Great Fallacies Abound

Anti Fed Ed Warriors, what would you do if your State began an ‘ad’ campaign designed around ‘in-your-face’ fallacies? What if those fallacies centered on education?
Would you tell someone?

If you’re like me, you’ll do your best to share what you saw to help others know what to look for as well. The fallacies I’m about to share are SO deep, I’m even going to dust off my “Fib-o-Meter”!!
*For those new and fairly new to my blog, my “Fib-o-Meter” was a weekly Friday feature when I first began blogging. It was in those articles I would take what was being passed off as ‘truth’ and expose the fibs and fallacies.

Warriors, we’ve reached another phase of the CCSS Machine’s education reform BS, that separating truth from hype is definitely needed again.

First Up, NC’s Education “Facts”:

Warriors, look at the ‘in-your-face’ fallacies! In less than 30 words, this simple picture and it’s teaser spell out 2 fallacies.

Second, Enter “Fib-o-Meter”:

For this one small ‘ad’, the “Fib-o-Meter” rates its use of  ‘facts’ as the first ‘Total Fallacy”.

The ‘facts’ are all subjective in content! How do I know? First, no State, especially NC has ditched Common Core. No State, including NC has said “Not on my watch!” to all that is connected to Common Core! No State, including NC has escaped (nor will it) the federal overreaches into our schools of ALL choices thanks to ESSA (Every Student Succeeds Act). NC has done what every other State has done, re-branded Common Core.

The next Fib-o-Meter” rating goes to ‘cradle to career’. This overused and meaningless phrase has been used as “Total Truth” by the anti CCSS (now Fed Ed) Warriors for years. “Cradle to career” is also part of the tag line for Strive Together (a big CCSS Machine member). Strive Together encompasses entire communities with the ‘cradle to career’ agenda. In NC, Forsyth County is one such center of alignment.

Where Warriors have used the ‘cradle to career’ phrase to expose the ‘one-way-to-learn’ for OBE/CBE (outcome based education/competency based education) workforce trained students; the CCSS Machine uses it as a selling point.

Third, ‘Hype NC’:

Warriors, North Carolina (NC) has some great folks and great places. The State level government has also spent many taxpayer dollars coming up with all kinds of ‘feel good’ slogans to entice people and businesses to move here. For example, if you want really good, locally grown food, look for the “Goodness Grows in NC” label. Another label you can find for locally made consumer goods is “It’s Got To Be NC”. I’ll admit, the name “BEST NC” ranks right up there with something which sounds great. We’ll look into what is behind the catchy slogan in a few minutes.

However catchy (or not) a slogan or name is, look at NC’s State level education entities. Between the NC DPI (Dept. of Public Instruction) and the NC SBE (State Board of Education) you’ll not find slogans so much as you will CCSS reform agenda-driven vision statements. You’ve seen these in your States, too. The ones which sound ‘super’, but are ‘in-your-face’ with an ugly reality lurking behind the words.

For example, here’s the NC SBE’s vision for education:
“Every public school student will graduate ready for post secondary  education and work, prepared to be a globally engaged and productive citizen.” Warriors, look at the picture directly above. That is the SBE’s vision in reality being carried out in the NC DPI.

Since the CCSS Machine impacts all other school choices in addition to public schools, you won’t have to look to hard to spot how ‘hidden’ the alignment is. For example, the Dept. of Non-Public Education (housed in the NC Dept. of Administration) is set aside for home education as well as private education. However, visit the home education information and there sits the NC Public School graduation requirements should your student wish to attend a NC public college.

What’s more is that the website directs you to the NC SBE if you have more questions. This is followed by a note to parents that states your local school boards usually require additional graduation parameters. Warriors, the reason parents choose home education is to be FREE of the public system!

Fourth, “BEST NC”:

Warriors, “BEST” stands for ‘Business for Educational Success and Transformation’.
No need to ponder their agenda, is there? Look below and see how ‘in-your-face’ their design for education in NC is:

Thanks to ESSA’s mandates for MORE P3s (public-private partnerships) in education, we’ll see groups like BEST NC increase their choke-hold in our educational systems.

Remember, Warriors, part of the CCSS Machine corporate plan is to squeeze out parents and teachers altogether.

The Other “Dear Colleague” Letter

Warriors, as you know, it takes dedicated teamwork to to what we do everyday. Finding information and then sharing it to help each other in our War Vs. the Core.

In the past, we’ve heard lots about this U.S. Dept. of Ed’s “Dear Colleague” Letter. The Letter was to dispel and discourage bullying, however, it was a distinct overrstep of control by the U.S. Dept. of Ed.

The U.S. Dept. of Education, uses many “Dear Colleague” letters to create the illusion of more power and authority. Think of it as intimidation. The U.S. Dept. of Education  takes guidelines and treats them as federally approved legislation they must carry out.

So, when an avid anti CCSS Warrior shared this ‘new’ “Dear Colleague” Letter, I knew I had to share it with you. Below is a screen shot of it.

In the shot you see the question ‘Where are they now, in 2017?’ If you missed when I first exposed S3271, HR5587, and the others, click here. I’ll give an update later in this article.

Right now, let’s look at this 2016 Colleague Letter to promote CTE (Career Tech Education).

