Have You Heard?

My Fellow Anti Fed Ed Warriors, have you ever heard of BARDA? I’ll be honest, I hadn’t. However, in looking at the Congressional Appropriations Bills (HR 3358 and S 1771) for the U.S. Depts. of Labor/Health and Human Service/Education, I discovered BARDA. Specifically, the ‘new-to-my-research’ agency was written into the S 1771’s Bill.

On Page 96, you’ll find under the heading of ‘Transfer of Funds‘ for the U.S. Dept. of Health and Human Services, directives for where the NIH (National Institute of Health, a part of the HHS) could use some of the funds. Warriors, remember, these funds are our taxpayer dollars.

On Page 97, is where BARDA first shows up. “BARDA” stands for ‘Biomedical Advanced Research and Development Authority’.

We’ll look at the BARDA funding and research project near the close of this article. For now, we need to see how, if, at all BARDA plays into the CCSS Machine’s overreach in education.

Thought:

Warriors, with the word ‘biometrics’,  is there more BARDA does than simply prepare us for the worst scenarios? We know ‘biometric’ devices are used to monitor the SEL (social emotional learning) and have been tied to Common Core.

 

Question:

Now that ESSA (Every Student Succeeds Act) is the law, will biometrics continue to be used? Back in March 2017, I published an article about some (then) current Congressional Bills. Related to them? A 2011 biometric study! Be sure to access this more recent article about the SEL and special needs students via ESSA.

When I typed in ‘Social Emotional Learning’ into the PHE’s BARDA search bar, what you see below, is what I got back in results.

Warriors, please note I am NOT saying we do not need emergency plans, especially in our schools. BUT, my question is simply this, where does the emergency planning end and the SEL manipulation begin?

Warriors, some of the ‘red flags’ I saw in the highlighted resource in the screen shot above were: all States have behavioral health partners/plans. The plans are to cover emergencies, the partnerships go a bit deeper than ’emergencies only’. Some of these partners happen to be some of the very same ones which have rubbed stamped Common Core, support STEM, have Career Tech Education, or, are CCSS Machine member organizations in on approving the SEL overreach in education!

(*Note: back in 2014, I wrote how SAMSHA was using Common Core as a tool for gun control via “Project Aware”; in 2015, this article about mental health and the manipulation of it in education for workforce needs. Then, in 2016, this article gives you a big run down of the federal level of overreach in not only mental health with agencies like SAMSHA, but many others!)

In the 2016 Document (above), look for the bottom of Page 14, ‘federal behavioral health support usually involves the provision of technical assistance, educational resources..’ (‘technical assistance’, more times than not, means data mining in some form)
Page 15, an inter-agency council for behavioral health: Forum on Medical and Public Health Preparedness for Disasters and Emergencies. This Forum is a P3 (Public Private Partnership). It’s been around since 2007.

SAMSHA (Substance Abuse and Mental Health Service Administration), Red Cross, (Red Cross is mentioned on Page 16 and others.) Here’s a screen shot of Page 16 with emphasis added:

Getting back to BARDA:

This 2014 article likens BARDA to a venture capital group hidden in DC.
Warriors, we know how toxic venture capitalists have been in education. Where health and education intersect is probably just as bad.

As far as the 10 year contract mentioned in S 1771 for BARDA? It appears that is a continuation of a project which began back during President Bush’s (the first) administration. It’s known as Project BioShield, (PB).
From the Strategic Plan (2011-2016) for PB, an increase in public private partnerships (P3s); 21st Century skills; a workforce steeped in science and technology (which of course means STEM education and STEM jobs); and, all which connects them.  

Warriors, the PB price tag is in the billions. (*Note: refer to the highlighted “Bush” above. When that document opens, look to your right for ‘funding’).

STEM Endorsed by PHE:

Warriors, remember that BARDA is under the Public Health Emergency (PHE) arm of the U.S. Dept. of Health and Human Services. I was able to find on the PHE’s blog, not only an endorsement for early emergency preparation by studying STEM in 2017, but how the PHE is working in the context of a 17 year (began 2009) partnership for global health.

As we know from research, global health is part of the UN’s SDGs (Sustainable Development Goals). STEM is a part of the SDGs, as well as part of the CCSS Machine.

Warriors, S 1771 and its partner Bill HR 3358 lock in all the funds for things like BARDA and more educational overreach on 10/7/17. The LAST day to raise any challenge is 10/6/17. “Here I Stand, I Can Do No Other”

No, Warriors, I haven’t confused two historic figures. Yes, the picture you see is Joan of Arc. The title you read is a hat tip to Martin Luther as he nailed his 95 Points on that church door so long ago. If you have been following me long on my blog, or on social media, you know I have long identified with Joan’s fierceness. As far as Martin’s boldness? Yes, I’m about to go there.

