Early ESSA

Yes, Warriors Against the Core, we know ESSA (Every Student Succeeds Act) has horrid plans for our littlest learners. However, did you know there was a 2007 law factored into it as well? (If you’re in a hurry, skip to item number 7 below.)

The Law? The 2007’s “Improving Head Start for School Readiness Act”. How is this playing into ESSA?

According to a general search, the U.S. Dept. of Ed’s document embedding the Head Start Act, should show us how. (image is below)

This Guide is 37 pages and is chock full of all kinds of things we Warriors should know:
For example: the data mining, the workforce education, and the inclusion of homeless, Native American, and privately schooled children.

Below are the highlights most important to our War. We should remember that IF the U.S. Dept. of Ed survives, who leads it MUST be a true champion for these littlest children. So far, that champion has not stepped forward.

The Highlights and Low Facts:

1) Dr. John King covers his backside on the very first page and in the very first few sentences. ‘Champion for kids’? No, a chump for kids. Any leader not willing to be held accountable is a leader we don’t need.

Here’s an excerpt, “The U.S. Department of Education does not mandate or prescribe practices, models, or other activities in this non-regulatory guidance document. This guidance contains examples of, adaptations of, and links to resources created and maintained by other public and private organizations.” 

2) Page 4 reveals the guidance is given to assist States and Leaders in the ways they should go to meet their obligations in ESSA. Excuse me, but IF the whole gist of the law was to give the States back their control, why does the Ed feel it needs to assist?

This is like a parent telling a child you can eat whatever you want for dinner and then pointing out that these certain kinds of foods are what they should have. Add to that the resources are from P3s (public private partners)..take a guess as to how many will belong to the CCSS Machine, therefore, being slanted for MORE education alignment and overreach?!

3) Page 5 gives us the worn out rhetoric of ‘high quality’ early learning needs SEL (social emotional learning), anything to close the ‘achievement gap’ (Wait, what? These children are just beginning to learn, there isn’t an ‘achievement gap’!), and critical thinking (again, too early!!). In fact the source cited for the ‘critical thinking’ is called “From Neurons to Neighborhoods”. (Sounds absolutely awful, doesn’t it?)

(*Notes: 588 pages long, an army of all kinds of researchers, doctors, social agents, policy makers, and others created this study which focuses on children from birth to their first days in Kindergarten. It looks at how their brains work, how they interact, and on and on.)

Oh, and one more thing, all the Foundations tied to the National Academies Press? Up to their necks in CCSS curriculum and resources.

4) Page 6 begins the teachers and their roles in early education section.

5) Pay very close the the footnotes on Page 7, you’ll see, first hand, what those ‘comprehensive’ services include for families and their little ones. All under government parameters.

6) The justification for ‘federal education funds’ begins on Page 8. If our U.S. Secretary of Education and the entire federal government knew their U.S. Constitution, there is NO legal justification for federal anything in education!!
(*Notes: it is here you’ll begin to see the strings from the feds extended to the LEAs and SEAs (Local education agencies and State education agencies). As I shared with you almost immediately after ESSA was passed into Law, the powers of LEAs and SEAs would increase..and so would the micro-management. Here is where you get an idea of HOW that power is to carried out.)

7) Pages 9 and following show you how ESSA will use Title One funds in preschool. There are all kinds of tables and charts to see. However, it is the sentence stating the the Secretary of Education MUST disseminate performance based education standards to the LEAs that we MUST share!! (see below) Also, notice in the footnotes and you’ll find that 2007 Law.

Other Warning Signs:

Warriors, in this document are other warnings for us to share! Look for charter schools; Preschool Development Grants; subgroups of students considered ‘non traditional’ like homeless, Native American, privately educated, and more.