1): CTE (Career Tech Education) is part of the streamlined birth to grave educational shift for a skilled workforce.
2): Look at the federal level partnership! Not only to we have an illegally based U.S. Dept. of Education, but we now have it partnering with several other federal departments!
This isn’t a new partnership, however, some time ago, I shared with you a workforce education graphic where it laid out all the different federal agencies where student data flowed freely. In case you missed it, look below:

While the 9 federal levels are easy to spot, look at the variety of other agencies which are not easy to identify as connected.

(*Note: The Bills, HR5 and S1177, were combined to become what we now know as ESSA, Every Student Succeeds Act.)

3) In 2012, the U.S. Dept. of Education joined forces with the U.S. Dept. of Labor and the U.S. Dept. of Health and Human Services to create a federal partnership. Here’s an excerpt, ” issued a letter of joint commitment to promote the use of career pathways to assist youth and adults with acquiring marketable skills and industry-recognized credentials through better alignment of education, training and employment, and human and social services among public agencies and with employers.” (*Note: I give you a detailed historical timeline of the joint efforts of the U.S. Dept. of Education and the U.S. Dept. of Labor here.)

4) In 2013, the U.S. Dept. of Transportation joined those in #3 to support CTE.

5) In 2014, (then) Secretary of the U.S. Dept. of Labor, Tom Perez, launched a “Skills Working Group” for the Obama Administration. The Group was to push the Administration’s “Job-Driven Training Initiative”.

Group member agencies/departments/offices:  White House National Economic Council, the Office of Management and Budget, and thirteen Federal agencies, including: the U. S. Departments of Agriculture, Commerce, Defense, Education, Energy, Health and Human Services, Housing and Urban Development, Interior, Justice, Labor, the Social Security Administration, Transportation, and Veterans Affairs. The Working Group coordinates activities across these various agencies, including efforts to ensure that career pathways are available to all individuals, especially our nation’s low-skilled youth and adults, many of whom are already in the workplace.”

6) This powerhouse Partnership expanded the federal role in education, especially for workforce development. As the Letter puts it, the expansion was (and continues to be) to help the States carry out CTE. Look below:

The Tool Kits:

Each of the 13 federal agencies will have ‘CTE Tool Kits’ of some form.

The U.S. Dept. of Labor’s is 147 pages long and includes 6 elements for creating more CTE in your State. From the Preface of the document, “The primary audience for this Toolkit is staff who work at the state level representing one of the core partners required to develop a Workforce Innovation and Opportunity Act (WIOA) Unified Plan. The core partners include the State Workforce Agency, the State Adult Education Agency, and the State Vocational Rehabilitation Agency overseeing Title I, II, III and IV of WIOA.” Other agencies and people will be added as plans grow. 

The U.S. Dept. of Education’s is only 94 pages and was published in 2015. “Jobs for the Future” produced Ed’s Tool Kit. JFF (Jobs for the Future) is tied to the Gates Foundation, the  Casey Foundation, the Kellogg Foundation, and others. JFF’s Media Sources include a road map of federal funds your State can access for ‘cradle to career’  CTE alignment. (Find out more)

The U.S. Health and Human Services offer all kings of Grants to promote CTE, such as TANF (Temporary Assistance for Needy Families). I’ve written about this before. What is new information is that HHS also offers HPOGs for CTE expansion in your State.(Health Profession Opportunity Grants) (*Note: in the highlighted link above, you will find a Congressional Bill introduced in 2016 specifically for expanding CTE in the health care professions for rural areas.)

Over at the U.S. Dept. of Transportation, their CTE Tool Kit (85 pages long) has expansion plans for the next 10 years, at least 30,000 new jobs, and a whole lot of data mining for everyone.

The Career Pathways Exchange  is a free CTE information hub. According to the CTE “Colleague” Letter, the Exchange is a trio (Ed/Labor/Energy) supported resource. However, if you go to the Exchange’s website, you’ll see who/what inspired the project.
Vice President Biden’s jobs report (2014), Page 69 states ED will launch the Career Pathways Exchange, an online information dissemination service that will give all states and interested stakeholders access to resources and guidance to develop, expand, and strengthen their career pathways systems. ED will work with 14 states to provide intensive, customized technical assistance, tools, and coaching to make their education and training systems easier to navigate.” (*Notes: a) VP Biden was a huge supporter for CTE during his term of service. b) the former First Lady and the VP’s wife also helped drum up lots of CTE support. Find that on Page 18 of Mr. Biden’s Report. c) ICYMI: Biden’s articles where I exposed his CTE work supported by some American Unions.)

So Where Are Those CTE Bills Now?

Earlier, an update was promised for you on HR 5587 (will increase CTE nationwide), the ‘sister’ Senate Bill, S3271; S 3190 (will increase CTE in health care); and the worst of the CTE Bills, S3174 (LADDER Act; will create a new executive branch protected and separate Council) for a National Workforce Plan.

HR5587, passed the U.S. House of Representatives and was sent to the U.S. Senate in Sept. 2016. It remains to be acted further upon.

S3271, S3190, and, S3174
are all in the HELP Committee’s (Health, Education, Labor, and Pensions Committee) hands. While I could not find any recent action on these 3, we must stay alert about these. Each will continue to codify illegally based federal overreach in education as well as increase the size of our government.

While these Bills appear to be dormant, remember several other Bills throughout history have also been dormant, only to be resurrected and sprung upon We the People. We must be watchful of these, especially considering the current Administration’s push for creating jobs, school choice, and, a VP who is considered a CTE champion by his peers. Weekend News for the War Against the Core

For the last weekend in April (2016), I wanted to leave you with a few things every anti CCSS Warrior needs to know about P3s (Public private partnerships). If you missed these, you can now find them in one place. If you haven’t gotten this information before, you now have some great tools to use.

