The Other “Dear Colleague” Letter

Warriors, as you know, it takes dedicated teamwork to to what we do everyday. Finding information and then sharing it to help each other in our War Vs. the Core.

In the past, we’ve heard lots about this U.S. Dept. of Ed’s “Dear Colleague” Letter. The Letter was to dispel and discourage bullying, however, it was a distinct overrstep of control by the U.S. Dept. of Ed.

The U.S. Dept. of Education, uses many “Dear Colleague” letters to create the illusion of more power and authority. Think of it as intimidation. The U.S. Dept. of Education  takes guidelines and treats them as federally approved legislation they must carry out.

So, when an avid anti CCSS Warrior shared this ‘new’ “Dear Colleague” Letter, I knew I had to share it with you. Below is a screen shot of it.

In the shot you see the question ‘Where are they now, in 2017?’ If you missed when I first exposed S3271, HR5587, and the others, click here. I’ll give an update later in this article.

Right now, let’s look at this 2016 Colleague Letter to promote CTE (Career Tech Education).

1): CTE (Career Tech Education) is part of the streamlined birth to grave educational shift for a skilled workforce.
2): Look at the federal level partnership! Not only to we have an illegally based U.S. Dept. of Education, but we now have it partnering with several other federal departments!
This isn’t a new partnership, however, some time ago, I shared with you a workforce education graphic where it laid out all the different federal agencies where student data flowed freely. In case you missed it, look below:

While the 9 federal levels are easy to spot, look at the variety of other agencies which are not easy to identify as connected.

(*Note: The Bills, HR5 and S1177, were combined to become what we now know as ESSA, Every Student Succeeds Act.)

3) In 2012, the U.S. Dept. of Education joined forces with the U.S. Dept. of Labor and the U.S. Dept. of Health and Human Services to create a federal partnership. Here’s an excerpt, ” issued a letter of joint commitment to promote the use of career pathways to assist youth and adults with acquiring marketable skills and industry-recognized credentials through better alignment of education, training and employment, and human and social services among public agencies and with employers.” (*Note: I give you a detailed historical timeline of the joint efforts of the U.S. Dept. of Education and the U.S. Dept. of Labor here.)

4) In 2013, the U.S. Dept. of Transportation joined those in #3 to support CTE.

5) In 2014, (then) Secretary of the U.S. Dept. of Labor, Tom Perez, launched a “Skills Working Group” for the Obama Administration. The Group was to push the Administration’s “Job-Driven Training Initiative”.

Group member agencies/departments/offices:  White House National Economic Council, the Office of Management and Budget, and thirteen Federal agencies, including: the U. S. Departments of Agriculture, Commerce, Defense, Education, Energy, Health and Human Services, Housing and Urban Development, Interior, Justice, Labor, the Social Security Administration, Transportation, and Veterans Affairs. The Working Group coordinates activities across these various agencies, including efforts to ensure that career pathways are available to all individuals, especially our nation’s low-skilled youth and adults, many of whom are already in the workplace.”

6) This powerhouse Partnership expanded the federal role in education, especially for workforce development. As the Letter puts it, the expansion was (and continues to be) to help the States carry out CTE. Look below:

The Tool Kits:

Each of the 13 federal agencies will have ‘CTE Tool Kits’ of some form.

The U.S. Dept. of Labor’s is 147 pages long and includes 6 elements for creating more CTE in your State. From the Preface of the document, “The primary audience for this Toolkit is staff who work at the state level representing one of the core partners required to develop a Workforce Innovation and Opportunity Act (WIOA) Unified Plan. The core partners include the State Workforce Agency, the State Adult Education Agency, and the State Vocational Rehabilitation Agency overseeing Title I, II, III and IV of WIOA.” Other agencies and people will be added as plans grow. 

The U.S. Dept. of Education’s is only 94 pages and was published in 2015. “Jobs for the Future” produced Ed’s Tool Kit. JFF (Jobs for the Future) is tied to the Gates Foundation, the  Casey Foundation, the Kellogg Foundation, and others. JFF’s Media Sources include a road map of federal funds your State can access for ‘cradle to career’  CTE alignment. (Find out more)

The U.S. Health and Human Services offer all kings of Grants to promote CTE, such as TANF (Temporary Assistance for Needy Families). I’ve written about this before. What is new information is that HHS also offers HPOGs for CTE expansion in your State.(Health Profession Opportunity Grants) (*Note: in the highlighted link above, you will find a Congressional Bill introduced in 2016 specifically for expanding CTE in the health care professions for rural areas.)

Over at the U.S. Dept. of Transportation, their CTE Tool Kit (85 pages long) has expansion plans for the next 10 years, at least 30,000 new jobs, and a whole lot of data mining for everyone.

