Education/Workforce: Springtime Edition

Spring has sprung in DC, alright. If you’ve been following my anti Fed Ed/global research information long, you are fully aware of the activities from Washington which have locked in the shift from academics to workforce.

So, my fellow Anti Fed Ed Warriors, what’s in fashion for Spring 2018 in the CCSS Machine’s line of education/workforce reform? Well, apparently dressing up the reform in spring colors. I guess that way it looks a bit more fashionable..and less conforming.

Ahh, Warriors, isn’t it so pretty?! ‘Streamlined and straight jacketed’ just for our American taxpayers!

If you are not sure what PROSPER is, it is the U.S. House of Representative’s version of what the 1965 HEA (Higher Education Act) should be transformed into.

“PROSPER” stands for ‘Promoting Real Opportunity, Success, and, Opportunity through Education Reform’. It’s HR 4508, it’s key sponsor? Rep. Virginia Foxx (NC) who just happens to be the Chairwoman for the U.S. House of Representatives’ Education and Workforce Committee.

As far as the ‘quality’ education in the CCSS Machine, you’ll find more worthiness in what lines the chicken coop floor than you will what’s being fashioned for higher education! Be it in the House OR the Senate.

Either version of the upcoming HEA Re-authorization (PROSPER Act or the Higher Education Innovation Act) will increase the conformity in the education reform. It will tie K-12 students (in all choices) to the CCSS Machine’s workforce standards in higher education. Either will increase the amount of ‘student data rape’ needed to feed the global workforce.

Warriors, we might as well as hand out these Brazilian kid-sized straight jackets for school uniforms and/or diplomas!

In a similar context, we, as those opposed to federal control of education at any age, know that conformed, straight-jacketed workforce education is NOT the better way.

Ed/Work Thinks We Missed Some Things:

Yes, Warriors, the House’s Ed and Workforce Committee must assume we, as taxpayers. are totally clueless. Just last week the Committee published a blog article to show us what we may of missed about PROSPER.
In their article, it was revealed that We the People might of ‘missed’ how great PROSPER will be in 3 areas.
a) grading and assessing ALL higher education institutions, not just the ‘for profit’ (proprietary) ones.
b) how student debt and tuition can be decreased.
c) how the taxpayers lose out when student debt is high.

While it IS true that student debt and tuition are at ridiculously high levels, the obvious is MISSED by Ed/Workforce, not, We the People! How?! Get the government out of the student loan business, Duh! The government hoarding of student loans is awful.

It ramps up the ‘student data rape’ while it controls who can and cannot go to college. The ‘student data rape’ happens every single time a Career Tech Education, Career Track, or Career Pathway, a STEM (Science, Technology, Engineering, and, Math) course is taken.  (there are several other names like “Future Ready”, “College and Career Readiness, etc.)  Be it in middle school, high school, extra curricular classes, dual enrollment, early college, and others.

The data is used against your student (or yourself if you are going back to school) to pigeon hole you to a prescribed course to pursue. Tying ‘success’ in any education choice BEFORE college is used to tie it to your student FAFSA (which is now mandatory to complete in some States). FAFSA has been re-written to ‘data rape’ families.

Warriors, by controlling both the money AND the education, a dangerous trap is being set for Americans. The CCSS Machine is seriously spinning all this as ‘making America better’ or increasing the job market. Which leads to economic gains. However, as we’ve learned, who really loses?! The citizens! They loose their freedom to choose what they wish to live, work, and, how to contribute to society. Citizens also loose when they are continually forced to pick up the bill for ‘free community college’.

The federal government has long been trying to instill a ‘nanny state’. ESSA (Every Student Succeeds Act) completed much of this type of alignment. How? It tied not only the WIOA (Workforce Innovation and Opportunity Act) ‘education’ standards to K-12, it opened the door for birth to 1st in setting up workforce tracks. Don’t you remember Arne Duncan’s words about looking at the 2nd graders and knowing where they’d end up?!

