Ed/Workforce’s Dirty Laundry?!

Hello, my Anti Fed Ed/CCSS Warriors! As you know, I’ve dedicated years to researching just how deep the roots to the shift in American education to workforce training are.

Today’s article will give you a rundown which is sure to help your War vs the Core in your State.

Why you need such a rundown of items is simple. The CCSS Machine’s rhetoric will somewhat slow down during the summer months. A perfect opportunity for us to make some moves of our own. No battle is won without specific preparation.

D.C.’s Dirty Laundry:

So far, during the current Congressional session, there are PLENTY of ‘dirty’ education/workforce bills in the making. Using the Congress.gov website (where you can easily look up bills), there are 733 Workforce bills for the 2017 session.

Since we know what happens in D.C. travels to each of the 50 States, we know what to look for at our General Assemblies, State Congresses, etc. Much like the proverbial red towel left in the load of white sheets, the goal of the CCSS Machine is simple, make all education ‘pink’ (ie: workforce training, not academic-minded). As we also, know, once dyed pink, sheets do not return to their former color easily, if at all.

Below are only a few of the ‘dirty’ bills:

S268, Investing in Student Success Act of 2017 (Senator Young from IN is the main sponsor).
Sounds not so ‘dirty’ right? I mean who doesn’t want to invest in their child’s post-secondary education?! Ah, but Warriors, the ‘dirt’ is that your student and someone not related to you invests in their education via an ISA (Income Share Agreement).

S268
Some hidden ‘dirt’ for S268 is that this FEDERAL bill goes above any existing State law about investment agreements! Targeted group for S268? Low-income students.

HR1837, The 21st Century Energy Workforce Act (Representative Norcross from NJ is the main sponsor)
This bill points out that energy in the United States is the 3rd largest industry. As such, it needs more skilled workers than other industries.
The ‘hidden dirt’ to this bill? Using community colleges for the uniting of all educational choices for STEM/CTE aligned Common Core workforce educated students. (*Note: STEM is short for Science, Technology, Engineering, and Math; CTE is short for Career Technical Education. Both are tied to Common Core and have been for years.)

The embedded ‘pink’ stain to this bill? The Secretary of Energy will be in charge of grants for creating apprenticeships to carry all this alignment out. This will, of course, involve the U.S. Dept. of Labor, and the U.S. Dept. of Education.
This HR1837, also establishes a National Center for Excellence for the  21st Century Workforce Advisory Board.(see pages 3 and 4)

A Former ‘Stain’ Which Will Not Wash Out:

Our Senate, over the past 2 Congressional sessions, has tried to get a bill to support a National Workforce Board. See below from Sen. Cantwell’s (WA):

S1304, was last introduced during the 2015-2016 Session by Sen. Cantwell. If you read the 9 pages, it is very similar in several instances to the HR 1837 language. Talk about ‘dirty laundry’….

New Wash Load, Same Old Dirt:

During THIS Congressional Session (2017-2018) The Senate’s 21st Century Energy Workforce Act is mainly sponsored by Sen. Heinrich, NM. It is S895.

S895’s title is officially “Energy Workforce for the 21st Century Act of 2017”. This bill specifies an increase in STEM (Science, Technology, Engineering, and Math) especially for low-income students of ALL ages (like the House’s bill, this one will begin in elementary schools and go all the way to the workforce). This bill also specifies WIOA (Workforce Innovation and Opportunity Act’s) definition of ‘education’..just like ESSA did.

S895 will have not only the Secretary of Energy creating education collaborations, but awarding all kinds of incentives to them.

Warriors, if you missed my article from earlier this year about how the major Cabinet agencies all have CTE/STEM plans to streamline education to workforce skills, I urge you to access that information here. It is absolutely key to what we see Congress plotting NOW.

Also, take into consideration that the Federal Budget has millions of taxpayer funds earmarked for job creation. On Page 2 of the 2018 Federal Budget, energy development is at the top of the continued priority list. Education is last. On Page 8, funding/discussion for American jobs is highlighted.

Back in March 2017, when the Blueprint for the Federal Budget was released, I shared with you just how the education/workforce stream of money was being kept alive, in spite of all the noise about reining in the federal overreach into education.

Continuing the Spin Cycle:

S1186 is sponsored by several Senators from across the nation. Leading them is Sen. Baldwin from WI. This bill, the Domestic Maritime Centers of Excellence Act of 2017, would have the Secretary of Transportation select existing community colleges (and technical schools) for an increase in educated workforce training. This Secretary’s assistance also includes funding, use of federal resources, AND, create new career pathways!

S628, Educating Tomorrow’s Workforce Act of  2017 is mainly sponsored by Sen. Kaine of VA. While it’s been rumored VA never had Common Core, it’s been researched and proven VA has Common Core’s ‘adult version’ of education, CTE (Career Tech Education). This bill should be an absolute dead ringer for exposing the shift in education. Why? See below:

Closing:

Warriors, as you can see, these are just a few of the over 700 bills Congress has created in the name of job creation, education, workforce skills, and more. The bottom line, however, is 100% alignment to WIOA via ESSA. HEA (Higher Education Act) is also to be included. Career Pathways, STEM, and so much more connects every one of these existing laws and proposed bills. Will every one of these bills survive? No, but even if ONE of them succeeds, look at the agenda it embeds, not only federally, but LOCALLY.
The ‘stain’ of CCSS Machine reform is becoming permanently marked on America.

Keeping It Local

Warriors Against the Core, we all know how great it can be to have things available to us without having to go too far from home. BUT, what happens when all the ‘local’ education becomes anything but local?!

We enjoy not having to travel  so far to recieve an education. We need to keep in mind it’s set up for us by those who live far away. We WILL have to adhere to its constraints..like it or not.

It should go without saying that the constraints will include Common Core, in one of its many forms.

