Author’s Correction on “Bamboozled”, yesterday’s article. In that article and pertaining to ESSA, page 151, I did not clearly state my concerns for teachers and students. I do ask that you forgive that error. My point to the language there is that under the present SEL training teachers are receiving, it is an over-burdening addition to their already  ‘full plate’ of responsibilities. Teachers should be able to note and help point out any learning disability.
At the CCSS Machine’s beckoning, however, it seems that teachers will be asked to do much more than this. As Warriors, this is an area we must watch. Teachers and students need protecting from the harm ESSA is dishing out.

Warriors Against the Core, in the past 2 articles I’ve gone back over ESSA (Every Student Succeeds Act). As you know, I combed through it when it was first introduced, as well as re-visited it quite a bit after it became Law. So why now? Since implementation is in swing, we need to see what’s happened. We need to see how much of a lie ‘giving the States back control of education’ is being carried out on a daily basis.

My most recent ESSA reviews have covered the ‘at-risk’, or, troubled youth. Then, special needs. Today’s review? Native Americans. If you missed when I first uncovered the CCSS Machine grasp on the original citizens of our nation, you can go back and read it now.

In that article you’ll see how 21st Century Community Learning Centers, school reform, and much more from ESSA and other federally contrived legislative acts.

ESSA: No Feather of Greatness:

Of all the student subgroups (as ESSA likes to refer to our children by), the Native Americans (including the HI and AK tribal nations) are mentioned a whopping 244 times! The first 16 are in the Table of Contents. Warriors, I do not know about you, but by the sheer number of times our fellow citizens are brought up, I  have to ponder WHY so much attention is being directed their way.

No American group deserves to be more left alone by the federal government.

The ESSA Strings:

With over 200 references to the Indians of America in ESSA, I’m only going to point out the worst ‘strings’ (aka: mandates).
The Sections pertaining to Native American education are: 4505 (Family Engagement in Education); 6001 and 6101 are the ‘conforming amendments’; 6121 (Improving Educational Opportunities); 6141 (National Advisory Council on Indian Education); 7004 (Impact Aid); 8004 and 8103 (BIE schools, see the article embedded in ‘now’, above), and 8535 (must consult with tribal organizations).

Page 19 of ESSA’s law mandates Native Americans must be included in State Plans.
Page 44 shows how the SEAs (State Education Agencies) and LEAs (Local Education Agencies) having control over Native American education.

Page 222, full service community schools, especially in low-income areas and Native American tribal groups. Not sure what that means? ESSA’s definition: “FULL-SERVICE COMMUNITY SCHOOL.—means a public elementary school or secondary school that— ‘‘(A) participates in a community-based effort to coordinate and integrate educational, developmental, family, health, and other comprehensive services through community-based organizations and public and private partnerships; ‘‘(B) provides access to such services in school to students, families, and the community, such as access during the school year (including before- and after-school hours and weekends), as well as during the summer.”

Warriors, there is plenty more like all this above,  in store for all of us.

Injurious Insults:

From a fellow Warrior in WY, shared with me the day my “Captive Education” article was published, that, U.S. Sec. of Education DeVos visited an Indian Reservation’s school to help jump start her “Rethink Education” tour. It’s quite interesting (and not to mention, telling) that ‘her’ choice of wording smacked of the recently broadcast Project XQ: Super School Live! Where the entire CCSS Machine propaganda fest was geared on ‘rethinking/reforming’ high schools.
It’s ironic that the school on the Reservation didn’t have DeVos’s visit in their school news or on their calendar.

NIEA (National Indian Education Association) is partners with the CCSSO (Council of Chief State School Officers), so any question of what side of the CCSS Machine they are on, is an automatic ‘supportive’. NIEA’s website.

The 2016 (114th Congressional Session) RAISE Act (Reforming American Indian Standards of Education) announcement can be found on the NIEA website. You’ll want to see the Report which accompanied the RAISE Act. In it you’ll see how many students are involved in Native American education, how much money is involved, and also, the ‘federal education’ shift.