By ‘grading’ and assessing all higher education institutions, you’ll also seeing a big CCSS Machine spin on reality. Warriors, remember when ESSA stated that ALL education must be aligned to post-secondary readiness standards? Well, you have to align those post-secondary institutions! The ‘best’ way to force conformity?! Funding!

Closing:

No, Warriors, I do not thing we ‘missed’ anything about PROSPER. I think we totally ‘get it’. D.C. is so far entrenched with lies about their role in education, they have deceived themselves in this case.

As far as this Spring 2018 fashionable makeover for selling “PROSPER”, my advice is to skip it. No one needs springtime straight jackets. Quality education cannot be found in D.C., my followers. When it comes to ‘makeovers’ in education, D.C.’s a ‘knock off’.

Got the ‘Can Do’ Spirit?

schoolcandoAnti CCSS Warriors, it is no secret that the CCSS Machine knows who we are. I have to chuckle, however, when I get mail (snail or electronic) from one of the members. Case in point, Dr. John B. King, himself! As in the U.S. Dept. of Education’s Dr. John B. King.

What did he say? A lot of BS wrapped in a ‘can do spirited’ letter!

The Email:

I have no clue if you received such a letter, but I will share what I got. Notice the screen shot above. The image was at the bottom of the letter with 2 ways to share it with all my friends. The title of his letter to me, was ‘What My Teachers Did for Me’. I agree, our teachers are PRICELESS in what they teach…when they CAN teach! However, we are well aware that the activity of teaching is not happening like it should. So, what else did Dr. King wax eloquent about? See below in a point by point way. I will warn you, my musing self will add comments of satire. Why? Because a) it’s Monday and b) I have no respect for this man.

1) He called me ‘friend’. (Aren’t I the lucky one?)
2) He gives a super short description of how important ‘well rounded’ education is. (Tell me something I don’t know, Captain Obvious! While you’re at it, the real definition of ‘well rounded’ is NOT what you are overseeing.)
3) Almost the entire letter is about himself and his rough life. (Awwww, isn’t that special?)
4) He whines about not enough of today’s students are having ‘life changing’ educations. (Sure they are. They hate school, think they are dumb, hurt themselves, and other negative life changes.)
5) He shares that we have said there is too much focus on math and English. He cites NCBL (No Child Left Behind) as the problem. (Oh geez, here we go again, blame the past for ALL this mess instead of acknowledging the CURRENT law (ESSA, Every Student Succeeds Act) which extends the mess!)
6) He then sets the tone of “I have spoken” with his statement of agreeing with the President and the recently departed Arne Duncan, as Secretary of Education that there is too much testing.  While I agree the testing is too much (this is possibly the only truth in this letter, by the way), stating it in a bossy tone and admitting you agree with two other CCSS Machine members doesn’t make a strong statement I can believe.

What the ‘Can Do Spirit’ is Doing on Twitter:

If you noticed above, in the very first image, you saw the Twitter handle Dr. King has created for all this partnering he has invited us to. If you don’t see it, it is:

Upon visiting, and leaving a few truth zapping comments, I noticed what appears to be at least one other Anti CCSS Warrior group, OptOutPinellas (FL). A big hat tip to them!!

The rest, all CCSS Machine members, organizations, or fans. Their ‘Can Do, Can Be Spirit’ is off the charts. (My ‘Fib-o-Meter’ would have a field day with this.) Pardon me, Warriors, but it is despicable. The U.S. Dept. of Ed has many other Twitter accounts and is using some of them to create buzz. One such?

Watch Out, Alignment Ahead!

For this edition of Weekend News, I thought we should take an updated look at the ‘FREE’ College Movement run by the Federal Government, not local control. All anti-CCSS/CTE (Common Core State Standards/Career Tech Education) and federally led education Warriors should be aware of this push to transform America, from the inside out!

