CTE, ‘By Hook Or By Crook’

Anti Fed Ed Warriors, we know for a fact, or by several facts, that the ‘hook/crook’ system has been well implemented in American education. Chiefly responsible is the CCSS Machine (in more modern history).

What do I mean by the “CCSS Machine”? The “Common Core State Standards Machine”. What groups or people make up this ‘Machine’? Anyone and every group who/which has undermined our U.S. Constitution to strap us with federal education laws? (Congress and their corporate backers, State governors, State laws, local entities are a few examples) The complete list is long and is well documented.

My focus for this article will be on Congress AND businesses, though. These, in my researched opinion, are the biggest crooks using the meanest hooks.

The political cartoon from long ago, best illustrates how education has been manhandled by Congress and its corporate cronies.

monopolists

Another Hearing:

Warriors, I don’t know about you, but I get emails every time the U.S. House’s Ed/Workforce Committee has news. There has been an abundance of hearings lately.

Each is a dog and pony show with the head of Ed/Workforce (Rep. Virginia Foxx) leading the agenda. What might her agenda be? It’s the same as every other U.S. Representative, that CTE (Career Tech Education) is our ‘silver bullet’ for America.

hookcrooktool
(Source of screen shot above)

So, what Hearing am I referring to? It was the House’s June 13th hearing. The Ed/Workforce Committee’s Press Release was selling ‘the power of charter schools’.

So how does CTE connect to charter schools? According to the Hearing’s archive, Rep. Foxx’s final questions focus on charters and CTE. You can find this near the 2:36:07 time mark. She pointedly asked Nina Rees (President and CEO, National Alliance for Public Charter Schools) about the potential of charters to expand CTE. Rees responded with this, ‘Roughly 400 charters label themselves as either CTE or STEM (Science, Technology, Engineering, and, Math) field schools.’ If you look up ‘CTE’ on the Alliance’s website, there are 22 listings for CTE teachers. From special needs students to all CTE concentrations, Career Tech Ed is used for student’s career tracked pathways and lifelong learning.

charterally

What’s interesting, Warriors, is that the CCSS Machine member organizations funding this Alliance include the U.S. Dept. of Education’s Charter School Resource Center. Other funders include the Gates Foundation, The Eli Broad Foundation, the Walton Family Foundation, The Kellogg Foundation, and many others. (source)

By having a group tied to the U.S. Dept. of Education speaking as a witness at a hearing for the U.S. House’s Ed/Workforce Committee is totally subjective, thus, whatever ‘testimony’ is given will naturally support Congress’s moves.

Frankly, as I listened and watched this almost 3 hour hearing, I was offended by the smugness of Foxx, the superiority of some of the other Congress members making statements and asking questions. You could easily hear digs at certain parties, disrespect toward others, and false vibrato towards the one citizen presented as a witness.

You could hear the coached words spilling from not only Foxx’s mouth, but others like Rep. Davis of California, Rep. Polis from Colorado, and Rep. Thompson from Pennsylvania. Other Representatives appeared to have valid questions, but used most of their question time to espouse their opinions.

Davis said that America (‘we’) need CTE. “We” also need to partner with communities. ‘We want CTE’. ‘We want many opportunities for students, we’re primed to do that to a scale which will create careers.’

Warriors, this is the way in which businesses and corporations are infiltrating the classrooms across America. If they aren’t in the K-12 classrooms, they are in the early college classrooms, the apprenticeships, the dual enrollment, the one-stop-job-centers, etc.
Grooming workers tied to 16 different career tracks is the sole goal. THERE IS NO OTHER. Those who don’t fit into these tracks will find themselves on a different kind of career track: management

(*Note: I’ll be writing a separate article about the dog and pony show surrounding ESSA (Every Student Succeeds Act) and charters, so the hearing link will be embedded in that article as well.)

Foxx And House:

Not to miss a moment to brag on the PROSPER Act, the Ed/Workforce Committee sent this email out:

abc4cte

The PROSPER Act is a land mine of CTE, STEM, and anything else connecting education to the workforce development. In my recent article, I exposed how as well as Foxx’s misleading the nation on the number of jobs available or not. PROSPER is geared for those in higher education BUT depends on K-12 education to be locked in the alignment for cradle to career ‘education’. Both CTE and PROSPER will encompass ALL school choices! Just like ESSA!
To see other Congressional bills seeking to align all school choices to the skill based mantra in education, my article from Nov. 2017 will help you out.

cradlecareer
Part of the CCSS Machine’s agenda is, not only ‘cradle to career’, but entire communities supporting it!

Warriors, when you see it like this, then the words of Foxx and Davis make even more sense. Not good sense, mind you, but it should show you the underlying need for Congress to by hook or crook, deceive our nation.

(*Note, Foxx and Davis are only 2 of the members at that hearing which were touting charters schools. However, it was this pair which chose to focus on CTE.)

Closing:

Warriors, make no mistake, the U.S. Congress, as a CCSS Machine member, is doing EVERYTHING possible by hook or by crook to mandate education into workforce development. If it’s not CTE, it’s CBE (competency based education).

This is in line with the global education agenda, as well. Look below to see the connections between US and UN visions for workforce education:

sdscans

Seen below, this one lays out how CBE (aka CTE, STEM, College and Career Readiness) fits to the UN’s Global agenda. We can find each of the 7 steps in WIOA (Workforce Innovation and Opportunity Act), the current HEA (Higher Education Act), and ESSA. HEA is the only federal education law left to be 100% aligned to all this.
Currently, the PROSPER Act is the ‘answer’ the House has for HEA. The U.S. Senate? Their ‘answer’ is the Higher Education Innovation Act.

If you need to see how ALL school choices are impacted by all this, look below:

Lastly, if you don’t think Common Core (aka College/Career Readiness) is found in the CTE, I urge you to read my previous research exposing how CTE IS the adult version of Common Core.

Education/Workforce: Springtime Edition

Spring has sprung in DC, alright. If you’ve been following my anti Fed Ed/global research information long, you are fully aware of the activities from Washington which have locked in the shift from academics to workforce.

