Policy Over Law

Hello, my fellow Anti CCSS/Fed Ed Warriors!

In today’s article, I’ll be exposing a set of  bills from D.C. where education policy is being exalted over education law. The irony is, the legislation COULD become law in the end.

We’ve seen countless of CCSS Machine examples of ‘policy’ being made more important than the laws created. Congress, is also top notch at confusing policy and law; or at least that’s how it is looking.

Let’s review quickly though, what the differences between the two really are.

Policy is an interpretation of a law or laws. Policy is something anyone can create in response to an existing law or laws. Policy should not be binding. Policies are usually ‘bought and paid for’ ideas posing as powerful regulations.

Laws are binding. Laws must follow a precise order to be created and applied. Laws are not for sale. Laws are powerful regulatory documents. Laws are binding.

Meet the STEM ‘Sisters’ Policy Bills:

Warriors, S 1270 and HR 2653 are currently sitting in the Senate HELP and House’s Science, Space, and Technology Committees respectively. The shared name of the bills? “STEM Opportunities Act of 2017”. As I’ve pointed out before, just because it’s dated 2017, doesn’t mean it’s not an issue. These can come out of committee at any point during what’s left of the 115th Session. Either bill can also show up in the future, too.

Both put a global policy surrounding STEM (Science, Technology, Engineering, and, Math) into each Bill for competitive economics.

Here’s the problem: STEM is a UN (United Nations) led program straight out of the SDGs (Sustainable Development Goals). It’s every bit as tied to the CCSS Machine as Bill Gates is. STEM documentation proves the goal all along was a STEM economy in America driven by STEM citizens for global competitiveness. We are well on our way to becoming that ‘STEM nation with a STEM people holding STEM jobs for a global STEM economy’ which was ushered in during previous presidencies.

Bills like S 1270 and HR 2653 simply speed up the process.

Sadly, Warriors, these ‘sisters’ are not exclusive. There are many other STEM bills (as well as STEM laws) floating around D.C. (*Note: STEM has a ‘sister’, too. STEAM: Science Technology, Engineering, the Arts, and, Math.) Just like STEM has UN roots, STEAM has roots from another country. Both are passed off as “American made”. Both are also usually laughed off with this comment, “Oh, we’ve always had science, technology, engineering, and, math. This isn’t new stuff!”

So what do S 1270 and HR 2653 do?
From the opening paragraph before the S 1270’s legislative language begins. “To direct the Director of the Office of Science and Technology Policy to carry out programs and activities to ensure that Federal science agencies and institutions of higher education receiving Federal research and development funding are fully engaging their entire talent pool, and for other purposes.”
(*Note: HR 2653 has 21 Representatives as sponsor and co-sponsors. S 1270 has 4 Senators as sponsor/co-sponsors.)

The justification for these 2 bills is that Congress has had many STEM related reports over the past 10 years. According to these Reports, not everyone is in the STEM pool. These bills will help correct that. Another justifying statement? It’s critical for our national economy and global competitiveness to educate and train more scientists and engineers. Among the Reports named, three CCSS Machine D.C. taxpayer funded agencies are. The NSF (National Science Foundation, NASA, and the U.S. Dept. of Labor.
Warriors, the NSF was the agency which created the term STEM as a marketing tool!
Reports and data mining from the University of California and the Association for Women in Science are also included. (*Note: AWIS, Assoc. for Women in Science is a global group. Their article devoted to inspiring young girls to be STEM girls, is one you should check out.)

On Page 7, it’s revealed the federal government funds 60 percent of all research conducted in higher education. The entire purpose of the two Bills?

These purposes will be carried out in education and jobs. Notice the amount of the use of the word ‘federal’ in these two.

STEM for Vets:

Yes, Warriors, our U.S. Veterans cannot be left out of the education and job alignment. HR 4323 (Supporting Vets in STEM Careers Act) has passed the U.S. House and is currently in the Senate’s Commerce, Science, and Transportation Committee.
Vets will be data mined and encouraged to gain STEM jobs. What a great ‘thanks’ for serving America. Get globally aligned.

H Con Resolution 29:
The U.S. House resolved and the Senate concurred that the entire Congress would commit itself to increase access and jobs (especially for women and minorities) to STEAM education and careers. This Resolution ups the data mining and data tracking of our citizens and uses AP (Advanced Placement courses) as fodder for ’21st Century jobs’.

