotational Cyber Workforce Program Act of 2019”:

This “Act” will create an executive agency filled with a “Chief Human Capital Officers Council”. The ‘cyber’ portion refers to the federal employees overseeing cyber security, data collection, and all that intersects them.

S 406 also embeds 2 previous laws.

The Chief Human Capital Officers were ‘created’ in an Act from 2002.

Warriors, what do these Officers do? (I’m calling them the ‘HC Police’ or “Human Capital Police”.)
Basically: set a workforce development strategy; assess people and plan their future in the ‘policing’; align human resources to meet the ‘outcomes’ of the strategy; use ‘best practices’ and ‘benchmarked standards’; ‘measure the police’s intellectual capital’ and link data to performance and growth of their position.

If that sounds a bit confusing, think of it this way, those who are policing us have to be just as aligned and tested as our students. The biggest attraction for the “HC Police”? A love of data and computers. Which leads to ‘coding’. Cybersecurity thrives on coding.

Warriors, ‘coding’ is a tool of the CCSS Machine for students as young as preschool:

If you cannot read what’s in the red box, “Preschoolers are digital natives, they don’t know a life without smartphones, tablets, and computers; or cartoons on demand.” This website goes on to state that ‘coding’ isn’t just for older kids, and introduces the subject as a game.

Since coding exists to breed all kinds of workers who will track us to no end (aka ‘cybersecurity’, “IT”, etc.) there had to be a law for this special arm of the CCSS Machine’s agenda.

The Cyber Workforce? A 2015 Law ‘created’ that.

Warriors, what does the existence of this law do? First, it was embedded in a budget (appropriations) law. Secondly, it set up a national initiative for cybersecurity education.
Third, because it’s a federal law which hasn’t been repealed, it’s active in 2019.

It embedded ‘coding’ as a way of life in education AND jobs. You’ll find ‘cyber’ is embedded in the budget law 428 times. ‘Education’ is embedded 280 times. Where the two intersect is in Section N. Pages 695-797 will show you the 14 ways in which education and the U. S. Dept. of Education were mandated.  

But, wait, don’t we need protection from hackers? Isn’t that the main goal of cybersecurity? Warriors, protecting us from hackers is a goal, but not as much of the main goal as we’ve been told. Here’s what else this Cyber Workforce Assessment Act set us up for:

a) Cyber Corps Scholars (and scholarship programs) Ties it to the NSF (National Science Foundation) and the National Intelligence agencies.
b) Funds for cyber (on line) upgrades under ‘school improvement’, ‘school safety’, ‘education tech support’, redesigned schools, ‘safe schools’ and Project SERV
c) Will use SSI funds (tied to Title 1 and IDEA funds/programs)
d) Will use funds for health care (also ties to ‘c’)
e) Will track and involve the IES (Institute for Educational Sciences)
f) Impacts the Information and Education Exchange Act. This 1948 law is still in existence and set the framework for international information partnerships. Those partnerships in 2019? Data sharing across the globe! (See the section below for more information)
g) Forces all federal agencies directly involved in security or related to security to be involved in data sharing and collection. Said data will be available to third parties and private contractors of the agencies choosing.

So, since all this was previously set up, how will the 116th’s Congress Bill (S 406) increase any or all of the  laws above?

From the ‘HC Police’ stand point:
a) Rotates who’s watching us and tracking us.
b) Spreads the HC Police across all fed agencies.
c) The agencies determine position for HC Police within their domain.
d) All involved determine the level of watching/tracking.
e) U.S. Dept. of Homeland Security dictates all policies and procedures (updates as needed, if needed). Parts of the policies and procedures are Career Tracks in education (all levels).
f) Uses ‘accountability’ (tracking and assessments) to be transparent.
g) Fed agencies can partner HC Police and set policies/procedures.
h) Locks in merit based employment for each rotation (180-365 days).
i) Reports activities to GAO (Gen. Acct. Office). If GAO deems program a ‘success’ HC Police rotations may be extended.
j) Will assess HC Police for proficiency in IT and skill levels completed.
k) Gives a ‘sunset’ of 5 years from time of the Act becoming law. (Means ending in 2024)

Okay, Warriors, ask yourselves this: the U.S. Government has already set us up to be spied upon via the Patriot Act, FEPA (most recently). It’s been proven that the government is a TERRIBLE privacy keeper when it comes to our data, so HOW will having national HC Police improve our privacy?  Quite frankly, it won’t improve our privacy at all. It WILL confine us even more..and it’s in the House of Representatives for their tweaking or approval!

Think how the AI and 5G technologies are already ruining education, as well as our nation.

A Blast From Our Past:

The 1948 Information and Education Exchange Act (aka the Smith-Mundt Act). If you do a general internet search for the S-M Act, you’ll see that it’s basically a propaganda law for public diplomacy. However, knowing what we know about global education overreach, look what I found from the “Information and Education Exchange Act”:

“Interchange of persons, knowledge, and skills”
“Rendering of technical and other services”

Warriors, the Information and Ed Exchange Act (S-M Act) was updated in 2012. The amendments made to the 1948 version only impacted broadcasting and free speech. Section 3 remains; as do the information and knowledge combined with technology. Section 402 is also still as it was from the original.

So, the S 406 (116th Congress) gives us a window of 5 years, which means 2024. Is there a global education significance involved?

A Crystal Ball Future?