The CC Forms Are ‘A-plenty’, But Hardly Original Or Local:

As we know, CC is only one form of the modern education reform’s educratic buzz word ‘game’. There’s the more adult form of CC: CTE (Career Tech Education); then, there’s STEM (Science, Technology, Engineering, and Math); there’s STEAM (Science, Technology, Engineering, Arts, and Math); NGSS (Next Gen Science Standards); NGSS (Next Gen Social Studies); C3 (College, Career, Civics Life); CPs (Career Pathways); AAI (American Apprencticeship Iniatiative); CCR (College/Career Readiness), and, probably others we’ve yet to hear about.

The goal, regardless of the name, is the same: Workforce based education for 21st competency based learners.

As we know, none..not ONE of the above alphabet soup names is locally written, created, inspired, or otherwise fashioned together after. Every bit of the programs above is in the CCSS Machine from a top-down force. I do not mean a D.C. to your backyard force, I mean a globally driven force.

So, it should be NO surprise that when we wake up in our homes across America to face another day, we find the CCSS Machine has made one more stride toward us. Today, it may target your little ones; tomorrow, it might be the adults who are targeted; the following day could see our learners who are gifted tapped for the Machine. We may find that our special needs students will also be ‘blessed’ with educratic reform.

The point of the CCSS Machine is that NO age group will escape the top-down education reform.

The Proof Is Right Before Us:

Maybe you’ve seen, Warriors, the ads on social media for education grants awarded to those citizens in America over 50. That’s right, those over the “Golden Age” can get ‘free money’ to go back to school. But, what real LOCAL influence will these people receive if and when they go back to the classroom?

In the picture above, the article shared that across America, certain community colleges waived tutition for students over 60.

That’s great, right? I mean, who doesn’t love free stuff?! But, as I’ve shared with you time and time again, our community colleges are being used as workforce education mills for the CCSS Machine.

If I’m one of these lovely elderly citizens, I may not know that by going to college for ‘free’ is laced with workforce agenda. If you know someone like this, share my  August 2016 article detailing the CCSS Machine’s power grab for citizens ages 50 and over. 

Wait, though…what if I’m a student under age 50?! What waits for me at my local community college or for-profit school? 

The CCSS Machine Grinds On:

Warriors, you know we’ve seen and heard plenty to prove CCSS is after the zero to post-secondary set. Somehow, that’s EASY to talk about. But, no matter how much evidence surfaces for those above a college graduate level (say, around 30 years and older), the conversations become hushed, or worse, non-existent.

It’s also quite okay to say CCSS is infiltrating public education. Try using that mindset backed by evidence for all the other school choices and you can be laughed at, scoffed at, or, my favorite; wearing your tin foil hat a bit too tight.

Since we know the CCSS Machine is linked to the UN’s Master Agenda, we should be ready admit that NO AGE limit is to be free and safe from the reform happening.

So, why was education chosen as the ‘silver bullet’ of the change agents?
Education is an on-going process. It is open to any age limit. Learning, without the CCSS Machine, is a natural progression.

Ah, The Aligned and Defined:

Community Colleges, as I’ve proven before are the ideal location for the CCSS Machine to grasp anyone who’s not been its grasp before. How? Think about it, home educated students often choose (or have chosen for them) their local community colleges for dual enrollment, or, as a stop gap between their K-12 education and any further education. Community colleges welcome those who are between careers, needing to take a course of two for their job, rehabilitate a person who’s been in prison, or, anyone going back to school after some absence.

Community Colleges are also beacons in their respective towns. Local taxpayer funds go into these schools..but so do federal dollars. Warriors, that, as we know, is the downfall of every single State in the United States. The local control, the local say completely gets muted when federal funds are involved. So, what’s the latest anti CCSS News as far as community colleges go? How will this news impact any age person who attends a community college?

The Digital “Do-Gooders”:

Warriors, if you’ve not clicked on any of the embedded links so far, you won’t know how ESSA, WIOA, and HEA (Every Student Succeeds Act/Workforce Innovation and Opportunity Act/Higher Education Act) are woven into every age group.

That stated, I am positive, you, as an  anti CCSS Warrior, do know about the ‘digital do-gooders’. You know them by their name or their sales pitches. These are the companies which act ‘educational’ with their computer, devices, software, and ‘personalized learning’.

These are the companies which have lobbyists championing the ‘ditch the traditional textbook and let’s get everyone on-line’ sales pitch. All the while, the legislators stare googly-eyed at the prospect of how going 100% digital will make them an ‘education rock star’ with the voters back home. If you believe the hype, there’s so much digital goodness to be had in education, it’s a wonder the entire nation isn’t running over with saints!

One such company, Vital Source has created a wonderful (and I do mean it sarcastically) guide of digital ‘do-goodness’ for EdSurge (a sold out CCSS Machine member organization).

This short video will show you how all the digital goodness (in this case the data mining) will work together to help your school.

If you are an educator, this video will show you have to ‘leverage’ data for better ‘personalized learning’.

For those who are in the school leadership positions, Google’s using the digital opportunities to include school administrators in the data sharing of what goes on in the classroom. See this article.

Closing:

Warriors, make no mistake, the CCSS Machine has proven time and time again, that by every available means, it is out to assimilate everyone in its path. The question is, how willing are we to stop this?

 

Bridges and Ladders

My Fellow Anti Fed Ed Warriors,

In the above picture you see a classic example of a brilliant mind. Leonardo da Vinci’s “Revolving Bridge”.  He created this, and other bridges for military purposes. The bridges were light weight (easy to carry, travels well), they were sturdy (conveyed strength), and they lasted long periods of time.

I use this as an example, not to give you a history lesson, but to use it as an analogy for the webinar devoted to higher education.

During the CCSS Machine sponsored webinar, education bridges, ladders, and pathways were discussed. Much like Leonardo da Vinci’s “Revolving Bridge”, higher education is set to become transportable (easy to carry, travels well/stackable, chunkable certifications), sturdy with more ‘rigor’ (conveying strength), and lock in lifelong learning (lasts a long time).