HR 4375, “STEM Research and Education Effectiveness and Transparency Act”:
This bill has also passed the House and is in the Senate’s Commerce, Science, and Transportation Committee. This one gives the NSF more power. Targets women and minorities for studies and careers in STEM. This bills will also use federal grants as bait to State level government. (*Note: The Senate Committee mentioned has a huge ‘corner on the market’ for America’s infrastructure, including digital access.)

Closing:

Warriors, STEM also ties to NGSS (Next Generation Science Standards). In this article I laid out for everyone that fact and several others about this affront to America.

Well, there you have it, Warriors. The STEM legislation is ripe in D.C. So, the stench of all those confusing policy as law at our expense.

Spin Cycle, Anyone?!

Because we know BRT has long ago sold out to the CCSS Machine, it isn’t hard to imagine CER has also jumped in the Machine as well.

Read, watch, or listen to either of these two organization’s propaganda long enough and you’ll see the spinning is always geared to CTE (Career Tech Education), CC (Common Core), STEM (Science, Technology, Engineering, and Math), and most recently..CCR (College/Career Readiness). Yes, the ‘brain bleach’ is served up daily!

Bring On the “Soap Sales Pitch”!

On 11/9/16, the CER CEO, Jeanne Allen offered her congratulations to President-elect Trump. Like a great soap saleswoman, Allen laid the innovation and opportunity agenda thickly. Here is most of what she stated, ” “Our hope is that in the coming days President-elect Trump and his transition advisors will consider all good ideas and begin to learn from the myriad people working throughout the nation who are transforming their schools and communities.
President-elect Trump – We believe there is much you can do to address the hopes and dreams of all who elected you. We hope you will embrace innovation, applaud and incentivize ambitious state efforts to create opportunity for all learners at all levels, reject the status quo and think hard about all those you appoint to support you and the needs of citizens everywhere. We will provide concrete recommendations for you to consider in the days and weeks ahead. Until then, congratulations. And welcome to Washington.” ”

Warriors, do you see the problems?
1) IF Trump is to reject ‘status-quo’ education, it would mean his promise to pull the plug on Common Core would be the way to go, NOT have the CER and similar groups already knee deep in a bucket of CCSS/CTE ‘polluted water’, influence him. However, we saw this very scene play out when Obama took office…those who advised him steered him right into the CCSS Machine.

2) By encouraging Mr. Trump to CONTINUE to incentivize States is a replay of the Obama/Duncan RttT funding! How in the name of ‘clean laundry’ will we EVER be free from the CCSS Machine with advice like this?!

3) “All learners at all levels”..what an overloaded lint trap of danger that statement is!!
Warriors, repeatedly, I (along with other anti CCSS Warriors) have proven to you that between the toxic trio of ESSA, HEA, and WIOA (Every Student Succeeds Act/Higher Education Act/Workforce Innovation and Opportunity Act), the workforce based education reform spans from babies to grandparents! I have to pause here for a moment to interject that I think someone has gotten a bit too close to the electrical outlet.

CER’s Look At Governors:

Because the CCSS Machine has done a spiffy good job of top-down-micromanaging our education system, CER would be remiss if it didn’t ‘check the pockets’ of  each of the 12 Governors seeking office. That stated, CER keeps all 50 Governors on a tight laundry schedule. (See the Governors’ grades at CER’s “Education 50” webpage:

Of the 12 Governors, only NC’s (where I live) is too close to call, as of this article.

Wait! Senators Ahead!

As far as how ‘fresh’ the Senate will be in the coming D.C. Session of lawmaking, see below.

cersenateWarriors, I do not know about you, but I’m seeing quite a bit of ‘dirty CCSS/CTE laundry’ in this screen shot. If you know of just how sold out to the CCSS Machine any of these people are, please be sure to share your information.

It is only then that we, the Anti CCSS Warriors, can ‘clean their clocks’!!