A Certain Recent Release:

The President has recently released his 2018 Federal Budget Blueprint. It’s creating quite a buzz. You also know that in past federal budget releases, I’ve also gone over them.
In-depth and not unwilling to expose the alignment to the CCSS Machine.


The reality that the current President has promised to rid us of Common Core and yet padded the Administration with pro CCSS members, certainly has given us pause.

Trump’s promise for more jobs should also give us pause. Why? With the distinct presence of WIOA (Workforce Innovation and Opportunity Act), ESSA (Every Student Succeeds), HEA (Higher Education Act); the federal money in place right NOW funneling through each of these; the CCSS Machine up to its neck in all 3, we need to be pointing to the same priorities:

a) Workforce based education IS here, playing out daily. It plays out not only through Common Core, but Career Tech Education, STEM, Next Gen, and so many other areas.
b) It’s playing out in employment centers, community colleges, our public-private partnerships, job development programs, and so many other places.
c) It comes in the form of SEL (social, emotional learning), CBE (competency based education), PBLs (project based learning), and constant over assessments for skills to meet some business’s idea of what a human should be able to do.

For the President to rid us of ‘Common Core’, he needs to be ready to rid us of ALL the connections. Think how many times we’ve heard and said, ‘follow the money’.

Since D.C. is a favored conduit of the CCSS Machine, we know a lot of evidence is waiting to be exposed. Federal budgets have lots of money…and lots of evidence we can trace.

Every day we hesitate, the more ingrained the CCSS Machine becomes in the new Administration. Warriors, we saw the CCSS Machine take up residence in D.C. during the previous Administration. The Machine is STILL there.

Warriors, do not simply look at the Blueprint’s ‘Dept. of Education’ budget items. Read the WHOLE thing.

I wish I could tell you that the CCSS presence has been eliminated with Mr. Trump’s Blueprint. It hasn’t.

Flummox Awaits Us:

(*Note: ‘flummox’ is an old word for being bewildered or perplexed.)

Flummox #1): So, in Trump’s Blueprint, did ‘Common Core’ get the axe? Not by name. There were some things involving CCSS, but not too many. Warriors, eliminating CCSS in one area (no matter how huge), means it survives elsewhere.

Flummox #2): Did the Dept. of Ed receive cuts? Yes, but are those cuts enough? That, my Warriors, remains to be seen.

Flummox #3): While the President’s Blueprint is not the entire Federal Budget,the word ‘blueprint’ suggests that what the President wants may be changed by Congress.

When will “We the People” get to see the entire 2018 federal budget? What other CCSS Machine ties will be revealed when We see it? Will We have time to influence Congress or will it be too late?

Mr. Trump has identified (in the opening pages of the Blueprint) that the following federally funded activities/groups/services will be eliminated if his Budget requests are approved.

I’ve researched each of of these and have proven their CCSS ties. I’ve provided the previous published articles so you can go back and read just how deep those CCSS ties go. We’ll need to know which groups will be spinning the pro-CCSS rhetoric in the coming days.)

Martin Luther’s passion for truth and his boldness for making the evidence public drove him to state the declaration you see above. I like that boldness. Use the research to help you formulate your dissent to seeing MORE Common Core (and all its related entities) continued in the 2018 Budget!

Use any of the research to help you create a way to help remind the President of his campaign promise to rid us of Common Core. To rid us of the name only, solves nothing.

Lastly, share the Guide, as you see fit. Knowledge about the CCSS Machine is what keeps us powerful. We should be making as much of a protest about the Blueprint as we did about the new Secretary of Education’s confirmation.

No, we should be making MORE noise. We should demand a full repeal of any and all federal activity overreaching into education.

Warriors, it will take MORE than alerting the Oval Office with our priorities. We need to be ‘nailing these points to Congress’s doors. We need to be shouting these pieces of evidence boldly.

Warriors, we must do all of this. To do less, is something we should not permit. To take a ‘wait and see’ attitude could be dangerous to our fellow citizens.
Why? The federal budget impacts every age group, not a select few. With so much of the CCSS Machine still in our education, we must be a modern day Martin Luther of Joan of Arc.