The Webinar:

Hosted by Atlantic Live! (an arm of the publication, The Atlantic Magazine) Atlantic Magazine also has another arm, a project called “Next America”. If memory serves me correctly, the last time I wrote about “Next America”, Sen. Lamar Alexander was a featured speaker. If I’m thinking correctly it was the time period leading up to HR5 (Student Success Act) and S1177 (Every Child Achieves Act) were in the making. Of course, as history shows, HR5 and S1177 ‘married’ and gave us ESSA, Every Student Succeeds Act.

Why do I bring this up? IF history is about to repeat itself, then Atlantic’s Next America having Rep. John Kline and other sold out CCSS Machine members gather to ‘discuss’ where higher education should go, we need to pay attention! Especially when your conversation guides are hand picked to feed the agenda of streamlining education to create a birth to grave education ladder or bridge.

The image you see above is NOT from one of the CCSS Machine member organizations present at the webinar. But, it does give you a great idea how the webinar’s conversation was geared.

Lumina Foundation, the Gates Foundation, Next America, the U.S. Chamber of Commerce, and key members from SIGs (special interest groups) in higher education either had representative speak or they helped fund the production. Adding Rep. John Kline as the only federal Congress member was not a fluke. It was a strategic move. Kline admitted during the webinar that he had just come from breakfast with Sen. Lamar Alexander. You see, the two are partners in education demise.

The Biggest Warnings for Us:

1) The changes are coming, no doubt at all. The CCSS Machine has already begun turning the screws for higher education/post-secondary education. As I’ve shared with you many times, this is how EVERY citizen from ALL educational backgrounds will be funneled through the CCSS Machine. One of the choice terms for citizens during the webinar? “Human Capital”. The very first comment spoken by the Lumina Foundation’s education ‘expert’: “Post-secondary education MUST change.”

2) The CBE (competency based education), Career Pathways, MOOCs, digital learning, soft skills development, and more are the front runners for all the changes. New patterns, systems, and alignment are either in the works, or yet to be created. BUT, they will be added.
3) Purposed placement of school counselors in our K-12 systems are already identifying students who are ‘achievers’, tracks them, pulling them into a pathway to a baccalaureate degree in college (sometimes early college) via community colleges(which by the way, are Common Core, Career Tech aligned). Then, these graduates are funneled through to a 4 year institution. Look for “Pathways Colleges”. The example program given was “Pathway to Baccalaureate”. See: https://www.nvcc.edu/pathway/ (*Note: look for the ‘extraordinary pipeline to college’. Running this program? Former NC Community College President, Scott Randall. He was key in helping align all 58 NC Community Colleges to the CCSS Machine.)

The rest of the students? They get tracked too. Their path will be directly to community college, get a skill, get a job. Return to community college, get another skill, return to job. Repeat this cycle until you have all the credentials you need to enter your career field. The ‘new’ higher education?! Imagine it for 100% of the population. I’m not kidding. Some form of higher education (aka: post-secondary institution) is what can help America.

4) Rep. Kline’s comments contained these ‘gems’.
a) The key higher education moves in the U.S. House’s “Better Way” plan. It was revealed that the Paul Ryan pushed Plan is based largely on Kline’s earlier work in politics. Education is SO important that it’s embedded in the ‘economy’ plan under item #4.

However, for all the bi-partisanship in the House, he didn’t mention the House Democrats view for higher education. Examples of CCSS aligned programs: TRIO and GEAR UP.) Kline was asked how the Senators view higher education. He said that was ‘unfair’.)
b) The U.S. Congress only has a few days left before closing before the 2016 Election, so much has to be done quickly. Means rushed legislation moves. Bad news for everyone.
c) “More Access, More Success” via lower costs in higher education. His solutions?! CBE and digital education. America MUST promote innovation! This will keep the government out of the way. Oh really?! I guess the ConnectEd, the Computer Science for All, Digital Promise, etc. are all ways to keep government of education. Especially when each of these i is embedded ALREADY in ESSA and WIOA (Workforce Innovation and Opportunity Act) or their related legislation. By the way, Kline said there have been 5 related bills already passed by the entire Congress to continue support for America’s College Promise (Obama’s plan for ‘free’ community college. “Free” is costing taxpayers at least $60 billion.) Way to keep government out of education, huh?!
d) Kline favors more digital, that’s obvious, but he also stated that families and students need things simple..as in a digital dashboard. The biggest impediment right now in higher education? Seat time because it’s taking away from CBE time and hinders credit hours. More P3s (used the Clemson/car manufacturing joint program as an example.) are the best way for America to go.

5) Add to your list of global programs, like “Education for All” and “Universal PreK for All”. The new one brought up in the webinar? “Universal Free Public Higher Education”.

Speaking of The Global Citizen:

There was plenty more in the webinar which can be used to alert us to the ‘global citizen’ mindset that the CCSS Machine is shoving at us.
a) pay as you go/learn to earn models
b) systems where higher education tracks your work hours while tracking your education hours so that you can have 2 transcripts to show you are a skilled citizen
c) eliminating extra curricular activities to divert space for the common community’s good (example: Paul Quinn College shut down their football team (said it was a drain on finances) and converted the football stadium into an organic community accessible farm.) The President of Paul Quinn College has been glorified by the Atlantic Magazine. He’s also been groomed for educational ‘success’ in part by the Aspen Institute. I am not singling out this college, but rather, using it as an example. The reason we have extra curricular activities like football, arts, music, etc. is to expand our minds, exercise our bodies. Seeing these vital parts of Americana vanish is sad. Seeing them aligned to the CCSS Machine, outright tragic.

Seeing so many leaders in America moving us away from independence and freedom is not only un-American, it’s criminal!

