Way Out Yonder…

Recently, Warriors Against Fed Ed, I was looking through my State’s Legislative website. I thought I’d seen enough of the proposed bills linking NC (where I live) to the ESSA’s (Every Student Succeeds Act) overreach in state education. (*Note: if you missed that article )

However, there was one I missed. It’s called the “BRIGHT Futures Act”. It’s from the NC Senate, and is also S56. My fellow anti CCSS Warrior, Andrea Dillon, shared news and video of this Bill on the “American Lens” Facebook page. In the video, our Lt. Governor is waxing joyously about how a “Last Mile” for NC is about to be reached. What is he referring to?

Digital Connectivity and how it will help Rural Education

“Digital Connectivity” ties rural education to the CCSS Machine through aligned workforce based education as laid out in ESSA, HEA (Higher Education Act), and WIOA (Workforce Innovation and Opportunity Act).
“Digital Connectivity” was also a huge portion of the U.S. House of Representative’s HR5 (Student Success Act).
I laid all this out for you in my previous article titled “ESSA and Digital Overload”. That article also helps us connect Rural Education to HR5 and “NC New Schools”. (*Note: the NC New Schools will lead to you to other States with rural education populations.)

You may recall, HR5 was the House’s version to re-authorize ESEA of 1965 (Elementary and Secondary Education Act). As a compromise, big parts of HR5 were taken and added to the U.S. Senate’s version of ESEA’s re-authorization, called “Every Child Achieves Act”, or S1177.

As we now know, S1177 is the Bill which survived and changed its name to ESSA to reflect all that ‘bi-partisan’ work from Congress.

The digital mandates are now coming to fruition. Conveniently completed from a State level with Bills such as “Bright Futures”.

Pausing For A Bit Of Reference:

Before we go on finding out how NC’s S65 is helping ESSA ‘set up shop’ in  NC, let me say that I have no idea how many States have similar legislation. I have no clue how many NC State Leaders are pushing for all the ‘digital connectivity’ items they can get their hands on. However, I do know, that our State has a long history on jumping on the ‘fed ed’ bandwagon several times.

That NC has jumped on this bandwagon is no shocker. Why? NC was the first State to jump on board with Microsoft through their Microsoft IT Academy.

As we know, Microsoft is a huge digital, CCSS Machine organization. We know Bill Gates is Microsoft’s ‘guy’. We also know Gates is the one who signed an agreement with UNESCO for a one world curriculum, which grew into the CCSSI (Common Core State Standards Initiative). We see the CCSSI in the pages of ESSA, too. Literally.
*Note: In ESSA, we also see the name change from “CCSS” (Common Core State Standards) to its less ‘vile’ name, ‘College and Career Readiness’. ESSA’s writers like to use that phrase. Along with the even more innocent sounding “Challenging State Academic Standards”. ESSA’s writers also threw in the ‘Career Technical Education (CTE)’ phrase.

So, what have Microsoft and NC been up to more recently than 2010? This short You Tube video (2013) will introduce you to the “Imagine Academy”.

In 2016, NC and Microsoft made the news in connection with the National Science Foundation’s (NSF) Big Data Regional Hubs. There are 4 of these Hubs across the USA. NC is in the Southern Hub. (*Note: NSF is also a huge CCSS Machine member organization.)

Back To The ‘BRIGHT Futures’:

*BRIGHT stands for “Broadband, Retail Services on-line, Internet of things, GridPower, Health care, and, Training and education”.

You’ll also see I added some emphasis to Page 1 of S65. These items are very important clues to those of us fighting federally led education in ALL age groups.

While the legislators promoting this Bill are calling this a great thing for NC, here are the parts they either left out by omission (assuming they have no idea how vast the CCSS Machine’s grip on workforce education is) OR by design.

a) P3s (Public-Private Partnerships) in education have created a disgrace to the classical, academic basis our students need.

b) Workforce based education, especially in adult populations ties back to WIOA and HEA, espically through the one-stop-job-centers here in NC. Called “NCWorks” it is a direct product of WIOA state grant money awarded to NC. Why? WIOA grant money given to ANY State has an underlying purpose: using the job center data to ‘marry’ with the student data to create a seamless Career Tech/Career Pathway education! It is the ‘perfect’ setup. The student data, as we know, comes from the Dept. of Education; likewise, the job data comes from the Dept. of Labor. Both happen at the Federal level AND the State level!!

c) Making improvements in your State for better education/access to shouldn’t come about as a by-product of your economy. Those improvements should never place the importance of money over our students. Using a phrase like ‘all means necessary’ is also a big warning.

d) Governor appointed positions spell bad news for the State citizens, regardless of what Council or Committee it is. Special interests are vastly protected with these appointments.

e) Near the bottom of Page 1 (Line 27), “School Connectivity Initiative and Digital Learning Plan” are inserted.  The SCI (School Connectivity Initiative) has been around a few years. Here’s what is does, “The NC School Connectivity Initiative (SCI) compliments the E-rate program in North Carolina by providing state funding to cover the non-discounted portion of school connectivity-related charges. The SCI also provides a statewide network connecting all LEAs and most charter schools to the Internet, E-rate training and support, and network engineering services.” Source: Page 18 of the NC Digital Learning Plan (*Note: E-Rates are those small charges on your phone bill. They, too, can be traced back to the CCSS Machine. E-Rates basically are funds used to data mine your students.) According to the NC Digital Plan, at the bottom of Page 18, it is revealed the E-rates used for NC are based on Free and Reduced Lunch Program.

The NC Digital Plan also is part of the CCSS Machine’s plan for continued alignment in education. How do I know this?  CCSS Machine member, The Friday Institute, is the one which published the detailed Plan in 2015. Among the Plan’s pages is the fact other States using Digital Learning Plans were used as models for NC. The roots for NC’s Digital shift in education go back to 1999. The CCSS Machine entered the digital push about the time Race to the Top surfaced.