The Back Story:

The last time I wrote to you about Heads Up America, it was Sept. 2015. Has much changed with the movement? Since Arne Duncan’s departure from the U.S. Dept. of Education, has Dr. John King picked up the torch or extinguished it? After all, ‘free college’ is a hot political issue right now. We will find out what the absolute latest is in a bit, in the meantime…
Main points from the previously published  article include:
1) The cradle to career agenda portions of the CCSS Machine extend everywhere, in every State.
2) White House, top-down control and promotion.
3) Our community colleges used as the connector for all to a workforce based education.
4) Many U.S. Dept. of Labor grants; Programs for Higher Education from the U.S. Dept. of Education are ‘married’ to complete the cradle to career tracks.

The Vital Questions for 2016 and Beyond:

Now that you have the history of why I have written about the above at least twice, you may have plenty of questions, just like I do. Where is all this going? Will Dr. King continue the U.S. Dept. of Education’s marriage with the U.S. Dept. of Labor in cradle to career education? We have seen how the candidates (on every level of government) are claiming education solutions, but do they truly get just HOW embedded in America the transformation has progressed and is continuing to point to MORE alignment?

So, let’s start with the Heads Up! Movement and see what new plans have been laid out or, are being proposed.

1) From early Feb. 2016, the screen shot below introducing the Gateway Promise Program in WI and based on the Governor of TN’s plan.

2) More incentives for States to encourage P3s (public private partnerships)! Also announced in early Feb. 2016, this will support and align with the language in the ESSA (Every Student Succeeds Act) where P3s are not only encouraged, the relationships are now law. See the screen shot below:

3) Making no bones about the connections between Common Core, College and Career Readiness and a streamlined education, is the Mission Statement for Heads Up. Here is their statement, “We want to spread the message, far and wide. We’ll do that by leveraging the power of a robust, cross-sector engagement strategy throughout the campaign. A National Advisory Board has been convened to work closely with seven key sector-based Leadership Committees, together advocating for free community college, as well as degree and certificate completion for responsible students. The College Promise Campaign will mobilize an influential, diverse, broad–based and growing network to educate the public, elected officials, community and state stakeholders and the media on the benefits of the College Promise, emphasizing high-quality community college education. Leaders from four-year institutions and the business community will have multiple opportunities to participate and extend the impact of the College Promise beyond community colleges to ensure a high-performing pipeline of college and career-ready students flowing from K-12 through higher education.” The National Board appears to be the same today, as it did when I last wrote about the Heads Up. So, what has Dr. King said or done to carry the torch for all this? Here is an excerpt from his prepared speech from March 2016, “So while it’s true that college remains the greatest driver of socioeconomic mobility in America, it’s also true that if we don’t find ways to keep a college degree within reach for middle- and lower-class families, our institutions of higher education could end up having the opposite effect – they could become a barrier, not a bridge, to greater prosperity.” To see his entire speech,

Take into consideration this is the State which is represented by Sen. Dr. King’s prepared speech on CTE (Career Tech Education, or as I have uncovered, the adult arm of the CCSS, which begins in middle schools and extends to high schools, dual enrollment classes, early college promise programs, and higher education.) Here is an excerpt, “I can’t think of a better venue to talk about the rapidly evolving field of CTE – Career and Technical Education. We’ve come a long way from what we used to refer to as vocational education. Today, every job that leads to a secure future requires critical thinking, problem solving and creativity, as well as some postsecondary education or training. The best CTE programs help students prepare for this future once they graduate from high school. Today’s CTE is about the future you can’t prepare for with just a textbook. It’s about learning how to build your own business, from an idea to a prototype and beyond. It’s about creating new tools to solve everyday problems. It’s about applying practical skills to tackle major challenges, like global warming or public health crises. Are the candidates on board with this national overreach? Do they know about it? Will they purpose to NOT join in? Remember, the groundwork to get to this point has taken many years, much money, and is purposing us to become globally educated, employed, and aligned; not American educated, employed, or free!