The Career Pathways Exchange  is a free CTE information hub. According to the CTE “Colleague” Letter, the Exchange is a trio (Ed/Labor/Energy) supported resource. However, if you go to the Exchange’s website, you’ll see who/what inspired the project.
Vice President Biden’s jobs report (2014), Page 69 states ED will launch the Career Pathways Exchange, an online information dissemination service that will give all states and interested stakeholders access to resources and guidance to develop, expand, and strengthen their career pathways systems. ED will work with 14 states to provide intensive, customized technical assistance, tools, and coaching to make their education and training systems easier to navigate.” (*Notes: a) VP Biden was a huge supporter for CTE during his term of service. b) the former First Lady and the VP’s wife also helped drum up lots of CTE support. Find that on Page 18 of Mr. Biden’s Report. c) ICYMI: Biden’s articles where I exposed his CTE work supported by some American Unions.)

So Where Are Those CTE Bills Now?

Earlier, an update was promised for you on HR 5587 (will increase CTE nationwide), the ‘sister’ Senate Bill, S3271; S 3190 (will increase CTE in health care); and the worst of the CTE Bills, S3174 (LADDER Act; will create a new executive branch protected and separate Council) for a National Workforce Plan.

HR5587, passed the U.S. House of Representatives and was sent to the U.S. Senate in Sept. 2016. It remains to be acted further upon.

S3271, S3190, and, S3174
are all in the HELP Committee’s (Health, Education, Labor, and Pensions Committee) hands. While I could not find any recent action on these 3, we must stay alert about these. Each will continue to codify illegally based federal overreach in education as well as increase the size of our government.

While these Bills appear to be dormant, remember several other Bills throughout history have also been dormant, only to be resurrected and sprung upon We the People. We must be watchful of these, especially considering the current Administration’s push for creating jobs, school choice, and, a VP who is considered a CTE champion by his peers. The Road Ahead

To my fellow anti Fed Ed Warriors, we find that February 2017 is winding down. It’s been a busy month for us. We’ve seen education history made, we’ve uncovered new evidence that our American education is disappearing into the global landscape, and we are about to see what OTHER moves our U.S. Congress is making to continue its ‘Educated Workforce’  shift via CTE, Career Tech Education, CP, Career Pathways, STEM (Science, Technology, Engineering, and Math), and CC (Career Clusters).

We’ve Seen The Road Behind Us, What’s Ahead?

Currently, Warriors, Congress has several Workforce/Education Bills which have been introduced. From this group, most are in Committees. Below, the most concerning.

HR 52, “Earn While You Learn” or “Jobs, On-the-Job  ‘Earn While You Learn’ Training, and Apprenticeships for African-American Young Men Act”.  This Bill targets the African American male population (ages 18 to 39) while rebuilding America’s infrastructure. HR 52 will bring in skill based apprenticeships. The CCSS Machine also includes apprenticeships. Many of America’s Labor Unions are also named in this Bill.
Labor Unions have strong ties with the U.S. Dept. of Labor. Some of them also support Common Core. During the previous Administration’s term, CTE, The Dept. of Labor, and some specific Unions joined forces for aligning education to workforce needs. 

HR56, “America RISING” or “America Realizing the Informational Skills and Initiative of New Graduates Act of 2017”, will strengthen STEM in the workforce. You won’t see STEM as it is written, but you will see the components of it. Here’s an excerpt,  “Enabling recent college graduates to obtain employment with small businesses benefits the national economy by providing such businesses the human capital and technical expertise needed to compete and win in the global economy of the 21st century.”
You also need to know the ‘tag team’ of the U.S. Departments of Labor/Education will work together to make this Bill a reality.

S144, “Promise Zone Job Creation Act of 2017”, this Bill amends an IRS tax code to pave the way for creating more Promise Zone Neighborhoods. Several of the federal agencies already in the CCSS Machine’s grasp are involved in the designation of where new Promise Zones will be. This means data tracking, mining, and sharing; it means aligned education for workforce needs; and, manipulating communities. Promise Zones were codified as federal law when ESSA (Every Student Succeeds Act was passed.) If you missed my article tying Promise Zones to more than ESSA, find it here.

Road Trip to President’s Desk:

H.R.321“Inspiring the Next Space Pioneers, Innovators, Researchers, and Explorers  Women Act” or “INSPIRE Act” is on its way to becoming a federal law. It also has a sister Senate Bill, S42. These two Bills target women as well as young boys and girls for STEM, espcially with NASA. If you are not sure how NASA is sold out to Common Core , see this.

Future Road Trip Stops:

HR280, amends the WIOA of 2014 (Workforce Innovation and Opportunity Act) and supposedly will help dislocated workers find new jobs or start a small business. Why this bears watching: a) what part of taxpayer funds will be used for education/training and b) what part of the ‘consulting’ to take place will use data tracking/mining. If you missed how WIOA, ESSA, and Higher Education Act (HEA) are intertwined, look here.

