Anti Fed Ed Warriors, in the last few days of July, I wrote and published a researched article centered on the former HR 2353, now Public Law 115-224, the “Strengthening CTE (Career Tech Education) for the 21st Century Act”. Warriors, the Bill became law when President Trump signed it on July 31, 2018. He was surrounding by lots of CTE ‘champion cheerleaders’.

Interestingly enough, the PA Representative’s (Rep. Thompson, who was the chief sponsor of HR 2353) Press Release stated that this Bill (now Law) overhauls the former Perkins CTE Act of 2006. Speaking of THAT Act, I showed you back in 2014, how the Perkins Act re-branded ‘vocational technical’ to “Career and Technical”.

So, once again, the CCSS Machine has been playing agenda word games with the citizens ever since then. Trouble is, most Americans are still remember education is as it used to be and not fully grasping the toxic changes being sneaked in under some familiar phrasing. Still more troubling is that there is almost zero ‘education’ happening in CTE (Career Tech Ed). It’s roughly 98% workforce training.

Warriors, links to my latest video about the new CTE (Career Tech Education) Law (formerly HR 2353, now Public Law 115-224). In the video, you’ll learn how the 2017 Executive Order 13801 plays into the Public Law 115-224 as well as connects directly to the new Executive Order 13845, signed July 19, 2018. (*Note, in the opening moments of my latest video, I mistaken identified HR 2353 as a resolution, it was a Bill.)

As I stated in the video, I’m providing much more information in this article.

Previous research into just what PL 115-224  (HR 2353) is going to set up for us across America:
1) From earlier this year, States are to take the CTE Pledge. After all, WIOA (Workforce Innovation and Opportunity Act), STEM Act (Science, Technology, Engineering, and Math), HEA (Higher Education Act), and ESSA (Every Student Succeeds Act) all have!
2) From 2017. How HR 2353 would ‘level’ all education into the same thing. As we know, that was ESSA’s  goal all along.


3) To give you an idea of how eerily close the National Workforce Council created by EO 13845 is to the one laid out in the LADDER Act (as well as how ANY national council will data rape the citizens), read this article of mine.

Warriors, you’ll also definitely want to look at the May 2018 Executive Order 13801’s Final Task Force Report. In it you’ll see that the 3Rs have been sacrificed for the global economy rhetoric. How will this economic portion play out in schools? Career Technical tracks and ‘post-secondary readiness’, as laid out by ESSA.

Task Force Report Notes Previously Not Shared:
1) The entire Report is 51 pages long. Within these pages, the over all policy agenda is 4-fold: Educate, Expand, Control, and Attract (you’ll find this in the U.S. Dept. of Commerce’s Secretary Ross’s introductory letter.)

2) The Task Force created by EO 13801 (Expanding Apprenticeships) was broken into 4 sub-groups. 1) Education and Credentials; 2) Attracting Businesses to Education; 3) Expanding Access, Equity, and Career Awareness; and, 4) Administrating Regulatory Strategies.

3) From the U.S. Dept. of Labor’s Secretary Acosta’s opening letter, his goal was filling ‘insufficient’ skill gap apprenticeships*. The 26 steps the Task Force created will unfold over the next 5 years. *As ‘reported’ by public service, education, trade associations, labor unions, and companies.

4) From the U.S. Dept. of Education’s Secretary DeVos’s opening letter, her input was centered on President Trump’s expansion of apprenticeships. She claims it’s a NATIONAL priority as well as a NATIONAL education one. Her comments target ‘active learners’. She goes on to say the actions will speed up unity between education and jobs. How will this happen? Using more ‘flexible’ industry created learning models. This will, in turn, breed qualified workforce for the 21st Century. This type of qualified workforce will be key for the 21st economy, security, and, prosperity. This learning model will engage learners and be cost-effective for employers. Workforce based learning will a great way to learn, work, and earn. (*Note, underlined below will be the evidence we need showing the continued federal overreach ‘commitment’.)

5) From the U.S. Dept. of Commerce’s Secretary Ross’s letter. These 26 steps will update an 80 year old American system. He goes on to stress that the historic gains the President has made will be a carrot to fill high-skilled jobs. Sec. Ross mentions Rep. Foxx’s misinformation about the unfilled 6 million jobs in America. (*Note: be sure to scroll down to the comments section of the embedded article directly above.)

6) From the Report’s Executive Summary, the tone suggests that the entire woe of America is higher education, as in, colleges and universities! “When implemented correctly, apprenticeships will provide a career path!” (See Page 10)

7) From the 1st sub-group: Expand industry recognized apprenticeship programs, especially the ‘learn-to-earn’ ones; include CBE (competency based education) assessments; P3s (public private partnerships) clarify national portable credentials (national ID card for working); federal government identifies available resources to carry these activities out (industry sector led financing).

8) From the 2nd sub-group: use and streamline various funding streams in simple ways for attracting businesses to education (State incentives); study skill gap shortages (data rape/manipulation); U.S. Dept. of Labor centralizes all data between all participants.

9) From the 3rd sub-group: Federal government funds an all out advertising blitz (propaganda) to raise awareness for workforce based apprenticeships/aligned education; incentives by federal government to businesses for more ‘learn-to-earn’ programs; U.S. Dept. of Labor leads funding campaigns to create more community based efforts for aligned apprenticeships; improve the existing data base for the Registered Apprenticeship System.

10) From the 4th sub-group: Begin with pilot project for expanding CTE apprenticeships via a selected industry from the existing Registered Apprenticeship System. In that selected pilot: focus on mastery based learning and competency; cannot include the construction industry per the Davis-Bacon Act; base apprenticeship paychecks on a scale system to reflect competency; reform the existing Registered Apprenticeship System.