From the AP and Business Wire, this 2018 article lays out for you that yes, by 2024, the global data giants will have complete control of the ‘information sharing’. Yes, Warriors, these global data giants already have a great deal of control, but it will only increase. How and why? Innovations and coders to implant the innovations. The US is among the regions included in the research.

Briefly, by 2026-27 school year: 2 percent increase nationwide in school enrollment for PreK to 8th grade; 8% increase in high school; 33 million teachers; 5% increase in high school graduates; cost of education (taxpayer burden) $670 billion (19% increase); and the cost per pupil: $12,900.00.

The PISA (Program for International Skills Assessment) for 2024 is already in the planning stages, Warriors. The focus? Science and digital technology.

What about NAEP (National Assessment of Educational Progress)? Here’s their assessment area focus.

The Human Capital “Forecast”:

Well, we’ve seen what Congress is up to, read what the CCSS Machine is predicting about education and the all encompassing aspect of the UN’s SDGs in it all, so what’s the future of ‘human capital’?

SHRM (Society of Human Resources Management) is a US/global group founded in 1948 (same year as the Information and Education Exchange Act/S-M Act). While I couldn’t find evidence of a direct connection, it’s not hard to see how ‘human resources’ and ‘human capital’ are intertwined.

The Forecast you see in the screen shot is from 2013 and was predicting workforce and human capital up until 2024. There is a more recent Report, as well. However, I wanted you to see a few things in the 2013 Report.
1) look at the title highlighted in red (‘behavioral competencies’)
2) most of us will have to work well past the accepted retirement age
3) there’s a huge skills gap and jobs are being filled; most jobs are replacement positions (meaning when one person ages out, another, younger person steps in)
4) STEM (Science, Technology, Engineering, and, Math) in America isn’t stacking up to global counterparts
5) our economy will suffer tremendously if we don’t address 1-4.

Another Report (Deloitte Review) from 2017 states that we are aging, but we’re also learning more and spending more time being educated. Warriors, this is a subjective view. No, we are not seeing students learn more, we are seeing them forced to have education become workforce readiness!

The stark reality, is that ‘human capital’ is part of ‘lifelong learning’!

From 2010, this book detailed the vast amount of globalism America plans for and buys. You won’t see the U.S. Dept. of Education mentioned, but you will see the U.S. Dept. of Labor and its international membership. If you read the acknowledgements, you’ll see a few CCSS Machine member groups. Read the list of acronyms and you’ll find several more CCSS Machine member groups.

So, seeing that the U.S. Dept. of Labor is a member of the ILO (International Labor Organization), how connected to the UN/Global ed/labor agenda are we?

Warriors, the DW4SD (Decent Work for Sustainable Development) will impact American legislation AND policy. After all, the UN’s aim to indoctrinate workforce based education depends on policy changes. What are the changes? Have we already seen this put in place or will we see soon, especially with S 406?

1) better jobs
2) internationally aligned labor standards
3) social protection
4) sustainable enterprises
5) rural economy
6) informal economy
7) labor inspections
8) what’s unacceptable work
9) labor migration
10) employer/worker organizations

These 10 ‘planks’ fit within the 17 Sustainable Development Goals. Warriors, education is Goal #4.

Closing:

What are we to do, Warriors? Contact the House of Representatives and demand a ‘no’ to S 406!

We cannot settle on simply shutting down the U.S. Dept. of Education. The U.S. Dept. of Labor is JUST as unconstitutional!

DeVos’s G20 agreement calls for ed/labor to be merged. DC has also made plans to merge the two UNCONSTITUTIONAL departments.

***THIS fits precisely with, not only the UN’s SDGs, BUT the S 406 plans!***

Look at the previous plans for an ed/labor merger.  Obviously,  the  GAO(Gov.  Acct.  Office)  didn’t  see  a true  ‘savings’,  or  otherwise,  the  merger  would  have  happened.(Source)

From 2018, The ‘new’ ed/labor merger plan in visual form. NPR reported it as a money saving move. The White House sold it as a way to help the country improve.


Warriors, this still doesn’t END federal (or global) overreaches in education, it simply shuffles the deck. Instead of 2 unconstitutional federal agencies, one MASSIVE one.
Just after that White House news, Warriors stepped into action. There was a petition to halt merger plans! There was push-back!!

A Monumental “Crush”

Anti Fed Ed Warriors, as promised in my last article, a close up look at Maryland’s education system. Remember, Marc Tucker dropped a huge hint about this in that 4/23/19 seminar promoting his new book.
I highlighted his comments about it below:
423roundBefore we get too much further, I wanted to see if MD was about the size of any of the “Tucker approved” Top Performing Countries he’s so convinced we need to copy.

After all, since the CCSS Machine is going to such lengths to make us global, we will need to see what’s in store. Can we find any clues as to HOW Maryland is about to become a national show-off?

Estonia:

I found Estonia is about the size of MD. (Estonia is #2 on the Tucker list). If you aren’t sure about Estonia’s education system, I found out it’s a ministry of the government.
Officially called the Republic of Estonia’s Ministry of Education and Research.
If you’re curious about how their school system works, the Ministry has put together a ‘cutesy’ video.

If you look around their website, a bit, the Estonian Ministry has more information. Like their ‘lifelong learning’ plan.