HR159, if you have anyone interested in zoology, veterinarians, or wildlife study as an early college, college, graduate or higher education degree, you’ll want to see how they will be ‘encouraged’ to strengthen the workforce. The Depts. of Interior, Education, and Labor are connected to this Bill.

HR49, this Bill would create jobs while tapping into America’s natural oil and gas supply in Alaska. As we know, many Alaskans are Native Americans. Much of Alaska is also protected land via the U.S. National Parks. This Bill combines the Bureau of Indian Affairs, the Dept. of the Interior, the Dept. of Labor, and the U.S. Fish and Wildlife. Anytime you see ‘job creation’ remember that education/skill based workforce will be in the mix somewhere. No exceptions. If you missed how the Native Americans have been ensnared in the CCSS Machine, find that here. (HR228 is closely related. Called the “Indian Employment, Training and Related Services Consolidation Act of 2017”, it amends a 1992 version. Education for workforce is included. The Senate has a sister bill.)

HR353 (weather/science, STEM workforce)
S129 (Sea Colleges/oceans, STEM workforce)
HR533 (creates jobs/sets corporate income tax rates based off OECD, Organisation for Economic Co-operation and Development information; watch for public/private partnerships for education/jobs)
HR272 (Amends Title 20 of the Social Security Act for grants to create jobs. Also involves education. The Depts. of Labor, Commerce, and Education are cited)
HR338 (creates 21st Century  jobs for manufacturing and energy. Educated, skill based workers are the target results)
HR419 allows for manufacturing businesses which help pay for education/training to have tax credits)
HR150 (amends the Immigration and Nationality Act to have skilled/specialized temporary workers.Ironically it is called the “Protect and Grow American Jobs Act”)
HR758 (targets U.S. Veterans for career transitions. Veterans and their educational funds are tied into Perkins Funding which is what CTE is also tied to in post-secondary institutions)
HR328 (also targets our U.S. Service men and women. This one will steer them toward STEM via renewable energy jobs)

Closing:

Warriors, time and time again,  we’ve connected the CCSS Machine to the UN/UNESCO shift toward global education. A big component of global education is STEM. STEM wraps up the UN’s Sustainable Development Goals rather ‘nicely’.

As I look back on the above Bills, I see a host of STEM, CTE, and a sad road of aligned education for workforce based drudgery for our nation.

Anti CCSS Warriors, you’ve read the stories, culled the Congressional Reports. You know this ‘War Against Common Core’ is NOT over yet.  However, today, we’ll take a look at the 17 who stood strong in the Senate against not only their peers, but the CCSS Machine. I’d like to preface my article, I am NOT endorsing any political candidate publicly. My focus isn’t on the campaigns of any of the 17 Senators. Are these 17 tied to Common Core in any way? Let’s find out.
The Nay Sayers:

While each of the following said ‘no’ July 16th, will they remain nay sayers? We’ll need to continue to hold them accountable. Especially when you discover more about their education stances.
Blunt: MO, voted ‘no’ to S1177, As a member of the Appropriations Committee, Sen. Blunt gets to help decide where our taxpayer’s money is spent. One such benefactor? The U.S. Dept. of Education. See: http://www.blunt.senate.gov/public/index.cfm/committee-assignments I didn’t find a press release following his ‘no’ to ECAA on his website. However, I did find that his stance on job growth may be of concern, therefore watching how he continues to vote where education is concerned. See: http://www.blunt.senate.gov/public/index.cfm/grow-jobs-and-opportunity Note the phrase ‘shovel ready’ and Missouri’s community colleges. As we’ve discovered, community colleges are entrapped in the CCSS/CTE pipeline for education.
Booker: NJ, voted ‘no’ to S1177, HIs statement following his vote, revealed his dissatisfaction with Title One funding. See: http://www.booker.senate.gov/?p=press_release&id=281 That said, Sen. Booker’s involvement in a trained workforce is worthy of not only our concern, but our voice. Sen. Booker has teamed up with Sen. Scott (see below) in LEAP, Leveraging and Energizing America’s Apprenticeship Program Act. Why would a CCSS Warrior need to be concerned? I’ve published a detailed article previously detailing how the Apprenticeship program in America is CCSS, CTE aligned.