11) From the Introduction to the Report: Task Force actions began July 2017. Other meetings were held August 2017, November 2017, February 2018, March, April, and May 2018; the 4 sub-groups ‘cross pollinated’ their 26 steps to expanding CTE apprenticeships.

12) Also from the Introduction: Higher education (college) is letting Americans down; apprenticeships have a proven track record for affordability and relevancy in America; the U.S. Dept. of Labor has 4 pillars for all programs (apprenticeships included): provide your needs, manages your direction, earn money while you learn, and, rewards you with credentials. Total typical process time these programs take: 1-6 years.

13) Introduction continues with:
a) old apprenticeships were focused on construction and manufacturing. New ones will focus on healthcare, IT, transportation,energy, and logistics.
b) old pattern (in place since the 1930s) is the base for now; the U.S. Dept of Labor and States partner to ‘upskill and reskill’ citizens. Updates will remove all barriers for disabled, elderly to be included; create stable families (especially for low-income ones); improve economics and social community situations (cites a WA State example on Page 15); apprenticeships praised by bipartisan elected leaders, current and previous White House Administrations, and State Governors.
c) Page 16 will show you the huge ‘put down’ aimed at America’s colleges and universities.
d) Page 16 also shows the blatant lie that “Apprenticeships can offer a key component to the solution to the skills gap.” (Based off a Harvard University Business School Study. The irony is that Harvard partnered with Pearson to help create the myth of the ‘skills gap’ and helped create the Career Pathways as a solution. Career Pathways are a embedded part of CTE!)
e) Warriors, to me, this is the BIGGEST clue to just how globally minded D.C. has become while sacrificing our nation on the altar of our freedoms. The Task Force actually has the audaciousness to bring in how much American apprenticeships should copy the German and Swiss apprenticeships! (*Note: the European Union’s targeted youth ages are 16-24 years of age. That’s 8 years.)
See middle paragraphs on Page 17 for Germany and Switzerland). Be sure to look at the associated footnotes and see the CCSS Machine member groups/resources cited.

14) From the Section “Implementation Challenges”:
a) there are several complex and inter-related ones. Setting a tone of ‘us vs them’, here are what are considered to be challenges for the government:
i) student interest and engagement in ‘worker supply’
ii) parents lack ‘career awareness’
iii) youth do not grasp ‘viable’ tracks for prosperous futures
iv) businesses need better ‘career profiles’
v) communication needs include apprenticeship ‘design signals’ for skills needed
vi) more early career counseling especially for ‘middle skills’ to elevate the dignity of workforce apprenticeships
vii) increase ‘stackable credentials’, increase transportation for participants; increase P3s especially for flexibility in alignment.

15) Warriors, of the 26 action steps (which I gave in my latest video), will begin on Page 21 of the Report. Six steps will involve education/credentialing; Four will expand access, equity and career awareness. Three steps will go toward attracting businesses. The largest group belongs to the administration and regulations for apprenticeships and their implementation (which will be no doubt carried by Executive Order 13845’s created National Workforce Council) at 13 steps.

16) The Conclusion of the Report begins on Page 39. The most important information from this section is that businesses, labor unions, non-profits, trade and industry groups, education, and public officials are pleased to answer President Trump’s call to increase this type of programming in America. As Warriors, notice the ‘lifelong learning’ educratic phrase and how education/workforce aligned apprenticeships will break down American silos.

If Agenda Could “Talk”

Anti Fed Ed Warriors, you know I’m consistently sharing fact based evidence and resources for you to read, dissect, share, and use. From time to time, here on my blog, I’ve taken the liberty to give my opinion. Sometimes, I’ve even gotten creative and shared my thoughts in how the CCSS Machine is ruining us all.

Yes, it’s summer, this usually means some of us, as Warriors, are a bit more relaxed in the War Vs the Core.
However, I’m not one of those who does this.  I’ve given you truth upon truth about the agenda which seeks to take ALL students, regardless of age, where they have learned their education, and turn them into globally competent workers.

I know the truth is working, Warriors.

However, it’s not enough. At least from what I see.

So, today, I’ve taken a fictitious stab at ‘exposing’ the agenda among us. Like a picture’s impact which replaces a 1,000 words; fictitious tales can stick with us and impress our actions/reactions.
Think about how many of us still remember Orwell’s “1984”, or the “Jungle” by Sinclair. Most of us know Shakespeare’s words are still used among our language even today.

Fiction has often been used as a way to point out distress in relationships, reveal truths about misuse of government, and, so on.

Like roses turned black, is CCSS’s ‘hand’ in our lives.

 

I’ll warn you, the fictitious letter below, is ‘dark’ in nature. It’s supposed to be. It was inspired by a recent article featured on the KiddyFirst (UK based) article by Dr. Athena Staik.

Her letter is even darker than mine, but it’s about narcissism, not education. I encourage you to read her letter at some point.

The crossover to education really wasn’t that hard to come up with. If you’re not familiar with a narcissist, they can manipulative, an egotist, self-centered, or self-obsessed. As such, we find the CCSS Machine and all its member groups and disciples.

For context, the letter is penned by what I imagine as the workforce based agenda sounding like, as a person. It’s written by ‘him/her’ to all students and teachers in America.

As we know the workforce training agenda respects NO school choice or American citizen. It’s after us all.

“Dear Student/Teacher,

If I had to ‘come clean’ with you about my ‘end game’, it would be that you exist for ME. That’s my entire point in steering your devotion to what you think is ‘academic learning’.

I steer you away from your useless imagination, where you’re going those thoughts are petty. When my game is complete, your every thought will be centered on one thing:

          SURVIVAL

My life’s mission is simply this: manipulating you into complete submission. Every time you hear ‘human capital’, that means my plans are working seamlessly. I make you work harder in ALL your school work. The harder you strive, the more I move the mark so you’ll never be truly successful. The more tests and assessments you take or receive makes you more enslaved to me. The more you fail, the stronger my grasp on you becomes.