Hitting the Books, Part 2

Anti CCSS/ESSA Warriors, it has been almost 2 years since I shared with you how the CCSS (Common Core State Standards) Machine is overreaching into our public libraries. In between the time I first published this news and now, what, if anything, has been going on? PLENTY! Especially with the Every Student Succeeds Act (ESSA) as law of the land.

What Caught My Eye:

A recent weekly newspaper which comes delivered for free in my neighborhood had a brief statement. I have the screen shot below so you can see what I saw. While the location states “Denver”, it is not the Colorado city, rather a small town in North Carolina.

What you see below is from Detroit, Michigan and is the Mark Twain Public Library. In my mind this is a great visual for how our libraries have been culled for any books which are NOT aligned to Common Core or its agenda. If your library is like my local one, almost every book BEFORE 2008’s publishing date has been REMOVED!

So, What ARE the Priorities?

From the Institute of Museum and Library Services (www.imls.gov), here are the priorities embedded in the federal Laws which are in place to award the grants to each of the US States and its Territories. Federal laws 20 U.S. C. 9121 and 20 U.S.C. 9141. The 9121 is for the reasons museums and libraries need grants; the 9141 gives the parameters for the award money.

9121:Enhance coordination among federal programs that relate to library and information services; promote continuous improvement in library services in all types of libraries in order to better serve the people of the United States; facilitate access to resources in all types of libraries for the purpose of cultivating an educated and informed citizenry; encourage resource sharing among all types of libraries for the purpose of achieving economical and efficient delivery of library services to the public; promote literacy, education, and lifelong learning and to enhance and expand the services and resources provided by libraries, including those services and resources relating to workforce development, 21st century skills, and digital literacy skills; enhance the skills of the current library workforce and to recruit future professionals to the field of library and information services; ensure the preservation of knowledge and library collections in all formats and to enable libraries to serve their communities during disasters; enhance the role of libraries within the information infrastructure of the United States in order to support research, education, and innovation; and promote library services that provide users with access to information through national, state, local, regional, and international collaborations and networks.”

Warriors, did you see ‘workforce’? That will tie into the WIOA (Workforce Innovation and Opportunity Act) as well! Did you see the ’21st Century skills’?! That will tie to the ESSA, the WIOA, and the HEA (Higher Education Act). Did you see the ‘digital literacy’? ESSA has set aside almost $850 million for nationwide digital renovations! The STEM Education Act will also be tied to every bit of this, too! I am sure other laws will also be connected.

9141: Expand services for learning and access to information and educational resources in a variety of formats, in all types of libraries, for individuals of all ages in order to support such individuals’ needs for education, lifelong learning, workforce development, and digital literacy skills; establish or enhance electronic and other linkages and improved coordination among and between libraries and entities for the purpose of improving the quality of and access to library and information services; provide training and professional development, including continuing education, to enhance the skills of the current library workforce and leadership, and advance the delivery of library and information services; enhance efforts to recruit future professionals to the field of library and information services; develop public and private partnerships with other agencies and community-based organizationstarget library services to individuals of diverse geographic, cultural, and socioeconomic backgrounds, and to individuals with limited functional literacy or information skills; target library and information services to persons having difficulty using a library and to underserved urban and rural communities, including children (from birth through age 17) from families with incomes below the poverty line (as defined by the Office of Management and Budget and revised annually in accordance with section 9902(2) of title 42) applicable to a family of the size involved; develop library services that provide all users access to information through local, state, regional, national, and international collaborations and networks; and carry out other activities consistent with the purposes set forth in section 9121, as described in the SLAA’s plan.”

Warriors, did you notice the repeated emphasis on ‘electronics’ (aka ‘digital’)? Did you see the ‘public private partnership’ included? ESSA mandates for MORE P3 (public private partnerships) in education,as well as total community alignment in the name of support for student achievement! Much of ESSA is written with the underserved in mind., as well. In fact, much of Title One funding is being transformed to include more folks as underserved, so they, too, can be aligned! Finally, did you notice the ‘international’ and other ‘collaborations’? This most definitely  fits the global aspects of the Common Core Agenda for global education, global citizens, and global workers.

Each State has a 5 year plan for their grant money, the federal government reviews each State Plan every 5 years as well. Among the highlights of NC’s grant money, data collection, career/workforce development, lifelong learning, and, of course, partners in the community. After all, our libraries are considered cornerstones of each community, what better way to access citizens for the alignment to ESSA/CCSS?! You can see the entire NC 5 Year State Plan,

Warriors, consider this fact (according to the Institute for Museum and Library Services:
there are 123,000 libraries across our Nation and 35,00 museums. Those are big numbers the CCSS Machine is using to advance community alignment. With ESSA as law of the land, we will see even more community alignment.

To better understand how libraries and museums will continue to be entrenched in the ESSA/CSSS ways, read this excerpt, “As a federal agency administering discretionary federal programs, IMLS receives its funding through the annual appropriations process. Watch Out, Alignment Ahead!

For this edition of Weekend News, I thought we should take an updated look at the ‘FREE’ College Movement run by the Federal Government, not local control. All anti-CCSS/CTE (Common Core State Standards/Career Tech Education) and federally led education Warriors should be aware of this push to transform America, from the inside out!

The Back Story:

The last time I wrote to you about Heads Up America, it was Sept. 2015. Has much changed with the movement? Since Arne Duncan’s departure from the U.S. Dept. of Education, has Dr. John King picked up the torch or extinguished it? After all, ‘free college’ is a hot political issue right now. We will find out what the absolute latest is in a bit, in the meantime…
Main points from the previously published  article include:

The Vital Questions for 2016 and Beyond:

Now that you have the history of why I have written about the above at least twice, you may have plenty of questions, just like I do. Where is all this going? Will Dr. King continue the U.S. Dept. of Education’s marriage with the U.S. Dept. of Labor in cradle to career education? We have seen how the candidates (on every level of government) are claiming education solutions, but do they truly get just HOW embedded in America the transformation has progressed and is continuing to point to MORE alignment?