Blasted P3s!

If you have followed my research long, you know that time and time again, the P3s keep showing up in the midst of the CCSS Machine and its grinding away at America. Like everything fed through the CCSS Machine, P3s and their intent is not good for education at all.

What once was to be a healthy relationship between government and the private sector has become a holy hell. Consider this: early P3 relationships concerning the private sector and schools were to BUILD the schools. That way the private sector could return to their private business and the schools could get on with teaching.

But in the shift to CBE (Competency Based Education) aka OBE, (Outcome Based Education) the private sector has done more than build the schools, they now help guide what is taught. Meanwhile the schools have appeared to have no problem selling our kids education out in the process.

In the ESSA (Every Student Succeeds Act), States will be awarded big bucks for allowing MORE P3s in our schools, not less. P3s will get to work with the LEAs (Local Education Agencies) to determine if a student is ready to proceed to the next grade level. (Page 137 of the ESSA Final Conference Report states this.)

Recently, while on a national webinar/conference call with a pro CCSS group concerned about the ESSA and civil rights, they brought up the fact that P3s were a great thing in schools. When I asked them about Page 137 and the mandate; how would the P3s be accountable; how could the P3s do the teacher’s job, they were stumped! I was told that while they didn’t have a good answer they certainly agreed P3s need to be vetted and deemed appropriate.

Warriors, do you see what an open-ended message the ESSA used in this instance? Do you see how fraught with alignment this leaves our States?! Consider the recent news that Planned Parenthood has now been given the green light to open offices directly in select schools across the country. This is a blazing example of a P3 overreach. While it is supposed to be in high schools only, think about the fact our high schools are being redesigned (or already have been) and now include middle school age kids in the SAME buildings!! This means students younger than high school could now have access to the P3, CCSS agenda driven Planned Parenthood.

Please note, Planned Parenthood is not the only agenda driven group. There are plenty more. Ask yourselves, since ESSA has it that groups like this will help determine how ready for the next grade level your student is, HOW will they measure this?!

Closing:

I hope I have not confused you on the intent embedded in the ESSA and the P3s. They mean to ruin academic education and replace it with competency based, workforce purposed, social justice minded, and constricted paths for our students. While much is being said about P3s, the danger is what ISN’T being said and how it will be carried out thanks to the ESSA!

As I recently heard an author state about this kind of treatment in another country (I have paraphrased it):
They (those in charge of government/education) do not kill you outright with guns  and knives, they kill you daily by not allowing you to be who you were meant to be or doing what you want.

Watch Out, Alignment Ahead!

For this edition of Weekend News, I thought we should take an updated look at the ‘FREE’ College Movement run by the Federal Government, not local control. All anti-CCSS/CTE (Common Core State Standards/Career Tech Education) and federally led education Warriors should be aware of this push to transform America, from the inside out!

The Back Story:

The last time I wrote to you about Heads Up America, it was Sept. 2015. Has much changed with the movement? Since Arne Duncan’s departure from the U.S. Dept. of Education, has Dr. John King picked up the torch or extinguished it? After all, ‘free college’ is a hot political issue right now. We will find out what the absolute latest is in a bit, in the meantime…
Main points from the previously published  article include:
1) The cradle to career agenda portions of the CCSS Machine extend everywhere, in every State.
2) White House, top-down control and promotion.
3) Our community colleges used as the connector for all to a workforce based education.

The Vital Questions for 2016 and Beyond:

Now that you have the history of why I have written about the above at least twice, you may have plenty of questions, just like I do. Where is all this going? Will Dr. King continue the U.S. Dept. of Education’s marriage with the U.S. Dept. of Labor in cradle to career education? We have seen how the candidates (on every level of government) are claiming education solutions, but do they truly get just HOW embedded in America the transformation has progressed and is continuing to point to MORE alignment?

So, let’s start with the Heads Up! Movement and see what new plans have been laid out or, are being proposed.

2) More incentives for States to encourage P3s (public private partnerships)! Also announced in early Feb. 2016, this will support and align with the language in the ESSA (Every Student Succeeds Act) where P3s are not only encouraged, the relationships are now law. See the screen shot below:

3) Making no bones about the connections between Common Core, College and Career Readiness and a streamlined education, is the Mission Statement for Heads Up. Here is their statement, “We want to spread the message, far and wide. We’ll do that by leveraging the power of a robust, cross-sector engagement strategy throughout the campaign. A National Advisory Board has been convened to work closely with seven key sector-based Leadership Committees, together advocating for free community college, as well as degree and certificate completion for responsible students. The College Promise Campaign will mobilize an influential, diverse, broad–based and growing network to educate the public, elected officials, community and state stakeholders and the media on the benefits of the College Promise, emphasizing high-quality community college education. Leaders from four-year institutions and the business community will have multiple opportunities to participate and extend the impact of the College Promise beyond community colleges to ensure a high-performing pipeline of college and career-ready students flowing from K-12 through higher education.” The National Board appears to be the same today, as it did when I last wrote about the Heads Up. So, what has Dr. King said or done to carry the torch for all this? Here is an excerpt from his prepared speech from March 2016, “So while it’s true that college remains the greatest driver of socioeconomic mobility in America, it’s also true that if we don’t find ways to keep a college degree within reach for middle- and lower-class families, our institutions of higher education could end up having the opposite effect – they could become a barrier, not a bridge, to greater prosperity.” To see his entire speech,

Dr. King’s prepared speech on CTE (Career Tech Education, or as I have uncovered, the adult arm of the CCSS, which begins in middle schools and extends to high schools, dual enrollment classes, early college promise programs, and higher education.) Here is an excerpt, “I can’t think of a better venue to talk about the rapidly evolving field of CTE – Career and Technical Education. We’ve come a long way from what we used to refer to as vocational education. Today, every job that leads to a secure future requires critical thinking, problem solving and creativity, as well as some postsecondary education or training. Against-Common-Core-and-Vote

This Weekend News begins a special series for all those ‘anti CCSS Machine Warriors’ out there running for their school boards this election year. No matter if it is a local school board race or a state-wide race, this compendium is for you!!