Warriors, if you notice, ages 65 and up are not included in this 2020 Plan. Why? Those older than 64 are encouraged to become ‘working pensioners’. According to their plan for seniors, you’ll need to still be a productive and contributing member of society, but the government will provide some of your income. You are still expected to go to school, too.
(If you look in the Estonia 2020 Plan’s definitions, you’ll find out all the difference locations the country counts as ‘schools’.)
The Plan for seniors is NOT a Estonia one, my followers. This ‘senior plan’ is called the Madrid International Plan of Action on Aging (MIPAA). The UN adopted this back in 2002.

Going back to education in Estonia and what possibly could be found in Maryland, ‘the village’ concept is applied there. I didn’t see a school board mentioned once. I did see a village/community based commission. These are designed to keep school creative and learning centered.

You’ll also find that Estonia is big on ‘school choice’. The ‘choice’ is largely funded by the government. Will we find this in Maryland, too? Warriors, we know the federal government, here in the US, is pushing for billions of taxpayer dollars for funding ‘choice’.

In 2009, The MEEC (Maryland/Estonia Exchange Council) increased its efforts in education.

Not too terribly long before America was given the WIOA of 2014, (Workforce Innovation and Opportunity Act of 2014), MD and Estonia signed an agreement to mutually share education and workforce programs.

Maryland And Marc Tucker:

Warriors, Tucker, himself, was bragging (just the other day) on how MD is soon to be in the national news.
So, when did he visit MD? EdWeek has a 2017 article Marc Tucker wrote about his appearance in their legislature. His entire point? Revolutionizing education funding for the 21st Century.

In this 2018 Report from the Commission on Innovation and Excellence in EducationTucker’s name appears 16 times. You’ll also see Linda Darling- Hammond and Dr. Chester Finn’s names, too. If you search the over 100 pages, you’ll see that Tucker spoke on every one of his 9 Blocks for Maryland. (see below in “Related Resources”, I illustrated the 9 Blocks). From this Report, it appears the Commission had been meeting since 2016.

In 2018, the Baltimore Sun published an article where the Commission on Innovation and Excellence in Education was struggling with how to address ‘at risk’ students. Among the ‘solutions’ was RtI, Response to Intervention. RtI is part of the mental health grab you’ll find in ESSA (Every Student Succeeds Act). Tucker’s name appeared in this article as well.

Also from 2018, Johns Hopkins School of Education published a 16 page report on how flawed Tucker’s system was (and still is). The irony is that Johns Hopkins is also in the CCSS Machine.

The EPI (Economic Policy Institute) heavily criticized Marc Tucker’s earlier workforce based reform system for education. This Report is from 2007.

Below, is a screen shot of the MD Advocates for Children and Youth organization. They featured regular updates on the Commission Tucker was a consultant for. They even have a 2019 Legislative look at all the Commission’s findings which have passed in their State legislature. No wonder Marc Tucker’s excited MD is about the ‘rock the nation’.

4) From 2007, Tucker’s paper on increasing workforce based education. It was published by ASCD.

5) American Educational Research Assoc. (AERA) interviewed Tucker in 2015 (about a month before ESSA became law) take a look back at his words & compare to where we are now, in 2019.

6) WIOA (Workforce Innovation and Opportunity Act) embedded 21 different instances for CTE (Career Tech Education) and its CPs (Career Paths), it also embedded the Dept. of Defense 16 times. Why? Funds for workforce education to be extended to the military.
The same military which, not only, aligned itself to the CCSS Machine, but STEM (Science, Technology, Engineering, and, Math). STEM is a UN (United Nations) tool to create global workforce, education, and, economy.
How does this impact our topic for today’s article? The National Guard Distance Learning Program is funded through WIOA. The National Guard is also part of the MD/Estonia partnership.

7) If you’ve heard of the ERI (European Reassurance Initiative), it was originally proposed back in 2014. Part of the funding for ERI (which a portion goes to Estonia) is used for ‘support in programs, activities, and assist the government’.

While education is not mentioned, workforce training isn’t either. However, we have no documentation to show HOW the funds are divided, once they get to the intended country. So, the question is: does any of our federal funding go to be used for aligning education and workforce somewhere else to be returned to us in educratic reform campaigns by the likes of Marc Tucker?! Long-time Anti Fed Ed Warrior, Charlotte Iserbyt sounded the “NO! Marc Tucker” alert in this article.

8) From 2015, Marc Tucker’s ‘love’ for Estonia shows his true colors: Russian and Germanic education models. Warriors, read the article, and you’ll see it’s not simply education we should be concerned about, it’s our entire nation. If data mining in education bothers you, read how Estonia’s a master at using all that data.

In this Aug. 2018 MD Dept. of Education meeting notes, you’ll see Dr. Salmon’s future plan for use of data on Page 3.

The “Lead Higher Initiative” is in place to create “Next Generation High Schools”.

10) Warriors, any guess as to how much Tucker’s influence in MD’s education will cost the taxpayers (State wide and Nationally)? $725 million dollars…and the Plan is being fast-tracked through the MD legislators.

Closing:

Warriors, that’s it. My two-day look at one of the worst Americans I can happily say I will never meet in person. He is dangerous to our children, to us, and to our nation. We know he is not alone in the destruction of our land. He’s not alone in his quest to kill real education. We’ve got somewhat of a leg up on beating the news Tucker’s been gloating about as ‘the other half of the bigger picture’ in American education reform.