The Underlying Goals:

From Page 16, Alignment and collaboration between early childhood education programs and the K–12 system is a recurring theme throughout the ESEA. The law stresses greater coordination, at both the State and local levels, of programs that serve young children, and encourages a more seamless learning experience from preschool through the elementary grades. In order to accomplish these goals, the Department encourages States and LEAs to consider both the horizontal and vertical alignment of programs. Horizontal alignment is the consistency or connectedness of program and professional standards across programs and settings that serve a particular age or grade. Vertical alignment addresses the progressive development of standards from birth through third grade that provide a continuum for children’s knowledge and skills. Furthermore, it is important that both schools and early childhood programs coordinate their outreach efforts to families, so that they are aware of enrollment options and processes for their children. Community-based organizations can play an important role in this regard as they often have existing, trusting relationships with families.”

Warriors, I don’t need to share with you how dangerous this is. A ‘seamless transition’ is not only for early learners to elementary school, it’s ‘birth to grad school and/or career’!
We have TOO much evidence which points this out, to sweep it under a rug.

Warriors, it goes with saying, but I will say it anyway. We must use this type of information NOW to influence our leaders BEFORE their return to office in January (or their debut in January).

What you see below is a lovely little child. The sponge is to represent all  that our babies will absorb in life. How dreadful it is to know they are destined for a streamlined education of workforce proportions instead of being free to be themselves.

Anti CCSS/ESSA Warriors, if you remember watching “Mary Poppins” you know the title of my article should point to something simply wonderful or extra special. So why did I pick this when what I have to share is anything BUT wonderful and good?! It’s an attention grabbing word. It also got my mind to thinking…..

“Step in time; step in line”
(this is a line from another “Mary Poppins” song which translates extremely well to the timing of a Congressional Committee, the ESSA (Every Student Succeeds Act)), the U.S. Dept. of Health and Human Services, and how they will align as many young children as possible!

We all know Head Start and Early Head Start are government programs with top-down, federal-to-state-to-you control. Both have been embedded in the modern education reform, thanks to the CCSS Machine’s planning, funding, and implementing. ESSA (Every Student Succeeds Act) will most definitely ensure the continued alignment between the U.S. Dept. of Education and the U.S. Dept.of Health and Human Services, where Head Start and its Early version are housed.

An Awful ‘Spoonful of Medicine’:

According to the embedded document attached to the Press Release (above),
45 CFR Chapter XIII RIN 0970-AC63 Head Start Performance Standards“, the Head Start Program Standards were last updated in 1998. Then, the  Improving Head Start for School Readiness Act of 2007, we found Congress instructing the Office of Head Start to update itself.

Basically, it was a ‘step in time, step in line’ move. Since 2007, tons of ‘research’ has been conducted; public feedback has been gathered; and, now is the time to ‘re-up’ the Head Start again. This 2016 final version of updates? Only 621 pages long!

Gee, just in time to step in line with ESSA (Every Student Succeeds Act) and its overreach into early childhood ‘education’.

On Page 15 of the latest and final version for updating Head Start/Early Head Start, you’ll find the “Compliance Table”. This table gives federal statutes, start dates, and descriptions of what each Head Start/Early Head Start Program AND location MUST do to ‘step in time, step in line’.

Included in the mandates of compliance:
Alignment of education in school and at home
Data mining
Streamlining the data collected
Credentials required to conduct ‘in home’ visits
Hours each program and location must be available
Curriculum to be used
Assessments

So, what does the ‘partnership’ boil down to? An absolutely bitter pill to swallow!

For the Data mining connected to Early Head Start/Head Start?  Learn the CCSS Machine’s alphabet code “Quality Rating and Improvement Systems (QRIS)” and Data systems. (Page 14 of the 621 page document). It too, must be in place by Aug. 2017.

d) Still not finding the public private partnerships in QRIS, I desperately was hoping the U.S. Dept. of Ed’s ‘collaboration partners’ may reveal something. Boy, did it. A huge bitter pill of CCSS Machine ‘medicine’ to swallow.

More ‘Spoons’ of Fed Ed “Medicine”:

1) Unlike the other documents I’ve researched which are from the federal government, this one (that 621 page document with a long title) actually has a redesignation table for you to see what old Standards are being shifted to. As the writer of this document put it, it’s a roadmap for ease of access. It begins on Page 16.