 

The Great Education Experiment

For those of us who are opposed to the illegally based education reform tactics we are seeing sweep our nation, I have some new news for you. We, the anti CCSS/CCRS (Common Core State Standards/College and Career Readiness Standards), know quite a bit about what is happening in education. But did you know the U.S. Dept. of Education is in the midst of conducting an educational experiment on your secondary and post-secondary students?! Read on, my Warriors!

 

The Announcement:

What Does This Mean?

First, let us see where ‘dual enrollment’ or ‘concurrent enrollment’ phrases are written into the ESSA (Every Student Succeeds Act).
Pages 121, 137, 167 (3 times), 173, 186, 303, 306, 323, 343, 395, 427, 460, 464, 476, 780, 917 (‘concurrent’ is used here in reference to a particular Senate committee and is asking that a posthumous honor be granted),  and 991.

Page 121 applies dual/concurrent enrollment to IB and AP courses (International Baccalaureate and Advanced Placement). Page 137 applies dual/concurrent enrollment to identifying student interests/skills. Page 167 find the dual/concurrent enrollment phrase used 3 times as follows, a) in the title at the top of the page; b) in reference to low achieving students not meeting those ‘challenging  academic state standards’; c) in reference to funding schools receive. Page 173 uses the phrase for secondary school funding. Page 186 finds the phrase used in relation to private schools (see page 185 where the paragraph begins). Page 303 uses the phrase for teachers and their training/licensing. Page 306 uses dual/concurrent enrollment in reference to teacher interns. Page 323 finds the phrase used for school leaders (including teachers). Page 343 shows the phrase used for gifted students. Page 395, more school leadership via the LEAs (Local Education Agency). Page 427 is for the English language learners (ELLs). Page 460, finds dual/concurrent enrollment for underrepresented students (and includes improving student engagement. You will need to read from mid page 459 for context purposes). On page 464, on-line courses, especially those for CTE (Career Technical Education). Page 476 uses the phrase to define STEM curriculum, classes, courses, and exams (aka: assessments). Page 780 will use the phrase for defining the partnerships which must be in place to satisfy the dual or concurrent enrollment. Lastly, on page 991, you will find the phrase is used for spelling out credit bearing courses (will need to begin on page 990 for the entire passage).

 

So What is the Experiment?

From my research, the short answer would be: baiting students, regardless of age, to go through the college and career pathway. However, let us look at what evidence there is.

Before we get to the U.S. Dept. of Ed’s “experiment”, note that the NACEP is promoting the Pell Grants first (Jan.11, 2016) before the Jan. 13th’s webinar for the “experiment”. {see the above screen shot}
According to the NACEP, the 11th’s broadcast will explore the opportunities to ‘leverage’ federal programs (such as the Pell Grants used in post-secondary education) for states and LEAs (local education agencies) to use are much increased, thanks to the ESSA’s passage into law. New funds will be available for the states to use to prioritize dual enrollment.
Then, on the 13th, they will join with the U.S. Dept. of Education to delve into the ‘experiment’.  Sounds so mysterious, doesn’t it?

Well, here is what NACEP wrote about it in a bit more detail, “The experiment will enable high school students enrolled in dual enrollment programs to access federal Pell Grants at participating institutions. Students who have attended a dual enrollment program are more likely to apply to, enroll in, and succeed at college. These students not only benefit from the academic experience of learning at a college level, but often are also better able to picture themselves in college, pursuing a postsecondary degree. To help students succeed in these programs, the Department of Education are seeking institutions offering structured programs that support students throughout the program.”

So the long answer is that the Experiment is looking for educational institutions to continue the CCR (college/career readiness) pathway for our students. States will get more money, students will be more aligned than ever and those profiting will just keep getting richer while our students continue their assigned tracks.