Crapo: ID, voted ‘no’ to S1177, If you don’t know his stance on education, you should. While he’s a big supporter of public education, he desires more local control. That said, he also shares that the federal role in education is helpful. Anti CC Warriors, I’m curious, do Congress members receive a ‘Know your Constitution’ exam before being sworn in? If not, maybe they should. As per our 10th Amendment, there is to be NO federal role in education. See Sen. Crapo’s educational stance:

Cruz: TX,  voted ‘no’ to S1177, Sen. Cruz’s vote was consistent with his education stance as an opposer of CCSS. His statement following that vote said ECAA missed the mark. See:

As you’ll see with some of the other Senators, Cruz serves of the Joint Economic Committee and others. Commerce is among them. Knowing how big business has its hands all over education, I’m sure we’ll need to watch to see how this is handled.
Daines: MT, voted ‘no’ to S1177, His amendment, SAFE Kids, is said to protect student data privacy, however, in looking at the website detailing this amendment, several CCSS Machine members are supportive. This should be a huge concern to us, as opposed to Common Core! Flake: AZ, voted ‘no’ to S1177, While some of his amendments were included in ECAA (Every Child Achieves Act), he couldn’t support some of the other components of the bill. See: http://www.flake.senate.gov/public/index.cfm/press-releases?ID=dfad8ae1-0422-49b6-9ae1-68181f4053b9 However, his amendments were for charter school authority and early learning alignment are very concerning to anti CC Warriors. Why? As I’ve shared with you before, many overseeing charter schools are part of the CCSS Machine. Early learning alignment? No! Absolutely not! Lee: UT, voted ‘no’ to S1177, His press release statement following that vote stated it was because the bill expands the U.S. Dept. of Education, increases early education overhaul,and more. He has even asked for America’s help. Anti CCSS Warriors, if you’re concerned about Sen. Lamar Alexander’s push for aligning as much as he can of education from birth to post grad, perhaps you’d like to help Sen. Lee’s writing of legislation. Moran: KS, voted ‘no’ to S1177, A fan of CTE (career and technical education) is a big cause of concern for those of us opposed to the CCSS Machine. We now very well by now, that CTE is in every state of the United States, no matter if your state ‘adopted’ CCSS or not.

There are other statements in his education view point which are concerning to us as anti CCSS Warriors. For example, the states and accountability facing us in a re-authorized ESEA. Paul is a member of the HELP (Health, Education, Labor, and Pension) Committee. HELP was key in S1177’s existence.
Risch: ID, voted ‘no’ to S1177, His statement on education is brief, but to the anti CC Warrior, says a lot. For example, his stance on the role of the federal government in education is one of concern. How so? He believes the federal government should have a role in education. Warriors, does no one remember that federal government, per the U.S. Constitution, shouldn’t have ANY role in education?! Rubio: FL, voted ‘no’ to S1177, There’s not a message on his website concerning his vote that I could find. His blog has no entry for 7/16/15, either. However, I did find he serves on several committees that are directly related to education (technology, for example). His bio page on his website can serve as alert to his stance on higher education (as in making it affordable). Then, there’s the concern for the ‘global economy’. Why are these areas to hold him accountable? Sen. Alexander’s statement concerning the Higher Education Act was next on his list is a great reason. Sasse: NE, voted ‘no’ to S1177, I cannot find any sort of press release after the vote. His website does not share any education view points that I can find. However, he does serve on the U.S. Joint Economic Committee. Since the CCSS Machine has a huge goal for the economic status of the U.S. A., I’d say we most definitely need to find out more about Sen Sasse’s view of education. See his website:

Scott: SC, voted ‘no’ to S1177, because he didn’t feel the bill was good enough. Scott’s been key to the Workforce Innovation and Opportunity Act of 2014 and other ‘opportunities’ for aligned education and labor. WIOA embedded CCSS aligned Career Pathways at least 21 times. Shelby: AL, voted ‘no’ to S1177, according to his website, he serves on at least 2 committees where funding occurs. Vitter: LA, voted ‘no’ to S1177, due to his stance against CCSS, assessments, privacy violatons (see his education stance on his website page: http://www.vitter.senate.gov/issues/education However, he supports school choice and charter schools (which CCSS is using both of these  to distort education) and is supportive of 21st Century job preparation for students.
Warren: MA, voted ‘no’ to S1177,  due to dissatisfaction over the funding for schools.See Her statement on her website,  http://www.warren.senate.gov/?p=committees(scroll down, look to the right) She’s also friendly towards post secondary alignment efforts. She’s a member of the HELP Committee (Health, Education, Labor, and Pensions). HELP has been extremely involved in re-writing ESEA.

Actions We Should Take:

1) Continue to watch Congress for how voting goes.
2) Continue to interact with Congress where HR5, S1177, child care, preK, post-secondary are concerned. EVERY educational level and choice will be impacted by what happens in D.C. concerning the re-authorization of the ESEA.
3) Look, not only at the Congress members’ stances on education, but look at workforce, public-private partnerships, etc. Remember, economy and a trained workforce are 2 of the main CCSS agenda points. NO Congress member should support a CCSS/CTE aligned America. It’s unconstitutional! It’s unAmerican! It violates the oath each Congress member swore to uphold!
4) Thank these 17 Senators for standing with we, the anti CCSS Warriors! Remind them we are watching.