For ‘my’ Senator (Burr) here’s what I know about his ties to CCSS and/or CTE,
(use this as an example of how you can tie your leaders to the CCSS AND CTE overreaches)

a) Much of his work to re-arrange Title One funding formulas made it into ESSA.

b) He voted Yes to ESSA (S1177) on Dec. 9th, 2015; the very next day, Pres. Obama signed the Bill as federal law.(from his website: http://www.burr.senate.gov/press/releases/24-million-per-year-for-nc-schools-common-core-repeal-heads-to-presidents-desk)

e) He has worked hand-in-hand with Sen. Mikulski on getting Child Care and Development Block Grants(CCDBGs) updated. While the main federal agency this is housed under HHS (Health and Human Services), it also has SOME shared programs with the U.S. Dept. of Ed. I found the CCDBGs in the U.S. Dept. of Ed’s Office of Non-Public Education. (See: http://www2.ed.gov/about/offices/list/oii/nonpublic/childcare.html) With ESSA encompassing early education and in-home visits/assessments, this is a big deal.

f) Lastly, Burr is a member of the U.S. Senate HELP (Health, Education, Labor, and Pensions) Committee. Look below to see how many of the Committee members were just re-elected and given a ‘shout out’ by the CER (Center for Education Reform):

Pre-treat Those “Education Stains”:

If you are not sure why the S3271 and HR5587 are more ‘dirty laundry’ created by the CCSS Machine, please use this side by side comparison chart I created a few months ago. Franken’s ‘load’; S3174 is a huge warning to us all we need to move quickly to halt this activity!)

Getting Hung Out to Dry:

The CER also shared in their 2016 Elections Results that 2 State School Superintendents lost their re-elections. One, was Dr. June Atkinson from here in NC. While we, the local anti CCSS Warriors are thrilled she will be leaving, the rest of the nation needs to watch her. Why? She is the President of the CCSSO (Council of Chief State School Officers). CCSSO not only owns 1/2 of the copyrights to the CCS Standards, they have produced mounds of alignment materials to CCSS, CTE, and now ESSA. Warriors Against the Core, we have got to get D.C. out of education NOW. Having these career politicians (and yes, some new comers who’ve sold out), we are going to keep seeing our country digress. It’s kind of like having someone throw a red sock in a load of white socks. They all come out the same shade of ruined laundry.

Weekend News: Those Ghouls in Our Schools

On this last weekend in October 2015, many of us are using the fall festivals, Halloween parties to help raise awareness toward the damages CCSS, CTE, and all the other ‘alphabet soup’ acronyms we find the CCSS Machine (my name for the CCSSI, or the Common Core State Standards Initiative) where anything connected to CCSS was plotted, planned, and being executed.

We all know what damages we are seeing in our teachers, our students. We’ve seen how our principals, school counselors, school board members, and other educational staff members are being ‘consumed’ with CCSS Machine indoctrination. Some are succumbing to the Initiative, others are NOT. We’ve been horrified by our state leaders and federal representatives (who were elected to serve us) when they’ve also, given in to the ‘fodder of ruin’ and continued to create programs and legislation to continue the ‘cycle of pain’ in our schools.  We’ve also felt our anger at all this injustice rise. We’ve shouted, we’ve cursed, we’ve fought hard, and stood in the way  to protect others from this ‘tide of doom’. So, as one of my fellow anti CCSS warriors has asked (in a way to encourage others to press on)….WHY BOTHER?

 

We bother because no human being on the face of this planet should have to endure the mental and physical abuse we are seeing in our schools..regardless of preschool, elementary, middle school, high school, or post-secondary schools of all types. The CCSS Machine is grinding away in a plethora of ways. We bother because we know what is good, right, and true ISN’T possible in an illegally based education reform. We fight on, against the all consuming agenda behind the ghouls in our schools, because massive change for the future of our nation is upon us..and IT IS NOT to see our beloved country carry on as it has, but rather to shape it into some hollow image of globalism. We bother because, we, the people, were not consented, our tax dollars used against  our desires and wishes. We bother because the trust we’ve placed in those to lead us, speak for us, and act for us, have abused that sacred privilege without hesitation. We bother because those few brave souls who’ve spoken up, who’ve exercised courage deserve to have our companionship.

 

We have become activists, speakers, authors, and more importantly, we’ve become champions to those we seek to protect. That reason alone, my fellow anti CCSS Warriors, is paramount to wiping the CCSS ghoulish intent off the map. We find ourselves on the cusp of another new month. Depending on which state you live in, is to how many other months you’ve battled the CCSS Machine. However, the fact is we know that every single day ANY student is exposed to ANY part of the CCSS Machine is one day too many!

Tech Thursday: STEM/CCSS Push, Making it American?

For this “Tech Thursday”, I’d like to share with you fellow anti CCSS Warriors, how STEM (also tied to Common Core) is pushing more and more for “American Made”.