So, my fellow Anti Fed Ed Warriors, what’s in fashion for Spring 2018 in the CCSS Machine’s line of education/workforce reform? Well, apparently dressing up the reform in spring colors. I guess that way it looks a bit more fashionable..and less conforming.

edworkprosper

Ahh, Warriors, isn’t it so pretty?! ‘Streamlined and straight jacketed’ just for our American taxpayers!

If you are not sure what PROSPER is, it is the U.S. House of Representative’s version of what the 1965 HEA (Higher Education Act) should be transformed into.

“PROSPER” stands for ‘Promoting Real Opportunity, Success, and, Opportunity through Education Reform’. It’s HR 4508, it’s key sponsor? Rep. Virginia Foxx (NC) who just happens to be the Chairwoman for the U.S. House of Representatives’ Education and Workforce Committee.

Her ‘design concept’ on all education?

foxxed

As far as the ‘quality’ education in the CCSS Machine, you’ll find more worthiness in what lines the chicken coop floor than you will what’s being fashioned for higher education! Be it in the House OR the Senate.

Either version of the upcoming HEA Re-authorization (PROSPER Act or the Higher Education Innovation Act) will increase the conformity in the education reform. It will tie K-12 students (in all choices) to the CCSS Machine’s workforce standards in higher education. Either will increase the amount of ‘student data rape’ needed to feed the global workforce.

Warriors, we might as well as hand out these Brazilian kid-sized straight jackets for school uniforms and/or diplomas!

cutestraightjacket(*Note: The Brazilian show, Super Nanny created and used this (and other control toys) to spike viewership and point out there’s a better way out there to have a happy family. Source; see how successful the campaign worked by watching the roughly 2 minutes of video.)

In a similar context, we, as those opposed to federal control of education at any age, know that conformed, straight-jacketed workforce education is NOT the better way.

Ed/Work Thinks We Missed Some Things:

Yes, Warriors, the House’s Ed and Workforce Committee must assume we, as taxpayers. are totally clueless. Just last week the Committee published a blog article to show us what we may of missed about PROSPER.
In their article, it was revealed that We the People might of ‘missed’ how great PROSPER will be in 3 areas.
a) grading and assessing ALL higher education institutions, not just the ‘for profit’ (proprietary) ones.
b) how student debt and tuition can be decreased.
c) how the taxpayers lose out when student debt is high.

While it IS true that student debt and tuition are at ridiculously high levels, the obvious is MISSED by Ed/Workforce, not, We the People! How?! Get the government out of the student loan business, Duh! The government hoarding of student loans is awful.

It ramps up the ‘student data rape’ while it controls who can and cannot go to college. The ‘student data rape’ happens every single time a Career Tech Education, Career Track, or Career Pathway, a STEM (Science, Technology, Engineering, and, Math) course is taken.  (there are several other names like “Future Ready”, “College and Career Readiness, etc.)  Be it in middle school, high school, extra curricular classes, dual enrollment, early college, and others.

The data is used against your student (or yourself if you are going back to school) to pigeon hole you to a prescribed course to pursue. Tying ‘success’ in any education choice BEFORE college is used to tie it to your student FAFSA (which is now mandatory to complete in some States). FAFSA has been re-written to ‘data rape’ families.

Warriors, by controlling both the money AND the education, a dangerous trap is being set for Americans. The CCSS Machine is seriously spinning all this as ‘making America better’ or increasing the job market. Which leads to economic gains. However, as we’ve learned, who really loses?! The citizens! They loose their freedom to choose what they wish to live, work, and, how to contribute to society. Citizens also loose when they are continually forced to pick up the bill for ‘free community college’.

The federal government has long been trying to instill a ‘nanny state’. ESSA (Every Student Succeeds Act) completed much of this type of alignment. How? It tied not only the WIOA (Workforce Innovation and Opportunity Act) ‘education’ standards to K-12, it opened the door for birth to 1st in setting up workforce tracks. Don’t you remember Arne Duncan’s words about looking at the 2nd graders and knowing where they’d end up?!

2ndduncan
By ‘grading’ and assessing all higher education institutions, you’ll also seeing a big CCSS Machine spin on reality. Warriors, remember when ESSA stated that ALL education must be aligned to post-secondary readiness standards? Well, you have to align those post-secondary institutions! The ‘best’ way to force conformity?! Funding!

Closing:

No, Warriors, I do not thing we ‘missed’ anything about PROSPER. I think we totally ‘get it’. D.C. is so far entrenched with lies about their role in education, they have deceived themselves in this case.

As far as this Spring 2018 fashionable makeover for selling “PROSPER”, my advice is to skip it. No one needs springtime straight jackets. Quality education cannot be found in D.C., my followers. When it comes to ‘makeovers’ in education, D.C.’s a ‘knock off’.

Illusions of Higher Aspirations

Anti Fed Ed Warriors, we’ve known for quite a while that the CCSS Machine was going to go after the HEA (Higher Education Act). Among the EOGs and EOCs back in April and May of 2017, Congress* didn’t ‘disappoint’. While graduations were celebrated and aspirations for each of our students was plotted out, the CCSS Machine’s agenda ground down the existing HEA (orginally introduced in 1965; it’s last re-athorization was 2008).
(*Currently, S806 and HR 1880 have been introduced as amendments to the HEA, but read more like replacements.)

We also have known from this blog and similar ones that the HEA is the LAST link in the chain of education laws which must be re-written to complete the top/down; global to US transformation in converting ‘education’ to glorified work training.

IF we look at the supportive side of education reform (which embraces the global worker shift), it’s no surprise that their illusions are being shared and spewed out everywhere.
For example the NEA (National Education Association) has said the rewriting of the HEA is needed. It’ll be great to have more affordable college, recognition of professors as ‘stakeholders’, and, improve teaching PD (professional development). Warriors, as we know, all these buzz phrases are code for two CCSS Machine agenda goals:
                                          Control and alignment

globalhighed
If you’d like to see how I traced the NEA (and the AFT) to the Education International and how they all tie back to the UN/UNESCO, find it here.