Big Wheel Deal

Anti Fed Ed Warriors, have you ever had one of those items you knew you needed to address but thought it wouldn’t take too long? Yeah, right. That’s pretty much been my experience in education research. Today’s article is just one of those items.  A mere 4 page document..no worries. Not much can be gleaned from those pages..Boy, was I mistaken! Find out how no matter which way the wheel spins, the schools of America lose.

Everyday is a GREAT day to yank the CCSS ball right out from under the Machine’s feet.

A 2018 global education meeting. The goal? Another global declaration. As if we don’t have enough of those going around. However, look at the picture (below). This isn’t your every day global declaration, this is an EDUCATION declaration for globalization.

This particular Declaration reaffirmed the global takeover of education. But, wait, Lynne, the US pulled out of the UN and UNESCO (United Nations and United Nations Educational, Scientific, and Cultural Organization), so this won’t impact American education at all.

WRONG! American education is still 100% aligned to the UN’s SDGs (Sustainable Development Goals), no matter what small portions of the US government have ‘left’ the UN/UNESCO.

There’s more than enough evidence (here on my blog and other’s researched publications) to prove the US is still a UN member-state.

So what does the 2018 Brussels Declaration for Education state?

1) It reaffirms the call to transforming the world via education.
2) It decries the fact the global community is not on the 100% alignment track to the SDGs (Sustainable Development Goals), mainly #4: Quality Global Education for All
3) Pulls in the 2015 Incheon Declaration (where the WEF, World Education Forum adopted the ‘education for all by 2030’ agenda)
4) Sets out the Education for All by 2030 Framework for Action
5) The Framework is based off UN’s global regions consultations for SDG #4.
6) “Ensures inclusive and equitable quality education and promotes life-long learning opportunities for all.” (In spite of not being on track)
7) A reaffirmation to protect the UN’s declared ‘right to inclusive education’. This ‘right’ is a fundamental role in education AND training carried out by life-long learning and higher education.
8) Research on #7 is a key driver for Sustainable Development. Especially in climate change global adoption and mitigation (reducing the harm to the Earth).
9) Calls for a stronger collective effort for SDG #4.
10) Use formal and non-formal education to wipe out illiteracy.
11) Institute and strengthen legislation/policy/strategy so that all education and training is inclusive. Devote more funding to this end so that ‘no one is left behind’. (For example, in Congress HR 1453 seeks to align more energy activities between the US and the European Union)
12) Tied to #11, those efforts need to include crises and humanitarian efforts.
13) Commit to include migrants, displaced people, and refugees in the host nation’s education and training system. Recognize their ‘qualifications’ (aka: competencies and skills) and ensure these are in line with national and international education agreements.
14) Commit to gender responsive quality education and training, especially for females.
15) Commit to strengthen global citizenship education, especially for the SDGs. This will promote values (respect for life, dignity, cultural diversity) and will help bring social cohesion for democracy, peace, and social justice. It will also improve accountability in education as a ‘public good’.
16) Commits to an open/flexible and responsive education and training system which will support a broader range of kindergarten, secondary, and, college students (aka: early child to adulthood; ‘cradle to grave’; ‘life-long learning’; birth to death tracking) By doing this, global contributions for sustainability, peaceful, inclusive, and just societies will occur.
17) Engages global ‘decent work for all’, especially for rapidly changing labor markets.
18) Calls for public funding to increase for relevant PD (professional development) and continuous PD.
19) Stronger domestic resources and mobilization of these for international co-operation. Once this is set in place, solidarity and increased improvement of education can occur.

Warriors, that’s not all. If you look at the notes for all these items, you’ll find that politics and legislation are to ‘beef up’ host nations for these activities.

You’ll also see that teachers are to be elevated to some ‘god-like’ status.
You are sure to see the economic changes, as well as the social, political, and environmental changes which each host nation will have to bare.
Then, the increase in technology is a ‘given’. Add to that the ‘democratic and sustainable societies and lifestyles’. We’re really talking a total reconfiguration of our nation.

Education costs are to be placed at 4-6% of of host nation’s GDPs (Gross Domestic Products) and use 15-20% of all public funds (aka: taxes).

If you look at the United States GDP for 2018 ($21.trillion) and figure what 4-6% is, that anywhere between $860 billion and $1.29 trillion). The recent FY 2020 Presidential Budget request was $62 billion, just for American education. Fifteen to 20% of ALL US public funds? That’s outrageous!

P3s (Public private partnerships) are to be used to monitor and data track all the activities to ensure the plan is played out as this Declaration decrees.

Lastly, the Brussels Declaration reaffirms that education is a human right AND a public responsibility.

Warriors, was the United States involved in the Brussels 2018 meeting? Yes. In October of 2018, the US and other North American countries, as well as Europe, put together their progress notes and ‘advice’ for meeting SDG #4 by 2030. You can access that information here. The official “Outcome Statement” is a bit more concise. It was used in the Brussels meetings as well.

That information was then forwarded on and used at the Brussels meeting to help create the Declaration.

While I couldn’t easily identify (in the photos and videos section) any member of the US officials in attendance, some of the groups we are members of (World Bank, UNICEF, OECD) were there. Also, NGOs (Non governmental agencies) were in attendance, so it’s highly likely someone or some people from the US were there.

Closing:

Warriors, why am I bringing up a meeting from 3 months ago? Because one of the resources from that meeting will definitely impact America and its education. The GEM Report for 2019. AKA: Global Education Monitoring Report.