Interestingly enough, the NC DPI (Dept of Public Instruction) and the NC SBE (State Board of Education) help oversee this Digital Learning Plan. (Page 6). Our Lt. Governor serves on the SBE. (see below)

As Chairman of the Governor’s eLearning Commission and member of the State Board of Education’s Special Committee on Digital Learning, Lieutenant Governor Dan Forest is actively working to provide Wi-Fi access to every K – 12 classroom in the state. Though North Carolina leads the way in our effort to extend broadband Internet access to every public school, the next step is to expand that infrastructure to reach every public school classroom and put one-to-one devices in the hands of the students.”

I would urge any of you with proven research as to how digital devices are so dangerous in the hands of our youngest learners or how too much screen time is dangerous for any age student, to please contact the Lt. Governor and every one of the S65 Sponsoring Legislators.

Closing:

So, pardon me, if I’m not seeing such a BRIGHT NC Future. What I do see is a NC committeed more to the federal government than to its citizens. I urge all of you who live in rural counties and states, use this article as an example of what is going on right under our noses to align everyone in education to the same thing!

A Fox In The Hen House

As if to rubber stamp all the success of the Ed/Workforce under Kline’s leadership, it was announced on 12/2/16, that Rep. Virginia Foxx (from right here in NC) had been tapped as the new leader.

It hit the news on that same day that one of Foxx’s statements included how she’d love to take down the U.S. Dept. of Ed. While that may or may not be what happens under her rein over Ed/Workforce, I do know how unhappy quite a few of Foxx’s fellow North Carolinians are with her education votes from the past.

Funding The CTE Love:

Since Rep. Foxx has a background in both business and education, I was curious as to when she went from academic based education to career based education. Especially in light of her bold statement (see the fox in the hen house picture).

According to the FEC (Federal Election Commission), among her recent Campaign contributors are:

Education Affiliates based in VA (a education business group which ‘delivers real-life career skills’) What’s interesting is that both managing members of EA were formerly employed by Global Knowledge, Inc. Global Knowledge, Inc. has ties to IBM (a huge CCSS/CTE supporter).

Finance Scholar Group based in CA, but has offices across the nation. FSG assesses public policies and advises clients in strategic moves. They also conduct research. Among their experts are ties to at least 3 pro CCSS/CTE universities or foundations: Harvard, Carnegie Mellon and the Kellogg Foundation. Rep. Foxx was not listed among the FSG’s client list.

College America, Inc. (is part of Center for Excellence in Higher Education, Inc.) based out of UT, but has non-profit campuses across the nation. CA offers free GED courses (GED is now CCSS/CTE and College/Career Readiness aligned); skill based degrees (since 1964), and more. The parent company, Center for Excellence in Higher Education, Inc. is also based in UT. The sole stock holder, Carl Barney has a very interesting education philosophy. Closing:

Will Rep. Foxx be another ‘ed champ’ or ‘ed chump’ for America? Unless she’s changed her views on CTE, it looks like the CCSS Machine has another ally in a strategic location. From the financial aspect, I do not think we need to wonder.

Ed/Workforce False Positive

Warriors Against Common Core/Fed Led Education, we’ve sat on the edge of change in this War vs. the Core everyday for years. Since the shift in education AWAY from academics and freedom TO a constricted workforce skill based education, we’ve seen elections come and go; we’ve seen re-brands of Common Core desperately passed off (or at least the attempts have been desperate) as something “new, better, more choice, and, the ever famous, ‘CCSS is dead.'”; and we’ve stood firm the ENTIRE time.

Today, on the eve of the most problematic and protested campaigns to date, we find ourselves just as RESOLVED to continue to fight this War, no matter what it costs us. I thank you for that. Together, we Warriors have more gumption (aka: spunk; spitfire; patriotism) than all of Washington, D.C. leadership put together.

We will need even more of these ethics in the coming days, Warriors.

Why? Those in Congress, especially the education/workforce based committees have locked us in to this education shift 100%. SO much legislation and money have gone into this arm of the CCSS Machine, it is quite ridiculous. Had our Congress members devoted as much effort to the issues THEY SHOULD GOVERN, we could have solved a plethora of American problems by now.

While we, the Anti CCSS Warriors, have been busy spreading evidence about the toxic overreach in education by the federal government, these ‘education/workforce based sold out Congressional members’ have been churning out statement after statement about how FANTASTIC it will be for America to have MORE Common Core in the form of Career Tech Education! They’ve spit out lie after lie, dressed as a positive growth step for our nation. If you’ve noticed, I’ve exposed several of these statements as dribble, especially from the chairmen and chairwomen.

So, do you think on the EVE of the 2016 Elections, they’d ease up on the CCSS Machine rhetoric?!

The Ed/Workforce Statement Of The Day:

While the email was sent out earlier today, the actual letter of blustering protest and ire was dated 11/4/16.

Here’s what is hiding in the email and letter we, as Warriors, should know and expose:
1) Rep. John Kline and Sen. Lamar Alexander (bosom D.C. buddies) are among the leaders of this latest false/positive move to bamboozle Americans.

2) Since there is a tremendous mountain of evidence, we, the Anti CCSS Warriors have amassed, it is no longer a conspiracy theory that Congress is acting illegally, it is a racket.
(Hat tip to my wonderfully sharp Alaska Warrior friend, Barbara H. for pointing this concept out.)

3) The email and letter BOTH use a Chevron vs. the Natural Resources Defense Council precedent.