Is STEM really tied to CCSS? Absolutely! In the recent past I shared with you how the STEM Act of 2015 is tied to it, as I have repeatedly in other past articles.

If we are to fight EVERYTHING about CCSS, we MUST include STEM. We MUST acknowledge CCSS is more than just ‘standards’,  it includes “Career Tech Education”, “College and Career Readiness”, “STEM”, “Career Pathways”, “Career Clusters”, and more.

The D.C. Push:

Federal level education efforts and the legislation created to support those efforts is nothing new. It is however, against the U.S. Constitution! The power to create education reform is reserved, per the U.S. Constitution, for the states. ‘State sovereignty’ is the phrase used.

In my previous article revealing the PCAST report given to the U.S. President as efforts to be taken via a federal level, made embedding STEM into Common Core State Standards! Since that 2010 Report, millions of dollars have been spent, as well as millions of fallacies have been spun about American education. Sadly, those efforts and the resulting pieces of legislation aren’t slowing down anytime soon.

So, what’s some of the latest dribble D.C. is spewing? I’m so glad you’re curious! Below is a screen shot from Twitter. The event causing the ‘tweet’? Read on, Warriors!

If you noticed one of the hash tags above, it says “#MakeItInAmerica”. What is “Make It in America”? It’s tied to the Export-Import Re-authorization. In a nutshell, another U.S. elected official (Bryan Higgins of NY) announced yesterday (10/28/15) that the U.S. House of Representatives passed legislation to re-authorize the Export-Import Bank. What does this mean for education? Per Rep. Higgins, “The Export-Import Bank levels the playing field, allowing for American businesses and workers to remain internationally competitive.”

Can you tell where this is going? How many times have we heard from the CCSS Machine that our students need ’21st century skills for 21st century jobs’, or that ‘to be globally competitive’, and so on? ‘Businesses need skilled workers’, as well. That too, is another yarn the CCSS Machine has spun. It helps support all the P3 (public, private partnerships) meddling in education. I know you’ve noticed it.

Rep. Higgins’ announcement said there was bipartisan support in the House. So what did the Republicans say or do toward ‘Make It in America’? There are at least 3 media reports from 2014 which state the House Republicans blocked the bill. (‘Huffington Post’, ‘Daily KOS’, and ‘Our Future’. Bring on the STEM, CCSS, Please:

As you know, if you’ve read my blog long enough that I normally do not cover the political ups/downs in DC EXCEPT when it deals directly with CCSS/CTE and all the other names it hides behind. So far, you’ve gotten a pretty good idea where the Congress is taking aligned education, but, as a Warrior Against the Core, you want to know where the CCSS/STEM I’ve referred to so far is actually showing up.

It will continue to show up in the appropriations (money). It will continue to surface wherever there are conversations about ‘closing the skills gap’ or ‘getting more businesses in education’. It will continue to be thrust upon our states, schools, and everyone in education participating in Career Tech Education/Career Clusters/Career Pathways.

To prove this, consider the evidence I showed you when I wrote about the STEM Affinity Network, where Race to the Top funds were devoted to STEM education/careers. The 2015 Fed Budget:

Go back and look at the articles I wrote in Dec. 2014 about the (then) upcoming Federal Budget. There you can see exactly where our tax dollars were being funneled. A huge chunk went to the CCS Machine (which includes STEM) Use it as a tool to hone in on your state’s CCSS/STEM expenses. You should see CCR (college/career readiness), CTE (career tech education) or it might be CP (Career Pathways) or CC (Career Clusters). Look for a line by line state budget first, then access a local school board or district’s budget and look at the line by line figures. You should see a distinct pattern of where these funds are going. Make note of how many involve activities including the community (will encompass after school enrichments, camps, field trips, etc.)

Where our taxes are going to help support the CCSS Machine:
$300 million for a new Race to the Top (student longitudinal data system on a state-wide platform); $14.4 billion for Title One College/Career Readiness; $1.1 billion for those 21st Century Community Learning Centers (think cradle to grave agenda); $100 million for “Promise Neighborhoods” (cradle to career initiative); $70 million for Statewide Longitudinal Student Data System; $200 million for ConnectED (trains teachers to be CCSS and college/career readiness aligned, assessments, digital aspects, and more in the classroom); $5 billion for incentives (RESPECT) teachers who’ve completed College/Career Readiness training, building like-minded network; $1.3 billion in mandatory preK for everyone; $165 million for “Investment in Innovation” (i3) which will use a best-practices approach to education while affording the Advanced Research Projects Agency for Education a whopping $49.5 million to transform technology; $150 million to redesign high schools so they become college/career ready centers; $170 million for STEM revitalizing (of that, $110 million goes to LEAs to create a STEM network; $40 million to create a teacher STEM Pathway, $20 million to create a National STEM Teacher Corps;$1.1 billion to reauthorize the Perkins Act (means even more Career Tech Ed that’s aligned to CCSS).”