That Report is close to 440 pages. My next article will dive right into what those pages reveal. Trust me, you’ll need a break between this article and THAT one.

Why is it good to go over the GEM Report 2019 again (if you’ve already read it)? With the national immigration issues we are facing in 2019, it is imperative. Remember, the Brussels Declaration has stated legislation and public money will be used for SDG#4.

Also, because so much of this involves displaced people, immigration, and humanitarian efforts, this will be ‘visited’ on ALL educational choices due to the fact it’s being implemented community wide! What will this do to our rights? Our Constitution? Rather than ask me what to do, ask those who are your authorities.

Blurred Lines

Anti Fed Ed Warriors, no doubt the headlines are causing your heads to feel like ‘Holy cow! When will this end?’ I totally understand. While D.C. is ‘rocking’ and Hollywood is ‘knocking’, there IS a lot happening.

However, as we’ve seen before, distractions of these kinds usually play out while the ‘real story’ is muted somewhere in the background.

Warriors, it’s blurring lines. Lines of truth; lines of communication; and, lines of information.

So, has the ‘real story’ already happened and we don’t know it? It’s possible. It’s also possible the timing isn’t right.

Here’s one ‘story’ I think may be PART of the D.C. reality being buried by the headlines.

Blurring Education Lines:

Flashback to 2017, Supreme Court’s ruling for Trinity Lutheran Church (Columbia, MO) vs Comer (MO’s Director for the MO Dept. of Natural Resources).

Warriors, the Church had a preschool and a day care center. At that time the Center did carry the Church’s name but was a separate entity. Then, the Center and Church merged. The Center was now on Church property. The Center’s ‘non profit’ status stayed with the Center, even on Church grounds. When the Center wanted to upgrade their playground, they applied for a grant given by the MO Dept. of Natural Resources. The Center was denied because it was not just a Center, but a Church. The Church (and the Center) sued in Federal Court. The Center/Church claimed its freedom of expression (under the First Amendment) had been violated. The Dept. of Nat’l Resources had a strict policy that churches didn’t qualify for the type of grants being offered (based on MO law that no government aid for funding could go to any religious group or church).

If you want to learn HOW it ended up in the U.S. Supreme Court, you can read the 55 page syllabus, here. How did the case end?
“The Court today reaffirms that “denying a generally available benefit solely on account of religious identity imposes a penalty on the free exercise of religion that can be justified,” if at all, “only by a state interest ‘of the highest order.’”

March 2019, DeVos’s Lines:

On March 11, 2019, the U.S. Dept. of Education released this news (added emphasis is mine):

(*Notes: a: The 2010 Congressional Concerns will cite religious funding issues on Pages 5 and 6. b) Back in 2015, I exposed CAPE’s ties to the CCSS Machine, so it’s really NOT that surprising Sec. DeVos was speaking to them. Appearances like that help blur lines frequently. c) CAPE did publish a document explaining how ESSA was their ‘friend’. Religious groups will be able to use Title One funds for services, under ESSA.

The Hill’s article on DeVos’s lines at CAPE, share that she will amend, stop, or look over existing religious education funding and eligibility programs. The article also ties into her family’s ties to Hillsdale College (where they support K-12 charters as public-private choices). Higher education will also be lumped into the religious relaxing of lines.

So what’s the REAL Story? By blurring these lines, the federal government will use the ‘school choice’ tax credits and/or ESAs (education savings accounts) to have free access to religious based schools. This will also bring in federal overreach and alignment BY being allowed into the religious schools at ALL levels. It means that whatever freedom your religious school offers will now be compromised!

HOWEVER, the OTHER, untold part of the story is this, by Christian based groups claiming their 1st Amendment rights need to be upheld, so do all those other groups considered to be religions. For example, the Church of  Satan fought for AND won it’s First Amendment rights to be included in education.

This also brings up Muslim faith based groups. What if you don’t want Sharia practices in education? Too bad, under this ‘relaxation’, the door is now open. What about those Post-Modern or Marxist based religions? These too.

So, by relaxing your education stance for one group, means EVERY group considered BY The Dept. of Defense, The IRS, etc., can be lumped in as well. In 2017, the U.S. Dept. of Defense announced that the list of federally recognized religious groups in the US was around 221. (*Note: The IRS, the Dept. of Defense and several other U.S. federal agencies overreach into education due to the CCSS Machine and violations of the U.S. Constitution.)

Topping the list, at least in the Hill article, Humanism. Earth-based worship was also pointed out in the article.

Warriors, this openly blurs the lines so that all the UN’s SDGs (United Nations Sustainable Development Goals) earth-based, humanistic views are more accessible and easily embedded! Warriors, look at what the U.S. State Dept (or Dept of the State) has in place for religious activities:

Almost reading like the State Dept’s Plan is straight from the pages of the UN, the National Strategy is another open line for globalism. The underlying story here, is that religion will be watered down and homogenized so that everyone will be ‘at peace’.

So, why would a seemingly ‘righteous line’ carried by Sec. DeVos cause us pause?
DeVos has proven she is a globalism disciple repeatedly. By using education as a bully pulpit to align American education to the UN’s workforce based ‘birth to death’ treadmill of ‘lifelong learning’ is not only egregious or unpatriotic, it’s criminal!!!