According to the Federal Aid website, here is what I found out. There is a 28 page College Prep checklist for elementary on up to adult students to guide them in 3 areas: a) finding money, b) taking the right classes, and c) choosing the right career. According to the checklist, the U.S. Dept. of Education is the MAIN source of funding for students seeking higher education! The checklist also steers you to the U.S. Dept. of Labor’s website, ‘What’s My Next Move?’. See the screen shot below:

One direct quote from the pdf document you see pictured above is “What’s My Next Move? is a career planning document designed to assist high school students in managing their education and career plans.”


Immediately following this is an on-line assessment the students should take, then record their scores in the provided blanks.

 

 

The CCSS/CTE/CCR Evidence Hidden in Plain Sight:

Now, where the CCSS/CCR/CTE (Common Core State Standards/College and Career Readiness/Career Technical Education) evidence shows up is all throughout this education/career guide.
1) You can see it refers to on-line assessing, to tailoring your education to that of a career, then you can see where the post-secondary tracks are pointed out via the technical training courses, the community college courses.
2) Then there is the O*NET (Occupational Information Network). This is a huge database of information which not only is accessible to our high school students, but any one seeking a job! It is also housed here in NC!! See this direct quote from the ‘about us’ section of the website, “The Occupational Information Network (O*NET) is being developed under the sponsorship of the US Department of Labor/Employment and Training Administration (USDOL/ETA) through a grant to the North Carolina Department of Commerce which operates the National Center for O*NET Development.”

This entire project is a P3 (public-private partnership). “The  Research Triangle Institute (RTI), the Human Resources Research Organization (HumRRO), North Carolina State University (NCSU), MCNC, and Maher & Maher” are all in tandem with this Network of information. Funding the O*Net is the U.S. Dept. of Labor.

3)Notice that both the What’s My Next Move? and the O*Net are partners with the American Job Center Network. Who runs the AJCN (American Job Center Network)? The U.S. Dept. of Labor!  “The American Job Center Network is a unifying name and brand that identifies online and in-person workforce development services as part of a single network.” This quote is from the AJC’s website.
When you visit it to see for yourselves what else is there, be sure to notice the section of the website which points you from the federal level to the state level for Workforce Development. An example from NC (as of 2010) is featured below for Workforce Development. This particular image is what funding NC received from the 2009 American Recovery and Reinvestment Act.

4) As you have learned from my research, the Workforce Development aspect of CCSS/CCR is well documented. Part of NC’s efforts in regards to WD (Workforce Development) has resulted in NCWorks. I have exposed just how CCSS(Common Core)/CTE (Career Tech)/CCR (College and Career Ready) aligned NCWorks is. Remember, anti CCSS Warriors, I use NC as example. Your state will also have this kind of one-stop-workforce-education model. Use the American Job Center’s website information to point you in the direction you can find the information in your state.

I wanted to back track to NACEP (National Alliance of Concurrent Enrollment Partnerships) briefly. We know from the above information they fully supported the ESSA passage. But what more can I tell you that points to the CCSS Machine? From their last conference in 2015, the sponsors of the Conference are a Who’s Who Among CCSS Machine members. For instance, McGraw-Hill, ACT, Inc., and Syracuse University.
Many community colleges were involved as well.

One last note of interest, notice that the U.S. Dept. of Education announced this ‘Experiment’ back in October 2015. This was still while Arne Duncan was in charge. Carrying on his work is now, John King. I don’t know about you, but I am beyond flummoxed at the use of our students for educational experiments!

Much has been written lately about the S1787 (Senate Bill 1787) which is to continue to implementation/support of the ‘Community Schools’ overhaul.  This means, the neighborhood schools you know as they are NOW will be laced with the Common Core Initiative (meaning it will be not just the Standards being embedded,  but ALL the other resources identified as part of the agenda BEHIND all this alignment. In practical terms, this means: one one stop community place where everyone will go for everything they need government wise. It’s a social justice makeover for your towns. The biggest insult to us as citizens? This is all done in the name of education reform!