Here’s the excerpt, “In Chevron U.S.A. Inc. v. Natural Resources Defense Council, the U.S. Supreme Court established that the test for reviewing an agency’s interpretation of a statute consists of two related questions. First, the question is “whether Congress has directly spoken to the precise question at issue. If the intent of Congress is clear, that is the end of the matter” because the court and agency must “give effect to the unambiguously expressed intent of Congress.” Second, if “Congress has not directly addressed the precise question at issue” or “if the statute is silent or ambiguous” the question is “whether the agency’s answer is based on a permissible construction of the statute.” ”

A) It’s really ironic and probably a masterful move that the Ed/Workforce House and Senate members pulled this case out of the Supreme Court’s files. WHY?
Chevron is a sold out member to not only Common Core, but Career Tech Education, and STEM (Science, Technology, Engineering, and Math)!

B) While the letter goes into lots of details about the U.S. Secretary of Education not carrying ESSA (Every Student Succeeds Act) out as written (an excerpt of the law is even quoted about the restrictions of the Secretary’s powers from one section), it (the letter) does NOT reveal to We the People, all the OTHER sections of the Law which are SO loosely defined…including those parts where the U.S. Dept. of Education’s Secretary will have increased powers on certain mandates!!

C) Here are the 25 ‘angered’ Congress men and women:
1) Senate HELP (education/workforce) committee Chairman Lamar Alexander (R-TN),
2) House Committee on Education and the Workforce Chairman John Kline (R-MN),
3) Senate committee members Bill Cassidy (R-LA), Susan Collins (R- ME), Michael B. Enzi (R-WY), Orrin Hatch (R-UT), Johnny Isakson (R-GA), Mark Kirk (R-IL), Lisa Murkowski (R-AK), Pat Roberts (R-KS),
4) House committee members Mike Bishop (R-MI), Bradley Byrne (R-AL), Earl L. “Buddy” Carter (R-GA), Carlos Curbelo (R-FL), Virginia Foxx (R-NC), Brett Guthrie (R-KY), Joe Heck (R-NV), Luke Messer (R-IN), Phil Roe (R-TN), Todd Rokita (R-IN), Elise Stefanik (R-NY), Glenn “GT” Thompson (R-PA), Tim Walberg (R-MI), and Joe Wilson (R-SC).

D) Go back and look at how each of these people have voted for HR5 (Student Success Act), S1177 (Every Child Achieves Act)..BOTH were combined to create ESSA (Every Student Succeeds Act). Then, go back and look at each of their votes when it came to HR5587, S3271. BOTH of these bills are not only companion ones, but will lock in Career Pathways, Career Clusters, and Career Tech Education for all students. The power to determine these tracks of ‘education’ will be in the FEDERAL government’s hands, Warriors!

E) Go back and look at the many statements which have been released since the Congress members left to go home in time for the Elections of 2016. Every damnable one of them states repeatedly how much our country needs CTE.

F) See if you can find out how each of these 25 members feels about S3174 (LADDER Act). It’s language not only tags the U.S. Secretary of Education as a member of a new Executive elite Workforce based education Council, it creates MORE national control in education geared for skill based citizens, NOT independent THINKERS!!

G) Both the email/letter proudly spew the ‘bipartisan’ line. That’s right, Congress, assume we know so little as to buy that just because it had both sides of the aisle involved, whatever is created is a positive move for America. That’s just the opposite of the truth, Warriors! We know the CCSS Machine has BOTH SIDES of the aisle embedded!

Closing:

Warriors, while I do know for a fact the U.S. Secretary of Education is overstepping boundaries, these types of Congressional statements are a slap in our faces. Why?

Had Congress been as hard nosed and dedicated to serving the Citizens/Warriors, the Dept. of Education would have been penalized or abolished long ago. Congress is jumping up and down in mock anger, but what about their overreach into education?! They are JUST as guilty. Warriors, we also need to know that simply reining in one federal department is NOT ENOUGH. The CCSS Machine has infiltrated at least 9 federal departments! Chief among these 9 are: Education; Labor; and, Health/Human Services.

It is NOT enough to just rid our government of the CCSS Machine. Why? As long as our federal leaders keep signing agreements to adhere to the United Nations, we will NOT see a decrease in the shift in education.

Regardless of the results: friend or enemy. Much is going to be on our shoulders. We may be asked to be part of the solution for a change OR we may be called upon to present facts from our mountains of evidence which could be used to right the wrongs for our children.
I do not know. However, I do know one thing, we WILL CARRY ON!

The Chain Gang Cometh

Anti CCSS/ESSA Warriors, when I share what I just found out, I hope the chorus from The Pretenders song,“Back on the Chain Gang”, doesn’t pop into your head. I know it did in my head. The chorus goes, “We’re back on the train; oh back on the chain gang.” However, look at the last verse,
“The powers that be
That force us to live like we do
Bring me to my knees
When I see what they’ve done to you
But I’ll die as I stand here today
Knowing that…”


So, What in the World Would Invoke This?!

That’s right..another *&&^%* fed bill connecting education to anything that could even be considered related, no matter if it truly is or NOT. This one doesn’t have a number yet, that I could find. Notice the language in the tweet in the middle…‘we must’.

I want to pause and state for ‘the record’ that I agree there are things, we as a people MUST do, but as a federally controlled government? NO! Especially when you factor in how EVERYTHING about education is NOT a Constitutionally protected federal jurisdiction! Think about it, since the federal government has NO legality over education, they shouldn’t be able to include education into some area that is their business. By no means am I an expert on our penal system.  However, I DO know education! So, for the remainder of this article, I’ll lay out the federal overreaches into education from a juvenile justice angle.