Every time you earn another digital badge, mark off another credential; you’re proving your real worth: WORKFORCE TRAINED MINION.

Those credits you think will be your ‘free ticket’ to personal success?! Hardly worth my energy. I hang these, along with other such trinkets, around my neck. These are trophies to me, of your childhood lost. These are the baubles to show my power of undermining teachers; as well as proof the global economy increases every second.

Yes, MY student/teacher, you ARE my minion. I will keep you on the ‘cradle to grave’ treadmill for the rest of your lives.

Remember, I said, ‘IF I were to come clean’. However, I have no intention of every revealing this to anyone. I will deny every word of this letter, if pressed. I will never stoop to the level of ‘loving you’. I am incapable of love. Where you will end up, love won’t be necessary.”

Prerogatives Not Needed

Anti Fed Ed Warriors, have you ever looked at your children and told them that one day they would grow up and go work for ‘The Man’? Have you ever looked in the mirror and told yourself, ‘Gee, I’m glad I have to earn money for my boss today.”?

Certainly not! What I imagine you’ve told them is the same thing you were told, ‘Go to school, get good grades and then see where life takes you’. For some of us, it was straight to work. Others left and went on to college. Some folks elected to do both, while others took a break and ‘found themselves’ before ‘getting on track’.

Warriors, these were all prerogatives for us. We had some choices, but they were OUR choices. In today’s educratic system, NO ONE has a true prerogative anymore. Some test tells Johnny and/or Suzy what they must complete in school  now to work somewhere else later. By the time the kids are in middle school, they already know where their future income is coming from.

For us as grownups? Our future’s just as aligned. We’re told we must update our ‘credentials’ via courses. We’re constantly monitored for ‘quality control’.

Every single education/job move we make isn’t so much about our U.S. Constitutionally guaranteed right to ‘pursue happiness’, it’s about checking off the boxes on a pre-determined list of where we’ll fit in best when it comes to the CCSS Machine.

This type of conformity appears to be the true goal of the merger between the U.S. Department of Education and U.S. Department of Labor. However, the conformity doesn’t END there.

We, the Anti Fed Ed Warriors, owe a huge debt of gratitude to a fierce Warrior, Karen Bracken. She created a ‘short and sweet’ petition to protest the planned merger. It was released Sunday, June 24th. As of today, June 27th, the petition has just over 1,000 signatures. Not only did I sign the petition, I’ve joined her in getting the word out as much as humanly possible. While 1,000 citizens speaking up is great, we’ve got to have 100,000 JUST to be recognized by the White House.

Warriors, if we don’t speak LOUDLY, we cannot have a seat at the table to help STOP the merger!! The CCSS Machine cannot be allowed to continue this cycle of robbing our children (and ourselves) of our prerogatives as Americans!

The framework to realign our federal government has a plethora of ways to continue the overreach into our lives. How? The biggest ‘change agent’ on the planet is education. (The source for THAT ‘sentiment’? The United Nations)

From what I found and can easily tie back to the CCSS Machine, the framework supporting the President’s Executive Order #13781 has close to 20 ways in which education is woven throughout. How?? Jobs and economy. My top 3 (based on research) are below:

When I researched and wrote that article, it was to detail the many federal departments with plans to align education to workforce, NOT simply Education and Labor! The framework for the President’s restructure has some of these same agencies shifting. The danger is simply this:

With existing alignment plans in place, how many will survive the moves to their ‘new homes’??? How many will be strengthened? How many will continue the ‘student data rape’ between the SLDS (Student Longitudinal Data System) and the WQDI (Workforce Quality Data Initiative? Will any of these aligned plans DIE in the moves?

If you think the Ed/Labor merger will ‘bring back vocational schools’ like you may remember them to be, the merger won’t. I’ve shown you through years of research how ‘vocational schools’ were re-branded TO Career Tech Education. It was when Common Core’s alignment AND standards were inserted. The merger WILL only INCREASE the amounts of workforce aligned education FOR every AMERICAN. Not just public K-12th grade students. If you think private education, homeschooling, on-line schooling are exempt, I urge you to realize that BOTH education AND labor will cover preK to grave for every American.

American education has been creating ‘new levels of mediocrity’ since the U. S. Ed Dept was created. The merger will create an even newer level of conformity with workforce training taking the place of academics.

The merger will do exactly what I’ve warned you before: scatter education programs like cockroaches all over DC. As hard as it would be to close U.S. Dept. of Ed and U.S. Dept. of Labor, RIGHT now, merging will bury ALL the overreaches so we may NEVER be free of federal overreaches!! The best plan, is REPEAL ESSA first, Restore FERPA, THEN begin to close the illegally based departments DOWN!

To My  Anti Fed Ed Warriors, I hope the exposure of federal legislative bills has been helpful. I know it’s been eye opening.

While it’s taken several articles to cover them, I’d like to think I’m almost through. However, I’m not.

S 2084 “Community Partnerships in Education Act”:

Warriors, this bill (Sponsored by Sen. Whitehouse, RI) was introduced back in November 2017. It’s currently in the Senate HELP Committee. Before I get to the details of S 2084, let’s examine the Senator’s stance on education:

Warriors, the way ESSA (Every Student Succeeds Act) was written and passed into federal law, education took a ‘back seat’ to economic gain (for global competitiveness) AND workforce alignment. A ‘classic’ CCSS Machine move.