Blurred Lines for Title 9:

This 2019 relaxation DeVos is carrying out will not only impact Title One funding, but Title 9. In 2018, Real Clear Education stated that religious exemptions in the funding were all but left out of the headlines.
How will this impact private religious schools? Federal funding. Warriors, if we’re going to see one side of the line protest about separation of church and state, WHY are private religious schools taking federal funds?! ESSA/Immigration Blurred Lines in Education:

Long before DeVos uttered her 2019 edict for blurring lines, plenty of intersection was going on between church and state, in education.

In 2017, I gave you an update on CAPE and the blurred lines between State Social Services and churches. In response to that article, came this one where it was pointed out the federal government funnels refugee and immigration funds through churches AND it’s used in educational classes.

After ESSA was passed, I warned you of the passages and mandates that would overreach into religious education.
The mental health overreaches will include faith based groups.
How private education of EVERY type (including homeschools) would be assimilated.

Bring Up This Line With Your Pastors:

Warriors, in 2018, I challenged Pastor and every American who cares about preserving our religious freedoms with some hard hitting questions. Where will they draw the line as shepherds when it comes to their flocks and the overreaches into education? The CCSS Machine has already crossed the line into the church’s territory. The question is what will the American church do to throw the Machine back over that line?

NC’s Brain Freeze

My fellow Warriors, sometimes in research for educratic BS (or related ties), you find something so ridiculous, it’s hard to pass it up.

Warriors, believe it or not, NC (the State where I reside) sends out a weekly email with the week in review for education bills in our General Assembly. So imagine my surprise when I see NC HB 30.

The purpose? To declare an official State Frozen Treat.

My friends, how woeful it seems; all this time, the taxpayers have been denied an OFFICIAL dessert of a frozen variety.

Go ahead, laugh. I certainly did. All the things which need legislation AND this comes up in education related business? Let’s see what we can find hiding in the freezer….

First, A Fun Fact:

Did you know July is National Ice Cream month? The International Dairy Foods Association (IDFA) established that and President Reagan declared it back in 1984. We’ll come back for a second scoop on information about IDFA in a bit.

NC Has A ‘Problem’?

Warriors, Rep. Torbett is a 5 term Representative. According to VoteSmart, his campaign funding can be tied to a few CCSS Machine member groups in NC. The NC Chamber of Commerce, Wells Fargo, Blue Cross/Blue Shield, American Airlines, General Motors, and, Duke Energy name just a few.

Ironically the NC Dental Association also helped fund Rep. Torbett’s last campaign. I’m truly hoping the NC dentists will be ready for all those brain frozen patients when it comes time for filling cavities. (The NC Dental Assoc. is part of the American Dental Assoc. which has evidence that ice cream alone adds 6.5% more sugar to your diet and therefore can cause tooth decay.)

If you look at the Committee assignments for Mr. Torbett you’ll not see any farmers or dairy councils. He is the Vice Chair for the NC House Appropriations, though. 

Warriors, before we go further back in the ‘freezer’, go back and look at HB 30’s text.

Ice cream contributes $39 billion to the US economy but only employs roughly 200,000 people? Somebody’s sure ‘double dipping’. (Gee, could it be a brain freeze AND Common Core math-itis?)

Warriors, if you are wondering where Rep. Torbett got the $39 billion figure, it is right off the IDFA’s website for National Dairy Month. So here’s a question, since this is a State specific bill WHY the national figures?

Why not use the NC economic figures and job numbers? By the way, if you want local dairy economic figures and jobs created, the IDFA has a mobile app you can use.

You’ll see bioengineered food, NAFTA (which can be tied back to WIOA (Workforce Innovation and Opportunity Act), the (Science, Technology, Engineering, and, Math) STEM Act of 2015, HEA (Higher Education Act), and ESSA (Every Student Succeeds Act), and a few more ‘sprinkles’.

If you look at a recent IDFA Press Release you’ll see an international sweetener conference was held in FL. Among the topics: the US-Mexico-Canada (USMCA) Trade Agreement. This will also tie back to ESSA and its aligned workforce education track. If you didn’t know it the USMCA replaced NAFTA.

Warriors, just yesterday, I exposed a huge UN-led grab via STEM for our farmers. One of the biggest connectors was the FAO of the UN (Food and Agriculture Organization of the UN). Now, take into consideration that not only are the farmers getting the indoctrination, the students in schools are. Most especially that going vegan will cut down climate change.

How can you go vegan when you’re eating ice cream made from cow’s milk?! How will States like NC, agriculture based, have a thriving economy or all those jobs, if you wipe out dairy and livestock?

What do you do with the cows? Tax the farmers on the cow’s methane like CA?! In 2016, Gov. Jerry Brown certainly sold the ‘global warming’ via tooting cows. In late 2018, the regulations took place state-wide.
Sadly, this is a grab to mandate what farmers feed their cows. How about this, just good ole plain grass. It’s how God made them have the capability to produce milk.

No telling how long it will be before idiotic legislation like this comes to NC, after all, there are plenty of cows here, too!
Also, think about it, since taxing folks with gassy bovines has begun, what about those who eat dairy products and produce similar results?

I can tell you that NC has a methane recapture program going to help create renewable energy. 

The Cherry On Top For NC:

Warriors, why would a seemingly silly bill about declaring ice cream as the official NC frozen treat lead us down so many twists and turns? Because, as we’ve learned time and time again, the CCSS  Machine will take the simplest joys in education and dumb them down, while gushing how ‘sweet it is’.

