What’s Up Ahead

Warriors Against Fed Ed, you know I’ve been a consistent researcher on the post-secondary education front. You are also aware how I’ve shown you document upon document which proves the CCSS Machine is NOT content with traditional K-12th grade educated students, rather, it is after our babies all the way to our grandparents.

It also means EVERY school choice, at some time or another has been, or, is in the process of being..

  100% streamlined alignment to Common Core, Career Tech Education, College and Career Readiness, STEM, and all that goes with them.

During the past couple of months, I been especially focused on just how desperately our U.S. Congress is churning out propaganda on the ‘value’ of an educated (and streamlined) workforce. Not to be left out, the U.S. Dept. of Ed has echoed this. The CCSS Machine has placed it’s change agents in our government very strategically.
This agenda is to be continued in 2017.

So, what has the U.S. Dept. of Ed had to say about adult ed and its future (2017 and beyond) that I’ve not already shared? Look below.

Here is the context for the picture you see above, “Over the last few months, staff of the Office of Career, Technical, and Adult Education (OCTAE) visited adult charter schools and schools for disconnected or opportunity youth in the D.C. area. We were inspired by the dedicated students, faculty, and staff and saw the need for more high-quality and adequately resourced adult and family charter schools, pilot schools, or other blended learning or hybrid schools for adults and opportunity youth in the United States. There are currently 36 million adults and 5.3 million disconnected or opportunity youth in the country who could benefit from access to such schools.”

Look at the logo on the gentleman’s chef shirt. That is the logo of the Carlos Rosario International Public Charter School. You can see the logo below. Be sure you note the two facts I inserted on this screen shot.

Also in the Homeroom blog entry, was this bombshell, “Today, December 1, 2016, OCTAE, the Barbara Bush Foundation for Family Literacy, and the Carlos Rosario International Public Charter School hosted the first Adult Schools Growth Forum focused on expanding high-quality schools for low-skilled adult learners, opportunity youth, and other disadvantaged older youth and adults.”

Featured speakers from CCSS Machine member organizations were there. For example, the Center for Education Reform (the same group which beat President-elect Trump’s door down with the message of continuing to incentivize education for ‘innovation’ and ‘technology’.

Carlos’ School Is A Trailblazer:

Here’s a document you’ll really want to get your hands on. It’s a Case Study of the Rosario Adult International Public Charter School. It was conducted by CAL-SIOP (Center for Applied Linguistics-Sheltered Instruction Observation Protocol). Below is as great a piece of evidence as ever to show the purposed intent for our adult students and their alignment to the same type of ‘workforce based education’ our younger students are experiencing. Note the dates almost line up with the introduction of CCSS/CTE, too!

Weekend News: HEA (Higher Ed Act) and the ‘Common Core’

Greetings, Warriors! What’s the latest on the re-authorization efforts concerning the Higher Education Act, but HOW is the “Common Core” involved? The quick answer is “Career Technical Education”. (what I’ve proven to be the ‘adult version of the K-12 “Common Core Standards”). Another short answer is the ” Initiative behind the entire alignment of education.”

What is Congress up to concerning the education/workforce? We’ve seen what they’ve highlighted so far in the “Student Success Act” and the “Every Child Achieves Act”.  The HEA hasn’t been talked about much lately, that’s true. However, the CCSS Machine (my reference to the entity that involves and surrounds the “Common Core State Standards”), has plenty of plans.

NC Representative, Virginia Foxx said this back in March, ” In recent years, as the postsecondary student population has changed, many institutions have developed new approaches to delivering higher education, including competency-based curriculums and online classes. The federal government should make every effort to support these innovations, as they have enabled more Americans to earn a degree or certificate faster, with less cost, and without additional disruption to their daily lives.” She then states the following a bit later on, “these pillars will translate into meaningful federal reforms that reflect the evolving needs of students and the workforce.”

From the entire U.S. House of Representative’s Education and Workforce Committee’s March 2014 Budget and Fiscal Views for 2015, “In critical areas such as early learning, workforce development, and higher education, the Obama administration’s latest budget proposal aims to make an existing maze of programs even more costly and confusing. Spending more money on broken programs will not provide the support our most vulnerable children, workers, and families desperately need. Education and workforce policies are vital to the success of our country and the future prosperity of our citizens. We all want to ensure students receive a quality education and workers acquire the skills necessary to compete in today’s workforce. To achieve these goals, we must abandon the status quo and enact meaningful reforms that lay the groundwork for a stronger, more prosperous nation – without piling more debt on future generations. Throughout the first session of the 113th Congress, the House Education and the Workforce Committee successfully advanced responsible proposals to revamp the nation’s job training system, raise the bar on K-12 education, promote workplace flexibility, and strengthen higher education.