What I’ve Found About S1787:

Not to repeat the excellent in-depth writing of those who’ve targeted this particular bill, (links will be posted below) I wanted to share with you what I found. All of the bills (S1787 and the others mentioned are amendments to the re-authorization of the ESEA (Elementary and Secondary Education Act of 1965).

1) The Bill is ‘in Committee’ (This means it is being looked over by the HELP Committee (Health, Education, Labor, and, Pensions Committee). In case you aren’t familiar with HELP, the committee was key to the passage of the Senate’s re-authorization of the ESEA (Elementary and Secondary Act of 1965) known as “Every Child Achieves Act”.
2) Related in some way to S1787, are currently 6, 260 OTHER bills! (This means that there are many angles to pulling together education reform from a federal level and there’s obviously mulitple bills to cover those overreaches.) Among the related bills? BOTH the “Student Success Act” (HR 5) and the “Every Child Achieves Act” (S1177).
3) Directly related is the “Promise Neighborhoods Act of 2015”, H2882 written and sponsored by Rep. Payne of NJ. The Senate has their version (same name) sponsored by Sen. Murphy (CT). Payne’s version has 20 co-sponsors; Murphy’s has 5. Payne’s version is currently in the House’s Education and Workforce Committee; Murphy’s is in the HELP committee’s hands. What the alarm should be about either of these: a) they are updated versions of previously introduced legislation from past sessions of Congress b) they support a federal program ALREADY in place. (See: http://www2.ed.gov/programs/promiseneighborhoods/index.html) According to the U.S. Dept. of Ed’s “Promise Neighborhoods” page, the following is already in place:

“Promise Neighborhoods, established under the legislative authority of the Fund for the Improvement of Education Program (FIE), provides funding to support eligible entities, including (1) nonprofit organizations, which may include faith-based nonprofit organizations, (2) institutions of higher education, and (3) Indian tribes. The vision of the program is that all children and youth growing up in Promise Neighborhoods have access to great schools and strong systems of family and community support that will prepare them to attain an excellent education and successfully transition to college and a career. The purpose of Promise Neighborhoods is to significantly improve the educational and developmental outcomes of children and youth in our most distressed communities, and to transform those communities by a) Identifying and increasing the capacity of eligible entities that are focused on achieving results for children and youth throughout an entire neighborhood;  b) Building a complete continuum of cradle-to-career solutions of both educational programs and family and community supports, with great schools at the center; c) Integrating programs and breaking down agency “silos” so that solutions are implemented effectively and efficiently across agencies; d) Developing the local infrastructure of systems and resources needed to sustain and scale up proven, effective solutions across the broader region beyond the initial neighborhood; and, e) Learning about the overall impact of the Promise Neighborhoods program and about the relationship between particular strategies in Promise Neighborhoods and student outcomes, including through a rigorous evaluation of the program.”
4) Another directly related bill to the “Community Schools” overhaul is S412 “Schools Utilizing Comprehensive and Community Engagement for Success” by Sen. Mikulski (MD) This bill has one co-sponsor and is the the HELP’s hands as well. It’s  based off the “Judy Centers” success Maryland has experienced. Here’s an excerpt from the bill,Integrated services and comprehensive supports, such as before school, after school, and summer activities, family engagement, health and mental services, and other services and supports, are necessary components of effective, school-based efforts to dramatically affect dropout prevention rates, increase graduation rates, and improve student achievement. In one national study, 98 percent of students receiving such services and supports stayed in school, 89 percent had fewer suspensions, and 85 percent of such students who were eligible high-school seniors graduated. Through the Judith P. Hoyer Centers, or Judy Centers, the State of Maryland has operated an integrated services and comprehensive supports model geared towards young children, and their families, and have seen remarkable increases in school readiness among children who enter kindergarten having attended a Judy Center.”