If you should have an issue you would like more information on and you do NOT see it below, please do not HESITATE to let me know how I may help your campaign. Why would I do this? I want to support each of you as best as I can with information you can use to stand for a school system FREE from the CCSS Machine and ALL its overreaches into birth to pre-K, pre-K to K, K-12, community colleges, public and private colleges and universities, for profit post-secondary schools (proprietary), and any OTHER place Common Core (or as it’s new buzz phrase is known as “College and Career Readiness”) is found!

As the first in this series of articles, I would like to  devote them to these brave men and women who are seeking office for the RIGHT reasons! 1) To be a child’s hero; 2) to stand for the Constitutionally protected state sovereignty where education is concerned; and 3) to wipe out the CCSS Machine’s grasp on their local community and/or State!

 

Birth to Pre-K, Pre-K to K:

As we have seen and heard, NO age group, nor educational choice will be free from the illegally based (and now, rubber stamped via the ESSA, Every Student Succeeds Act) educational reform begun by the CCSSI (Common Core State Standards Initiative). My fellow anti CCSS Warrior from CA (Lydia Gutierrez) has a great Facebook post from 2014 which details Sen. Lamar Alexander’s plan to grab our students from birth and track them to career.
Why would I mention Sen. Alexander? He is one of the main sponsors of the ESSA (Every Student Succeeds Act). His plan from way back when, just got a HUGE advancement via the ESSA! To see the birth to Pre-K plans via the ESSA from the Final Conference Report (that mammoth 1,061 page booger):
Section 2223 which begins on Page 373 and details “Subgrants to eligible entities in support of birth through kindergarten entry literacy.”.
Leading up to Section 2223, the following pages are also of great importance:
1) Page 365 where you can see how LEAs (Local Educational Agents) will encompass birth through 12th grade literacy, early childhood education programs including home based literacy programs, and more.
2) Page 370 where you will find percentages of funding the states are to have for any program or activity to ready birth through Kindergarten for school.
3) The bottom of Page 370 and into 371 where you will see birth to 5 years programs for low income families targeted.
4) Page 372 states the following for those teaching our youngest students: “Coordinating with institutions of  higher education in the State to provide recommendations to strengthen and enhance pre-service courses for students preparing to teach children from birth through grade 12 in explicit, systematic, and intensive instruction in  evidence-based literacy methods.”
5) Page 374 will show you how ‘data analysis’ will be used in regards to birth through kindergarten entry.
6) Page 375 details the assessments of the birth to kindergarten for the sake of successful entry into school.
7) That damnable educratic, pro Common Core term ‘pipeline’ (in reference to our students) is used on Page 600. “PIPELINE SERVICES.—The term ‘pipeline services’ means a continuum of coordinated supports, services, and opportunities for children from birth through entry into and success in postsecondary education, and career attainment. Such services shall include, at a minimum, strategies to address through services or programs (including integrated student supports) the following:  ‘‘(A) High-quality early childhood education programs.” (*Note: There is more, but you need to read it for yourselves.)
8) Page 615 will focus on the children (from birth) in the lowest income cities with a continuum of ‘high quality’ services. While this may not be a terrible thing, consider that further down the page, the data collection and reporting of said data goes to the U.S. Dept. of Education’s Secretary!
9) The homeless children’s lack of records will also be included in all this new education reform. See Pages 881, 889,  and 900.
10) Page 959, The States are to keep parents up to date on all the ‘mixed delivery systems’ of programs for birth to kindergarten entry level.
110 Lastly, on Page 967, you will need to know that the States will be assessing the families for successful improvement among  family members.

In the much shorter U.S. Law version of the ESSA (391) pages, you will find Section 2223 is still the same. Page numbers, however, will be different. What you, as a candidate, need to know about this article: Look to your area’s Early Head Start Program; that each of the 50 States has a ‘Baby Fact Sheet’; that some States (especially those deemed as successes with their Race to the Top funding) have a ‘Preschool Development Grant’ from the U.S. Dept. of Education; that the National Institute for Early Education Research (NIEER), is backed, supported, and funded by some of the biggest names in the CCSS Machine!

What you, as a candidate, need to look for from this article: Your state’s funding and use of TANF (Temporary Assistance for Needy Families) and how CCSS has got its grasp on this money; how competency based education (is largely workforce based learning in nature) is being designed for our little people in the classrooms and related programs; how our youngsters are bringing shaped into BRICKS (I kid you not), and more!