So, let’s start with the Heads Up! Movement and see what new plans have been laid out or, are being proposed.

1) From early Feb. 2016, the screen shot below introducing the Gateway Promise Program in WI and based on the Governor of TN’s plan.

2) More incentives for States to encourage P3s (public private partnerships)! Also announced in early Feb. 2016, this will support and align with the language in the ESSA (Every Student Succeeds Act) where P3s are not only encouraged, the relationships are now law. See the screen shot below:

3) Making no bones about the connections between Common Core, College and Career Readiness and a streamlined education, is the Mission Statement for Heads Up. Here is their statement, “We want to spread the message, far and wide. We’ll do that by leveraging the power of a robust, cross-sector engagement strategy throughout the campaign. A National Advisory Board has been convened to work closely with seven key sector-based Leadership Committees, together advocating for free community college, as well as degree and certificate completion for responsible students. The College Promise Campaign will mobilize an influential, diverse, broad–based and growing network to educate the public, elected officials, community and state stakeholders and the media on the benefits of the College Promise, emphasizing high-quality community college education. Leaders from four-year institutions and the business community will have multiple opportunities to participate and extend the impact of the College Promise beyond community colleges to ensure a high-performing pipeline of college and career-ready students flowing from K-12 through higher education.” The National Board appears to be the same today, as it did when I last wrote about the Heads Up. So, what has Dr. King said or done to carry the torch for all this? Dr. King’s prepared speech on CTE (Career Tech Education, or as I have uncovered, the adult arm of the CCSS, which begins in middle schools and extends to high schools, dual enrollment classes, early college promise programs, and higher education.) We’ve come a long way from what we used to refer to as vocational education. Big Bucks for Post Secondary Ed

In this final in-depth look at the massive amount of taxpayer money being requested to continue the CCSS Machine’s overreach into education (at all levels), we will see what portions of the almost $70 billion will go to post-secondary education. A part of Common Core, Career Tech Education, College and Career Readiness, I have researched well over the past 5+ years.

Like the previous 2 articles, I will connect the programs to how they are not only embedded in legislation (such as ESSA {Every Student Succeeds Act}, but others like the ACPA {America’s College Promise Act 2015} and the HEA {Higher Education Act}.

First Up: The Big Bucks for Post-Secondary Education:

1) Via the America’s College Promise (ACP) “Through an investment of $61 billion over the next decade, students would be able to earn the first half of a bachelor’s degree or an associate degree and earn the skills needed to succeed in the workforce – at no cost.”
The justification for this amount of money continues with, ACP also would provide grants to schools that support new low-income students, including those transferring from a community college. Students would be able to receive up to two years of college at these institutions at zero or significantly reduced tuition.”
While the U.S. Dept. of Ed Blog states what you see above, the U.S. Dept. of Ed’s Fact Sheet tells you a bit more. ACP, which would create a new partnership with States to make two years of community college free for responsible students..”

If you think community colleges are CCSS Machine-free (meaning not full of CCSS, CTE, and/or CCR {Common Core State Standards, Career Tech Education, and/or College Career Readiness} consider these:

According to the report, there are many different names for the same agenda via Career Tech Education, Career Pathways, Common Core, and more.

2) Thirty million for Historically Black Colleges and Universities (HBCUs) and MSI (Minority Serving Institutions) is also included in the Budget Request. The targeted population? Low-income students. Where are the CCSS Machine ties for them? For one, the Urban League. See my article (dates back to Sec. 3) ‘First in the World Initiative’ will get $100 million including $30 million for schools in the included in #2. FY 2017 will be the 3rd round of funding for FITW (First in the World). It debuted in 2014. Why all the money? Evidence based research for student success in post-secondary education. Especially for ‘student outcomes’. In anti CCSS language that is a huge clue for OBE (Outcome Based Education).

Written into the Budget Request are a few of the taxpayer/student savings to be had. However, are these truly savings or simply more ties to bind us all to the CCSS Machine?

What does the Ed’s Fact Sheet tell us the Blog didn’t? There are to be incentives for accelerated completion of the Pell Grant applications for students and a one time bonus of $300.00 through an ‘On Track Pell Grant Program’. You will also see in the Fed Ed Budget Request,  FASFA didn’t get left out of the savings. FASFA, short for ‘Free Application for Federal Student Aid’. In the Ed Blog, we are only told that FASFA will be less complicated and will need to be completed earlier than previously required. What does the Fact Sheet share? No dollar amounts, but lots of parameters. Look on Page 7 of the document.

What you won’t get about the ‘savings’ to taxpayers/students is the strings attached. These strings are not just for our families and students, but entire post-secondary institutions! What do I mean? FTF: An Extension for Higher Ed Act

For my first “From the Files” Tuesday article for February 2016, I wanted to share with you my fellow anti CCSS Warriors how a bill was passed in late 2015, we more than likely had no clue passed. What does this have to do with Common Core? Plenty! It extended portions of the HEA (Higher Education Act)!

For quite sometime I have been helping raise awareness about the HEA and have given you plenty of evidence which easily connects the HEA to the CCSS Machine (Common Core State Standards Machine). The main connection?! Career Tech Education (CTE)! How this connect to the picture you see above? Perkins Funding!

For a quick recap about Perkins Funding, here is an excerpt from one of my previously published detailed articles, “The Perkins Act was created back in 1984, since then it’s been updated a few times. However, the original intent was to increase the quality of education that was considered technical or, at the time, vocational. With the advent of Common Core via the Career Tech, Career Clusters, Career Pathways, it’s not longer ‘cool’ to use the word ‘vocation’, now it’s ‘career’. Last updated in 2006 here are the 3 parameters that MUST happen with the Act.:
“1. Replaces “vocational education” with “career and technical education”

2. Maintains the Tech Prep program as a separate entity with federal funding within the legislation
3. Maintains state administrative funding at 5 percents of a state’s allocation
The new law also requires the development of articulation agreements and strengthens local
accountability provisions. The Perkins Act provides almost $1.3 billion annually to career and technical education programs in all 50 states until 2016.’ Each state gets to decide how to split the funding between secondary schools and post-secondary schools.”