First Up, Before ESSA, “At-risk” Measures:

From my 2014 article about ‘alternative education’, where you will find every student population OUTSIDE a public school student, as well as certain student populations INSIDE public education defined.
“At-risk” students fall into BOTH categories. “The Dropout Prevention Center/Network notes that CTE (Career Tech Education) is one of its 15 solutions or strategies. The Center/Network believes “such as individualized instruction, service-learning, community collaboration, mentoring, active learning, and educational technology. According to the Center, “A quality CTE program and a related guidance program are essential for all students.” CTE was identified to have five potential benefits to at-risk students by Schargel and Smink in Strategies to Help Solve our School Dropout Problem. These benefits include enhancement of students’ motivation and academic achievement; increased personal and social competence related to work in general; a broad understanding of an occupation or industry; career exploration and planning; and acquisition of knowledge or skills related to employment in particular occupations or more generic work competencies.”

Secondly, Before ESSA was ESSA:

Not so long ago, the Every Student Succeeds Act (ESSA) wasn’t called the “Every Student Succeeds Act”. The House had their own version of a made over ESEA (Elementary and Secondary Act, 1965), and called it HR5 or the “Student Success Act”. The Senate had their own version, S1177 or the “Every Student Achieves Act”.

“ESSA” as we know it was a combined effort to take the much more effective HR5 and ‘water it down’ with the S1177.

So, what did HR5 AND S1177 have in regards to ‘at-risk’ students? ESSA Embeds WIOA and HEA, A Toxic Triangle:

ESSA: Every Student Succeeds Act
WIOA: Workforce Innovation and Opportunity Act
HEA: Higher Education Act

 You know how well I’ve shown you the documents, links, and resources which tie these 3. When you factor in ‘at-risk’ students, however, you are going to get Civil Rights groups, Drop Out groups, social justice/awareness groups, and anti-poverty groups.
Warriors, do NOT misunderstand me. I am NOT anti-education; anti-job; or anti-rehabilitation. But as evidence has shown us, when our Congress is bending anything AND everything to meet the CCSS Machine’s agenda of any and all education/education related, or service related activity to the workforce based education system SOMETHING it’s definitely toxic.

ESSA has definitive language for ‘at-risk’ students. One of the chief ties in ESSA connected to these students is WIOA. Here’s an excerpt you’ll need, “The Department of Labor has administered the YouthBuild program since September 2006. The YouthBuild program is administered by the Employment and Training Administration’s Office of Workforce Investment, Division of Youth ServicesYouthBuild is a community-based alternative education program that provides job training and educational opportunities for at-risk youth ages 16-24. So, The House of Representatives Wants an Update:

 I guess the rhetorical question should be WHY is Congress being allowed to create legislation which violates our U.S. Constitution? Think about it, these honored public servants take oaths to protect their State level Constitutions, but they ALSO take an oath to protect (at ALL costs) our U.S. Constitution!

Key things this updated Law will mandate for the States:
a) It’s 96 pages long
b) It re-authorizes AND improves its predecessor (Juvenile Justice and Delinquency Prevention Act of 1974)
c) ‘The improvements’? “other purposes”. We’ve seen this when ESEA was re-authorized, and a plethora of other fed laws. This is how bills with one purpose suddenly morphs into a multi-purpose bill.
d) From Page 3, “‘‘(4) to support a continuum of evidence-based  or promising programs (including delinquency prevention, intervention, mental health, behavioral  health and substance abuse treatment, family services, and services for children exposed to violence)  that are trauma informed, reflect the science of adolescent development, and are designed to meet the needs of at-risk youth and youth who come into contact with the justice system.’’.”
(*Note: considering the evidence by other anti CCSS Warriors about the use of Title One funding for behavior management, that should be warning enough.)
e) On Page 6, I saw ‘data mining’, shortly followed by ‘chemical agents’, then ‘isolation’. I don’t need to tell you the chemical agents were spelled out. Very creepy!
f) On the top of Page 7, that ‘isolation’ is defined as 1o minutes or more. Again, creepy! (Be sure you look at the medical personnel involved. Also, be sure to see the reference to ‘restraints’.)
g) On Page 8, the descriptions of how students are identified as ‘at risk’ and in need of behavior interventions.
h) On Page 9, the assessments included will include ‘previous records’, you can bet transcripts or report cards will be included.
i)  On Page 10, the pointers to psychology measures. Think about all the anti CCSS research which has pointed in that direction.
j) Page 11 begins the section for long term juvenile justice systems. Consider the documented cases already in the media about children as young as Kindergarten being put on suspension.

Congress Loves CTE

congresscteAnti CCSS/ESSA Warriors, it’s one thing that Congress is in its recess right now, but have you seen what they did just before leaving D.C.?  Look above. Both of these, HR5587 AND S3271 made their debut in July 2016.

If you have followed my research and writing for long, you know that one of my specialties is ‘Common Core’ after high school, regardless of where the PreK through High School is completed.

If you haven’t followed me long, then you haven’t seen how, in the fall of 2014, I exposed the Adult Common Core State Standards, or how, I exposed how the Career and Technical Education was changed to Career Tech Education. You haven’t seen where I tied Career Clusters, Career Pathways, The American Apprenticeship Initiative, STEM, and STEM to STEAM, back to Common Core. To keep the focus on what is current, I will not be sharing the links to each of these juggernauts. However, if you need the information, please, let me know.

 

The Purposed Legislative Scramble ( more background before we tackle the ‘latest’ news):

In one of my articles published not long after the ink was dry on ESSA (Every Student Succeeds Act), I told you the WIOA (Workforce Innovation and Opportunity Act) was embedded in ESSA about 65 times. WIOA is also linked to HEA (Higher Education Act) via the Carl Perkins funding.

WIOA also ties back to the American Apprenticeships and STEM (along with the STEM to STEAM). ESSA has STEM embedded too. Most citizens have been shocked when I share with them that STEM (Science, Technology, Engineering, and Math; the ‘a’ was added later and embedded the Arts in STEM to create STEAM) is NOT separate from CCSS (Common Core State Standards) but is in fact a product of the interaction between the PCAST (President’s Council of Advisors on Science and Technology) and the President USING CCSS as a detractor from what was really happening! Just as CCSS is no friend to education reform, the way STEM has been rolled out, is not a friend either. Why? The goal of STEM is not education, but a ‘workforce nation’. Does this sound familiar?!