2) After the “roadmap”, you are ‘treated’ to all the ‘research’, ‘reasons’, and ‘purposes’ behind the latest Early Head Start/Head Start shift. In all honesty, the parts about how all this aligns to ESSA didn’t surface, that I could easily see. However, having read ESSA and listening to both Senator Alexander AND Senator Murray, it is easy to find the early education overhaul.

3) To access the 621 page document: 2016-19748

Finding Early Ed Alignment in ESSA:

When I read the 1,059 ESSA Final Conference Report, I found the following. These are selected excerpts from my previously published articles.

ESSA and the digital overreaches for the little ones:
*) “Page 630: Preschool and ‘Ready to Learn’ digital content, especially via PBS (Public Broadcast Stations).
Page 943 begins Section 9210 of the ESSA Law. This is the biggest overreach of all!
Why? “Student Home Access to Digital Learning Resources”! To find out how successful students are at HOME, a Study conducted by the Director of the Institute of Educational Sciences (IES) no later than 18 months AFTER all portions of ESSA are in place! Details of the Study will be found on Page 944.”

You’ll want the article these are in because it links you to the other areas of concern for your little ones. Near the bottom of the article, you’ll find out how I learned that Sesame Street is now CCSS Machine controlled, thus aligned.

ESSA’s use of immigration to overreach into early education:
*) “Page 2 reveals Sections 3001-3004 (these sections begin on page 408 and follow from there) will break down what alignments, accountability, etc. will be taking place in education and services related. I found on page 409, under the Section 3001 and “Appropriations”, the following figures of the tax dollars up for grabs by the states and awarded by the federal government for this express purpose, “(1) $756,332,450 for fiscal year 2017;  (2) $769,568,267 for fiscal year 2018;(3) $784,959,633 for fiscal year 2019; and (4) $884,959,633 for fiscal year 2020.” Page 410 will show you how the ELLs (English Language Learners) will have to meet those ‘challenging state academic standards’, too.’
Skip down to section 3115 (page 421) , however and you will find that all schools will have to jump through a hoop or two to reform education so that no child will be excluded. How? Through ‘sub grants’ to eligible entities as long as they are educating students in ELA to the tune of ‘challenging state academic standards’!”

ESSA in your neighborhood:
*) “Over on page 612 you can learn about types of schools and what they must provide to the neighborhood will include. Follow this through to page 615. There you will see the following language. “(2) INDICATORS.—The performance indicators  established by the Secretary under paragraph (1) shall be indicators of improved academic and developmental outcomes for children, including indicators of school readiness, high school graduation, post-secondary education and career readiness, and other
academic and developmental outcomes…” The next section is 2465 and this is where the full service community school is laid out in detail.”

ESSA’s authors used the law to codify “Promise Neighborhoods”. You’ll want to read the article this portion comes from so you can learn how your entire family will assessed, graded, and ‘encouraged’ to align with educational resources from the U.S. Depts. of Ed/Health, Human Services.

How many times in my anti CCSS research have I found things I shake my head over? Too many to count. However, when I find something that bring Common Core to those who aren’t even school age, I REALLY shake my head..and my fists!

What brought me to this NC created educational offering? Quite simply a TV commercial. When I saw this commercial, I couldn’t believe it. I knew I had to check it out. What I’ve found, I’m sharing with you. Even if you don’t live in NC, with the plethora of social media, instant access to any kind of multi-media resources, we know where we live isn’t really a factor.

About “Get Ready with Words”:

From their ‘About Us’ page, the following excerpt, “Get Ready With Words is funded by a grant from PNC as part of PNC`s Grow Up Great program, which helps children from birth to age 5 prepare for school. It is a collaboration between Charlotte Mecklenburg Library, Discovery Place, and Community School of the Arts.”  PNC is a banking institution. Discovery Place is a kids science museum. We’ll look into the ties each of the partners in this birth to 5 years project in a bit. First, however, let’s see if we can find any other ‘smoking guns’ of CCSS alignments or connections.