So, what’s the real ‘cherry on top’ for NC via HB 30? It’s not the endorsement of good times or summer fun, it’s helping set up a dairy assembly line of worker drones for NC jobs and the NC/national economy.

Look at what NC’s got in its Career Clusters for CTE (Career Tech Education):

Warriors, if you’ve not seen the 2018 Career Clusters Guide, look at NC’s. It’s broken down over 120 pages and has a one-track-so-you-can-learn-to-earn system.

**Look at the ‘school choices’ involved in Career Clusters! This is further proof ‘choice’ is a fallacy of what’s learned in schools. It’s all the same for the same results!**

So, why did Rep. Torbett sponsor such a frivolous bill as HB 30? I’ve no proof of ‘why’, but I can show you why I believe he did:

Warriors, there you have it, one sour dish of alignment. When will our legislators skip the ‘sweet’ deceptions of globalism and bring America back? As you can see it is absolutely fruitless to say it’s all one major political party’s mess.

So, now we can all see why little ole HB 30 was in an educational email.
How many of us want to bet the only connection most folks make between ice cream and education is that the school cafeteria may serve it for dessert.

Anti Fed Ed Warriors, As we’ve known for a while now, the HEA (Higher Education Act) is up for a re-authorization. Frankly, it’s been up for a total re-authorization since 2008, the last time it was recycled. Since 2008, the HEA has been renewed. Meaning the funding to keep HEA has been updated.

With the updates in funds between then and now, little changes have been made here and there to keep up with the embedded unity between HEA, ESSA (Every Student Succeeds Act), WIOA (Workforce Innovation and Opportunity Act), STEM Act of 2015 (Science, Technology, Engineering, and Math), and all that connects this ‘unholy quad’ of federal overreach.

Warriors, we’ve also heard several times since the CCSS Machine first started grinding away, that HEA is the last link in the chain to mandate (from the feds, down) workforce based education from cradle to grave. We also know Sen. Lamar Alexander swore as soon as ESSA passed into law (late 2015) that HEA was next on his radar.

The 115th Congressional Session did come very close to passing a new version of the HEA, both versions were stuck in their respective Committees and expired when the 116th Congressional Session was sworn in.

Both the PROSPER Bill (HR 4508 called Promoting Real Opportunity, Success, and Prosperity through Education Reform) and S 615, HIEA (Higher Innovation Education Act) have been laid to rest..so far.

It’s been said that before Sen. Alexander retired HEA would be be passed. He retires in 2020.

How do I know HR 4508 and S 615 have been retired?
According to the unidentified male clerk in
Rep. Virginia Foxx’s office, HR 4508 will not be coming back in that same form. When I asked if Rep. Foxx had plans of re-introducing it (since it was ‘her’ bill in the first place), I got told there was no news on that. If there was, I’d get a letter, as in a ‘snail mail’ letter.

In the Senate, no mention whatsoever of S 615 can be seen from the current Session. So, we’ll have to wait, right? Not so fast, Warriors! (*Note: If you have an leads on re-introductions of these massive bills, please, share them! Thank you)

While I haven’t found current legislation to re-authorize the ENTIRE HEA, I have found several bills which AMEND it.

There are several, and we’re just in the first part of the 116th’s Session.

HR 792 (Opportunities for Success) will amend the HEA’s Section 441. That section focuses on federal work study programs as well as complete ‘other purposes’. (*Note: as we’ve learned together, ‘other purposes’ is a phrase DC uses to cover their backsides when hiding things they don’t want us to discover.) Staring at $1.5 billion for FY 2020 (and increasing thereafter), HR 792 expands both the opportunity for ‘work based learning’ as well as the definition of what ‘work based learning’ is. Bottom line: blurs the lines between education and labor for streamlined workforce education.

HR 1153 amends HEA for ELLs (English Language Learners)
**As of this article no Bill text is available. 
The summary states it directs Sec. DeVos to award grants to higher education institutions to teach English.

HR 1161 amends HEA for clearer, more concise federal student loan information.
**As of this article no Bill text is available. The summary does state the nebulous ‘other purposes’ is in this Bill.

HR 625 (PROPEL Act, Professional Pell Education Learning Act) amends HEA (Section 401) to expand who can qualify for Pell Grants for certain trade schools. The ‘certain’ trade schools will be those which either teach skill based trades, flight schools, apprenticeships, and on-the-job training which can be completed in less than 15 weeks, 16 semester hours, 24 quarter hours or 600 clock hours. These schools don’t have to be accredited by a nationally recognized association. Bottom line: do we really want barely qualified pilots or other trades? Why are we fast tracking our students of all ages?

S 416 amends the HEA so that those with special circumstances can qualify federal student aid.
**As of this article no Bill text is available.

HR 640 (Student Simplification Aid Act) amends not only the HEA, but IRS Code as well. This will open up the data collection/sharing even moreso than at current rate, between the IRS and the U.S. Dept. of Education. This type of increase can best be described as ‘student data rape’.
Bottom line: any contractor, sub-contractor, federal agency, cooperative partner has access to not only  student data but family data.

S 468 amends Title II of the HEA (Professional Development) for ‘quality enhancement’.
**As of this article no Bill text is available.

S234/HR 811 (identical sister bills) (Transparency in Student Lending Act) amends the HEA for financial disclosure rates.
Bottom line: with student debt so high will rates continue to increase at the fed’s control?