*Is the American way of paying for higher education in need of help? Absolutely! However, as I’ve stated before (based on mountains of evidence and research) funneling EVERYTHING through the CCSS Machine’s education reform is the WRONG way to correct our system!!!

Warriors, the rest of this article will dive into the Senate’s Version of the College for All Act of 2017; The House’s 1880 Bill will be covered in a separate article tomorrow.)

S 806’s Bill/Language:

Warriors, what DOES this bill the NEA is foaming at the mouth about, REALLY say?

1) Was introduced 4/03/17 and is in the hands of the Senate HELP Committee (under Sen. Alexander’s thumb). (*Note: Warriors, remember when ESSA (Every Student Succeeds Act) was signed into law, Alexander promised us with vigor that the HEA was next. His 1980s ‘prophecy’ of alignment babies to a life long track is playing out.)
2) The Bill is 51 pages long. You can access it here.
3) There is one main sponsor and 5 co-sponsors: Sanders, Warren, Harris, Blumenthal, Murphy, and Gillabrand.
4) Short title: “College for All Act of 2017”

Student and State information:
5) Title 9 will be amended for use as a federal/state partnership in funding to eliminate tutition. Grants will be used as the illusion for greatness.
6) Will impact those students in the ESSA age range (preK to 12th grade) in early college programs, dual enrollment, or concurrent enrollment. (*Note: this is a back door access to the educational choices outside the traditional education system.) The illusion of attainment is used here.
7) Since this is addressing a post-secondary education law, all ages will be impacted and aligned. The illusion of equity and equality is used here.
8) Grants awarded will be at the Secretary of Education’s choosing to enable the States.
The illusion of State led eduation is used here.
9) There’s a 33% ‘non federal funds’ clause on Page 6. It’s a requirement, not an option.
The illusion of ‘stakeholder’ control is used here.
10) The Secretary of Education is given power to challenge the States in their projected enrollment formulas (bottom of Page 15 into 16). On Page 17, it shows the GDP for the State being challenged as coming into this formula’s equasion. The illusion of State led education is being used again.
Other notes: parents tax records, independent students and their tax records, data tracking, targeting the working class and the low-income class, Sec. of Ed deemed requirements by each State annually in applying for grants, and more.

Teacher and PD Information:
11) Of the grants and non federal funding received, any money left AFTER applying to the students will be applied for teachers and their training (includes on-going PD).
An illusion of ‘stakeholder’ importance is used here.
12) An increase in staff (full-time, tenured or tenure-track), especially ‘instructional faculty’. The illusion of true teaching is used here.
13) Provisions for anything a faculty member could need (includes the office). PD supports…and shared goverance. With so many of the PD opportunities available to schools now being aligned to the CCSS Machine’s agenda, this one has the illusion of objective leadership.
14) Part-time, outside the classroom work will be compensated. Again, Warriors, who is footing the bill for all this?? We are!! An illusion of economics is used here.
15) Increases in dual enrollment, concurrent enrollment, early college, and any other ‘student success’ program as deemed appropriate by the Sec. of Education and the Peer Review Group, not your State or local leaders. The illusion of leadership, power, and school choice factor in here.
16) TRIO and GEAR UP Programs (a federal education effort) will be increased. I’ve covered how aligned to the CCSS Machine’s workforce/education plan these programs are. The illusion of State-led leadership, yet again.
17) Increases in Work Study programs will most certainly be found in S806. There will also be a recalculation in the funding of Work Study Programs.  Expect billions of taxpayer funds and private money to pay for these. The illusion of living within our means as a nation is played up here.

You’ll also find what the fed/State funding and non federal funding cannot be used for (such as building a new stadium or paying the school administrators). I hope you are ready for the price tag of all this ‘free’ higher education, Warriors. Look below:

S806Pricetag

At LEAST $41 Billion in funds. Notice the language leaves the final business quarter for 2017 and the entire years from 2019 – 2027 wide open to whatever is necessary!! If you read the next paragraph after the above screen shot, you’ll notice that the language includes federal obligated funds from Oct. 2016 to Sept. 2017. Just in time for the 2017’s 4th quarter to begin. It would appear an illusion of purposed and pre-planned alignment is being used.
***The price tag for the increases for TRIO and GEAR Up reach into the trillions for each year between 2018 and 2027 (Page 41)
***Work Study Funding by each fiscal year is on Pages 41/42. Warriors, note that it is at the Sec. of Education’s decision, not the States’. The power doesn’t stop there. Any regulation surrounding the calculations of the reformulation of these Work Study Programs is also given.

The ‘career readiness’ and how it will be tied to Pell Grants can be seen on Page 43. It will be part of the increases in Job Development Programs and their locations. This directly ties to the U.S. Dept. of Labor. Again, Warriors, the union of these 2 federal agencies overreaching into education is visible.

*Note: If you have student debt, or know someone who is about to apply for funding college, you’ll need to read the fine print from Pages 44 to 51. While it appears undergrads will have a lower interest rate, it also appears grad students will see an increase. Since I am not a financial expert by any stretch, please research this language carefully.

Closing:

Warriors, as you can see, our Senate has totally betrayed us. Being a free nation should mean we honor our Constitution first and foremost. We know the CCSS Machine has shredded its importance. If not, we would not see the trillions of dollars ear marked to further the illegal overreach into education. What will the HR 1880 (a ‘sister’ bill) hold for us? We’ll find out tomorrow.

In the meantime, contact your Senators and tell them, NO to ‘free’ college! If we don’t go broke paying for it, our future generations will. “Free” college is a collective, good for the Socialists movement, not an independent freedom of choice based on the ideals of our Republic.

No806

Can I Get a “Meow”?