If you look at the many bills this Senator has either sponsored or co-sponsored, you’ll see similar CCSS Machine agenda items popping up. For example, his Museum and Library Act of 2017; his legislation connecting the federal government to Pell Grants. Then, there’s an amendment to the HEA (Higher Education Act), as well as a ‘biomedical innovation funding’ bill. Biomedical innovation” is being factored into education more rapidly than ever. (*Note: if you are not sure how Museum and Library Grants can be tied to the CCSS Machine, go here.)

Warriors, HEA is the LAST link (law) to receive a ‘makeover’.
Leading the charge to re-write the HEA? Sen. Lamar Alexander. (Over in the House, it’s Rep. Virginia Foxx.) Both are 100% sold out to the CCSS Machine.

Reading Between The Lines:

From S 2084’s pages, Warriors, these federal strings in education:
Page 3 reveals that the Carl Perkins Act will be amended. If you’re not sure how the  assessments tied to all those 21st Century Skills will be impacted by this amendment, look below. It’s the existing language from 2006:

What’s really interesting, however, Warriors, is that at the top of the page from the US Code Office, it plainly states that the “Text contains those laws in effect on March 1, 2018”.
I urge you to read this resource! You’ll see how more federal (supposedly with the States cooperation) data mining has been embedded and will INCREASE with a bill like S 2084.

Sen. Whitehouse’s S 2084 will insert more P3s in our classrooms. (P3s are public private partnerships). ESSA’s language mandated an increase in P3s in education. WHY? Because our education MUST be aligned to workforce needs. Somehow, the P3s know more about education than the teachers.

HR 4272 (Community Partnerships in Education Act)

Warriors, this Bill is also sponsored by a RI legislator (Rep. Cicilline). However, this one has several  OTHER co-sponsors. By no coincidence, HR 4272 was introduced at the same time as S 2084. These 2 bills are 19 pages, have the same language, AND are being led from Rhode Island legislators.

From the press releases on Rep. Cicilline’s website, look at the ‘bragging’ that’s being done:

Warriors, this is awful! Not only do these RI elected leaders, promote this aligned agenda, they are working together to pull it off!
Cicilline’s bill increases non profits in education. Especially for CTE (Career Tech Education, the ‘adult’ workforce training portion of the CCSS Machine) AND STEM (Science, Technology, Engineering, and, Math). It also seeks to add 21st Century Skills Attainment as a performance accountability portion of every State’s education plan.

Warriors, we know ESSA gave more educational power to the federal government and not the States. This is further evidence that the ESSA mandates (more P3s, more CTE, more STEM, more wrap around community alignment via after school programs, etc.) are being carried out via NEW LEGISLATION! Possible NEW laws for MORE federal level (and less, local) control.


Reading Between These Lines:

Within HR 4272, you’ll find the Bill has two purposes. The first is to insert non-profits and  intermediaries into local schools. These groups will be responsible for not only planning what it taught, but carrying it out. The second is to amend the HEA.

You’ll also find that Perkins funding (used in higher education but calculated on the number of 5 to 17 years old students in each State) is going to be used to help pay for the ‘community partners’. By doing this, the door for more CTE and STEM will be mandatory.

To accomplish this type of move, the Carl Perkins CTE Act of 2006 must be amended. This will also factor in the insertion of the ’21st Century Skills’ as an accountability measure. What makes up those skills? Not educators!

Data mining, assessments (you have to have those to measure how attainable 21st Century Skills are), and, professional development for CTE and STEM will come with HR 4272.

The TRIO programs currently under HEA’s governance will also be thrown into the mix. This is how HR 4272 will amend the Higher Education Act. You’ll also find the GEAR UP programs involved. The U.S. Secretary of Education will ‘encourage’ community partners to seek grants to help carry out the aligned workforce education.

Lastly, for HR 4272, the U.S. Secretary of Education will get to determine what existing education programs will be maintained AND create room for EXPANDING others.

Does this sound like LESS federal control, Warriors?!

Warriors Against the CCSS Machine, we’ve known for a while that the ‘uninvited guests’ in our educational system have done us no favors. We know that Congress’s participation in the CCSS Machine is just plain awful. It shouldn’t be happening, but it is.

We also know the amount of federal legislation in existence (which is so ‘anti-Constitution’) could bury any one of us. This is way it’s great to have so many of us working together.

Warriors, we’ve got more ‘uninvited guests’ (aka: Congressional bills) waiting for us to learn about and fight against.

HR 2859, “Advancing Competency Based Education Act of 2017”:

This bill was introduced back in June 2017 by no less than 8 sponsors and co-sponsors in the US House of Representatives. Representatives Polis , Messer, Davis(CA), Takano,
Espaillat, Scott(VA),  Sablan, and, Davis(IL).

It’s been in the House’s Education and Workforce Committee since then. Why is that a concern for 2018? Because it can be rolled out of Committee at any time, during this 115th Session, or, tweaked a bit and re-introduced in future Sessions. Also, consider the chairwoman of this Committee: Rep. Virginia Foxx. Her view on education is that it’s ALL CTE (Career Tech Education). A kingpin of CTE is CBE (Competency Based Education).

Warriors, look at the title of HR 2859.

Warriors, it’s not only Foxx we should be wary of, it’s also HR 2859’s main sponsor, Rep. Polis. He’s from Colorado. He’s also a senior member of the House Education and Workforce Committee. He’s also a huge ESSA (Every Student Succeeds Act) supporter, as well as serving on the subcommittee which works with the U.S. Dept. of Education to fully implement ESSA!

Polis’s Bill (HR 2859) will amend the HEA (Higher Education Act) as well as continue to experiment with our post-secondary students via CBE projects.

HR 2859 also opens ‘Pandora’s box’ of nebulous third party education partners.
U.S. Dept. of Ed will award any voluntary post-secondary school grants, waivers, and flexibility (aka: strings) for using your students as guinea pigs to see if  CBE really works. Of course, to see if it really works, you have to have CBE in everything before higher education. ESSA has that covered in spades. Especially where it states that all education must be post-secondary readiness aligned!