What you need to know that is still relevant:
1) The Perkins Funds used in higher education are based on the number of children aged 5 to 17 years old in each LEA (local education agency). You will also see how there are other ways the funding is based on (for example, one way is in conjunction with groups of States {as in the United States} working together).

2) From just last month, I was able to connect more intended misuse of Perkins Funding in the State of NC via an upcoming bond that is to be on our primary ballots March 15, 2016. How? The bond, known as “Connect NC Bond”, shows you how at least one NC Community College would take its bond money and use it NOT for its intended purpose (update buildings), BUT to purchase and provide MORE Career Tech Education courses! An Extension Does NOT Mean a Re-authorization, Does It?

For quite a while now, I have been sharing in my interviews heard nationally that the HEA is usually re-authorized near the time the original ESEA (Elementary and Secondary Education Act of 1965) is. We know the ESSA is the re-authorization of the ESEA, but does the Bill for the Extension of the HEA mean that is IT’S re-authorization? No. The Extension simply continued the stream of Perkins Funding. It is only 4 pages long, as well. But, before we leave each other for today, what are the ‘other purposes’ embedded in the Extension?

*Note: The latest re-authorization of the HEA was back in 2008.

1) The first item of business(after the Title description) in the HEA Extension is NOT the Perkins money. (That is, in fact, the second item of business.) The National Advisory Committee on Institutional Quality and Integrity (NACIQI) and its Extension.
What does the NACIQI do?
Per the 2008 version of the HEA, this group follows the recommendations of the U.S. Dept. of Education’s Secretary in both accreditation and requirements for higher educational institutions to meet and uphold in order to receive funding. While this, on the surface, appears to be on the up and up, remember how many articles I have shared with you about the ways in which the HEA will be rewritten to further the CCSS Machine’s Workforce agenda. By holding the institutions which deliver higher education to the tentacles of the CCSS/CTE and now, the College/Career Readiness (CCR), you can know that when the HEA is re-authorized, this group will be sure to apply all the CCSS Machine’s nuts and bolts it can. 2) This is where the Perkins Funding Extension comes into play.

3) Following Perkins is the Extension of the Advisory Committee for Student Financial Assistance (ACSFA). If you visit the website page for ACSFA you will see that the lapse in government funding halted operations back in October 2015. See: http://www2.ed.gov/about/bdscomm/acsfa/index.html

If we want to find out what the ACSFA did (or perhaps has been able to pick back up and continue on with), we will need to go back to August 2015. Here is an excerpt, “The Advisory Committee serves as an independent source of advice and counsel to the Congress and the Secretary of Education on student financial aid policy.” The description goes on to say the Committee is to be non partisan, objective, and independent. Back in 2008, when the HEA was last updated, you need to see what functions this Committee had impact on. (For example, Title 4 funding.) Not sure what Title 4 Funds are? See below:

Have Title 4 Funds Been Aligned to CCSS/CTE/CCR?

In my previously published article title “Dependent Truth”, I direct you to a possible answer there. In the research I have been able to find, I would say the short answer is yes, the funding is aligned. It is part of a vicious cycle our students are being put through, thanks the CCSS Machine. How? Consider how early in a student’s education we are seeing Career Tech Education creep in. Consider how many CCSS/CTE courses students must complete to earn credits to graduate. Consider how many schools are starting the FASFA process early. In order to complete the FASFA forms (Financial Student Aid), many states are requiring certain courses to be completed as part of graduation. The connection? Look at your State to see how many of these are CCSS/CTE or College and Career Ready ones.

While this may look okay on the surface, note that it is using the cost of college as a reason to complete FASFA paperwork in the 12th grade. FTF: A ‘Dependent Truth’

Well, the new U.S. Dept. of Education Secretary is wasting no time when it comes to selling higher education opportunities. But are these opportunities truthful ones? Will these opportunities come with MORE Common Core State Standards strings attached? What about College/Career Readiness? Career Tech Education (and all its other names) and their strings?

I guess it all DEPENDS! Join me in my “From the Files” Tuesday article as we explore this ‘dependent truth’.

The U.S. Dept. of Ed’s ‘Dependent’ Story:

If you just look at the Tweet above, you would think, ‘sounds great, we need more opportunities for low-income students’. However, as we have learned with the pro-CCSS U.S. Dept. of Ed, you can NOT take what sounds great and prove it out to BE great..there is ALWAYS some ‘dependent truth’ embedded. So just WHAT is the Tweet referring to, in hopes of drawing you in? Let’s find out!

First ‘dependent truth’: since the Tweet refers to ‘higher education’, you need to go directly to the OPE (Office of Post Secondary Education) WITHIN the U.S. Dept. of Education. See: http://www2.ed.gov/about/offices/list/ope/index.html

But I guess Sec. King depended on you to know that already. As a new leader, it would of been kind of him to point you to where you could find more out if you wanted from the labyrinth Dept. of Ed is. Instead he points you to a research paper. (that is another ‘dependent truth’ for later).

Once you are in the OPE website pages, you can find this declaration
OPE works to strengthen the capacity of colleges and universities to promote reform, innovation and improvement in post-secondary education, promote and expand access to post-secondary education and increase college completion rates for America’s students, and broaden global competencies that drive the economic success and competitiveness of our Nation.”

How does the OPE pull this off? Lots and lots of programs! There are policy programs (which will shape how reform is carried out), programs to get educational institutions on the reform band wagon, programs for all kinds of students, too..and all chock full of reform under the guise of improving life.

All this leads us to the Second ‘Dependent Truth’: If all the reform and improvements were LEGALLY based and NON Common Core (or any of its other names) aligned, these programs would be better off. BUT, I guess the Dept. of Education depends on the fallacy of our believing them, right?