Think of it this way:

Warriors, there has been NO mistake about the workforce shift. There has been no law related (in any way, shape, form, or fashion) to education without it. These have been  carefully plotted moves in the making for YEARS. As other researchers have also shown you, the movement is global, not exclusive to America.

So, it shouldn’t really be a surprise to find our Congress creating MORE legislation along the streamlined workforce path already in place.

What’s a Warrior to do?! Speak up to your Congress members. Especially if they are sponsoring either HR5587 or S3271. Spread the knowledge, many citizens in America are convinced that CCSS (and now ESSA) is ONLY K-12 and in traditional type schools. THIS IS A LIE, regardless who tells you!

ESSA has birth to first grade readiness, special needs alignment, dual and concurrent enrollment, AP or IB classes/courses, and every conceivable education choice ensnared. Either through the digital assessments (to take place inside and outside the home), funding (not just education funds, but health/human services, labor, commerce, etc.), FASFA forms, and/or wrap around services for entire communities.  ESSA is written to conform, not to free States.

 

HR 5587, Strengthening Career and Technical Education for the 21st Century Act:

Here’s what we need to know as Warriors Against Fed Led Ed:
1) Being championed as a ‘bipartisan’ piece of great legislation, 5587, passed the Ed and Workforce (U.S. House of Representatives) by a vote of 37-0.
2) 5587 was introduced by Rep. Thompson of PA and Rep. Clark from MA.
3) Press release is dated July 2016, Congress is in recess until early September.
4) The purpose of 5587? “reauthorizes and reforms the Carl D. Perkins Career and Technical Education Act to help more Americans enter the workforce with the skills they need to compete for high-skilled, in-demand jobs.”
5) Be sure to read the other Representatives who are featured in the Press Release. Take note of Rep. Kline’s. He was a huge backer of ESSA before it was called ESSA. Speaking of such, remember when you step into the voting booths in November that the House of Representative’s education bill (HR5) went on to become key in ESSA’s language. Also remember the voting record of HR5..it had not a single “No” vote.
6) You will also see several bullet points about the great flexibility States will have to streamline work and education (there is even a shameless plug for how it will help taxpayers). As we have proven with ESSA, State and local flexibility is not true.
7) 5587 is 88 pages long. It takes effect 7/1/17. Subtle shifts in language (just as in ESSA) pack a powerful punch. How so? See for yourselves, “(A) by striking ‘‘academic and career and  technical skills’’ and inserting ‘‘academic knowledge and technical and employability skills’’; (B) by inserting ‘‘and programs of study’’  after ‘‘technical education programs’’;  (2) in paragraph (3), by striking ‘‘, including  tech prep education’’;  (3) in paragraph (4), by inserting ‘‘and programs of study’’ after ‘‘technical education programs’’; and  5  (4) in paragraph (6), by inserting ‘‘or programs’’ after ‘‘education schools’’ ”
8) You’ll also see other big shifts in the language, like ‘in demand’ occupations, regionally based education, competency based education, etc.

S3271, Workforce Advance Act:

The Press Release from Sen. Bennet (CO)‘s website: https://www.bennet.senate.gov/?p=release&id=3742
Again, bipartisanship is being heralded.
Again, ‘more choice’ in learning (a very false positive statement). See how Sen. Bennet’s website stated it, give more high school students the opportunity to take career and technical education college courses that can help prepare them for success in the 21st century. The Workforce Advance Act will help strengthen and expand dual and concurrent enrollment and early college high school options as part of Perkins-supported career technical education (CTE) programs. Strong CTE programs can provide vital access to the knowledge and skills needed for job and career success.”

But that’s not all S3271 will do. Check out what teachers have to look forward to, “The bill would allow schools to use a portion of the funding they receive through the Perkins Career and Technical Education Act for tuition and fees for CTE college courses. It would also allow school districts to use funding to support teachers pursuing the credentials needed to teach these courses in their high schools, helping to remove a barrier to providing access to college credit. Finally, the bill would allow the Department of Education to use national CTE activities to help identify successful methods and best practices for providing dual or concurrent enrollment programs and early college high school career and technical education opportunities.”

Warriors, ‘region specific education’ is already written into ESSA. Teachers being trained to teach post-secondary readiness (for college and career) is already written into ESSA! ‘National activities’ and CTE activities’ are also already written into ESSA!

Other tentacles of WIOA, HEA, STEM, and ESSA in S3271:
1) apprenticeships
2) public-private partnerships, especially in businesses
3) data mining and sharing of data between U.S. Dept. of Ed, U.S. Dept. of Labor, U.S. Commerce Dept., and all of these at the State levels, too.
4) more use of students as ‘lab rats’ for ‘evidence based research’.
5) how those in rural areas will be encompassed
6) special needs tracks for CTE will also increase

Presently, the U.S. Senate’s HELP (Health, Education, Labor, and Pensions) Committee has S3271. This is also the same group headed by Sen. Lamar Alexander. HELP is also charged with checking up on how ESSA is progressing.

Where did the backbone for S3271 come from? According to the Senate’s supporting documents for S3271, the State Directors for CTE  and the Assoc. for CTE created a document of principles for S3271. See: Senate Principles Crosswalk_FINAL

What you see below is the evidence to verify what my research has already shown,
1) that WIOA is, in fact embedded in ESSA.
2) that school counselors (per a White House led Initiative) are to influence students
(related will be the counselors at the one-stop-job/career-centers where non traditional students and those seeking a job will be influenced)
3) that ANY school receiving Perkins funding will be impacted (this includes the proprietary (for profit) schools and virtual schools.

Weekend News: The IES and the ESSA

ESSA molding education to become less than what it should be.