Polis’s 2014 Uninvited Move:

Back in 2014, Rep. Polis was part of the ‘team’ which sponsored the CBE bill (HR 3136), “Advancing Competency-Based Education Demonstration Project Act”. That Bill sailed through the entire House of Representatives by a vote of 414 to 0. Where did HR 3136 end up? In the Senate’s HELP Committee, under Sen. Lamar Alexander’s nose.

With Uninvited Guests Comes Baggage:

Warriors, this more current Bill (HR 2859) is 39 pages long and slam full of CCSS Machine moves for higher education.

“Data” is embedded in 12 passages. Page 9 (uses data to ensure benchmarks of CBE are adhered to); Page 16 (data mined from students goes to the U.S. Dept. of Ed’s ‘research’ arm the IES (Institute of Education Sciences); Page 17 (how the IES will use the data) {Warriors, IES uses data in multiple ways, written into this Bill or not}; Pages 22 and 23 will show more student data uses; Page 25 shows there’s been a little thought as far as privacy, but note the caveat embedded; and, on Page 26 you’ll find it prohibits the ‘sale’ of student data (but no mention about freely sharing). The cost? A measly $5 million dollars, Warriors.

“Assessments” are embedded a mere 9 times. Page 6 lays out that all assessments will be workforce aligned; Page 10 shows how participating schools must use assessments to even be considered as eligible to participate in the voluntary project; Page 17 shows that there won’t be much time between the time a student enrolls in post-secondary education and their first assessment, as well as how the assessments are tied to ‘credentials’ earned; Page 23 shows assessments are part of the student’s successful outcome; and, Page 27 shows:

Oh, before I forget, the built in sales pitch to all this CBE project and experimentation? It’ll lower costs for everyone (aka, taxpayers) by reducing how long a student is in school. Yep, you heard correctly. Hurry the students through post-secondary courses so they graduate faster so they can get a job sooner. It’s basically the ‘cart before the horse’ mentality.
(*Note: a New Zealand teacher has put a global spin on ‘cart before the horse’ in education. You really need to see how the shift there is illustrated. It’s what’s happening here in the US with bills like HR 2859)

The problem with this logic is absurd. Do I really want to see my post-secondary student rush through medical school courses if they are going to be a doctor? No! Do I really want to trust a graduate of the rushed education with my life? Absolutely not! Do I really want to feel secure if my car needs repair, but the serviceman or woman cannot do it because it wasn’t included in their rushed course work?

Warriors, I’m not over simplifying this. We are seeing proof of this type of ill educated people NOW. Yet Congress wants MORE?! Using our students in post-secondary education as more guinea pigs is also very unwelcome. I guess the government doesn’t mind abusing adults. It’s done a bang up job on the minors.

Summary: Due in part from the United States federal government’s agreement with the United Nations to uphold and adhere to the SDGs (Sustainable Development Goals); Congress’s legislation to create WIOA {Workforce Innovation and Opportunity Act} and the STEM Act {Science, Technology, Engineering, and Math}; re-write and re-authorize both the ESEA {Elementary and Secondary Education Act} and the HEA {Higher Education Act}. Changes You May See Now, or, Will See Soon:

1) An increase in computer training to earn digital badges or credentialed certificates thereby creating a decrease in hard copy books or instructional manuals. This is usually promoted as a way to ‘go green and save paper’. In reality, it’s a way to create a ‘life-long learning’ track of employability for you. In most instances, these courses are used for giving a teacher/leader a ‘promotion’. Ususally, these are mere lateral steps, not actual promotions. As such, you may see (or not see) your income increased. These tracks are usually professionally developed by various CCSS (Common Core State Standards) supportive groups or organizations. Because CTE IS Common Core (by a different name), your training is aligned to meet THOSE standards. Most of the time, in addition to your company’s policy for training and leadership. Teachers/Leaders, remember the Business Roundtable, several unions, and almost every major corporation have backed this shift in education from academics to workforce for years. CTE has given them the opportunity to do it in the name of ‘jobs’. Our federal government uses it as a tool to sell human diginity in exchange for a better economy.

2) A shift you will NOT see, but is happening to you is a direct result of #1. That is data mining. Yes, your computer based training is captured, studied, and shared by countless educational groups and any other group they work with or are contracted to work with. This data, is also shared on the federal government level, as well as globally. Why? Your ‘competency’ is measured to be used against you later on. If you do not ‘teach’ well, your students do not ‘learn’ well. These 2 factors are weighed against the entire school. If a post-secondary school doesn’t measure up to the accrediting body’s standards (also directly overseen by the U.S. Dept. of Education and those post-secondary accrediation organizations it works with), funding is cut. Which means, pay cuts or lay-offs become a bigger reality.

3) CTE teacher/leader ‘incentives’  are part of the ESSA mandates for workforce-based education. On Page 17 of the Law, it is plainly stated that ALL education must be post-secondary readiness aligned as per the WIOA definition of ‘readiness’. That definition?! “Career and College Ready” (which is another name for Common Core and Career Tech Education). However, instructors, the strings by which you may earn these ‘incentives’ is hardly worth the price. Expect more monitoring of your student’s contributions in class; group based projects/group collective grades; their behaviors and attitudes (College and Career Ready calls it SEL, social emotional learning); expect that you will have to jump through more hoops than ever to be qualified to teach, but NOT how you wish to lead, but by a contrived system. As part of the re-writing of the HEA, expect more of this kind of micro-management of your schools. Consider, if your school loses accrediation for lack of credentialed leaders or enough graduates, you may be out of a job.
(Remember, as a post-secondary educational institution, public, private, or for-profit, your largest funding stream is CTE money based on students from ages 5-17, regardless of what school they attend.)