Current Congressional bills to reform Native American education are:
HR 1528 (Native American Indian Education Act) will amend the HEA (Higher Education Act) to continue federal mandates for Indians in post-secondary education.
S 660 (Native American Indian Education Act) this is the Senate’s version of the HR 1528.
S 934 (Johnson-O’Malley Act) would data mine students for the sake of ‘modernization’.
S 1294 (Native American Education Opportunity Act) will give education savings accounts to the Native American students.
HR 2727 (NEST Act or Native Educator Support and Training Act) amends the HEA and will give scholarships for Native Americans to become teachers and school administrators.
S 458 (NEST Act) this is the Senate version of HR 2727.

State Levels of Control?

Since my fellow Warrior is from WY, I thought we should end with looking at what is happening to our Native Americans at the State level. We see the alignment and confinement from the federal level, above. Below is a blog entry I thought you, Warriors, would ‘love’:

WY has a Tribal Children’s Triad. This is a partnership between communities and schools. ESSA ‘loves’ these kinds of relationships. In fact, in some of my earlier ESSA research, I shared with you how entire communities will be assessed/measured/tested for alignment to ensure ‘student success’.

According to WY’s ESSA State Plan, a mere $6.6 million will be used for 21st Century Community Learning Centers, which the ESSA law mandated. Page 51 of the Plan, is where you’ll find this figure.

The Chain Gang Cometh

Anti CCSS/ESSA Warriors, when I share what I just found out, I hope the chorus from The Pretenders song,“Back on the Chain Gang”, doesn’t pop into your head. I know it did in my head. The chorus goes, “We’re back on the train; oh back on the chain gang.” However, look at the last verse,
“The powers that be

So, What in the World Would Invoke This?!

That’s right..another *&&^%* fed bill connecting education to anything that could even be considered related, no matter if it truly is or NOT. This one doesn’t have a number yet, that I could find. Notice the language in the tweet in the middle…‘we must’.

I want to pause and state for ‘the record’ that I agree there are things, we as a people MUST do, but as a federally controlled government? NO! Especially when you factor in how EVERYTHING about education is NOT a Constitutionally protected federal jurisdiction! Think about it, since the federal government has NO legality over education, they shouldn’t be able to include education into some area that is their business. By no means am I an expert on our penal system.  However, I DO know education! So, for the remainder of this article, I’ll lay out the federal overreaches into education from a juvenile justice angle.

First Up, Before ESSA, “At-risk” Measures:

From my 2014 article about ‘alternative education’, where you will find every student population OUTSIDE a public school student, as well as certain student populations INSIDE public education defined.
“At-risk” students fall into BOTH categories. “The Dropout Prevention Center/Network notes that CTE (Career Tech Education) is one of its 15 solutions or strategies. The Center/Network believes “such as individualized instruction, service-learning, community collaboration, mentoring, active learning, and educational technology. According to the Center, “A quality CTE program and a related guidance program are essential for all students.” CTE was identified to have five potential benefits to at-risk students by Schargel and Smink in Strategies to Help Solve our School Dropout Problem. These benefits include enhancement of students’ motivation and academic achievement; increased personal and social competence related to work in general; a broad understanding of an occupation or industry; career exploration and planning; and acquisition of knowledge or skills related to employment in particular occupations or more generic work competencies.”

Secondly, Before ESSA was ESSA:

Not so long ago, the Every Student Succeeds Act (ESSA) wasn’t called the “Every Student Succeeds Act”. The House had their own version of a made over ESEA (Elementary and Secondary Act, 1965), and called it HR5 or the “Student Success Act”. The Senate had their own version, S1177 or the “Every Student Achieves Act”.

“ESSA” as we know it was a combined effort to take the much more effective HR5 and ‘water it down’ with the S1177.