In yesterday’s ‘Tech Thursday’ article, I gave you plenty of information about the CCSS Machine’s efforts via the ESSA (Every Student Succeeds Act) and digital education. In the ‘Closing’, I assured you we would look at the IES (Institute of Education Sciences) next.
Why? Section 9210 of the ESSA discusses the IES’s role in federal overreach into not only education, but our homes as well.

 

Section 9210, Bottom of Page 943:

In the ESSA Final Conference Report (that is the 1,059 page document; the Final Law Version is 391 pages long), this section is titled “Report on Student Home Access to Digital Learning Resources”. (Lines 14 and 15)
Beginning on Line 16 and ending on Line 20, is the General Statement for this Report. “In General-not later than 18 months after the date of enactment of this Act, the Director of the Institute of Education Sciences shall complete a study on the educational impact of access to digital learning resources outside the classroom.” So what does this mean? Anytime between December 9, 2015 and July 9, 2017 this Study will be conducted!
Lines 21-24 of Page 943 begin the Contents that will be studied. (The Contents description ends near the bottom of Page 944) Below is a summary of these Contents:

1) Analysis of student habits related to digital learning resources outside the classroom.
2) Location of where the resources are.
3) The types of devices and technology used for educational purposes.
4) Barriers students face in accessing digital learning resources outside the classrooms will be identified.
5) Descriptions of challenges students without home internet access face daily.
6) Related challenges to #5 will encompass a student’s ability to complete homework as well as how engaged in the classrooms they are. It will also measure their participation in class.
7) How the challenges of #5 and 6 impact a student’s educator and their instructions.
8) How SEAs and LEAs (State Education Agencies and Local Education Agencies), schools, P3s (Public, private partnerships), and others can develop ways to break down the challenges and barriers of digital learning access outside the classroom.

What follows the Contents of the Study? How the Director of the IES will include the general public in results of the Study. What other groups get the results? The Committee on Education and Workforce (U.S. House) and the HELP (Health, Education, Labor, and Pensions) of the U.S. Senate. Finally, all this data will be shared electronically with the U.S. Dept. of Education and posted to their website.

 

Warriors Against the Core: Do you see the process? Do you realize the implications? Do you recognize the 2 main parties receiving the results (Congress and the Dept. of Ed) are the same ones who help plot and plan the HR5 and the S1177 which were combined to give us the ESSA?!
The HELP, the Ed/Workforce also have their hands on the SLDS (Student Longitudinal Data System from the U.S. Dept. of Ed); are helping oversee the re-authorization of the HEA (Higher Education Act); have access to  the WQDI (Workforce Quality Data Initiative from the U.S. Dept. of Labor); and will now be measuring our students OUTSIDE the schools! So where does this usually point? Homes! After school programs! Will this include their trips to Grandma’s or a favorite hang out location where they meet friends, too? While not specified, the descriptions in the language are so opened ended, it does make you wonder.

Well, if the IES will be measuring our students and homes so up close and personal, maybe we should be looking at THEM rather closely.

From what I have been able to find, the Study mentioned in the ESSA is not available on the IES website. However, I have been able to find some related documentation which may help us in our War Against CCSS.

For example, the IES is great about granting large sums of money to others in the name of research. I was able to find one such grant given to UCLA back in 2008. The sum? Over 9 million dollars. The name of the grantee, specifically? National Research and Development Center on Instructional Technology: Center for the Advanced of Technology in Schools (NCATS). The money was good for 5 years.

Another one was a slightly over one million dollars given to the CAST, Inc. back in 2011 (good for 3 years) and combined technology with the Universal Design for Learning, struggling readers, and more digital learning. See:

ESSA and Digital Overload

It’s a virtual (digital) overload out there!

For today’s ‘Tech Thursday’, we will look in the ESSA (Every Student Succeeds Act) for all the digital parts of education via College and Career Readiness (the new ‘Common Core’ name). (*Note:  in the ESSA, ‘Standards’ is innocently stated as “Challenging State Academic Standards”). Why do I point this out? The law (ESSA) uses both phrases for education!

Why is digital learning a topic worth looking into? An Initiative called ‘Digital Promise’, fits oh-so-nicely into the CCSS Machine’s plans for education overhaul. As we have seen with top-down initiatives in America, where there is a plan, there are P3s (public private partnerships) who stand to profit BIG. Education is the new cash cow!

Where the Digital References Are:

The following list is from the ESSA Final Conference Report. They will also be in the Final Law Version, but the page numbers will be different.
Page 138: Your LEAs (local education agencies) will assist in the development of digital learning skills to improve academic achievement.
Page 363: Students via literacy instruction will be able to navigate, understand, and write about complex print and digital subject matter.
Page 450: States, communities, schools, and LEAs must work together:
a) to provide a well rounded education experience
b) to improve school conditions for students to learn more
c) improve the use of technology for academic achievement and the digital literacy of all students (*Note: ‘blended learning’ quickly follows this portion)
Page 451: Some element of on-line or digital learning must be included in education.
(*Note: further down the page is the ESSA’s definition of what this means)
Page 463: Rural access to high quality digital learning opportunities must be in place.
(*Note: the parameters are on Page 464)
Pages 485-488: The consortia for digital learning and state funding. What the uses of the funding mean and how they tie to digital overload.
Page 630: Preschool and ‘Ready to Learn’ digital content, especially via PBS (Public Broadcast Stations).
Page 943 begins Section 9210 of the ESSA Law. This is the biggest overreach of all!
Why? “Student Home Access to Digital Learning Resources”! To find out how successful students are at HOME, a Study conducted by the Director of the Institute of Educational Sciences (IES) no later than 18 months AFTER all portions of ESSA are in place! Details of the Study will be found on Page 944.