Well, Anti CCSS Warriors, Labor Day Weekend 2015 is behind us. Yet the Common Core State Standards and its Initiative (which includes CCSS, Career Technical Education, College and Career Readiness, Aligned Apprenticeships, STEM, and SO much more) continues to grind away at our students…of ALL ages. How does an upcoming UN General Assembly play into all this? Let’s find out today! Then, catch me tomorrow morning on my weekly guest radio appearance as we discuss this and more about ‘human capital’!

First, the Upcoming Assembly:

The United Nations (UN) is getting set in to have its General Assembly. When is it? September 15, 2015. Where will it be held? In New York City, New York. How will education, especially geared to become ‘human capital’, be involved? Read on, my fellow Warriors!

Secondly, the “Human Capital” Agenda:

What is the definition of ‘human capital’? Well, that depends on which resource you use. For example, I’m using the “World Economic Forum” descriptions as evidence. Why the WEF? I chose this one as it uses the UNESCO/WHO/ILO (United Nations Educational Scientific and Cultural Organization/World Health Organization/International Labor Organization) and other international groups’ pillars for ‘human capital’! While I’ll share the entire report’s link with you, here’s an excerpt which will explain the pillars of being ‘human capital’.

“The Four Pillars are:  The Index a) The Education pillar contains indicators relating to quantitative and qualitative aspects of education across primary, secondary and tertiary levels and contains information on both the present workforce as well as the future workforce.  b) The Health and Wellness pillar contains indicators relating to a population’s physical and mental well– being, from childhood to adulthood. c) The Workforce and Employment pillar is designed to quantify the experience, talent, knowledge and training in a country’s working–age population. d) The Enabling Environment pillar captures the legal framework, infrastructure and other factors that enable returns on human capital.”

The Report will go on to share with you that in all, there are 51 indicators of measuring humans as ‘capital’. In Pillar A, there are 12; in Pillar B, there are 14; in Pillar C, you’ll find 16; and in the last Pillar, D, there are 9. Below is a screen shot of Pillar A (they refer to it as “Pillar One”).

Human Capital via OCED (Organization for Economic Co-Operation and Development) and the UN:

Back in 2009, there are was a meeting hosted by OCED. A big topic, which was receiving much attention, was ‘human capital’. The entire pdf presentation is included in this article for you, but, I’ve got a screen shot you need to see.

Back to the Upcoming UN General Assembly:

So, my fellow Anti CCSS Warriors, what will the 2015 UN General Assembly hold for education? Well, aside from the above, the Assembly will consider 2 resolutions which will definitely have MORE aligned education/human capital components! One resolution contains the MDGs from the UN (Millennium Development Goals). Of those goals, at least 2 will further the UN’s push for ‘global education’. Weekend News: HEA (Higher Ed Act) and the ‘Common Core’

Greetings, Warriors! What’s the latest on the re-authorization efforts concerning the Higher Education Act, but HOW is the “Common Core” involved? The quick answer is “Career Technical Education”. (what I’ve proven to be the ‘adult version of the K-12 “Common Core Standards”). Another short answer is the ” Initiative behind the entire alignment of education.”

What is Congress up to concerning the education/workforce? We’ve seen what they’ve highlighted so far in the “Student Success Act” and the “Every Child Achieves Act”.  The HEA hasn’t been talked about much lately, that’s true. However, the CCSS Machine (my reference to the entity that involves and surrounds the “Common Core State Standards”), has plenty of plans.

NC Representative, Virginia Foxx said this back in March, ” In recent years, as the postsecondary student population has changed, many institutions have developed new approaches to delivering higher education, including competency-based curriculums and online classes. The federal government should make every effort to support these innovations, as they have enabled more Americans to earn a degree or certificate faster, with less cost, and without additional disruption to their daily lives.” She then states the following a bit later on, “these pillars will translate into meaningful federal reforms that reflect the evolving needs of students and the workforce.”

From the entire U.S. House of Representative’s Education and Workforce Committee’s March 2014 Budget and Fiscal Views for 2015, “In critical areas such as early learning, workforce development, and higher education, the Obama administration’s latest budget proposal aims to make an existing maze of programs even more costly and confusing. Spending more money on broken programs will not provide the support our most vulnerable children, workers, and families desperately need. Education and workforce policies are vital to the success of our country and the future prosperity of our citizens. We all want to ensure students receive a quality education and workers acquire the skills necessary to compete in today’s workforce. To achieve these goals, we must abandon the status quo and enact meaningful reforms that lay the groundwork for a stronger, more prosperous nation – without piling more debt on future generations. Throughout the first session of the 113th Congress, the House Education and the Workforce Committee successfully advanced responsible proposals to revamp the nation’s job training system, raise the bar on K-12 education, promote workplace flexibility, and strengthen higher education.