4) How does a student become Career and College ReadyCareer Tracks!  Assessments! These do not only show up in traditional K-12th grade schools. They are present in early college programs, trade schools apprenticeships, dual enrollment, concurrent enrollment, AP courses and IB courses. All of which are accessed by ALL education choices, including home education. Any extra curricular STEM program is also part of the Career Tracking and Assessments.

Some of the companies here love CTE and Career Pathways. They also are unabashedly supportive of CC aligned citizens.

Teachers/leaders, do not be surprised if you see an increase in the number of tests your students must take. Look out especially for the assessment called “WorkKeys”. If a student hasn’t received it in a K-12th grade institution, it may be an added requirement at your school, given upon admissions. “WorkKeys” is most definitely a Common Core/CTE alignment tool to groom students for their career tracks. These tests do not take into consideration talents or desires of students. Whatever skill -based results the WorkKeys gives, is what your student’s education will be streamlined to. Look for buzzwords like “personalized learning” or ‘personalized instruction’. These are ‘code’ for data mining, career tracking algorithms for both teacher and student.

Questions for Reflection:
Is this why I wanted to teach? Is this how I wish to continue to teach? Will the cost of college, career schools continue to increase? If so, how much of MY tax dollars will be used? Will these dollars be used as I choose? Since I receive a portion of these tax dollars as my salary, am I okay with this shift in education?
If I stay in my teaching position, how can I fight this overreach in my school?  Is my stance helping promote this kind of governmental control to succeed, or, is there a way I can strike an effective blow?

Trickery Gets Education Nowhere

Anti Fed Ed Warriors, for years AND in spite of whatever political party is in charge, we’ve gotten pretty much NOWHERE near ending the grasp of those educratic, sold out leaders to the CCSS Machine in relation to our citizens.

What we HAVE gotten in exchange is a bunch of U.S. Constitution dishonoring laws, policies, and farces.

Amendment 13 was written to end slavery, yet, as the Progressive/Technocratic modern education reform has been playing out, more and more students, teachers, and education leaders of all ages are being enslaved to mind numbing workforce training!

Amendment 14 was written to throw out any Congress member or other federal leader for insurrection against the Constitution.

The entire education reform IS an insurrection against America!

Let’s not forget that what happens at the Federal level makes it way down to the State level as long as the States ignore the 10th Amendment!!

A Fighting Back Tool:

Warriors, if you already listened to the FPE Media “Alternative Education in the Crosshairs” Segment 1’s discussion of the lies being spun about the shift in education FROM academics TO workforce training, then you’ll know I cited HR5587 and S3271.
These pieces of legislation were expressly FOR increasing the amount of workforce based/competency geared education for ALL educational choices.

Today, I’m tackling two of them in an update.

Trickery, Process, or, Both?

As per the legislative process, at the end of each Congressional session, no pending business is left on the table. So, when the new Congress convened in January 2017, it was a fresh start. That BOTH Chambers rebrand older versions of bills or update them, is nothing new.

What has Congress done to HR5587 and S3271? It is important to note that their newer versions weren’t released  until AFTER our Series was published.

The Bills:

HR5587 (Strengthening Career and Technical Education for the 21st Century) and its ‘sister’ S3271 (Workforce Advance Act).

In 2016 I laid each of these (and a few more) out for your information bank of anti Fed Ed Warrior ‘weapons’.

So, what changes/updates have HR5587 and S3271 seen?

Check out this excerpt from the ACTE’s “CTE Policy Watch” in the screen shot below in regards to HR5587.

Wow, 5587’s name remained!
Only the bill number (and a few other small changes) will be revised. So, what are those ‘small’ changes? I’d like to point out the yet-to-numbered version is 97 pages long.

The first change I saw was a word play game. (a very worn out CCSS Machine tactic)

For example, on Page 4, “by striking ‘‘academic and career and  technical skills’’ and inserting ‘‘academic knowledge and technical and employability skills’’;  B) by inserting ‘‘and programs of study’’  after ‘‘technical education programs’’; (2) in paragraph (3), by striking “including  tech prep education’’; and  (3) in paragraph (4), by inserting ‘‘and programs of study’’ after ‘‘technical education programs’’.

By removing ‘including’, education’s shift to that of a worker skilled based one is undeniable. 

How so? The only amount of  academics remaining will directly be related to your career tracked CTE courses.

Other noticeable changes to HR5587:
A shift from 5 occupational tracks to 3 tracks
That aligned ‘challenging academic state standards’ must be present at the post-secondary level of education in your State
‘In demand industry skills’ will be given top priority in education
Crenditialing will replace Associate degrees and other such certificates in some instances
The increasingly popular education ‘fix all tool’: pay for success formulas for States.

The rest of HR5587 remains (for example: the early college programs; dual enrollment; middle school career explorations, etc.) Most especially: CTE Concentrators and Participants (meaning teachers, students, schools, and partnerships between education and business).
The Senate HELP Committee  5/3/17 introduced S1004 “Perkins Fund for Equity and Excellence”. From all appearances, S1004 replaced S3271. According to Congress.gov’s website, S3271 is still in the HELP’s possession..dormant. Does that mean the content of S3271 went away, too? Not in a ‘New York minute’.

You’ll still find the CCSS Machine’s rhetoric concerning the value of competency based education. You’ll still spot the ‘need’ to ‘redesign high schools’ as well as ‘support CTE innovation’ without a need to remediate students.

How?! “equitable access to rigorous, engaging, and relevant real world education through partnerships with business and industry and higher education that prepare students to graduate from high school and enroll into postsecondary education… with the ability to use knowledge to solve complex problems, think critically, communicate effectively, collaborate with others, and develop academic mindsets.”