The Third ‘Dependent Truth’? Simple, policy is NOT law! But I guess no one at the U.S. Dept. of Ed exercised their ‘Captain Obvious’ muscles in this area. The Free Dictionary website stated that policy in relation to governments is intended to influence and determine decisions, actions, and other matters” They also continue on with this, “A course of action, guiding principle, or procedure considered expedient, prudent, or advantageous”. Since we know the U.S. Dept of Ed sides with all things CCSS, we know their dependence is on the ‘truth’ that prudence, advantage, and influence are subjective, NOT objective! The Free Dictionary offers one last definition of ‘policy’, whatever is “shrewdness” is the basic idea. That, my fellow anti CCSS Warriors, is exactly where the CCSS Machine has been focusing on when it comes to ‘dependent truths’! Contrast the definition of ‘policy’ to ‘law’, and I think you will see yet another ‘dependent truth’ being skewed by the CCSS Machine and the U.S. Dept. of Ed!

This brings up another ‘dependent truth’: Much of the hype around higher education is the cost of it. Much of the language in these negotiated rules has to deal with student loans. So what ‘dependent truth’ is the U.S. Dept of Ed using (as well as the CCSS Machine)?
Many states are now requiring kids to complete FASFA forms (these are the government financial aid applications) in order to graduate! The U.S. Dept. of Ed is basically hog-tying students to CCSS aligned post-secondary education as well as massive debt!
Because the HEA (Higher Education Act) will be up for re-authorization soon (as I believe it will be due to the ‘success’ of the ESSA (Every Student Succeeds Act)). Higher Ed is the LAST link in the “cradle to career alignment” which HAS NOT been cemented by the CCSS Machine.

Other ‘Dependent Truth’ Participants:

The U.S. Dept. of Ed is hardly the only ‘dependent truth’ entity involved in the education alignment activities. Refer back to the Tweet featured above and you will notice Sec. King is sharing with you a report from another source. What source? What report? Read on, my Warriors!

“True Merit” is the report.
Wanna bet how many ‘dependent truths’ we can find?..First, look below at the screen shot from the Foundation’s website. Notice how young the students targeted are. Not post-secondary age, yet, but much younger.

According to the website, the Foundation is The Jack Kent Cooke Foundation is a private, independent foundation dedicated to advancing the education of exceptionally promising students who have financial need. The Foundation supports exceptional students from elementary school to graduate school through scholarships, grants, direct service, and knowledge creation and dissemination.”

The Foundation has only been around since 2000 and is based in VA. According to a pdf I found buried in the website, the following is used in determining which students get help, “The Foundation chooses recipients for these awards following a rigorous review process led by independent, expert selection committees. Selection criteria include academic excellence, unmet financial need, will to succeed, leadership and public service, critical-thinking ability, and strong interest in the arts and humanities.” Want to see the pdf? http://www.jkcf.org/assets/1/7/back_matter.pdf

SO here is Cooke’s ‘first dependent truth’: “Research shows: There is a profound and widening excellence gap through elementary and secondary school.” Their second ‘dependent truth’ is(also from research): “High-achieving, low-income students are less likely to pursue rigorous coursework or to score highly on achievement tests.” I guess they are depending on the truth that their research left out how poorly ALL students are doing in both these areas due to CCSS and all that goes with it! Cooke has many more ‘dependent truths’ where I found these two beauties. It is on their ‘Guiding Principles’ page. Among them you will find why students must be academically engaged during, after and through summers to perform well.

Another of  Cooke’s ‘dependent truths’: Their Community College Initiative. As I have shared with you in the past, community colleges across the nation are aligned to CCSS via the CTE (Career Tech Education) and its paths. From the document detailing this Initiative, here is an excerpt, “The Foundation issued $6.8 million in grants to the institutions to increase the number of high achieving, low‐income community college transfer students at the participating four‐ year colleges and universities. The grants would enable the institutions to foster programs, policies, and partnerships with community colleges to improve student preparation, assistance with admission and financial aid processes, orientation and “bridge” programs, and post‐admission support. The eight institutions were Amherst College, Bucknell University, Cornell University, Mount Holyoke College, University of California, Berkeley, University of Michigan, University of North Carolina‐Chapel Hill, and University of Southern California. To evaluate the CCTI, the Foundation selected the Center for Youth and Communities at Brandeis University’s Heller School for Social Policy and Management.”

Their research team? Another ‘dependent truth’:  “Prior to awarding the CCTI grants, the Foundation, in collaboration with the Lumina Foundation and the Nellie Mae Education Foundation, commissioned research…” If you would like the entire Report, CookeCCTI

Before we leave Cooke, you need to know the Tweet Sec. King made was not referring to this Report, but Cooke’s latest, called “True Merit”.

For those of us who are opposed to the illegally based education reform tactics we are seeing sweep our nation, I have some new news for you. We, the anti CCSS/CCRS (Common Core State Standards/College and Career Readiness Standards), know quite a bit about what is happening in education. But did you know the U.S. Dept. of Education is in the midst of conducting an educational experiment on your secondary and post-secondary students?! Read on, my Warriors!

 

The Announcement:

What Does This Mean?

First, let us see where ‘dual enrollment’ or ‘concurrent enrollment’ phrases are written into the ESSA (Every Student Succeeds Act).
Pages 121, 137, 167 (3 times), 173, 186, 303, 306, 323, 343, 395, 427, 460, 464, 476, 780, 917 (‘concurrent’ is used here in reference to a particular Senate committee and is asking that a posthumous honor be granted),  and 991.