Warriors Against Fed Ed, we know that the overreach in education is NOT contained in the K-12th grade levels. We also know it’s not restricted to public education, but spills over into ALL educational choices.
We can thank federal laws for that. The ‘holy trio’ of WIOA, ESSA, and the HEA (Workforce Innovation and Opportunity Act of 2014; Every Student Succeeds Act of 2015; Higher Education Act of 2008, and, currently being re-written to become re-authorized.)

I believe Congress is preparing the way for the ‘new’ HEA by creating Bills now which amend the current HEA. Why is the ‘new’ HEA a concern for Fed Ed Warriors? It’s the last ‘link in the chain for a cradle to career streamlined education for workers’.

I’ve written about other Congressional Bills which also are laying the trail to the new and improved HEA. However, there’s a new Bill in town…

Bringing on the Bipartisanship:

S718 (The Making Education Affordable and Accessible Act (MEAA)
**As of this writing, there is no text version of the Bill available from Congress.gov)
**Because the Bill’s acronym is so close to  ‘meow’, I’m using a cat theme for the rest of the article.

Quick facts:
1) There are 4 Senators aponsoring/co-sponsoring this ‘cat-nip’ bill: Franken (MN); Peters (MI); Cassidy (LA), and, Boozman (AR).
2) Because ”bipartisan” can be claimed, so can the ‘litter box’ contents that come with this Bill.

3) Because it helps lay a deceptive ‘mouse trap’ for citizens involved in higher education, we need to watch for the ‘claws’ being used to pull us in.

4) Since the text version of S718 isn’t  available just yet, we can find out much information about it from the Sponsor’s official press release. Senator Peters’ website reveals the following ‘cat treats’:

5) Not only do we have 4 Senators behind this Bill, there are also 2 House of  Representatives involved in this: Polis, CO and Reed, NY. This makes the Bill ‘bicameral’.

**Warriors, this should be a sign that federally led education is NOT a single party creation! Both mainstream parties are extending the overreach. Think of it as the ‘litter box smell’ that can’t be contained.

6) This is not the first time a Bill seeking to make college ‘more affordable and accessible’ has been attempted in recent history. It’s the same ‘mouse trap’, just designed a bit differently.

7) The targeted group for S718? High school students! The ‘stealthy’ Bill will ‘providing grants to eligible institutions of higher learning to create dual and concurrent enrollment and early/middle college programs..’

**Warriors, ESSA’s State required accountability reports must include dual enrolled, concurrent enrolled, and early/middle college programs. It also streamlines ALL education in high schools OR these programs to be aligned to WIOA’s requirements for post-secondary readiness! It also streamlines teachers and their training. Talk about ‘claws’ being dug into our citizens…

8) Sen. Peters’ comments included: “Some form of higher education or technical certification is increasingly essential to joining today’s workforce, and the rising cost of tuition should not be a barrier that keeps students from getting the skills and education they need to succeed,” said Senator Peters. “I’m proud to introduce this bipartisan legislation that helps students save money while getting a head start on their college education. The Making Education Affordable and Accessible Act will help ensure students are well-prepared for their chosen careers and employers have trained workers to fill the jobs of the future.”

9) Sen. Cassidy’s comments included: “In order to bring high-skilled, well-paying jobs with good benefits to Louisiana and our nation, we need a highly capable workforce. This bill provides a next step in training American workers for the jobs of tomorrow.”

10) AR’s Senator: “This legislation creates an affordable opportunity for students to develop real-world skills employers need while pursing higher education. These programs have been beneficial in Arkansas by helping prepare students to enter the workforce as future employees for local businesses,” Senator Boozman said.

11) Sen. Franken’s“Our commonsense, bipartisan bill would help more high school students earn college credits before they pay a dime in tuition—and it could also support professional development opportunities for educators in Minnesota who teach courses in dual enrollment programs. ” (*Note: to see Sen. Franken’s other workforce based education offering, click here.)

12) From CO“Allowing more students to attain college credit while still in high school puts them on a clear track to achieve a college degree and excel in the workforce,” Representative Polis said.

13) From Rep. ReedDual and concurrent enrollment programs offer students quality educational options that will prepare them for meaningful careers. “

14) Look below for the seemingly innocent ‘meows’ from CCSS Machine member groups. Warriors, it’s not innocent. It’s a purposed, planned, and ‘roar-like’ call for conformity!
(*Note: Sen. Peters’ press release has all the CCSS Machine reguritated supportive statements from each of the Groups below.)

Closing:

Warriors, we MUST rein in the federal overreaches! We can no longer act like kittens when it comes to our nation and the aligned direction it is being set to. We must be the tigers and tigresses. If you live in any of the States these Senators and Representatives are from, be encouraged to reach out to them concerning this.

Bees in NC’s Bonnet, Parts 1 and 2

Warriors, we are faced with all kinds of count-downs lately. Thirty-eight days until election; so many days until a new President; count-downs until our holidays, and more.

However, regardless of ALL this counting, day in/day out, our teachers, students, and families are receiving the stinging bites of the busy bee-like CCSS Machine members/groups.

It’s enough to drive us mad. I hope we are not only mad, but as aggressive in fighting back, as the CCSS Machine is cranking out their bitter poison.

As you know, NC is where my home is for now. If you’ve followed my blog long, you know the amount of CCSS Machine alignment bred here.

As far as the picture above, that’s NC’s official state insect. As bee colonies go, there’s always a queen.

Here in NC, her name is Dr. June Atkinson. She’s our State Superintendent (probably counting down the days until she hopes to be re-elected for the umpteenth time) AND the President of the CCSSO (Council of Chief State School Officers). As you well know CCSSO has made no bones about their devotion to the CCSS Machine.

Now that our nation faces a count-down to August 2017 (When all 50 States MUST have ESSA (Every Student Succeeds Act) implemented), what else is in the NC CCSS apiary?