What follows in the rest of the Budget for Fiscal Year 2015, is simply astounding in its support for the “Student Success Act”. As we witnessed, much evidence has been produced to show just HOW embedded the HR5 (Student Success Act) is with the ‘workforce’ agenda which BEGINS in the K-12 portion AND extends to Higher Education! From July 2015, a  press release from the Education and the Workforce Committee, headed up by Rep. John Kline, shared the following,  From Rep. Kline, “There is a lot of work to do in the coming months, and I am confident we will be able to craft a bicameral education bill that reduces the federal role, restores local control, and empowers parents and education leaders.” From Sen. Lamar Alexander, “Fifty million children and 3.5 million teachers deserve to get a result, and we should be able to achieve that this fall.” Also speaking up, were Sen. Patty Murray and Rep. Bobby Scott. Murray’s comments included this, “As we head toward conference, I look forward to continuing to improve the final bill to make sure all students have access to a good education.” Scott shared this, ” I stand committed to producing a bipartisan bill that eliminates resource inequities and effectively addresses achievement gaps.” To see the rest of the press release gloating about the greatness of BOTH the HR5 and the S1177, http://edworkforce.house.gov/news/documentsingle.aspx?DocumentID=399220

HELP is short for “Health, Education, Labor, and, Pensions. This is the committee that’s comparable to the House’s Education/Workforce one. Here’s an excerpt from their homepage on the website, “The HELP Committee is ensuring our country’s workforce is prepared to meet the challenges of the 21st Century through a lifetime of learning for our citizens. We have jurisdiction over various issues related to education and workforce development, including Head Start, the No Child Left Behind Act, Higher Education, the Arts and Humanities, Student Financial Assistance, Individuals with Disabilities Education Act (IDEA), Job and Vocational Training and the Workforce Investment Act.”

At a July 2015 hearing concerning re-authorizing the HEA, members of the HELP heard from the Lumina Foundation, The Higher Learning Commission, and others.

Why so much information on Lumina? During the Senate’s HELP hearing, the president of the Foundation spoke about the 3 most important things to be included in the re-authorization of the HEA. The #1 priority? Building (or redesigning) clear pathways to careers! It’s also important because the president also uses Western Governors University as the most consistent example of higher education CBE (Competency Based Education). I shared with you back in March 2015, how WGU (Western Governors University) is part of the CCSS Machine. As far as the Higher Learning Commission, (HLC) and it’s devotion to Common Core/Career Technical Education? We’ll get there in a minute or so. First, though, the HLC is one of 6 regional accreditation organizations spread throughout the USA. Nineteen states are served by the HLC. HLC is also the group accrediting a U.S. Army school where Common Core is taught. See:

Monday Musings: Supportive Acts to Back the Initiative

Much has been written lately about the S1787 (Senate Bill 1787) which is to continue to implementation/support of the ‘Community Schools’ overhaul.  This means, the neighborhood schools you know as they are NOW will be laced with the Common Core Initiative (meaning it will be not just the Standards being embedded,  but ALL the other resources identified as part of the agenda BEHIND all this alignment. In practical terms, this means: one one stop community place where everyone will go for everything they need government wise. It’s a social justice makeover for your towns. The biggest insult to us as citizens? This is all done in the name of education reform!

What I’ve Found About S1787:

Not to repeat the excellent in-depth writing of those who’ve targeted this particular bill, (links will be posted below) I wanted to share with you what I found. All of the bills (S1787 and the others mentioned are amendments to the re-authorization of the ESEA (Elementary and Secondary Education Act of 1965).

1) The Bill is ‘in Committee’ (This means it is being looked over by the HELP Committee (Health, Education, Labor, and, Pensions Committee). In case you aren’t familiar with HELP, the committee was key to the passage of the Senate’s re-authorization of the ESEA (Elementary and Secondary Act of 1965) known as “Every Child Achieves Act”.
2) Related in some way to S1787, are currently 6, 260 OTHER bills! (This means that there are many angles to pulling together education reform from a federal level and there’s obviously mulitple bills to cover those overreaches.) Among the related bills? BOTH the “Student Success Act” (HR 5) and the “Every Child Achieves Act” (S1177).
3) Directly related is the “Promise Neighborhoods Act of 2015”, H2882 written and sponsored by Rep. Payne of NJ. The Senate has their version (same name) sponsored by Sen. Murphy (CT). Payne’s version has 20 co-sponsors; Murphy’s has 5. Payne’s version is currently in the House’s Education and Workforce Committee; Murphy’s is in the HELP committee’s hands. What the alarm should be about either of these: a) they are updated versions of previously introduced legislation from past sessions of Congress b) they support a federal program ALREADY in place. (See: http://www2.ed.gov/programs/promiseneighborhoods/index.html) According to the U.S. Dept. of Ed’s “Promise Neighborhoods” page, the following is already in place:

“Promise Neighborhoods, established under the legislative authority of the Fund for the Improvement of Education Program (FIE), provides funding to support eligible entities, including (1) nonprofit organizations, which may include faith-based nonprofit organizations, (2) institutions of higher education, and (3) Indian tribes. The vision of the program is that all children and youth growing up in Promise Neighborhoods have access to great schools and strong systems of family and community support that will prepare them to attain an excellent education and successfully transition to college and a career. The purpose of Promise Neighborhoods is to significantly improve the educational and developmental outcomes of children and youth in our most distressed communities, and to transform those communities by a) Identifying and increasing the capacity of eligible entities that are focused on achieving results for children and youth throughout an entire neighborhood;  b) Building a complete continuum of cradle-to-career solutions of both educational programs and family and community supports, with great schools at the center; c) Integrating programs and breaking down agency “silos” so that solutions are implemented effectively and efficiently across agencies; d) Developing the local infrastructure of systems and resources needed to sustain and scale up proven, effective solutions across the broader region beyond the initial neighborhood; and, e) Learning about the overall impact of the Promise Neighborhoods program and about the relationship between particular strategies in Promise Neighborhoods and student outcomes, including through a rigorous evaluation of the program.”
4) Another directly related bill to the “Community Schools” overhaul is S412 “Schools Utilizing Comprehensive and Community Engagement for Success” by Sen. Mikulski (MD) This bill has one co-sponsor and is the the HELP’s hands as well. It’s  based off the “Judy Centers” success Maryland has experienced. Here’s an excerpt from the bill,Integrated services and comprehensive supports, such as before school, after school, and summer activities, family engagement, health and mental services, and other services and supports, are necessary components of effective, school-based efforts to dramatically affect dropout prevention rates, increase graduation rates, and improve student achievement. In one national study, 98 percent of students receiving such services and supports stayed in school, 89 percent had fewer suspensions, and 85 percent of such students who were eligible high-school seniors graduated. Through the Judith P. Hoyer Centers, or Judy Centers, the State of Maryland has operated an integrated services and comprehensive supports model geared towards young children, and their families, and have seen remarkable increases in school readiness among children who enter kindergarten having attended a Judy Center.”

5) H718, “Supporting Community Schools Act of 2015”, sponsored by Rep. Honda (CA) is also directly related to the all the communal alignment efforts. It’s a ‘recycled’ bill (meaning it has shown up in previous Congressional sessions), it has 7 and is being reviewed by the  Early Childhood, Elementary and Secondary Education Committee. This is a sub-committee of the House’s Education and Workforce Committee.  What we need to know about this one is laid out in the “Congressional Findings”. (in other words, what they’ve deemed as worthy of creating legislation for) The excerpt:

The community school model effectively leverages multiple education funding streams, which results in greater resources for a school. Community schools increase and sustain capacity through diversified financial support and leverage, on average, 3 dollars from private and other sources for every 1 dollar of State funding provided to the schools. According to Secretary of Education Arne Duncan, for every dollar spent on community schools, the United States is getting back 5, 6, or 7 dollars from the business community, nonprofit organizations, social service agencies, and State and Federal governments.  According to Linda Darling-Hammond, the Charles DuCommon Professor of Education at Stanford University, community schools, which make local schools the hub of education and health services for children and families, have proven to be highly successful and are cost effective and replicable. Community schools are a force for development and stability that strengthens families and communities, and such schools offer childcare and early learning, family literacy and job-training, tutoring and enrichment before and after school, and on-site health clinics.”

Are There More Like These?

Absolutely! I’ll be looking into some of the others over the next week or so. What we, the opposed to the overhauling of our communities via the collective mindset of the CCSS Machine (or the Common Core State Standards Initiative), need to do is contact Congress BEFORE they head back to D.C. Why?! When these leaders are at home, they are more accessible. It is easier to gain an audience with them.

As you can see, each of these bills is laced time and time again with some of the same folks we’ve seen responsible for the educational nightmare we’re in; we’ve seen reform from the public-private partnerships now being supported by legislation which could become the law of the land; we see the same agenda points of rigor, assessments, college and career readiness, and more from these few bills above. While the statistics show some of these are facing a slight chance of passage, ANY of these bills could be easily promoted IF we do nothing.