What follows in the rest of the Budget for Fiscal Year 2015, is simply astounding in its support for the “Student Success Act”. As we witnessed, much evidence has been produced to show just HOW embedded the HR5 (Student Success Act) is with the ‘workforce’ agenda which BEGINS in the K-12 portion AND extends to Higher Education! From July 2015, a  press release from the Education and the Workforce Committee, headed up by Rep. John Kline, shared the following,  From Rep. Kline, “There is a lot of work to do in the coming months, and I am confident we will be able to craft a bicameral education bill that reduces the federal role, restores local control, and empowers parents and education leaders.” From Sen. Lamar Alexander, “Fifty million children and 3.5 million teachers deserve to get a result, and we should be able to achieve that this fall.” Also speaking up, were Sen. Patty Murray and Rep. Bobby Scott. Murray’s comments included this, “As we head toward conference, I look forward to continuing to improve the final bill to make sure all students have access to a good education.” Scott shared this, ” I stand committed to producing a bipartisan bill that eliminates resource inequities and effectively addresses achievement gaps.” To see the rest of the press release gloating about the greatness of BOTH the HR5 and the S1177, http://edworkforce.house.gov/news/documentsingle.aspx?DocumentID=399220

From the U. S. Senate’s HELP Committee:

HELP is short for “Health, Education, Labor, and, Pensions. This is the committee that’s comparable to the House’s Education/Workforce one. Here’s an excerpt from their homepage on the website, “The HELP Committee is ensuring our country’s workforce is prepared to meet the challenges of the 21st Century through a lifetime of learning for our citizens. We have jurisdiction over various issues related to education and workforce development, including Head Start, the No Child Left Behind Act, Higher Education, the Arts and Humanities, Student Financial Assistance, Individuals with Disabilities Education Act (IDEA), Job and Vocational Training and the Workforce Investment Act.”

At a July 2015 hearing concerning re-authorizing the HEA, members of the HELP heard from the Lumina Foundation, The Higher Learning Commission, and others.

Why so much information on Lumina? During the Senate’s HELP hearing, the president of the Foundation spoke about the 3 most important things to be included in the re-authorization of the HEA. The #1 priority? Building (or redesigning) clear pathways to careers! It’s also important because the president also uses Western Governors University as the most consistent example of higher education CBE (Competency Based Education). I shared with you back in March 2015, how WGU (Western Governors University) is part of the CCSS Machine. These models are meeting students where they are, recognizing the learning that they’ve already obtained – whether in classrooms, on the job, in the military or through life experience.” You’ll need to see the other things this leader testified about. As far as the Higher Learning Commission, (HLC) and it’s devotion to Common Core/Career Technical Education? We’ll get there in a minute or so. First, though, the HLC is one of 6 regional accreditation organizations spread throughout the USA. Nineteen states are served by the HLC. HLC is also the group accrediting a U.S. Army school where Common Core is taught. See:

Tech Thursday: High School Equivalency, CCSS/CTE Style

No, the GED’s makeover ISN’T the biggest news at the moment in the War Against the Core. However, as we’ve seen in this fight to save our educational system from the massive agenda which accompanies it, WHAT has been going on SINCE the GED Makeover??

If your state is anything like the one I live in (NC), plenty. If you refer to the picture at the beginning of this post, you’ll not one, but 3 testing services now offer the NC HSET (North Carolina High School Equivalency Test). Your diploma will be awarded to you by the NC Community College System. The NC Community College System has ‘sold out’ to the Common Core Standards/Career Tech Education.

Before we look at the 2015 update, step back with me to gain a better context of HOW CTE and Common Core are related:

How do I know the NC Community College System has aligned itself to the CCSS Machine? Please refer to my  former article exposing the alignment:

How do I know the rest of America’s Community Colleges are also aligned? Here’s an excerpt, “‘THE’ College Board involved with local community colleges. I hope this, because, it should continue to illuminate just how big of a grip on upper level education the group has. One part of the College Board’s organization is known as the Office of Community Colleges…. It is their job to work with local community colleges & help guide their decision making among other goals. The Board for the OCCI has many members. At least 2 are vocal about their support of & promotion the CC Standards in community colleges.  Kenneth Ender, Chair of the Advisory Board, “There is considerable work to be done to assure our K–12 curricula align with that of community college higher education. Our goal should be nothing less than assuring every high school graduate is prepared for postsecondary training and/or postsecondary education. The economy and workplace of the 21st century demands nothing less.” Nancy MacCallin, “If we do not address alignment of our K–12 and higher education systems, we will not be competitive in the global economy. Remediation needs of postsecondary students continue to worsen and need to be addressed in order to increase educational attainment. Step Back, Circa 2012:

Before NC could become so aligned in all that’s related to the Common Core, there had to be some states to be the ‘guinea pigs’ for post-secondary Career Tech Education. From 2012 (or close to it), this is what was happening, “Since CTE is a federal level national initiative, there will be all kinds of funding, programs, etc. To get us to this point in education reform, research had to be conducted. From what I’ve been able to find, there were 5 states of OR, CO,KS, MN, MA, were awarded funding to participate in Advancing Career and Technical Education (CTE) in State and Local Career Pathways Systems, a two-year project managed by Jobs for the Future through a contract with OVAE(Office of Vocational Adult Education, which, by the way, has been renamed to OCTAE or the Office of Career, Technical Adult Education). Modern Day “Progress”:

Now that you’ve got a bit of context as to HOW the post-secondary CTE and the K-12 CCSS are related (if you need more evidence, I’ve got plenty, just let me know), let’s look at the current ‘progress’ via the High School Equivalency Test (aka the GED) from North Carolina. NC has 3 options, some states only have one or two options for measuring high school equivalency.

ETS’s HiSET: (Educational Testing Service), is a well known pro CCSS assessment maker, educational research entity and student data miner. According to their website for the HiSet, by offering you MORE options than every before for high school equivalency testing, you have greater opportunities! (see their encouragement letter to potential test takers,

Other States using the HiSet are California(specific locations), Iowa, Louisiana, Maine, Massachusetts, Missouri, Montana, Nevada, New Hampshire, New Jersey, New Mexico, Tennessee, and, Wyoming. “GED”: Since GED is now a registered trademark owned by the American Council on Education (see this from their legal page, “The trademarks and logos used on our site identify our products and services and are owned by the GED Testing Service LLC or are used under license by GED Testing Service LLC. GED® and GED Testing Service® are registered trademarks of the American Council on Education (“ACE”)), much about the assessment has changed. For example, the main ‘selling point” as per their website can been seen below.

The North Carolina Community College page shares that the “GED” is available in all 58 locations. Be sure to refer back to the fact that all 58 locations are tied to the CCSS Machine. (see above). Unlike the HiSet, “GED” is an anywhere, anytime assessment. See:

TASC’s position on “Common Core” can be found in this excerpt, “TASC Test Item Types Reflect College and Career Readiness. Field tested and normed in 2013, the TASC test delivers the newest high school equivalency content available. It is aligned to Office of Career, Technical, and Adult Education (OCTAE) National College and Career Standards for Adult Education, Next Generation Science Standards, and Social Studies national frameworks.

Wait, I didn’t see “Common Core State Standards” in that excerpt. You’re exactly right. Here’s HOW the CCR(College/Career Readiness) and the CCSS (Common Core State Standards) are basically the same thing, “In April 2013, after the TASC test development was initiated, the Office of Vocational and Adult Education (now named the Office of Career, Technical, and Adult Education) completed a project identifying a subset of the Common Core State Standards most appropriate for adult preparation for college and/or careers and issued its report, “College and Career Readiness Standards for Adult Education.”  You can access the rest of the document from which the above excerpt was taken when you click on the provided link. How does that memo tie to the CCSS Machine? The makeover of the FASFA for one, the U.S. Dept. of Education is another, the NC Community College is next.

Not shown in the memo or any of the above is the NC Chamber of Commerce’s involvement in education, but it’s there for sure. It has to be. Why? Simply put, the NC Workforce combines education and businesses.
In Your State:

As you know I use NC as an example for you to see where in your state these CCSS/CTE/CRR ties are. However, here are some articles I have previously published which tie the national organization for Community Colleges, as well as others,  to all this aligned agenda. Please,  use these, share these! The re-authorization of the HEA (Higher Education Act) will be upon us very, very soon! It is meant to be the second part of the re-authorization for education in America. It will directly follow up the re-authorized results of the K-12 education (Every Child Achieves Act/Student Success Act). Why? You cannot have complete education alignment that’s been stated as ‘cradle to career’ without our K-college system being distorted.

Anti CCSS/CTE Warriors, please note post-secondary education, no matter if it’s community colleges, for profit trade schools, on-line classes or certifications, public or private 4 year schools, every student who enters into them comes from a different educational choice. No education choice will be saved from the CCSS/CCR/CTE agenda as long as the illegally based initiative is allowed to survive. 