So, what did HR5 AND S1177 have in regards to ‘at-risk’ students? Here’s an excerpt from my 2015 article about CCSS/CTE updates. “reveals how IDEA funding and more, are being abused for the post-secondary alignment to all things CCSS, CTE for students with any sort of special needs, or ‘at risk’ students. ESSA Embeds WIOA and HEA, A Toxic Triangle:

ESSA: Every Student Succeeds Act
WIOA: Workforce Innovation and Opportunity Act
HEA: Higher Education Act

 You know how well I’ve shown you the documents, links, and resources which tie these 3. When you factor in ‘at-risk’ students, however, you are going to get Civil Rights groups, Drop Out groups, social justice/awareness groups, and anti-poverty groups.
Warriors, do NOT misunderstand me. I am NOT anti-education; anti-job; or anti-rehabilitation. But as evidence has shown us, when our Congress is bending anything AND everything to meet the CCSS Machine’s agenda of any and all education/education related, or service related activity to the workforce based education system SOMETHING it’s definitely toxic.

ESSA has definitive language for ‘at-risk’ students. One of the chief ties in ESSA connected to these students is WIOA. Here’s an excerpt you’ll need, “The Department of Labor has administered the YouthBuild program since September 2006. The YouthBuild program is administered by the Employment and Training Administration’s Office of Workforce Investment, Division of Youth ServicesYouthBuild is a community-based alternative education program that provides job training and educational opportunities for at-risk youth ages 16-24. So, The House of Representatives Wants an Update:

 I guess the rhetorical question should be WHY is Congress being allowed to create legislation which violates our U.S. Constitution? Think about it, these honored public servants take oaths to protect their State level Constitutions, but they ALSO take an oath to protect (at ALL costs) our U.S. Constitution!

Key things this updated Law will mandate for the States:
a) It’s 96 pages long
b) It re-authorizes AND improves its predecessor (Juvenile Justice and Delinquency Prevention Act of 1974)
c) ‘The improvements’? “other purposes”. We’ve seen this when ESEA was re-authorized, and a plethora of other fed laws. This is how bills with one purpose suddenly morphs into a multi-purpose bill.
d) From Page 3, “‘‘(4) to support a continuum of evidence-based  or promising programs (including delinquency prevention, intervention, mental health, behavioral  health and substance abuse treatment, family services, and services for children exposed to violence)  that are trauma informed, reflect the science of adolescent development, and are designed to meet the needs of at-risk youth and youth who come into contact with the justice system.’’.”
(*Note: considering the evidence by other anti CCSS Warriors about the use of Title One funding for behavior management, that should be warning enough.)
e) On Page 6, I saw ‘data mining’, shortly followed by ‘chemical agents’, then ‘isolation’. I don’t need to tell you the chemical agents were spelled out. Very creepy!
f) On the top of Page 7, that ‘isolation’ is defined as 1o minutes or more. Again, creepy! (Be sure you look at the medical personnel involved. Also, be sure to see the reference to ‘restraints’.)
g) On Page 8, the descriptions of how students are identified as ‘at risk’ and in need of behavior interventions.
h) On Page 9, the assessments included will include ‘previous records’, you can bet transcripts or report cards will be included.
i)  On Page 10, the pointers to psychology measures. Think about all the anti CCSS research which has pointed in that direction.
j) Page 11 begins the section for long term juvenile justice systems. Consider the documented cases already in the media about children as young as Kindergarten being put on suspension.

Warriors, there is SO much more in this U.S. House of Representatives bill. As you can see, we haven’t even made it to Page 20 and look at all the ties! I’m not sure about you, but this type of legislation grieves my soul tremendously.

“Conformity Readiness”

Warriors Against the Core: In today’s “Tech Thursday” article, I will be taking an in-depth look at the ‘College and Career Readiness’ so interwoven in the ESSA. How does it connect to the Common Core? History, updates, resources, and much more information you need to know.

You recognize CCR, right? The College and Career Readiness that was to replace CCSS (Common Core State Standards), that was to be better than CCSS? That was to be one of the ways the ESSA(Every Student Succeeds Act) ditched the CCSS? Yeah, right..I we all have beach front homes in KS!

“Air Apparent”:

It is no secret how much a part of the CCSS Machine Air, Inc. is but in case you haven’t seen some of the latest CCR (College and Career Readiness) propaganda, you are in for a ‘treat’!
Before we continue our look at AIR, Inc. let’s take a step back in time to see the foundation for CCR (College and Career Readiness).