S1004 will also encompass those outside the public, traditional classrooms.

In the screen shot below, note the highlighted sentences and phrases. ESSA (Every Student Succeeds Act) embedded ‘region specific education’. WIOA (Workforce Innovation and Opportunity Act) contains the STANDARDS (as cited in ESSA) by which States are to align all learning/teaching. Lastly, let’s remember that one of the CCSS’s rebrands for nationally aligned Standards was/is “College/Career Readiness”!!

Warriors, as was pointed out in our Series, these federal laws and bills are written to link each other like gears and cogs. This is fitting considering the CCSS Machine is grinding our nation down.

Other S1004 important notes:
Skill based assessments will not go away
Funding for States will be up for increase/decrease depending on the conformity level of participation by each State
Workforce Development Boards at the State level will continue to increase
Increased presence of corporate America in the classrooms and resources (for all age groups/education ‘choices’)
Wrap-around services, including SEL (social emotional learning) 
The Secretary of Education (DeVos) will get an increase in power as well

Power Is A Dangerous Thing:

Finding yet another piece of proposed legislation giving the U.S. Secretary of Education (regardless who that person is)more power is proof our Congress has no clue, or doesn’t care, that NO federal intrustion into education should be happening!! It definitely feels like a trick.

So, here’s what I found on DeVos and CTE.
1) U.S. News and World Reports’ Opinion page stated (Dec. 2016) that DeVos should have CTE high on her priority list. The author even titled the piece ‘A New Race to the Top’. (a side note here: I wonder if the author realized the U.S. Dept. of Labor already has this in place for CTE via the WQDI (Workforce Quality Data Initiative). In the article, P-Tech (already in place in NY) is mentioned, as is the Western MI Avation Academy.

2) Advance CTE’s website includes Western MI Avation Academy AND DeVos’s testimony before the Senate HELP Committee here.

In her HELP testimony she stated students SHOULD have CTE. Her exact words: “students really need to have a full menu of options,” including “technical schools, community colleges [and] apprenticeships.” (by the way, this fits with her ‘school choice’ belief)

3) DeVos is also pushing STEM (Science, Technology, Engineering, and Math) as part of the way America can have more connections to CTE. This makes sense when you factor in how much STEM is embedded in WIOA, ESSA, HEA, and the STEM Act.

4) DeVos was joined by a Trump family member pushing STEM back in March 2017.

Greetings Anti CCSS/Fed Ed Warriors! The Weekend News is here! What can we learn from the CCSS Machine? In a short sentence: how the global education business market is growing.

A Recent Webinar:

Just a few days ago, I was among many who joined in a pro CCSS backed group’s webinar for how educational business/services can a) capitalize on the recent passage of (Every Student Succeeds Act, ESSA); b) go global with education; c) make big sales for their companies; and d) drive education as we know it straight down the tubes.

Which group was hosting? The Gates Foundation funded EdWeek, of course! What global educational consulting firm also joined the frey? The ISC (International School Consultancy). If you haven’t heard of ISC, they are based in the United Kingdom and are the oldest global education consulting group of their kind. Because of this, it was shared in the webinar, the ISC has the historical educational data to back why going global is a great thing for all of us. Among the nations attending this webinar, the most were from the U.S.A., while the next 2 biggest attendees were the U.K. and the United Arab Empire.

About 2 months ago, EdWeek launched its Marketplace, where educational business, services, and those seeking such, can get information. I was invited to join the Marketplace, so I could get all kinds of research. However, at $750.00, I decided to pass. Besides, why in the world would I support the Gates Foundation’s backed group by purchasing their research?

It was the Marketplace portion of EdWeek presenting in this webinar. According to Kevin (from Marketplace), the virtual store is where gaps of what K-12th education needs meet business providers. Thus a harmonious bridge is created. Aren’t we so lucky….Among some of the provisions are Next Generation Science Standards/Assessments, Data Mining tools, etc. Kevin also stated the ESSA is for business ‘a canary in a coal mine’ opportunity. WiseGeek.org says that for governments and businesses the phrase means a ‘harbinger of the future’. (See: http://www.wisegeek.org/what-does-it-mean-to-be-a-canary-in-a-coal-mine.htm)

According to one of the slides from the Webinar, Bill Gates has predicted the education businesses (especially digital) will increase by 50% or $1.1 billion dollars. Driving the sales? Ed Tech (supposedly higher quality education/more personalized learning/evidence based results based on proven technology)

What I Have Seen/Heard:

As one who has researched the stuffing out of the ESSA, I can tell you, the increased amount of P3s (public private partnerships), businesses/educational services will increase dramatically. LEAs (local education agencies) and SEAs (State Education Agencies) will be able to open their federally provided funds up to anyone offering any type of business/service which can be related to student success (aka: student outcomes, competency based mastery, college and career readiness, post-secondary readiness, and student achievement).

Warriors, we should NOT be the last to know this information! Why do I say this?
a) The EdWeek Research arm recently partnered with the National School Superintendent’s Association to conduct a study on ESSA friendly PD (Professional Development).  I have shared with you in the past how aligned to CCSS, the School Supers Association is.
b) a recent meeting I attended hosted by the North Carolina Dept. of Public Instruction was full of folks from P3s either imploring the DPI for ESSA federal funds or employing more people from those P3s (and new ones) for educational purposes! Among the most sought after? SEL (social emotional learning) My point? The pro side is wasting NO time in getting the message out. Since the state I live is in already hopping on the bandwagon, yours probably is too!