What you, as a candidate, need to know: That while the Promise Neighborhoods is NOT a new piece of legislation, HOW it is included in the ESSA is new! FTF: A ‘Dependent Truth’

Well, the new U.S. Dept. of Education Secretary is wasting no time when it comes to selling higher education opportunities. But are these opportunities truthful ones? Will these opportunities come with MORE Common Core State Standards strings attached? What about College/Career Readiness? Career Tech Education (and all its other names) and their strings?

I guess it all DEPENDS! Join me in my “From the Files” Tuesday article as we explore this ‘dependent truth’.

The U.S. Dept. of Ed’s ‘Dependent’ Story:

If you just look at the Tweet above, you would think, ‘sounds great, we need more opportunities for low-income students’. However, as we have learned with the pro-CCSS U.S. Dept. of Ed, you can NOT take what sounds great and prove it out to BE great..there is ALWAYS some ‘dependent truth’ embedded. So just WHAT is the Tweet referring to, in hopes of drawing you in? Let’s find out!

First ‘dependent truth’: since the Tweet refers to ‘higher education’, you need to go directly to the OPE (Office of Post Secondary Education) WITHIN the U.S. Dept. of Education. See: http://www2.ed.gov/about/offices/list/ope/index.html

But I guess Sec. King depended on you to know that already. As a new leader, it would of been kind of him to point you to where you could find more out if you wanted from the labyrinth Dept. of Ed is. Instead he points you to a research paper. (that is another ‘dependent truth’ for later).

Once you are in the OPE website pages, you can find this declaration
OPE works to strengthen the capacity of colleges and universities to promote reform, innovation and improvement in post-secondary education, promote and expand access to post-secondary education and increase college completion rates for America’s students, and broaden global competencies that drive the economic success and competitiveness of our Nation.”

How does the OPE pull this off? Lots and lots of programs! There are policy programs (which will shape how reform is carried out), programs to get educational institutions on the reform band wagon, programs for all kinds of students, too..and all chock full of reform under the guise of improving life.

All this leads us to the Second ‘Dependent Truth’: If all the reform and improvements were LEGALLY based and NON Common Core (or any of its other names) aligned, these programs would be better off. BUT, I guess the Dept. of Education depends on the fallacy of our believing them, right?

The Third ‘Dependent Truth’? Simple, policy is NOT law! But I guess no one at the U.S. Dept. of Ed exercised their ‘Captain Obvious’ muscles in this area. The Free Dictionary website stated that policy in relation to governments is intended to influence and determine decisions, actions, and other matters” They also continue on with this, “A course of action, guiding principle, or procedure considered expedient, prudent, or advantageous”. Since we know the U.S. Dept of Ed sides with all things CCSS, we know their dependence is on the ‘truth’ that prudence, advantage, and influence are subjective, NOT objective! The Free Dictionary offers one last definition of ‘policy’, whatever is “shrewdness” is the basic idea. That, my fellow anti CCSS Warriors, is exactly where the CCSS Machine has been focusing on when it comes to ‘dependent truths’! Contrast the definition of ‘policy’ to ‘law’, and I think you will see yet another ‘dependent truth’ being skewed by the CCSS Machine and the U.S. Dept. of Ed!

This brings up another ‘dependent truth’: Much of the hype around higher education is the cost of it. Much of the language in these negotiated rules has to deal with student loans. So what ‘dependent truth’ is the U.S. Dept of Ed using (as well as the CCSS Machine)?
Many states are now requiring kids to complete FASFA forms (these are the government financial aid applications) in order to graduate! The U.S. Dept. of Ed is basically hog-tying students to CCSS aligned post-secondary education as well as massive debt!
Because the HEA (Higher Education Act) will be up for re-authorization soon (as I believe it will be due to the ‘success’ of the ESSA (Every Student Succeeds Act)). Higher Ed is the LAST link in the “cradle to career alignment” which HAS NOT been cemented by the CCSS Machine.

Other ‘Dependent Truth’ Participants:

The U.S. Dept. of Ed is hardly the only ‘dependent truth’ entity involved in the education alignment activities. Refer back to the Tweet featured above and you will notice Sec. King is sharing with you a report from another source. What source? What report? Read on, my Warriors!

Jack Kent Cooke  Foundation is the source.
“True Merit” is the report.
Wanna bet how many ‘dependent truths’ we can find?..First, look below at the screen shot from the Foundation’s website. Notice how young the students targeted are. Not post-secondary age, yet, but much younger.

According to the website, the Foundation is The Jack Kent Cooke Foundation is a private, independent foundation dedicated to advancing the education of exceptionally promising students who have financial need. The Foundation supports exceptional students from elementary school to graduate school through scholarships, grants, direct service, and knowledge creation and dissemination.”

The Foundation has only been around since 2000 and is based in VA. According to a pdf I found buried in the website, the following is used in determining which students get help, “The Foundation chooses recipients for these awards following a rigorous review process led by independent, expert selection committees. Selection criteria include academic excellence, unmet financial need, will to succeed, leadership and public service, critical-thinking ability, and strong interest in the arts and humanities.” Want to see the pdf? http://www.jkcf.org/assets/1/7/back_matter.pdf

SO here is Cooke’s ‘first dependent truth’: “Research shows: There is a profound and widening excellence gap through elementary and secondary school.” Their second ‘dependent truth’ is(also from research): “High-achieving, low-income students are less likely to pursue rigorous coursework or to score highly on achievement tests.” I guess they are depending on the truth that their research left out how poorly ALL students are doing in both these areas due to CCSS and all that goes with it! Cooke has many more ‘dependent truths’ where I found these two beauties. It is on their ‘Guiding Principles’ page. Among them you will find why students must be academically engaged during, after and through summers to perform well.