 

A Step Back:

One of the only truly apparent things about CCR is that they were woven into the RttT (Race to the Top) applications and waivers..right along WITH CCSS! Below (as an example) is what NC did with its RttT money for CCR:

From the blast of the past concerning the screen shot above, comes this excerpt that will help continue the point I am making today.
Career & College: Ready, Set, Go! is designed to mobilize all of these individuals and groups toward the goal of graduating all students from high school prepared for further education and successful employment. This high-level goal encompasses many smaller goals and objectives that will move North Carolina public schools forward. In their successful application for federal Race to the Top funding, state education leaders capitalized on the work that was already underway and received federal funding to help North Carolina move further and faster toward realizing Career & College: Ready, Set, Go! for every school district, every public school and every student.

Now, notice that “public schools” were stressed. Back when this was written, most school choices were not conforming to the CCR.
Fast forward to 2016..and every school choice, in some way or other is conforming to CCR!

This is NOT a NC specific problem, either, this is a nation-wide one. Before we move on, take one more look at this old NC document. Notice the SAT ties, the AP ties, the post-secondary aspects (community colleges and major 4 year universities). Notice the timeline. The 2016-17 school year is the LAST year before ESSA’s complete implementation is to take place. (Per the ESSA, everything must be in place no later than the 2017-18 school year.) Again, a nation-wide problem, not just a NC issue!

So what do you think the rest of the States will do with the money coming down from D.C. with the CCR ties in the ESSA? If what the States did with RttT is an example, they will use it to continue breeding master conformers NOT citizens with free will! However, if your State didn’t get RttT funds, you still have the CCR..thanks to the CCSS Machine! All so conformity can be the end result of education for workforce needs.

 

Those Handy, Dandy Air, Inc. CCR Pocket Guides:

These are rather dated as well, the post I found was from 2013. Again, before the ESSA and its passage, but also another portion of the CCR foundation. It is here we will see the point in time when our States truly sold us out.

The Guides were created in a way to ‘help state and local policymakers and practitioners implement the college- and career-ready reforms included in the flexibility waivers approved by the U.S. Department of Education. In 2011, the Department of Education waived certain provisions of the Elementary and Secondary Education Act in exchange for reform plans related to four principles, including achieving college and career readiness.’  What were the other 3 reform plans? Revamping state waivers to adhere to CCR; how CCR would be defined; and using best practices to help shape the States for CCR. Air, Inc. just helped promote the CCR to the States (at that point, 35 in total). It was the ESEA Flexibility Waivers the States received to help them conform to CCR

It is important to point out that the ESSA (Every Student Succeeds Act) does contain a passage where it declares the ESEA Flexibility Waivers as expired. However, there are other passages where the CCR lives on without them. Go back and read those Flex Waivers,however.
Why? The ESSA gives MORE power to the SEAs(State Education Agencies) in alignment for CCR’s Outcome Based Education. ESSA also gives the Feds MORE power when it comes to approving any State’s education plan. The old Flex Waivers study by Air, Inc. will tell you the CCR was rapidly replacing the importance of high school graduation. Why? The economic impacts!
The CCR Pocket Guide (below); read it to also see the involvement of the NGA (National Governors Association), the CCSSO (Council of Chief State School Officers), the P21 (Partnership for 21st Century Skills) and how the embedding of CCR into the CCSS (Common Core State Standards) would bring about all this conformity!

Warriors, did you catch that? CCR was embedded INTO the CCSS! Since the ESSA embraces CCR that means the CCSS will live on! ESSA does use the phrase Common Core State Standards Initiative(CCSSI) 4 times in its Final Conference Report (1,059 pages), which means it is ALSO in the 391 page ESSA Final Law!! (Pages 130 uses CCSSI in relation to standards states use and their assessments; 825 uses CCSSI in relation to State educational waivers; 843 uses CCSSI in relation to federal financial support to the States; and 859 in relation to not prohibiting the States from withdrawing from the CCSS.)

Warriors, ask yourselves this: How can you keep the Initiative without the Initiative’s Standards??