Part One:
Honey, It’s a Beehive of Deception in NC:

Recently, I was contacted by a very concerned grandparent (Grandma J) who lives west of me in Caldwell County, NC. Her concern? A conversation she had with 3 school board candidates (running for office in Nov. 2016). According to Grandma, all 3 told her that there was absolutely no Common Core in Caldwell, or in NC as a state, for that matter. That Common Core was gone. Grandma’s a Warrior, she’s invited me up to her neck of the woods several times to reveal what my anti CCSS research has found for NC, as well as our nation.

Grandma J also shared that these candidates (up for re-election) do not get to see the curriculum for their county; that they are sent papers to sign (aka: rubber stamp), told pretty much what to do, but NOT get to be a truly LOCAL Board. Well, we can thank Dr. Atkinson for that, but we’d also have to thank legislators. In the screen shot below, look at why I would say this.

Hhmmm…I’m flashing back to a 2014 NC School Board meeting in Cabarrus County (southeast of me). When I revealed credible evidence about the number of assessments truly embedded in what NC schools use, I was called a ‘lunatic’. When I challenged the school board member, what I got was ‘we do what we’re told. If Raleigh says ‘jump’, we jump. We don’t ask ‘where’, we just do it. They do tell us how to jump.’

As being a mighty Warrior, Grandma J has once again called me and asked for help. Grandma J, this is for you to share with them.

caldwell1

Since this one NC County (there are 100 in all) has it mandated to follow all federal and state regulations NOT in the current NC (Common Core) Essential State Standards, guess what this means?

That every piece of legislation already connected to NCLB, RttT, Common Core State Standards, College/Career Readiness, STEM, Career Tech Education, dual enrollment, early College Promise, AP classess, learn-to-earn apprenticeships, on-line virtual public NC Schools is LOCKED in! ESSA will only INCREASE the lock-down! WIOA (Workforce Innovation and Opportunity Act) is also not only already in place in Caldwell County, NC, but nation-wide!  WIOA’s embedded in ESSA.

If you’ve traveled anywhere in NC (or in your State) and seen “One Stop Job Centers”, WIOA’s in your town and Common Core/Career Tech, including STEM are in your schools.

This screen shot reveals some eye opening evidence that the ‘NC educational sweet spin’ isn’t telling you the whole truth,

caldwell2
I’ve written PLENTY about how sold out to the CCSS Machine, AdvancED is. You are free to search my blog for the articles, there are that many.

However, let me share with you, an excerpt from their 2013-2014 Annual Report, AdvancED combines the knowledge and expertise of a research institute, the skills of a management consulting firm and the passion of a grassroots movement for educational change. While our expertise is grounded in more than one hundred years of experience accrediting schools, AdvancED is much more than an accrediting agency. Our goal isn’t to certify that schools are good enough. Rather, our commitment is to help schools improve.”

To see their  entire CCSS Machine ‘driven expertise’:
http://www.advanc-ed.org/sites/default/files/documents/AE-AnnualReport2013-14.pdf

Considering the screen shot above and the fact AdvancED is SO devoted to the CCSS Machine that they’ve got ESSA alignment plans going, I fail to see how great this is for NC..or any other State! I wrote extensively about AdvancED, ESSA, and the US:
https://commoncorediva.wordpress.com/2016/06/06/blenders-ready/

For Those Who Are Convinced NC Is Now ‘Common Core Free’:

1) NC DPI where CCSS is plainly stated and is currently in use state-wide:
http://www.dpi.state.nc.us/curriculum/

2) NC State Ed Policies for ‘Global ready’, which is connected to the CCSS Machine:
http://sbepolicy.dpi.state.nc.us/policies/GCS-L-004.asp?pri=01&cat=L&pol=004&acr=GCS /

3) NC DRAFT (literacy), CCSS aligned:
http://www.ncpublicschools.org/docs/sbe-archives/meetings/2012/05/gcs/05gcs01attach01.pdf

4) NC’s Wikispaces where you’ll see CCSS and Essential Standards. (ES has been passed off as the ‘no CCSS’ in NC)
 http://www.ncdpi.wikispaces.net/

So there you go, Grandma J, lots to help your local school board see the truth!

Part Two:
NC ‘Bred’, Nation Fed:

These websites will show you how MORE NC bee-stinging, CCSS Machine alignment is going on. If you’d like to see my vast array of articles on other NC CCSS joint efforts, please search the blog.

1) Triangle Universities Center for Advanced Studies Inc.  This NC organization (TUCASI)  has been around since 1975. It’s basically a large park with lots of space for UNC (University of NC), Wake Forest University, and Duke University to combine their efforts for ‘research’. Sadly, every one of these has long since sold out to Common Core in some way. They have no plans, it appears of slowing down.

Since Common Core came to town, TUCASI been busy as a bee aligning all it can. For example, our National Humanities Institute is located here.

Sponsors of this Institute (when you go the website, it states “National Humanities Center”) include some very big CCSS Machine members, including the National Endowment of the Humanities. I exposed the Endowment back in 2015. This group likes to call themselves ALP. They also love to spread their models for educational innovation for K-Higher Ed nation-wide. Leading them is Amos Fodchuk. He’s got a Masters degree and is a “veteran of the high school classroom, Amos is a National Board Certified Teacher (VA, 2006), a Fulbright Scholar and recipient of over 20 awards for educational excellence and innovation.  His range of experience in the development and implementation of innovative, strategic learning models currently supports education partnerships across 25 states.”

Warriors, I hope that regardless of where you live, you can use this information. Grandma J’s got every right to not only be concerned, but seeking help to inform others. Remember, there are some fantastic folks in our school systems. Folks are not our target, the CCSS Machine IS! If you’ve got a fantastic school system member in trouble, you help them; you don’t attack them.

Between my eye opening article about the ICANN’s ties to the CCSS Machine/global angenda to this article, you’ve got plenty of digital/technology stuff to fill Pooh Bear’s Honey Pot several times over. BUT, there’s more. Just released late yesterday (10/3), was the announcement about several internet giants creating a new AI (Artificial Intelligence) Council. Their focus will include education/social justice/technology. Google is among them. Here’s a short video:

Article announcing the Council:

Alexander’s Rag(e)?!