More We Need to Know From Both Hosts:

The CCSS/ESSA slanted Webinar also shared the following information:

1) Educational business and services are golden opportunities for America.
2) School leaders WANT more personalized learning (as based off Digital Promise research). (*Note from my research: Digital Promise is a huge portion of ESSA.)
3) With more personalized learning comes better data tracking via student CBE (competency based education) progress.
4) SC, MS, ND, KY, and KS lead the nation in ELL (English Language Learning) digital education content.
5) Professional Development for teachers is slowly embracing the digital shift.
6) OERs (Open Educational Resources) are popular with teachers now and are better aligned to the CCSS than previous resources. OERs also are a great business profit maker because your company can help purchasers save school funding.
7) The ESSA will give educational businesses not only more money, but give schools better accountability, too. (*Note from my research: ESSA’s main damaging points are the national assessments, the accountability of the States to the U.S. Dept. of Ed and the funding which unites all this.)
8) Non-academic education businesses/services will also have opportunities to cash in.
9) Consider all of the above as opportunities for experimentation in education, especially how our students/teachers are measured.
10) EdWeek is helping the gradual building of international education marketing and trends. In 2015, around $15.2 billion was made by those participating. ISC shared that the tuition market for profits is about $39 billion and will increase to near $90 billion by 2026. Fee based education is a huge portion of the global education aspect. All this means the global economy is very healthy and that enrollment population is increasing.
11) English is being considered the language of business, therefore the need for ELL alignment is paramount for globally recognized credentials. In the screen shot below, notice the EMEM (Engish-Medium Education Market). This is something we will see increase via ESSA and other moves.

12) Global education has 4 benefits, the top 2: labor/quality learning
13) Inclusion is a top need for those being globally educated. Globally educated students are best fed by curriculum which supports inclusion.
14) There are over 200 International School Associations.
15) UAE (United Arab Empire) leads the world in the most international schools.
16) Curriculum trends find that UK based resources and IB (International Baccalaureate) are among the most used. (*Note from my research: IB Curriculum is not only UN/UNESCO based, it’s main contributor is a noted leftist.)
17) ISC noted that the most measured global assessments they track are the IGCSE*, the IB Diploma Program, the PSAT and SAT, and the GCEA*. (*IGCSE stands for “International General Certificate of Secondary Education”.) The University of Cambridge developed this over 25 years ago. To learn more:

(*GCE stands for General Certificate of Education; the GCEA, from what I can find refers to only one level of GCEs. There are GCE-As, GCE-A2 levels. Combined, the 2 levels have 31 career based tracks you can earn your Certificate in. There is also a GCSE (General Certificate of Secondary Education). There are 41 career based tracks available at the secondary level.)

‘Makeover’ for Workforce?

Back in late 2014, I shared with you the Workforce3One portion of the U.S. Dept. of Labor and how it ties to the U.S. Dept. of Education as well as the CCSS Machine. How? The Career Pathways, Career Tech Education (AKA: Career and Technical Education), and all the other workforce related tracks our students/teachers/schools are being placed in.

Today, we will look at what has been made over or is the process of being made over to continue the alignment to the WIOA (Workforce Innovation and Opportunity Act), the ESSA (Every Student Succeeds Act), the HEA (Higher Education Act), and any other related law. Workforce3One is sure to be involved!

The Previous Article:

Here is an excerpt from the 10/14 article, “Workforce3 One, sponsored by the U.S. Department of Labor/Employment and Training Administration (ETA), is an on-line interactive communications and learning platform designed to build the capacity of the Workforce Investment System. Members include the public workforce system and its strategic partners, such as employers, Federal agencies, community- and faith-based organizations, and educators. Workforce³One supplements other technical assistance provided by the Employment and Training Administration’s national and regional staff to build the capacity of the workforce investment system to successfully meet the employment needs of America’s workforce and employers.” ”

Other things revealed in the article include the CCSS Machine members involved, their financial backings and/or research studies. You will be able to learn how the Workforce3One uses schools for Career Pyramids, Ladders, Tracks, and/or Pathways. (This will include schools on all levels) You will find out how your local job/career centers are involved. Here is an excerpt to explain what I mean,Workforce 3 One is SO complete they have on-line tools for you to use to build your career..of course it will be aligned. The first one is the ‘CP’ or Competency Pyramid.”

Another Vitally Connecting Article:

In January 2015, I published another related article about the National Career Pathways Network. In it, you saw the evidence of the over-arching systems in place to bridge K-12 education to post-secondary education-to workforce employment. Below is an excerpt,
“According the the Network’s website there are 10 agenda points for POSs (Programs of Study) for Career Pathways. So every time a student takes a CP course, you’ll know these 10 are woven into it:
1) Legislation and Policies (ie: from federal, state, and local levels)
2) Partnerships (ie: more P3s or public/private partnerships)
3) Professional Development (ie: career tech alignment courses)
4) Accountability and Evaluation Systems (ie: more data mining)

The Present Makeover:

The name change is just the beginning. Gone is the Workforce3One (or their logo where the 3 looks like an algebraic number). It is now ‘Workforce GPS’. See below for their own words.

What else has been made over? When you click on the ‘Communities’ tab, you will see all the interconnecting agencies involved in the career alignment. Think back to the P3s involvement as evidenced both above, and it my last published article (featuring the peas in a pod picture). These interconnecting agencies are full of the public private partnerships!

As an anti CCSS Warrior, I know the data mining is a huge concern, especially when you remember that not only have I shared with you HOW the data is ‘married’ between the U.S. Depts of Education and Labor for workforce based education, but others as well.

Want to see what data is used and how it is collected?! Workforce GPS has the tutorial. While you will be able to access the visual information, the audio has been disabled. You should also know this presentation is a P3 one. I was given the notice before I accessed it from the Workforce GPS website. I cannot stress to you how important it is for all of us to investigate this presentation slide by slide. There are very important pieces of information for us to learn and use as weapons of truth.