As we’ve seen in D.C. before, I’m sure, once again anti CCSS Warriors, we’ll see D.C. push for MORE CCSS/STEM in the coming election period. Watch for it, fight it, and help STOP it! The noise we make, the actions we take are certainly “American made”!

RMT: Don’t Look Now, NC! CCSS/CTE Overload!

While all our heads were turned toward D.C. this past week, our states kept rolling on in their CCSS/CTE ways. The ‘riddle’ today (since it is “Riddle Me This” Sunday) is “What did NC get while while ESEA re-vamping was happening in Washington, D.C.?” In short, the answer is ‘CCSS/CTE Overload’! As always, if it’s going on in one state, it’s going on in the rest of them.

NC DPI’s Announcement:

First, on 7/9/15, how NC’s proficiency rate is one of the best in the USA. As we’ve noticed in all things CCSS related, the timing is precise. While one CCSS related activity is going on, others to support it are either in the works or just appearing. Case in point, NC’s ‘new’ Academic and Digital Learning upgrade. An avid reader of my blog and fellow anti CC warrior sent me a tip and requested I look into this. Here’s the tip, “I get the various DPI updates , this was in the July Web highlights.” Then, my contact shared what you see below:

So, How “Recent” is Recent, NC DPI?

In trying to access the rest of the July 2015 news items from NC DPI, I stumbled upon a January 2015 newsletter where some of the ground work for this appears to have been announced. What do I mean? Here’s a ‘sample’,

Coming in July 2015!  Logging into Home Base with the IAM Service The IAM Service will be replacing the “PowerSchool Login” after the 2014/­2015 End­ of­ Year processing, July 6. With this change, all North Carolina K­12 students and employees will login to Home Base applications using their NCEdCloud username and password. The accounts are currently available and LEAs and Charter Schools can begin providing students and employees their accounts at any time. Employees can follow the “Claim Account” process described in For Teachers and Staff on the NCEdCloud IAM Website (ncedcloud.mcnc.org). Students’ accounts will be issued by their teachers, who have access to their students’ usernames and initial passwords. Parents will continue to use the PowerSchool Parent Portal for access to their student’s information. Identity and Access Management (IAM) is one of the NCEdCloud initiatives for the K­12 community of North Carolina and provides LEAs and Charter Schools a tool to help manage the authentication and authorization needs of students, employees and guests (and eventually parents) in accessing cloud­based resources. It provides self­ service capabilities to all end users, and delegated administrator capabilities to LEA and Charter School technology leadership. The actual service is being provided by Identity Automation and the IAM infrastructure is hosted in Amazon’s AWS, a robust environment providing expandable capacity as well as increased stability. “

From the website provided in the tip my anti CCSS buddy sent, I was able to find all kinds of information about Career Tech Education, Common Core, and more.

On the website’s main page, you’ll read this ‘lovely’ information, “This area of the agency encompasses Standards, Curriculum and Instruction, Digital Teaching and Learning, Career and Technical Education, Exceptional Children and the NC Virtual Public School. Area functions address all State Board goals but focus primarily on preparing students beyond graduation for work, further education and citizenship” Among the major tools to cause the preparation> NC’s Standard Course of Study (code name for CCSS) and Home Base (data mining). Assessments will be in BOTH Standard Study/Home Base.

If you’ve followed my blog very long, you know I’ve provided scores of facts, documents, and other related information into NC’s total CCSS Machine alignment. My warriors, NC is far from the lone participant in this, as you can well attest to. I know it’s in every one of our states of residence. It has to be. The workforce/economy components of the reshaping of America are to encompass ALL 50 states, territories, and military posts.

One of the main laws requiring adherence? The ESEA (Elementary and Secondary Education Act of 1965), which is currently in a state of re-vamping. Which leads us back to the current events in D.C. ESEA is ‘boss’ in every state of the United States.! What other laws support the alignment of America?