What This All Means:

First, the ‘Digital Promise Initiative’. Back in 2011, from the White House came this report,
Digital Promise is a new national center created by Congress with bipartisan support to advance technologies that can transform teaching and learning. It is being launched today with startup funds and support from the Department of Education as well as the Carnegie Corporation of New York and the William and Flora Hewlett Foundation. Answering the President’s call to action, a number of prominent leaders in education and technology will help lead Digital Promise. Board members, who were appointed by Secretary of Education Arne Duncan based on recommendations from the House of Representatives and United States Senate, include John Morgridge (Chairman Emeritus of Cisco), Larry Grossman (former President of NBC News), Irwin Jacobs (co-founder of Qualcomm), Gilman Louie (founder of In-Q-Tel), Eamon Kelly (President Emeritus of Tulane University), Mark Dean (IBM Fellow and Vice President), Shae Hopkins (Executive Director and CEO, Kentucky Educational Television), Vince Juaristi (CEO & President, Arbola, Inc.), and Shirley Malcom (Head of the Directorate for Education and Human Resources Programs, American Association for the Advancement of Science).”

Be sure you note the other related initiatives for Digital Promise. I would like to point out two names I saw which jumped out at me and are also very heavily tied to the CCSS Machine. NSF (National Science Foundation) and STEM (Science, Technology, Engineering, and Math). Why this two? I have researched both extensively and have shared with you in previous articles just how embedded in the CCSS Machine’s agenda they are.

Right in my town of residence: Mooresville, NC! This was the President’s (as in the U.S. President) ‘school of choice’ for the national address he gave about the success of digital technology. What he didn’t share is that the Superintendent of the MGSD (Mooresville Graded School District) was hand picked by Pearson Publishing for his success in Project Red (digital technology and data mining all in one slick program.) Anti CCSS Warriors, he was picked to come to a small school district to implement this digital shift in education! How do I know all this? Next, Rural Education is something to dig a bit deeper into. Let me point you back to the U.S. House’s version of the re-authorization of the ESEA (Elementary and Secondary Education Act), known as HR5. Why? The recently passed into law, ESSA, is in fact, a big compromise of the House and Senate. Certain portions of the House’s wish list for education AND portions of the Senate’s found their way into the ESSA. Rural education was brought into the mix back on Page 280 of the HR5! What about the consortia for digital learning and the state use of funds for digital learning?
First, the consortia members include any number of groups involved in education, especially your communities, but, secondly, it is the language used which is alarming.
“ensuring that all service and  community partners are aligned with the  academic expectations of a community school in order to improve student success…” Then a bit further down the page you find this, “USES OF FUNDS.—Subject to section 4106(f),  each local educational agency, or consortium of such agencies, that receives an allocation under section 4015(a) shall use a portion of such funds to improve the use of technology to improve the academic achievement, academic growth, and digital literacy of all students, including by meeting the needs of such agency or consortium that are identified in the needs assessment conducted under section 4106(d) (if applicable), which may include….”.
You need to read Pages 486 and 487 for yourselves to see what those inclusions are. Let me just summarize that those including are students, teachers, and school leaders; that funds are to used in not only assessments, but purchases of digital technology; and more!

Tech Thursday: Post Secondary Champs?

For today’s “Tech Thursday” article, I want to shine the light on the CCSS alignment in post-secondary education yet again. Shouldn’t my focus be on the re-authorization of the ESEA (Elementary and Secondary Education Act)? While the focus is on that (my last 2 published articles were devoted to the ESEA re-authorization push), we need to understand the upcoming push to re-authorize the HEA (Higher Education Act) is ALSO in need of our attention. Why? The CCSSI (Common Core State Standards Initiative) depends on a TOTAL alignment, from pre-K to grad school, to be complete! In my researching the subject, I know the CCSS Machine (all the efforts put into motion by the CCSSI) cannot succeed with only a pre-K to 12th grade movement. It HAS to encompass ALL education for it to succeed. It is my goal, since I began researching and speaking out, to foil those actions as much as possible! So, what can I shine the light today? Read on, my fellow Warriors….

 
‘Career Readiness Champs’ to Them, ‘Chumps’ to Me:

The CCSS Machine has churned out many names to confuse and detract the general public from the fact that no matter what name it stuck on their modern education reforms, it’s STILL Common Core aligned! Case in point, ‘career readiness’, ‘college and career readiness’, “CTE, Career Tech Education”, “Career Pathways”, and so on. While the War Against the Core is raging on in the K-12 arena, movements in the post-secondary realm are continuing on. It is my belief that is exactly what the CCSS Machine wants. For us to be so attentive to only one portion of the reform, we don’t notice the reform efforts in birth to 5 years, or the post-secondary areas. Did you know that more and more states are establishing now (or have established in the past) CRIs (Career Readiness Initiatives)??
Yes, it’s true. California as of 2/15 has established such, see:
 http://www.cde.ca.gov/eo/in/cr/ However, since I don’t live in CA, but NC, I’m going to use NC as my example for the most part to see what moves the CCSS Machine has made here. As you know, using what I have found can help you look in your state for the same type of movements. Below, you can find some of the CCR champs/chumps.

Champ/Chump #1: NC’s Career Readiness Certification Organization:

The goal:North Carolina ’s Career Readiness Certification (CRC) is designed to meet the needs of both employers and job seekers in this transitioning economy. 

·        For employers, the CRC offers a reliable means of determining whether a potential employee has the necessary literacy, numeracy and problem solving skills to be “job ready.” 

·        For job seekers, the CRC serves as a portable credential that can be more meaningful to employers than a high school degree or a resume citing experience in a different job setting.