S 379 amends the IRS Code for 529 Accounts to include new higher education credentialing.
**As of this article there is no Bill text for this.

HR 786 amends the Mineral Leasing Act to use federal funds in K-12 and public higher education.
Bottom line: federal funds sent to States to ‘supplement’ education is unconstitutional.

HR 653 (Expanding Access to the Workforce through Dual Enrollment Act of 2019) This Bill will establish or expand programs for CTE (Career Tech Education) where bridges between secondary and post-secondary schools. Also known as dual enrollment or concurrent enrollment as well as ‘other purposes’.
Bottom line: Each eligible school/institution will receive up to $1 million dollars for aligning academics to workforce based education.

S 532/HR 1229 (identical sister bills)amends the HEA for teacher loan forgiveness in connection with the Armed Forces and ‘other purposes’.
**As of this article no Bill text is available.

HR 662 (REACH Act), Report and Educate About Campus Hazing amends the HEA and provides for ‘other purposes’. This Bill defines what ‘hazing’ is; will involve partnerships between campuses and police enforcement; requires on-campus education.
**Bottom line: What group will be providing the education? What, if any, slant will be included? How much funding will be earmarked?

HR 65 (Enhancing Educational Opportunities for Home School Students Act) amends the IRS Code to expand what expenses 529 Accounts will cover.
**Bottom line: not only will K-12 expenses be included, but dual enrollment and some higher education items. (*Note: a related bill, HR 1084, Section 301, expands 529 accounts.)

S220 (529 Expansion and Modernization Act) this Bill will amend the 1986 IRS Code (as does HR 1084) covering 529 accounts for the costs of apprenticeships, early education, and related items.
**Bottom line: this is one of the first pieces of federal legislation I’ve seen where the cradle to grave system connects to money. Apprenticeships fall under CTE, Career Tech Education and tie to U.S. Labor. Early ed ties to U.S. Education. Another sign of a merger?

HR 778 (Educational Freedom Accounts) this Bill is for the District of Columbia to expand ‘school choice’. Eligible students must be enrolled in public school (including charters, excluding homeschooling).
**Bottom line: this Bill extends the ‘freedom’ of choice all the way to higher education, includes tutoring, and other types of services. Why is a NC Representative sponsoring this?

HR 334 (New Collar Jobs Act) will increase education for cyberspace jobs and ‘other purposes’. Amends the IRS Code of 1986 to increase employer contributions. Amends HEA for student loan repayments. Will definitely tie to STEM funds, jobs, and education.
**Bottom line: creates a CyberCorps scholarship for service program & increases federal cybersecurity contracts. This reeks of glorified ‘indentured servitude’, does it not?

HR 1094 (World Language  Advancement and Readiness Act) will find the U.S. Dept. of Defense, the National Intelligence Agency, and, the U.S. Dept. of Education in partnership. Defense will offer competitive grants to States to increase world languages in K-12th grades. So that in higher education, world readiness isn’t such a hassle. 
**Bottom line: portions of the federal footprint in education will shift to Defense funding. The global readiness is geared for the economy, not education. This Bill should die quickly, but has many co-sponsors (main sponsor is from NC).

HR 399 (PATH Act, Pre-Apprenticeships To Hardhats Act) puts U.S. Labor in charge of developing paths for low-income and rural populations for CTE education, P3s (public private partnerships), and extend from K-12 to veterans.
**Bottom line: portions of the federal footprint in education will shift to Labor funding via competitive grants to States. Will allow for curriculum to shift to employer based needs, not academic prowess.

S 275/HR 898 (Skills Investment Act) (identical sister bills) will amend the IRS Code of 1986 for ‘lifelong learning accounts’. Will codify the change via switching from “Coverdell Education Savings Accounts” to “Coverdell Lifelong Learning” Accounts. Will instantly convert existing ESAs to lifelong learning ones.
**Bottom line: the ‘follow the money’ follows the child for two reasons, a) data rape and b) career tracking. This system is based on the pay-as-you-go and is unconstitutional!

HR 827 (AI Jobs Act) lumps in ‘background summary’ in the long title of this Bill. “AI” is short for ‘Artificial Intelligence’. U.S. Labor will head up the collaborative effort to streamline data rape for workforce needs and then strain it all through education. Will encompass STEM education, workforce, and economy. This Bill will use community colleges as the ‘tool of choice’ for much of the alignment (thus amending the HEA).
**Bottom line: this will train us for those 21st century jobs as well as track us to no end. Seeing how the federal government defines AI is truly spooky and shouldn’t be glossed over.

Okay, Warriors, there you have it, the list of HEA amendments which prove out a few things:
a) Many federal agencies have overreached (and will get to continue that process) into education to bastardize it.
b) Look how few actually have anything to do will ‘real’ education and everything to do with trained minions.
c) The global UN led STEM is woven into our education, funding, jobs, economy, and finally ourselves. Just like it was forecast back in 2010.
d) Do you see the ‘choice’ bastardization via those ESAs (education savings accounts)? If ever anyone needed proof these accounts are 100% bogus, these Bills should do the trick.
e) Our legislators are not hiding the global economy or workforce agenda at all. With the blatant use of ‘lifelong learning’, it gives total credence and support to the OECD’s (Organization of Economic Cooperation and Development) rhetoric.

Warriors, the OECD is in cooperation with the UN and the US is in membership of BOTH.