Another of  Cooke’s ‘dependent truths’: Their Community College Initiative. As I have shared with you in the past, community colleges across the nation are aligned to CCSS via the CTE (Career Tech Education) and its paths. From the document detailing this Initiative, here is an excerpt, “The Foundation issued $6.8 million in grants to the institutions to increase the number of high achieving, low‐income community college transfer students at the participating four‐ year colleges and universities. The grants would enable the institutions to foster programs, policies, and partnerships with community colleges to improve student preparation, assistance with admission and financial aid processes, orientation and “bridge” programs, and post‐admission support. The eight institutions were Amherst College, Bucknell University, Cornell University, Mount Holyoke College, University of California, Berkeley, University of Michigan, University of North Carolina‐Chapel Hill, and University of Southern California. To evaluate the CCTI, the Foundation selected the Center for Youth and Communities at Brandeis University’s Heller School for Social Policy and Management.”

Their research team? Another ‘dependent truth’:  “Prior to awarding the CCTI grants, the Foundation, in collaboration with the Lumina Foundation and the Nellie Mae Education Foundation, commissioned research…” If you would like the entire Report, CookeCCTI

Tech Thursday: High School Equivalency, CCSS/CTE Style

No, the GED’s makeover ISN’T the biggest news at the moment in the War Against the Core. However, as we’ve seen in this fight to save our educational system from the massive agenda which accompanies it, WHAT has been going on SINCE the GED Makeover??

If your state is anything like the one I live in (NC), plenty. If you refer to the picture at the beginning of this post, you’ll not one, but 3 testing services now offer the NC HSET (North Carolina High School Equivalency Test). Your diploma will be awarded to you by the NC Community College System. The NC Community College System has ‘sold out’ to the Common Core Standards/Career Tech Education.

Before we look at the 2015 update, step back with me to gain a better context of HOW CTE and Common Core are related:

How do I know the NC Community College System has aligned itself to the CCSS Machine? Please refer to my  former article exposing the alignment:
Here’s an excerpt from the “Despicable Moves” article, “all 58 of NC’s Community Colleges are in tune with the businesses in our state. The “master plan”? How do I know the rest of America’s Community Colleges are also aligned? Here’s an excerpt, “‘THE’ College Board involved with local community colleges. I hope this, because, it should continue to illuminate just how big of a grip on upper level education the group has. One part of the College Board’s organization is known as the Office of Community Colleges…. It is their job to work with local community colleges & help guide their decision making among other goals. The Board for the OCCI has many members. At least 2 are vocal about their support of & promotion the CC Standards in community colleges.  Kenneth Ender, Chair of the Advisory Board, “There is considerable work to be done to assure our K–12 curricula align with that of community college higher education. Our goal should be nothing less than assuring every high school graduate is prepared for postsecondary training and/or postsecondary education. The economy and workplace of the 21st century demands nothing less.” Nancy MacCallin, “If we do not address alignment of our K–12 and higher education systems, we will not be competitive in the global economy. Remediation needs of postsecondary students continue to worsen and need to be addressed in order to increase educational attainment. Step Back, Circa 2012:

Before NC could become so aligned in all that’s related to the Common Core, there had to be some states to be the ‘guinea pigs’ for post-secondary Career Tech Education. From 2012 (or close to it), this is what was happening, “Since CTE is a federal level national initiative, there will be all kinds of funding, programs, etc. To get us to this point in education reform, research had to be conducted. From what I’ve been able to find, there were 5 states of OR, CO,KS, MN, MA, were awarded funding to participate in Advancing Career and Technical Education (CTE) in State and Local Career Pathways Systems, a two-year project managed by Jobs for the Future through a contract with OVAE(Office of Vocational Adult Education, which, by the way, has been renamed to OCTAE or the Office of Career, Technical Adult Education). Modern Day “Progress”:

Now that you’ve got a bit of context as to HOW the post-secondary CTE and the K-12 CCSS are related (if you need more evidence, I’ve got plenty, just let me know), let’s look at the current ‘progress’ via the High School Equivalency Test (aka the GED) from North Carolina. NC has 3 options, some states only have one or two options for measuring high school equivalency.

ETS’s HiSET: (Educational Testing Service), is a well known pro CCSS assessment maker, educational research entity and student data miner. According to their website for the HiSet, by offering you MORE options than every before for high school equivalency testing, you have greater opportunities! Other States using the HiSet are California(specific locations), Iowa, Louisiana, Maine, Massachusetts, Missouri, Montana, Nevada, New Hampshire, New Jersey, New Mexico, Tennessee, and, Wyoming. “GED”: Since GED is now a registered trademark owned by the American Council on Education (see this from their legal page, “The trademarks and logos used on our site identify our products and services and are owned by the GED Testing Service LLC or are used under license by GED Testing Service LLC. GED® and GED Testing Service® are registered trademarks of the American Council on Education (“ACE”)), much about the assessment has changed. For example, the main ‘selling point” as per their website can been seen below.

TASC’s position on “Common Core” can be found in this excerpt, “TASC Test Item Types Reflect College and Career Readiness. Field tested and normed in 2013, the TASC test delivers the newest high school equivalency content available. It is aligned to Office of Career, Technical, and Adult Education (OCTAE) National College and Career Standards for Adult Education, Next Generation Science Standards, and Social Studies national frameworks.