What is the most interesting about this guide (not available in pocket size) is that while it says College and Career Readiness Standards and Assessments, scroll through and see how many of the resources are in fact, Common Core State Standards and Assessments. When you search for the exact phrase ‘college career readiness’ in the ESSA Final Report, you will receive nothing. However, shorten it to one word (in my search, I used ‘readiness’). I found the following page numbers which will tie up the point:
CCR is most definitely embedded in the ESSA! It isn’t going away!
*Be sure to note that these are summaries. How did the writers omit CCR as we know it? ‘Post-secondary readiness’ OR ‘career readiness’, but NOT ‘College and Career Readiness’!

Warriors Against the Core, just because the writers and sponsors of ESSA performed ‘language foul play’ by not using the exact phrase “College and Career Readiness”, doesn’t mean CCR isn’t there..it is, in plain sight with words that mean the same thing!!

Why do I bring this up? The search I conducted was for ‘College Career Readiness’, the description HELP has this document labeled with is that the NGA and the CCSSO published the CCR Standards(see the screen shot). Do you see the connection? The NGA and CCSO did publish Standards, but they were the CCSS, this document serves as proof the CCS AND the CCR are one and the same!

School Board Special, Part Three

Today’s “From the Files” Tuesday, brings us to Part Three in my special candidate special series devoted to arming these brave citizens with as much ANTI Common Core/College and Career Readiness/Career Tech Education as possible!

So far, Parts One (focused on the birth to 5 year old alignment to CCSS (Common Core State Standards) via the ESSA, Every Student Succeeds Act) and Two (focused on the K-12th grades in their alignment to CCSS via the ESSA), have been a huge success in arming those facing primaries in the next few months. This series is also a great tool for any citizen concerned about the overreach of the CCSSI (Common Core State Standards Initiative) into our educational system! This article is jam packed and a bit lengthy, but we MUST know what our nation is facing via this ‘great educational bill’.

In this article, the focus will be on my specialized area of research: Common Core/Career Tech Ed in POST-Secondary education. You know, one of the areas CCSS was supposedly never to be found?!

For the sake of consistency, I will use my phrase ‘CCSS Machine’ in the rest of the article to point to the Initiative behind Common Core, the agenda surrounding it, the public private partnership (P3s) side, the resources, the Standards themselves, and anything else connected to the illegally based education reform. ESSA, will stand for itself.

Before we see where the post-secondary alignment is, I offer a couple of points:
1) The ESSA (Every Student Succeeds Act) is a law which is to impact K-12th grades ONLY.
Yet, in the law, (as I have pointed out in the previous 2 articles), we have found younger than Kindergarten (K), and, today, we will see older (aka: post-secondary students) than 12th grade involved.
2) Where the ESSA has now become law, don’t think the CCSS Machine is going to leave post-secondary education alone. In the picture above, note the use of “P-20”, also note the headline. You should see a definite warning! Higher Education (another name for post-secondary education) is the LAST link in the streamlined chain of education which HAS not been rubber-stamped by Congress to embed the CCSS into it.
The strings of the CCSS Machine are already in place in post-secondary education, they just have not been re-authorized. Think about it, since 1965, almost in tandem, the re-authorizations of the elementary, secondary, and post-secondary education laws have occurred. I am almost certain that in 2016, we will be seeing the HEA (Higher Education Act) come up for re-authorization, too! You can bet the farm, all sorts of alignment will be embedded. The ESSA and Students in Higher Education:

In the picture above, this is an example of how our high school graduates (or for that matter, any citizen seeking higher education) are being described… a ‘return on investment’. (*Note: In yesterday’s article you saw 2 equally demeaning visual pictures of how our students are defined by the CCSS Machine.) According to the CCSS Machine, we are all just ‘human capital’, so it is no wonder the shift in how students are taught is happening right before our eyes!

From the ESSA Final Conference Report, I have previously shared with you that the phrase “Higher Education” is embedded 64 times, that “Career” is used 63 times, that “Workforce” is written in 33 times. Sprinkled throughout the ESSA, each of these will repeatedly tie back to not only Common Core, but to Career Pathways and its counter part, Career Tech Education to Apprenticeships; to STEM; and to the most damming of all: the WIOA (Workforce Innovation and Opportunity Act). Why is the WIOA damming? In its language, Career Tech Education and Career Pathways are embedded a total of 21 times! STEM is also embedded to help create a STEM Workforce.