The CRC is based upon WorkKeys, a nationally recognized, skills assessment tool developed by ACT Inc.” {*Note: I’ve written about the WorkKeys assessments many times, if you’d like those links, let me know.}

Is the NC CRC the only group of its kind in NC? No, we need to look at the NC New Schools Rural Education work, too. NC is embedding it out in 6 school districts, however, SC, MS, and other states are set to reap a champion ‘bumper crop’ as well.
Here’s an excerpt, “Students in rural areas of Illinois, Indiana, Mississippi and South Carolina will soon have greater access to college- and career-readiness efforts through the Rural Innovative Schools initiative, funded by a $20 million federal grant and additional private investment. The initiative is led by Breakthrough Learning, the national brand of NC New Schools, which is also implementing the work in six North Carolina school districts.”

Investment partners in the Rural Innovative Schools scale-up initiative currently include: AT&T Aspire, Blue Cross and Blue Shield of North Carolina, Carnegie Corporation of New York, ChildTrust, Edward M. Armfield Sr. Foundation, Golden LEAF Foundation, Goodnight Educational Foundation, NC Electric Membership Corporation, SAS, Wells Fargo Foundation and the Z. Smith Reynolds Foundation.

So, How Does All This Tie to the HEA (HIgher Education Act)?

As I’ve shared in the past about the current HEA and the proposed updates, the bridge between secondary education and post-secondary needs to be streamlined (I’ve written about those bridges before and pointed you to the documented ‘research’ churned out by not only the Gates Foundation, but others as well. If you missed those articles, let me know, I’ll be happy to share them again.) The ways in which post-secondary educational institutions are to be graded and governed in also in the proposed updates. Weekend News: CCSS/CTE Catch Up Edition

For this edition of my “Weekend News”, here’s a takeaway ‘spoiler’: No matter where you are in the War Against the Core, there’s something for everyone in this edition. Regardless of educational choice, CCSS is set to control education.

If you are involved in traditional public education, the CCSS Machine is the most well known. But what about those NOT in traditional public education? It’s solidly there as well. When you look at the agenda behind the illegally based education reform, the goal is total alignment, not just for education, but for our entire nation. Why? Workforce, the economy, and global citizenry.

The Common Core’s “Career Tech Pledge”:

Tech Thursday: CCSS/CTE Low Down

Sometimes even the most seasoned anti CCSS Warrior needs a refreshment in purpose. I know, I do. Lately, however, I’ve been meeting more and more new folks, who are stepping up to the fight and willing to become anti CCSS Warriors. Today’s “Tech Thursday” will be ‘low-tech’. I’m harkening back to some basics in our ‘War Against the Core’.

The thoughts of new Warriors needing information and veterans needing refreshing  is thrilling AND challenging. Why? Thrilling because the message about the toxicity of the agenda, initiative behind the CCSS Machine is waking up more and more citizens. Challenging because there SO much information out there, they are quickly overwhelmed.

Anti CCSS Warriors, veteran or new, we don’t have much time.

The swiftness of this War Against the Core is moving quickly. Even now, Congress is set to re-authorize the ESEA (Elementary and Secondary Education Act of 1965) via a combination of the two versions of bills passed by each Chamber earlier this year (the House’s version is HR5, “Student Success Act”; the Senate’s is S1177, “Every Child Achieves Act”. The combination bill is set to be well over 2, 000 pages. It is full of MORE CCSS (Common Core State Standards), CTE (Career Tech Education), CP (Career Pathways), CCR (College and Career Readiness), STEM (Science, Technology, Engineering, and, Math), NGSS (Next Generation Science Standards), C3 (the new CCSS aligning Civics), and countless other measures which lock in national assessments, teacher and educational staff alignment, and ESA (Education Savings Accounts or ‘portability’ {this is where the money follows the child throughout their educational lives}. The combined bill will lock in social and emotional mental health for ALL students. It will lock in 21st Century Community Learning Centers (where our schools will be transformed into ‘one stop’ locations for education, health care, job searches, and more). We’ll see MORE data mining, high stakes assessments for educational staff and students. To hear that a legislator or leader is against Common Core (assumed to be only K-12), they must also be against the post-secondary versions, the birth to PreK versions, the versions which impact those outside public education.

We must also be watching for any re-authorization of the HEA (Higher Education Act of 1965). This re-authorization is set to CONTINUE all of the above into our post-secondary educational institutions (where it already is).

We must focus, we  must be purposed. Me must be diligent, vigilant, and vocal.

We must remain united. If we are against the CCSS Machine and all it encompasses, that is all it takes.
Our evidence must be factual and credible. For those who are new to this War, it can be confusing whom or what to trust. My researched advice? Follow the evidence where it leads. Don’t rely on a name alone. I’ve been horribly surprised in finding out who is really fighting AGAINST the agenda behind the CCSS Machine and who is really casting shadows.
This should include those in your local areas as well as those on a national level.
If our evidence uncovers someone who appears to be against one part of the Core and supports it in another way, we should hold them accountable as to WHY. ANY part of the agenda or the initiative to change not only our education system, but also change our country is UNACCEPTABLE.
If what we’ve found to be credible, factual exposes P3s(public private partnerships), legislators, etc. so be it. Common Core has many parts in its “Machine”. We know with responsibility to be truthful, that means we may face hard times. So be it. When we answered this battle cry to save our students, teachers, schools. WE MEANT IT. 

We also must take the time to attend as many ‘Warrior meetings’ as possible. By this I mean, in person, virtual, or on the phone. We must stay connected. No warrior in any battle will survive alone. We must take care to remember, what we fight against is a ‘initiative’, not people. It’s easy to attack people. That lessens our effectiveness in this War Against the Core. However, if we attack the initiative, that, my fellow Warriors, is much more impacting.  We have proven how effective and impacting we can be against the CCSS Machine. If not, why else would the Machine be churning out MORE rhetoric?! The Machine may be well funded and huge, (think Goliath), but those of us choosing to be anti CCSS Warriors know just where to cast the truth (think David and his 5 smooth stones and 1 slingshot). Truth hurts, however, truth WINS!