Wait, I didn’t see “Common Core State Standards” in that excerpt. You’re exactly right. Here’s HOW the CCR(College/Career Readiness) and the CCSS (Common Core State Standards) are basically the same thing, “In April 2013, after the TASC test development was initiated, the Office of Vocational and Adult Education (now named the Office of Career, Technical, and Adult Education) completed a project identifying a subset of the Common Core State Standards most appropriate for adult preparation for college and/or careers and issued its report, “College and Career Readiness Standards for Adult Education.”  You can access the rest of the document from which the above excerpt was taken when you click on the provided link. Not shown in the memo or any of the above is the NC Chamber of Commerce’s involvement in education, but it’s there for sure. It has to be. Why? Simply put, the NC Workforce combines education and businesses.

Anti CCSS/CTE Warriors, please note post-secondary education, no matter if it’s community colleges, for profit trade schools, on-line classes or certifications, public or private 4 year schools, every student who enters into them comes from a different educational choice. Much has been written lately about the S1787 (Senate Bill 1787) which is to continue to implementation/support of the ‘Community Schools’ overhaul.  This means, the neighborhood schools you know as they are NOW will be laced with the Common Core Initiative (meaning it will be not just the Standards being embedded,  but ALL the other resources identified as part of the agenda BEHIND all this alignment. In practical terms, this means: one one stop community place where everyone will go for everything they need government wise. It’s a social justice makeover for your towns. The biggest insult to us as citizens? This is all done in the name of education reform!

What I’ve Found About S1787:

Not to repeat the excellent in-depth writing of those who’ve targeted this particular bill, (links will be posted below) I wanted to share with you what I found. All of the bills (S1787 and the others mentioned are amendments to the re-authorization of the ESEA (Elementary and Secondary Education Act of 1965).

1) The Bill is ‘in Committee’ (This means it is being looked over by the HELP Committee (Health, Education, Labor, and, Pensions Committee). In case you aren’t familiar with HELP, the committee was key to the passage of the Senate’s re-authorization of the ESEA (Elementary and Secondary Act of 1965) known as “Every Child Achieves Act”.
2) Related in some way to S1787, are currently 6, 260 OTHER bills! (This means that there are many angles to pulling together education reform from a federal level and there’s obviously mulitple bills to cover those overreaches.) Among the related bills? BOTH the “Student Success Act” (HR 5) and the “Every Child Achieves Act” (S1177).
3) Directly related is the “Promise Neighborhoods Act of 2015”, H2882 written and sponsored by Rep. Payne of NJ. The Senate has their version (same name) sponsored by Sen. Murphy (CT). Payne’s version has 20 co-sponsors; Murphy’s has 5. Payne’s version is currently in the House’s Education and Workforce Committee; Murphy’s is in the HELP committee’s hands. What the alarm should be about either of these: a) they are updated versions of previously introduced legislation from past sessions of Congress b) they support a federal program ALREADY in place. (See: http://www2.ed.gov/programs/promiseneighborhoods/index.html) According to the U.S. Dept. of Ed’s “Promise Neighborhoods” page, the following is already in place:

“Promise Neighborhoods, established under the legislative authority of the Fund for the Improvement of Education Program (FIE), provides funding to support eligible entities, including (1) nonprofit organizations, which may include faith-based nonprofit organizations, (2) institutions of higher education, and (3) Indian tribes. The vision of the program is that all children and youth growing up in Promise Neighborhoods have access to great schools and strong systems of family and community support that will prepare them to attain an excellent education and successfully transition to college and a career. The purpose of Promise Neighborhoods is to significantly improve the educational and developmental outcomes of children and youth in our most distressed communities, and to transform those communities by a) Identifying and increasing the capacity of eligible entities that are focused on achieving results for children and youth throughout an entire neighborhood;  b) Building a complete continuum of cradle-to-career solutions of both educational programs and family and community supports, with great schools at the center; c) Integrating programs and breaking down agency “silos” so that solutions are implemented effectively and efficiently across agencies; d) Developing the local infrastructure of systems and resources needed to sustain and scale up proven, effective solutions across the broader region beyond the initial neighborhood; and, e) Learning about the overall impact of the Promise Neighborhoods program and about the relationship between particular strategies in Promise Neighborhoods and student outcomes, including through a rigorous evaluation of the program.”
4) Another directly related bill to the “Community Schools” overhaul is S412 “Schools Utilizing Comprehensive and Community Engagement for Success” by Sen. Mikulski (MD) This bill has one co-sponsor and is the the HELP’s hands as well. It’s  based off the “Judy Centers” success Maryland has experienced. Here’s an excerpt from the bill,Integrated services and comprehensive supports, such as before school, after school, and summer activities, family engagement, health and mental services, and other services and supports, are necessary components of effective, school-based efforts to dramatically affect dropout prevention rates, increase graduation rates, and improve student achievement. In one national study, 98 percent of students receiving such services and supports stayed in school, 89 percent had fewer suspensions, and 85 percent of such students who were eligible high-school seniors graduated. Through the Judith P. Hoyer Centers, or Judy Centers, the State of Maryland has operated an integrated services and comprehensive supports model geared towards young children, and their families, and have seen remarkable increases in school readiness among children who enter kindergarten having attended a Judy Center.”