 

FTF: CHEA, CTE, CCSS, and America

I know you recognize CCSS (Common Core State Standards). You probably know that CTE is short for Career Tech Education (which is post-secondary speak for adult CCSS). But, do you what CHEA stands for? Council for Higher Education. This is the group responsible for ensuring that your students attend a post secondary school that is accredited. Meaning the degree they receive (or in CTE’s case, a national certificate) is really worth something. However, I’m digging in to see who’s ensuring the CHEA is worth believing. After all, if they’d aligned with the CCSS Machine, how credible can THEY be?!

As we all know public schools are accredited by state governments.  So, all this to ask, what is accrediting a school? Answer: quality control. Yet, how can you have quality control in Common Core?

CHEA:

As state above, CHEA is short for Council for Higher Education. It is the largest organization of its kind, overseeing more than 3, 000 schools. It is the primary voice to both the U.S. Congress and the U.S. Dept. of Education. It also has an international presence among education circles. It is a primary data resource for other schools and institutions. They have a principle of forcefulness when it comes to advocacy. CHEA is also in clear understanding of existing educational standards; as a results they know what to hold higher learning institutions to as quality education. The Higher Ed Guidelines:

It’s important to know just how CHEA judges a school to be worthy of accrediting. After all, your student’s loans and grants will go to these schools. Your students will more than likely be living there. You want to know that the school is a good one.
No matter where your student attended their former educational days, when they go off to ANY post-secondary school in today’s America, They face CCSS via Career Pathways, Career Tech Ed, or it’s embedded in those classes that are fundamentally required. Think about all that I’ve shared over the past months about many of the higher ed schools and how they’ve been instrumental in CCSS.
So, does CHEA include CCSS or CCR or CTE in THEIR guidelines? Let’s look. The CHEA website points you to their research and publications on the home page of the website. So, I clicked on the “Guidelines” pdf and was taken immediately to a brightly colored report. Nothing too unusual in that, but it was the tie to the Carnegie Foundation that caught my attention. Carnegie LOVES the CCSS. Grants from Carnegie’s Foundation and the Teagle Foundation made the 2012 report possible. What also caught my eye is that CHEA has the publication, but another organization’s name was cited as authoring it. (see below) We’ll come back to who’s behind the New Leadership Alliance for Student Learning and Accountability later. First, let’s see those guidelines.

From the introduction of the report comes the U.S. government’s agenda right off the bat. Here’s an excerpt, “The U.S. government has made a commitment to lead the world in post secondary degree attainment. This is a necessary and laudable goal that is critical to the economic competitiveness, equal opportunity, and a healthy democracy.…The primary responsibility for assessing and improving student learning falls on (two- and four-year) colleges and universities. Those granting educational credentials must ensure that students have developed the requisite knowledge, skills, values, and attitudes that prepare them for work, life, and responsible citizenship.”

First guideline is ‘ambitious goals’ via outcome based education. I guess seeing the failure of OBE in preK-12th isn’t enough. Secondly: gathering evidence students are learning (fancy talk for data mining). Third goal has to do with using that evidence to steer improvement. How’s this concerning? Improvement isn’t only based on evidence..it’s based on current policies as well. IF the policies are CCSS laden, so’s the improvement. The fourth goal is sharing all that evidence with internal AND external constituents (aka ‘stakeholders’) Lastly, our trust as a public in those higher learning educational places. Along with the Alliance’s Board of Directors, the following organizations fully support these goals and all that goes with them.

That Alliance:
Earlier I stated we’d look at the New Leadership Alliance for Student Learning and Accountability. Website: http://www.newleadershipalliance.org/home.html (you’ll need to know that what you see is all there is. There is no ‘about us’ or ‘history’, there’s no list of members of the Alliance, no funding information either. I did find a principles statement from the Allliance on CHEA’s website. I’ll include it here. While there’s no specific mention of CCSS, CCR, CTE, or any other CCSS Machine speak, you’ll really want to read about the basis of this allied group. Not once did I see ‘rigor’, BUT I did see ‘vigor’. Could it be the CCSS Machine has switched to a new buzzword?
Don’t get me wrong, I know higher education is needed. Our students have every right to a free (as in how to live life) and  wonderful future. What is grievous is that higher ed, just like all the other types of education are being filtered through the Common Core/Career Tech Ed/Career Pathways/Career Clusters/Workforce agenda.
Oh, the leader of the Alliance (stated above as ‘ex officio Executive Director’) David Paris? From his bio on the American Association of Colleges and Universities (also an Alliance member), he appears to be steeped in modern education reform. He’s even a fan of Horace Mann’s. He’s an expert in political theory and public policy, too. We’ve seen what those 2 entities have done to education. CHEA and the Feds:

In 2013, a news brief detailing how much money the Dept of Ed. could use to help accreditation  changes via CHEA; how more organizations can get in on the student loan game, and what bills they were supporting that stood to change education.