One of the things that cause me to suspect CCSS ties is several of the ‘read more about here’ tags take me to those ‘404 error pages’ we hate to see when searching. Why would an error message cause me to suspect CCSS? Think about it, in our anti CCSS quest for fact based evidence, how many times have we been directed to a particular website or document, only to find it’s been removed? More times than not, it’s because someone or some group doesn’t want that particular information to be known. That’s where looking in between the cracks (or in this case words) to see where I can find information that’s fact based.

Aside from the ‘about us’ page, the “Get Ready with Words” website doesn’t have much more information at all. There are the ‘Words of the Week’. So far, there are only a few pairs of words.

I did find another resource that shared a press release type bulletin about the collaborative effort. See: http://www.thecharlottepost.com/news/2015/09/26/local/word-up-vocabulary-initiative-helps-kids-develop/ Why I offer this particular website, is it clearly states 2 things we anti CCSS Warriors need to know. 1) it’s an initiative with an educational vent to it and 2) it’s a P3 or a public-private partnership. As you know, many P3s have meddled too much in education, especially since the Common Core State Standards Initiative came into being.

PNC’s Grow Up Great Program:

Before I share much more about this banking institution’s foray into education, see the screen shot below. Notice, how innocent it appears.

Now that you’ve seen the shot, you might think, ‘oh, that’s not so bad’. Oh, but my fellow Warriors, there’s more to this $350 million early education effort.  Read their reason for doing all this early education activity, “The research is compelling: A focus on the years from birth to age five helps reap dividends for society and the economy — better achievement in school, more graduates of high school and college, higher salaries, less crime and drug abuse, fewer people on welfare…on and on. Even better: the chance to feed the passions and curiosity of all those young minds.” In case you’re curious, this educational effort began for PNC back in 2004.  They are advocates of education in each of the state capitals as well as at the Capitol. They offer reading resources, too. Those reading resources? Sesame Street readers. Sesame Street has aligned with CCSS. According to two different websites, ShareMyLesson.com and a blog by a teacher, Vicki Davis, you can search over 1,000 Sesame Street aligned resources. Ms. Davis blog entry from July of 2012, shared this excerpt, Sesame Street has taken more than 1000 videos and resources (all for elementary school) and aligned them with Common Core standards on the sharemylesson website. PNC’s educational resource page (which includes not only the Sesame Street readers, but other lessons as well) has this ‘lovely’ statement at the bottom of their website page, ” Common Core State Standards Initiative: These lessons are aligned with the Common Core State Standards (“CCSS”). The CCSS provide a consistent, clear understanding of the concepts and skills children are expected to learn and guide teachers to provide their students with opportunities to gain these important skills and foundational knowledge.*” (Note: the asterisk PNC provides you is a note which leads you to an embedded link…directly to the Common Core Standards homepage!) Discovery Place:

This science museum for kids is an interactive based one. It also is tied to Bank of America (a huge CCSS supporter) and is a STEM career readiness location. Here’s an excerpt, “Uniquely located adjacent to Discovery Place in the Bank of America STEM Center for Career Development…” In Discovery Place’s education resources you can find Next Generation Science Standards, as provided by NASA, Toyota and others. Why this is important, Discovery Place is a public place. Meaning its educational resources are available to any educational choice. Including private schools, homeschools, faith-based schools, day care programs, kindergartner programs, and charter schools. So again, CCSS is not intended for just K-12 public schools! Charlotte’s Community School of the Arts:

From their “Giving Tuesday Share” website page,Community School of the Arts (CSA) is a nonprofit arts education organization with the mission to “transform lives and inspire community through outstanding and accessible arts education.” The School reaches 4,000 students annually through high-quality music and visual arts programming, with nearly half paying reduced or no tuition through CSA’s extensive financial aid, merit scholarship, and outreach programs.” See the rest, http://sharecharlotte.com/nonprofit/community-school-arts
Among the funding groups CSA has, PNC (back in 2012) gave plenty for new educational endeavors. You’ll also find Discovery Place in the mix too. You’ll see the NC Governor give his ‘thumbs up’ to this news as well. NC’s Governor has made no mistake about his stance on Common Core. Before I share with you how ASC is connected to CCSS, please know the aforementioned groups are not the only financial backers of the CSA.