Thanks to a dedicated anti CCSS Warrior, I was pointed to the Morning News by Politico.
Link: http://www.politico.com/tipsheets/morning-education/2016/09/career-education-bill-breaks-down-in-senate-216421

While this is a temporary victory, we need to remember the source: Sen. Alexander.

*Cheerleader for ESSA
*Caught on public record stating alignment for HEA (Higher Ed Act) was next after ESSA became law, and supported by many CTE (Career Tech Ed special interest groups).
*He also knows full well that Perkins Funds (used for CTE) are federal level and given to the States.
*Alexander surely knows all this and much more. He helped write these laws! He’s also a huge key player in birth to grave alignment (that infamous late 80s speech is proof).

From Alexander’s ragging on/raging on this morning:

*We now know the Senate HELP was set to hear ‘discussion’ on S3271, The Workforce Advance Act. The ‘sister’ bill to HR5587, Strengthening Career Tech Education in the 21st Century.

patrick

How Both tie to ESSA (Every Student Succeeds Act):

* ESSA ties those funds to not only post-secondary readiness, but student enrollment numbers for those ages 5 to 17 years old.
* ESSA also ties the Perkins funds to education as defined by WIOA (Workforce Innovation and Opportunity Act).
* ESSA also embedded every single shred of the ESEA of 1965, which means NCLB went with it to, ESSA DID NOT fix NCLB!
* ESSA also gives the US Sec. of Ed tremendous increases in his authority. One of which is he is the one to oversee a smooth transition from old ESEA to new ESSA nationwide. Since Perkins funds/CTE are in ESSA, that means King’s got the authority over them in other bills.

What Politico reported:

The article states, “Democrats are opposed to the new restrictions on the education secretary’s authority, and point out that such measures were not included in the House bill — which cleared that chamber on a 405-5 vote. “Senator Murray has been working with Democrats and Republicans toward a bipartisan bill to reauthorize Perkins CTE, and she is hopeful that this can continue and get done as quickly as possible,” said Murray spokesman Eli Zupnick.”

********************************************************************************************
As far as HR 5587’s (The Strengthening Career Technical Education in the 21st Century which passed 405-5) position on Dr. King’s authority: See Page 18 of the 88 page Bill:

 SEC. 8. TRANSITION PROVISIONS.  Section 4 (20 U.S.C. 2303) is amended—  (1) by striking ‘‘the Secretary determines to be appropriate’and inserting ‘‘are necessary’’;  (2) by striking ‘‘Carl D. Perkins Career and  Technical Education Act of 2006’’ each place it appears and inserting ‘‘Strengthening Career and  Technical Education for the 21st Century Act’’;
************************************************************
As far as King’s power in the S3271, Workforce Advance Act
(An excerpt from my “Congress Loves CTE” article/comparing  S3271 and HR5587)

the bill would allow the Department of Education to use national CTE activities to help identify successful methods and best practices for providing dual or concurrent enrollment programs and early college high school career and technical education opportunities.” See:
 https://commoncorediva.wordpress.com/2016/08/09/congress-loves-cte/

While in the text of S3271 you do not see Dr. King’s shift from determining ‘appropriate’ CTE  to ‘necessary’ CTE; you do see he has total rein over dual enrollment, concurrent enrollment, Perkins Funds, all the Title funds involved in CTE, early college high schools, apprenticeship programs, as well as the backing of the National Assoc. for CTE, see their crosswalk document for aligning ESSA and WIOA.

Warriors, while it is a sigh of relief for WHATEVER reason Alexander pulled his stunt this morning, it goes without saying that we MUST brace ourselves.

We’ve been able to see right through the smoke and mirror, pro CCSS Machine chatter from D.C., especially from Senators Alexander and Murray. Remember, they BOTH led the nation to ESSA as law. BUT, they were hardly alone.

We know the HELP Committee isn’t done. There are 2 OTHER CTE Bills remaining in their  hands: S3190 (CTE for Rural Health Care; ties Obama Care to CTE), and S3174 (LADDER Act; creates a national workforce council in the Executive Branch of the government).
Oh, and by the way, Dr. John King, as US Sec. of Ed (0r his appointee) is to be among the council members).

ladder

Knowing Fiscal 2016 is winding down, it is truly important we keep tuned to Congress. Especially on the LADDER Act. Why? As I previously researched, published, and have spoken out about, the LADDER funds are ALREADY set aside for Fiscal Years 2017 to 2026. It wouldn’t surprise me at all that Alexander purposefully is taking S3271 off the immediate action table (especially since the House threw the nation under the CCSS Machine 405-5) and put S3174 in its place.

The House’s Ed/Workforce Committee hearing for 10 am on ESSA Title 3 Regulatory Fiat, appears to still be on schedule for 9/21.  Link: http://edworkforce.house.gov/calendar/eventsingle.aspx?EventID=401015

Why this hearing’s a CCSS Machine dream come true? Funding and educratic doublespeak. See:

Congress Loves CTE

congresscteAnti CCSS/ESSA Warriors, it’s one thing that Congress is in its recess right now, but have you seen what they did just before leaving D.C.?  Look above. Both of these, HR5587 AND S3271 made their debut in July 2016.

If you have followed my research and writing for long, you know that one of my specialties is ‘Common Core’ after high school, regardless of where the PreK through High School is completed.

If you haven’t followed me long, then you haven’t seen how, in the fall of 2014, I exposed the Adult Common Core State Standards, or how, I exposed how the Career and Technical Education was changed to Career Tech Education. You haven’t seen where I tied Career Clusters, Career Pathways, The American Apprenticeship Initiative, STEM, and STEM to STEAM, back to Common Core. To keep the focus on what is current, I will not be sharing the links to each of these juggernauts. However, if you need the information, please, let me know.

The Purposed Legislative Scramble ( more background before we tackle the ‘latest’ news):

In one of my articles published not long after the ink was dry on ESSA (Every Student Succeeds Act), I told you the WIOA (Workforce Innovation and Opportunity Act) was embedded in ESSA about 65 times. WIOA is also linked to HEA (Higher Education Act) via the Carl Perkins funding.