Page 121 applies dual/concurrent enrollment to IB and AP courses (International Baccalaureate and Advanced Placement). Page 137 applies dual/concurrent enrollment to identifying student interests/skills. Page 167 find the dual/concurrent enrollment phrase used 3 times as follows, a) in the title at the top of the page; b) in reference to low achieving students not meeting those ‘challenging  academic state standards’; c) in reference to funding schools receive. Page 173 uses the phrase for secondary school funding. Page 186 finds the phrase used in relation to private schools (see page 185 where the paragraph begins). Page 303 uses the phrase for teachers and their training/licensing. Page 306 uses dual/concurrent enrollment in reference to teacher interns. Page 323 finds the phrase used for school leaders (including teachers). Page 343 shows the phrase used for gifted students. Page 395, more school leadership via the LEAs (Local Education Agency). Page 427 is for the English language learners (ELLs). Page 460, finds dual/concurrent enrollment for underrepresented students (and includes improving student engagement. You will need to read from mid page 459 for context purposes). On page 464, on-line courses, especially those for CTE (Career Technical Education). Page 476 uses the phrase to define STEM curriculum, classes, courses, and exams (aka: assessments). Page 780 will use the phrase for defining the partnerships which must be in place to satisfy the dual or concurrent enrollment. Lastly, on page 991, you will find the phrase is used for spelling out credit bearing courses (will need to begin on page 990 for the entire passage).

 

So What is the Experiment?

From my research, the short answer would be: baiting students, regardless of age, to go through the college and career pathway. However, let us look at what evidence there is.

Before we get to the U.S. Dept. of Ed’s “experiment”, note that the NACEP is promoting the Pell Grants first (Jan.11, 2016) before the Jan. 13th’s webinar for the “experiment”. {see the above screen shot}
According to the NACEP, the 11th’s broadcast will explore the opportunities to ‘leverage’ federal programs (such as the Pell Grants used in post-secondary education) for states and LEAs (local education agencies) to use are much increased, thanks to the ESSA’s passage into law. New funds will be available for the states to use to prioritize dual enrollment.
Then, on the 13th, they will join with the U.S. Dept. of Education to delve into the ‘experiment’.  Sounds so mysterious, doesn’t it?

Well, here is what NACEP wrote about it in a bit more detail, “The experiment will enable high school students enrolled in dual enrollment programs to access federal Pell Grants at participating institutions. Students who have attended a dual enrollment program are more likely to apply to, enroll in, and succeed at college. These students not only benefit from the academic experience of learning at a college level, but often are also better able to picture themselves in college, pursuing a postsecondary degree. To help students succeed in these programs, the Department of Education are seeking institutions offering structured programs that support students throughout the program.”

So the long answer is that the Experiment is looking for educational institutions to continue the CCR (college/career readiness) pathway for our students. States will get more money, students will be more aligned than ever and those profiting will just keep getting richer while our students continue their assigned tracks.

According to the Federal Aid website, here is what I found out. There is a 28 page College Prep checklist for elementary on up to adult students to guide them in 3 areas: a) finding money, b) taking the right classes, and c) choosing the right career. According to the checklist, the U.S. Dept. of Education is the MAIN source of funding for students seeking higher education! The checklist also steers you to the U.S. Dept. of Labor’s website, ‘What’s My Next Move?’. See the screen shot below:

One direct quote from the pdf document you see pictured above is “What’s My Next Move? is a career planning document designed to assist high school students in managing their education and career plans.”


Immediately following this is an on-line assessment the students should take, then record their scores in the provided blanks.

 

 

The CCSS/CTE/CCR Evidence Hidden in Plain Sight:

Now, where the CCSS/CCR/CTE (Common Core State Standards/College and Career Readiness/Career Technical Education) evidence shows up is all throughout this education/career guide.
1) You can see it refers to on-line assessing, to tailoring your education to that of a career, then you can see where the post-secondary tracks are pointed out via the technical training courses, the community college courses.
2) Then there is the O*NET (Occupational Information Network). This is a huge database of information which not only is accessible to our high school students, but any one seeking a job! It is also housed here in NC!! See this direct quote from the ‘about us’ section of the website, “The Occupational Information Network (O*NET) is being developed under the sponsorship of the US Department of Labor/Employment and Training Administration (USDOL/ETA) through a grant to the North Carolina Department of Commerce which operates the National Center for O*NET Development.”

This entire project is a P3 (public-private partnership). “The  Research Triangle Institute (RTI), the Human Resources Research Organization (HumRRO), North Carolina State University (NCSU), MCNC, and Maher & Maher” are all in tandem with this Network of information. Funding the O*Net is the U.S. Dept. of Labor.

3)Notice that both the What’s My Next Move? and the O*Net are partners with the American Job Center Network. Who runs the AJCN (American Job Center Network)? The U.S. Dept. of Labor!  “The American Job Center Network is a unifying name and brand that identifies online and in-person workforce development services as part of a single network.” This quote is from the AJC’s website.
When you visit it to see for yourselves what else is there, be sure to notice the section of the website which points you from the federal level to the state level for Workforce Development. An example from NC (as of 2010) is featured below for Workforce Development. This particular image is what funding NC received from the 2009 American Recovery and Reinvestment Act.

4) As you have learned from my research, the Workforce Development aspect of CCSS/CCR is well documented. Part of NC’s efforts in regards to WD (Workforce Development) has resulted in NCWorks. Remember, anti CCSS Warriors, I use NC as example. Your state will also have this kind of one-stop-workforce-education model. Use the American Job Center’s website information to point you in the direction you can find the information in your state.

I wanted to back track to NACEP (National Alliance of Concurrent Enrollment Partnerships) briefly. We know from the above information they fully supported the ESSA passage. But what more can I tell you that points to the CCSS Machine? From their last conference in 2015, the sponsors of the Conference are a Who’s Who Among CCSS Machine members. For instance, McGraw-Hill, ACT, Inc., and Syracuse University.
Many community colleges were involved as well.

One last note of interest, notice that the U.S. Dept. of Education announced this ‘Experiment’ back in October 2015. This was still while Arne Duncan was in charge. Carrying on his work is now, John King. I don’t know about you, but I am beyond flummoxed at the use of our students for educational experiments!