5) H718, “Supporting Community Schools Act of 2015”, sponsored by Rep. Honda (CA) is also directly related to the all the communal alignment efforts. It’s a ‘recycled’ bill (meaning it has shown up in previous Congressional sessions), it has 7 and is being reviewed by the  Early Childhood, Elementary and Secondary Education Committee. This is a sub-committee of the House’s Education and Workforce Committee.  What we need to know about this one is laid out in the “Congressional Findings”. (in other words, what they’ve deemed as worthy of creating legislation for) The excerpt:

The community school model effectively leverages multiple education funding streams, which results in greater resources for a school. Community schools increase and sustain capacity through diversified financial support and leverage, on average, 3 dollars from private and other sources for every 1 dollar of State funding provided to the schools. According to Secretary of Education Arne Duncan, for every dollar spent on community schools, the United States is getting back 5, 6, or 7 dollars from the business community, nonprofit organizations, social service agencies, and State and Federal governments.  According to Linda Darling-Hammond, the Charles DuCommon Professor of Education at Stanford University, community schools, which make local schools the hub of education and health services for children and families, have proven to be highly successful and are cost effective and replicable. Community schools are a force for development and stability that strengthens families and communities, and such schools offer childcare and early learning, family literacy and job-training, tutoring and enrichment before and after school, and on-site health clinics.”

Are There More Like These?

Absolutely! I’ll be looking into some of the others over the next week or so. What we, the opposed to the overhauling of our communities via the collective mindset of the CCSS Machine (or the Common Core State Standards Initiative), need to do is contact Congress BEFORE they head back to D.C. Why?! When these leaders are at home, they are more accessible. It is easier to gain an audience with them.

As you can see, each of these bills is laced time and time again with some of the same folks we’ve seen responsible for the educational nightmare we’re in; we’ve seen reform from the public-private partnerships now being supported by legislation which could become the law of the land; we see the same agenda points of rigor, assessments, college and career readiness, and more from these few bills above. While the statistics show some of these are facing a slight chance of passage, ANY of these bills could be easily promoted IF we do nothing.

In the scheme of things lately, we anti CCSS (and CTE) warriors shouldn’t be surprised at the amount of hype being used to drown out the truth about the presence (or from the hypester’s perspective the non-presence of) Common Core Standards and it’s adult version, Career and Technical Education.

However, it’s a “Total Truth” that not only is much hype being created, but the bulk is from Congress itself. Oh, you can be sure the more private part of the CCSS Machine is busy churning out a lot of hype too.

The Education and Workforce Committee:

The Ed/Workforce Committee  concerns itself with higher education, or as it’s also known, ‘post secondary’ education. The re-authorization of the HEA is supposed to be voted upon soon. It’s also related to the K-12 re-authorization known as HR5. Let’s see how the Ed/Workforce has taken hype and placed it into overdrive to try and divert us from what’s really embedded in that bill.

In one of my previously published Higher Ed articles, I shared with you some of the documents being produced to sell us on the supposed advantages of the HEA re-authorization. In particular, the U.S. House of Representative’s priority list for the Higher Ed Act. The Ed/Workforce Latest Hype:

Pushing the ‘competency based’ fail so prevalent in all things Common Core and Career/Tech Education, is the Ed/Workforce ‘Fact Sheet’. (you can access the fact sheet and other related hype, http://edworkforce.house.gov/highered/)

Titled “Advancing Competency-Based Education Demonstration Project Act”, this document lays out the guts of HR3136 and its relation to the updated version of the HEA.
The “Total Fallacy”? Their words as follows, “As part of an effort to reauthorize the Higher Education Act, the House Education and the Workforce Committee is working to support more innovation across the nation’s college campuses.”
The “Total Truth”? Sec. Arne Duncan gets more power! See this direct quoted excerpt:
“Promotes innovation in higher education by directing the secretary of education to implement competency-based education demonstration projects. The secretary is authorized to waive current statutory and regulatory requirements that impede the creation of competency-based education programs.” 