WIOA also ties back to the American Apprenticeships and STEM (along with the STEM to STEAM). ESSA has STEM embedded too. Most citizens have been shocked when I share with them that STEM (Science, Technology, Engineering, and Math; the ‘a’ was added later and embedded the Arts in STEM to create STEAM) is NOT separate from CCSS (Common Core State Standards) but is in fact a product of the interaction between the PCAST (President’s Council of Advisors on Science and Technology) and the President USING CCSS as a detractor from what was really happening! Just as CCSS is no friend to education reform, the way STEM has been rolled out, is not a friend either. Why? The goal of STEM is not education, but a ‘workforce nation’. Does this sound familiar?!

Think of it this way:

workforcenochoice
Warriors, there has been NO mistake about the workforce shift. There has been no law related (in any way, shape, form, or fashion) to education without it. These have been  carefully plotted moves in the making for YEARS. As other researchers have also shown you, the movement is global, not exclusive to America.

So, it shouldn’t really be a surprise to find our Congress creating MORE legislation along the streamlined workforce path already in place.

What’s a Warrior to do?! Speak up to your Congress members. Especially if they are sponsoring either HR5587 or S3271. Spread the knowledge, many citizens in America are convinced that CCSS (and now ESSA) is ONLY K-12 and in traditional type schools. THIS IS A LIE, regardless who tells you!

ESSA has birth to first grade readiness, special needs alignment, dual and concurrent enrollment, AP or IB classes/courses, and every conceivable education choice ensnared. Either through the digital assessments (to take place inside and outside the home), funding (not just education funds, but health/human services, labor, commerce, etc.), FASFA forms, and/or wrap around services for entire communities.  ESSA is written to conform, not to free States.

HR 5587, Strengthening Career and Technical Education for the 21st Century Act:

Link to the Press Release: http://edworkforce.house.gov/news/documentsingle.aspx?DocumentID=400923

Here’s what we need to know as Warriors Against Fed Led Ed:
1) Being championed as a ‘bipartisan’ piece of great legislation, 5587, passed the Ed and Workforce (U.S. House of Representatives) by a vote of 37-0.
2) 5587 was introduced by Rep. Thompson of PA and Rep. Clark from MA.
3) Press release is dated July 2016, Congress is in recess until early September.
4) The purpose of 5587? “reauthorizes and reforms the Carl D. Perkins Career and Technical Education Act to help more Americans enter the workforce with the skills they need to compete for high-skilled, in-demand jobs.”
5) Be sure to read the other Representatives who are featured in the Press Release. Take note of Rep. Kline’s. He was a huge backer of ESSA before it was called ESSA. Speaking of such, remember when you step into the voting booths in November that the House of Representative’s education bill (HR5) went on to become key in ESSA’s language. Also remember the voting record of HR5..it had not a single “No” vote.
6) You will also see several bullet points about the great flexibility States will have to streamline work and education (there is even a shameless plug for how it will help taxpayers). As we have proven with ESSA, State and local flexibility is not true.
7) 5587 is 88 pages long. It takes effect 7/1/17. Subtle shifts in language (just as in ESSA) pack a powerful punch. How so? See for yourselves, “(A) by striking ‘‘academic and career and  technical skills’’ and inserting ‘‘academic knowledge and technical and employability skills’’; (B) by inserting ‘‘and programs of study’’  after ‘‘technical education programs’’;  (2) in paragraph (3), by striking ‘‘, including  tech prep education’’;  (3) in paragraph (4), by inserting ‘‘and programs of study’’ after ‘‘technical education programs’’; and  5  (4) in paragraph (6), by inserting ‘‘or programs’’ after ‘‘education schools’’ ”
8) You’ll also see other big shifts in the language, like ‘in demand’ occupations, regionally based education, competency based education, etc.

(*Note: I will be doing a more in-depth article about 5587 in the near future, as I will with
S3271)

S3271, Workforce Advance Act:

The Press Release from Sen. Bennet (CO)‘s website: https://www.bennet.senate.gov/?p=release&id=3742
Again, bipartisanship is being heralded.
Again, ‘more choice’ in learning (a very false positive statement). See how Sen. Bennet’s website stated it, give more high school students the opportunity to take career and technical education college courses that can help prepare them for success in the 21st century. The Workforce Advance Act will help strengthen and expand dual and concurrent enrollment and early college high school options as part of Perkins-supported career technical education (CTE) programs. Strong CTE programs can provide vital access to the knowledge and skills needed for job and career success.”

But that’s not all S3271 will do. Check out what teachers have to look forward to, “The bill would allow schools to use a portion of the funding they receive through the Perkins Career and Technical Education Act for tuition and fees for CTE college courses. It would also allow school districts to use funding to support teachers pursuing the credentials needed to teach these courses in their high schools, helping to remove a barrier to providing access to college credit. Finally, the bill would allow the Department of Education to use national CTE activities to help identify successful methods and best practices for providing dual or concurrent enrollment programs and early college high school career and technical education opportunities.”

Warriors, ‘region specific education’ is already written into ESSA. Teachers being trained to teach post-secondary readiness (for college and career) is already written into ESSA! ‘National activities’ and CTE activities’ are also already written into ESSA!

Other tentacles of WIOA, HEA, STEM, and ESSA in S3271:
1) apprenticeships
2) public-private partnerships, especially in businesses
3) data mining and sharing of data between U.S. Dept. of Ed, U.S. Dept. of Labor, U.S. Commerce Dept., and all of these at the State levels, too.
4) more use of students as ‘lab rats’ for ‘evidence based research’.
5) how those in rural areas will be encompassed
6) special needs tracks for CTE will also increase

See the S3271https://www.congress.gov/bill/114th-congress/senate-bill/3271/text
Presently, the U.S. Senate’s HELP (Health, Education, Labor, and Pensions) Committee has S3271. This is also the same group headed by Sen. Lamar Alexander. HELP is also charged with checking up on how ESSA is progressing.