5) H718, “Supporting Community Schools Act of 2015”, sponsored by Rep. Honda (CA) is also directly related to the all the communal alignment efforts. It’s a ‘recycled’ bill (meaning it has shown up in previous Congressional sessions), it has 7 and is being reviewed by the  Early Childhood, Elementary and Secondary Education Committee. This is a sub-committee of the House’s Education and Workforce Committee.  What we need to know about this one is laid out in the “Congressional Findings”. (in other words, what they’ve deemed as worthy of creating legislation for) The excerpt:

The community school model effectively leverages multiple education funding streams, which results in greater resources for a school. Community schools increase and sustain capacity through diversified financial support and leverage, on average, 3 dollars from private and other sources for every 1 dollar of State funding provided to the schools. According to Secretary of Education Arne Duncan, for every dollar spent on community schools, the United States is getting back 5, 6, or 7 dollars from the business community, nonprofit organizations, social service agencies, and State and Federal governments.  According to Linda Darling-Hammond, the Charles DuCommon Professor of Education at Stanford University, community schools, which make local schools the hub of education and health services for children and families, have proven to be highly successful and are cost effective and replicable. Community schools are a force for development and stability that strengthens families and communities, and such schools offer childcare and early learning, family literacy and job-training, tutoring and enrichment before and after school, and on-site health clinics.”

Are There More Like These?

Absolutely! I’ll be looking into some of the others over the next week or so. What we, the opposed to the overhauling of our communities via the collective mindset of the CCSS Machine (or the Common Core State Standards Initiative), need to do is contact Congress BEFORE they head back to D.C. Why?! When these leaders are at home, they are more accessible. It is easier to gain an audience with them.

As you can see, each of these bills is laced time and time again with some of the same folks we’ve seen responsible for the educational nightmare we’re in; we’ve seen reform from the public-private partnerships now being supported by legislation which could become the law of the land; we see the same agenda points of rigor, assessments, college and career readiness, and more from these few bills above. While the statistics show some of these are facing a slight chance of passage, ANY of these bills could be easily promoted IF we do nothing.

Anti CCSS Warriors, just in time for the 4th of July, the latest ‘Zero to 3 State Baby Facts’ for each of the 50 states are out. So be ready to ‘rumble’!

The National Center for Infants, Toddlers, and Families:

Their mission statement per the above website address is, “ZERO TO THREE is a national, nonprofit organization that provides parents, professionals and policymakers the knowledge and know-how to nurture early development.”

In Anti CC Warrior terms, the above means social and emotional learning, development, and the like are included. It means lots of policy makers and educational decisions are also being made. The Zero to Three Center is also connected to ‘Early Head Start’ (which is a community based, federally funded program). Between the two entities, all 50 states are serviced via over 740 programs. Home visitations are among these services.

The Early Head Start National Resource Center (EHS NRC) was created in 1995 by the Head Start Bureau and the Administration for Children and Families. The National Center’s  funding appears to be a mixed bag of public/private funders.  The website, Charity Navigator states that the Zero to Three National Center receives over 70% of its funding from the U.S. Federal Government. (see: http://www.charitynavigator.org/index.cfm?bay=search.summary&orgid=6562#.VZcYl_lViko) *NOTE: scroll down to the “Charts” graphics.

Another example of the private donations, is the one from the Bill and Melinda Gates Foundation. See the screen shot below (the website address is included).

This is important because you’ll see that part of the IDEA funds are used for Zero to Three; Promise Neighborhoods, and other trails that can lead you right back to the Dept. of Education and Common Core.

I was able to locate the 2008 Zero to Three Annual Report’s list of donors. Among them are the Foundation for Excellence in Education (Jeb Bush’s pro CCSS organization), several U.S. Federal levels offices tied to the CCSS Machine in some way, The Casey Foundation, MetLife Insurance*, The Duke Foundation, and many others. Contrast the 2008 information above with the most recent ‘Partners Fact Sheet” and it will reveal what the Center looks for in its partners and much more. We, as warriors against early childhood CCSS need to know these details, especially in light of the fact that both the House’s and Senate’s versions of the ESEA are up for votes in the coming days. One example from the most recent fact sheet is that  Congress gave the Early Head Start around $500 million dollars in 2014. Curriculum for the Little Ones Ages 3 and Under:

A sad reality in today’s CCSS aligned world. I’m including a report where you can find out much more about HOW the curriculum for zero to three years old children is supposed to work. What’s important for the Anti CCSS Warriors to note is that while you won’t see the CCSS name used, you’ll see it’s familiar footprint in the language coupled with the reality of the PreK curriculum MUST align to the Kindergarten Standards in your state. Here’s a brief excerpt for you, “Curriculum for babies?” The answer is “Yes.” The development that occurs from birth to 3 years lays the foundation for all later learning (National Research Council and Institute of Medicine, 2000). Back in 2014, the U.S. Dept. of Ed announced the Preschool Development Grant ‘winners’ and updated information for those Race to the Top States which had already been able to acheive ‘robust’ Preschools.

Tech Thursdays: Anti CCSS Need to Know Items

It’s been an honor to be a trusted ‘go to’ person in this War Against the Core (as I call it). Especially when it’s come to the aspect that Common Core is extremely embedded in our post-secondary world. Why is it so important to repeat this? Because no matter where your pre-K through 12th grade education took place (ie: homeschools, private schools, parochial schools, charter schools, virtual schools, or public schools), post-secondary schools (meaning 2 year community colleges, public (and some private) 4 year colleges/universities, for profit trade schools, on-line courses, etc.) ARE aligned to Common Core via Career and Technical Education, Career Pathways, Career Clusters. This includes education majors.