ASC, Arts Science Council:

This NC Council works directly with Charlotte Mecklenburg Schools. CMS is the largest school system in the state and is very CCSS loaded. From ASC’s Education page, you can find the following, “All programs are meant to align the cultural community’s resources with the Common Core State Standards and the North Carolina Essential Standards.” To find out about the 5 year plan the ASC has in mind for education, see:

Remember, while HR5, Student Success Act, has been passed—it has only cleared the House of Representatives. It still has a long way to go. While we wait to see what the fate of S1177 will be, we know that, like HR5’s passage, IF Every Child Achieves (S1177) is passed. It will have only passed the Senate. It will have a long way to go.

Our strategy of making a lot of noise in a short amount of time is working! That’s a victory. Consider that S1177 was supposed to be under everyone’s radar. We foiled that (a victory, warriors)! The bill was also supposed to be a ‘sure thing’ and voted on by the this time last week. Guess what? We foiled that, too! That victory allowed us a fabulous 4 day back-to-back daily assault. The daily assault has been not only a blessing, but a brilliant tool. None of us could have pulled this effort off if it had not been for Patriot Journal Network. The valuable opt-opt amendment sponsored by Sen. Lee of Utah was defeated, while the more restrictive version by Sen. Isaken of Georgia was passed and will be inserted into Every Child Achieves. If you’re concerned about opting out of high stakes assessments, you now know who’s amendment to be researching.

Also passed was Sen. Tester’s (MT) amendment concerning shifting from assessments like PARCC and SBAC, and go to grade span assessments BUT keep the SBAC/PARCC policies and procedures! If assessments cause your anti CCSS warriors heart to heat up, turn that heat to Congress!!

Sen. Hatch’s (UT) Student Data Privacy Committee was given permission. If you’re concerned about student data and its privacy, you need to know, several pro CCSS groups helped create the amendment Mr. Hatch sponsored. He named them on 7/13/15 during the Senate’s daily business. If you’re a CCSS Warrior concerned with the Career Tracks, Career Clusters, Career Pathways, or the Career and Technical Education portion of the CCSS Machine, you need to know that a purposed intent to leave Workforce based language in BOTH HR5 and S1177 was taken. One Senator extremely on this education/workforce to save children’s lives bandwagon, is Sen. Sanders (as in Bernie). During his speech on the afternoon of the 15th, he sounded exactly like, and his plan mimicked, one I’d researched and seen before. In fact, I’ve published an article with this very video in it months ago. While, I feel that article may be helpful, I’m not linking it today, as I know our time for discussion, can happen anytime. Our time to influence our Congress, is of the utmost importance NOW.

Amendments that haven’t been voted on (as of the writing of this article):
Early PreK Learning (Sen. Murray) This bill is a horrible overreach into not only our children’s lives with CCSS alignment, but the dreaded ‘learn to earn’ phrase has been used in several instances to describe this amendment. Along with this bill is the mindset that college begins at birth!

This is carried out via the Strong Start for America’s Children (this one’s been sitting dormant for about 2 years). This involved the birth through 3 year olds. (remember, before the storm of activity in D.C., I published an article about the “Pint Sized” Common Core. This particular bill would infringe your 4th amendment rights, as well as the usual laws CCSS breaks. Included are home visits (currently going on in some states). If this is an anti CCSS concern, you know where to make some noise!

While not a complete list, you get the idea. Know that all the other areas of education NOT listed above will be slammed with the CCSS Machine filled HR5/S1177. Know that these 2 bills are only 2 pieces of a very big puzzle that will grind away from birth to post graduate schools. The next set of bills connected to the re-writing of ESEA, are the HEA (Higher Education Act) and the CPA (College Promise Act).