Where did the backbone for S3271 come from? According to the Senate’s supporting documents for S3271, the State Directors for CTE  and the Assoc. for CTE created a document of principles for S3271. See: Senate Principles Crosswalk_FINAL

What you see below is the evidence to verify what my research has already shown,
1) that WIOA is, in fact embedded in ESSA.
2) that school counselors (per a White House led Initiative) are to influence students
(related will be the counselors at the one-stop-job/career-centers where non traditional students and those seeking a job will be influenced)
3) that ANY school receiving Perkins funding will be impacted (this includes the proprietary (for profit) schools and virtual schools.

Can we stop Congress from passing these? I believe we can. Both have only been introduced. Both haven’t cleared their respective Chambers, much less crossed over. Neither has been signed into law yet. Let’s get busy, Warriors!

What you see below is from Dec. 2015, when Perkins Funding received an extension to continue funding across the nation for all those in CTE courses. It was signed just days after ESSA was passed into law.

The rope is tightening, Warriors, but we can break that rope with massive amounts of teamwork!

What every US citizen said they always wanted… NOT!

Anti CCSS/ESSA and Fed Ed Warriors, schools are beginning to open for the new year (2016-17). We are beginning to see the first tentacles of the ESSA (Every Student Succeeds Act)  reach down from the national level to the state and local levels.

Much of it will NOT use the phrase “Common Core State Standards”, but instead “College and Career Readiness”. We have been alerted to this fact well before now. However, how is the CCSS Machine spinning the ‘newness’ of the same old agenda?! That by conducting education any way BUT the ESSA way, is to “breed inadequacy”.

From ‘Their’ Files:

According to the CCSS Machine member organization “Getting Smart”, by 2020, 65% of all jobs will require post-secondary education.

smartessa
From the notorious “Foundation for Excellence in Education” (FEE), here is their take on ‘inadequate’ students:

feeccr

FEE also has a short video to support how inadequate education before CCSS was and how heavy the changes for CCR (via STEM, dual enrollment, AP and IB courses, and CLEP exams (College Level Examination Program)).

Every one of these ties in some way to not only CCR (College and Career Readiness) but can be found in the ESSA, the WIOA (Workforce Innovation and Opportunity Act) and the HEA (Higher Education Act) as well.

The sheer fact that FEE is using the ACT, Inc. assessment as one of its OTHER solutions for College and Career Readiness is also a clue for us. How? Act, Inc. owns “WorkKeys” assessments. “WorkKeys” is the Competency Based Education, Career Pathways test which sets the course for what job your students should not only be trained for, but educated in! Those CLEP assessments? Those are owned by the College Board, Inc., yet another CCSS Machine key member organization.

Here is the video:

While FEE is using Florida as an example in the video, their influence is felt in all 50 States. FEE is not only fully supportive of the ESSA, but is pledging to help each State navigate its way through the implementation process. Here is just one of the ways FEE can support your State, “Identifying ways that new federal funds can support state reforms in areas including K-3 reading, college and career readiness and digital learning.”

Awww, Warriors, aren’t we ‘honored’ to have such bias help?! (I am being 100% sarcastic here).

Let’s look at the statement above from the Warrior’s side.
a) To be truly State led (as ESSA was sold to the nation), why would we need a national group’s help in making decisions?
b) Does the FEE and other CCSS Machine organizations just assume the States are too stupid to identify funding for themselves?
c) The 3 targets FEE is offering support on are some of the biggest bullet points in ESSA. Digital Learning will be at least $849 million for the States.  Where will the objectivity come from? Where will the objective research be allowed to surface? (*Note: FEE cannot be objective on this topic. How do I know? Check out their Initiative called “Digital Learning Now”, http://www.digitallearningnow.com/)

To see the other ways FEE wants to help: http://www.excelined.org/principles-2015-reauthorization-elementary-secondary-education-act/

Digital Learning Now:

As mentioned above, this is an initiative project of FEE’s but it is not solely FEE’s.
Read this excerpt about the history of the project, Governors Jeb Bush(FL) and Bob Wise (WV) convened the Digital Learning Council in August 2010 to develop the roadmap to integrate current and future technological innovations into public education.”

So who is on the DLC (Digital Learning Council)?

dlclead
Among other CCSS Machine/ESSA Supporter groups in the DLC:
Microsoft, the Center for Education Reform, Apple, Pearson Publishing, Connections Academy (an arm of Pearson Publishing), Data Quality Campaign, The Hewlett Foundation, The Carnegie Foundation, ETS (Educational Testing Services, associated with AIR, Inc. I exposed the ties to the CCSS Machine and the E-Rate: http://preventcommoncore.com/?p=1223; How does E-Rate fit in the ESSA? Remember the $849 million mentioned above? Not only will portions of that go to State for Technology updates, other tax money will be used to update entire infrastructures of regions, cities, and States for the 24/7, Open Educational Resource access to ALL learning connected resources. How? In the name of ‘student achievement’.)

Find out if your State has received any Digital Learning Grants recently. For example, this one from 2014 from Indiana:
http://www.doe.in.gov/elearning/digital-learning-grant

What new laws or older laws undergoing a rewrite to fit Digital Learning are there in your State? For example, the NC DPI, has a list of legislation. See:
http://www.dpi.state.nc.us/dtl/policy/regulations/

What State affiliated Colleges, Universities, and/or related post-secondary educational institutions are involved in the Digital Plans? For example, the NC State University’s Friday Center (both NC State and the Friday Center are ‘banner’ CCSS Machine members) produced this detailed Digital plan in 2015: http://ncdlplan.fi.ncsu.edu/wp-content/uploads/2015/09/NC-Digital-Learning-Detailed-Plan-9-14-15.pdf

So, the better question (anti Fed Ed/ESSA/CCSS Warrior) should be: what CCSS Machine members are breeding inadequate education?