 As a candidate, you need to know that in plain talk, this means that not only will your traditionally educated public schools students be aligned to a workforce based education, but so will your private school students, your homeschooled students, your faith-based educated students, and ANYONE seeking a job! The difference (at least right now) is that those outside of public education will be aligned when they either 1) enter post-secondary education , or 2) seek employment! (*Note: I have published articles on all of the above, which I will be more than happy to provide you upon request.)

Here is even more you need to know as a candidate. I urge you to read the pages below for yourselves as what I have provided is a contextual paraphrase:
1) P. 33 deals with LEAs (Local Education Agencies) and state financial awards. Not only will you as a candidate need to see what percentages of the funding goes for a) the parents, 1b) the student services, and c) the students courses (including AP, IB, CTE), but you will need to read how all of these are to be aligned to the CSAS (Challenging State Academic Standards) by way of the ‘industry recognized credentialing system’ set forth by the WIOA of 2014!
2) P. 48 of the ESSA Final Conference Report states that the CSAS and post-secondary education must be aligned for a more streamlined education.
3) P. 50, special needs students who have benefited from IDEA funding/programs and seek higher education ‘on track with alternative aligned courses/assessments’.
4) P. 85, States are to measure and report students ‘post secondary readiness’.
5) P. 121, Those students in dual enrolled courses (AP, IB, early college, etc.) will be ensnared here. As a candidate, consider this is an area for your privately educated (including faith-based and homeschool students) to be aligned. (Also on P. 991)
5a) P. 123, the data mining of these privately educated students comes into play.
6) P. 137, the LEAs determine how students transition from one grade group to the next (including post-secondary) with the help of P3s and ‘other stakeholders in education’.
7) P. 255, technology and digital post secondary education.
8) P. 265, students taking credit bearing career tech (CTE) courses for a shift to post secondary education.
8a) P. 273, again CTE courses, credit bearing, and students
9) P. 323, how all school leaders, including teachers will be trained to teach students for post secondary education, especially dual enrolled, concurrent enrolled, and early college students. (also on P. 780, 81)
10) P. 344, how teachers are to prepare post secondary/workforce ready students.
11) P. 325, how all the post secondary course from above will be regionally specific only.
12) P.397, how eligibility of funds will be tied to post secondary graduation rates.
13) P. 427, how post secondary readiness and the English Language Learners (ELLs) will be joined.
13a) P. 459, ELLs in more detail; Page 460 will discuss their assessments.
In those Activities which support a student’s learning and success (Sec. 4107):
14) P. 474, Post Secondary career awareness and exploration activities, including FASFA (student financial aid forms) (*Added note: where in some states this is now a requirement to graduate whether you intend to go to college or not!)
15) P. 502, OBE (Outcome Based Education– a supposed improvement in education at all levels, but especially higher education) will be the preferred tool for aligning academics and accompanying evaluations.
16) P. 508, Data mining will need to be aligned to any CSAS implemented by the States.
17) P. 509, as part of the 21st Century Community Learning Centers.
18) P. 601, where entire families are tied into the post secondary success of a student. (Also on P. 609)
19) P. 610 and 611, At-risk youth are encompassed in the alignment here.
20) P. 663, begins the Native American students and their alignment. (*Note: be sure to read this entire section to see how these alignment plans are laid out.)
21) Pages 759-66 deal with the Military bases needing to be realigned. (For any candidate who has the military nearby, page special attention!) Added note: the U.S. Dept. of Defense is in full support of CCSS, CTE.

Closing:

Candidates, do you see the pattern above? Do you see any educational choice exempt from the CCSS Machine alignment?! Is there more in the ESSA which directly relates to post-secondary education? YES!

Since very few Congress members read the entire over 1,000 page bill BEFORE it became law, we are only now beginning to uncover all the hooks baited and ready for our nation.
As a candidate, do your part of due diligence and use this information to stand in the gap!