More “Total Truth”, this level of power means those education waivers our states have can be manipulated to fit this higher education competency agenda. In this 2014 bill which was passed, you’ll notice that the vernacular uses the word ‘entity’ when talking about who can lead the competency based education projects, but doesn’t condition these entities to schools of learning. You’ll also notice P3 involvement and MORE assessments! All “Total Truths” left out of the hype’s main page, feel good message of improving education. We write today regarding the U.S. Presidential Scholars program, and career and technical education.

The U.S. Presidential Scholars program celebrated its 50th class of scholars this month.  President Johnson created this outstanding program by Executive Order in 1964.  It honors graduating high school seniors for academic excellence, artistic accomplishments, and civic contributions.  High school students apply based on their scores on college entrance assessments (the SAT or ACT).  Further evaluation occurs based on school transcripts, leadership, and contributions to the community.

This program also has a component for students in the arts.  Each year, up to 20 U.S. Presidential Scholars in the Arts are also selected, based on nominations by the National Young Arts Foundation through their YoungArts program.  These Scholars in the Arts are chosen for their accomplishments in the visual, literary and performing arts, as well as for their scholarship, leadership and public service.

The existence of the Presidential Scholars in the Arts program demonstrates a commitment to recognizing excellence in our high school students in multiple ways.  We urge you to create, by Executive Order, a Presidential Career and Technical Scholars program.  

Career and technical education (CTE) programs are a proven method to prepare secondary and postsecondary students with the rigorous academic and technical skills needed to compete in today’s global economy and to further their education.  It is in our national interest to not only provide all students access to rigorous CTE programs of study, but to also encourage high attainment by CTE students.

Over the past two decades, CTE programs around the country have responded to the growing skills gap by increasing the rigor of their programs through secondary-postsecondary links, dual enrollment and alignment with business and industry needs.  Today’s CTE programs are aligned with the needs of the 21st century workforce in career fields such as engineering, information technology, healthcare, and advanced manufacturing. In response to the increased rigor in programs, CTE student performance has risen to the challenge in dramatic fashion.

The Department of Education recently announced that the average U.S. high school graduation rate was 80 percent and Secretary Duncan pledged to push forward to close the gap to 90 percent.  CTE is playing an important role in achieving this goal, with the average graduation rate for CTE concentrators already above 90 percent. Moreover, secondary CTE students are more likely to pursue postsecondary education than their non-CTE counterparts. And CTE students are competing in world class competitions to test their knowledge in ways no standardized test could.  For example, the Skills USA WorldTeam earned a silver medal in the 2013 World Skills competition in Leipzig, Germany.

Your administration has called for an emphasis on college- and career-ready standards in our schools. In your most recent State of the Union address, you highlighted the importance of students obtaining some form of postsecondary training.

As you prepare to deliver the commencement address at Worcester Technical High School on June 11, 2014, we urge you to support rigorous CTE programs around the country and to recognize high-performing CTE students.  It is time we recognize and value the efforts of our students who have chosen CTE pathways.

As cofounders of the Senate Career and Technical Education Caucus, we urge you to issue an Executive Order to establish a Presidential Career and Technical Scholars Award in line with other presidential awards for student achievement in academics and the creative arts.

Right now, H.B 2317 is in the spotlight. What’s the bill about, Career Choice Counseling. Why is this a big deal? The Senate’s Caucus:

Recently, they passed a resolution (March 2015) supporting all things CTE/STEM related and even added language that appears to glorify rigor, college/career readiness and so much more. WYBI: What’s in a Word

A while back, an avid anti CCSS warrior/reader of my blog asked me to share some of the educratic buzzwords. You know the ones. Ones, we think mean something worth attaining, but the CCSS Machine means it to hide their agenda. So, here we go..words that double as trouble in education.

Way Back When:

Here’s a poem to illustrate what may have happened when those in the driver’s seats of the CCSS Machine decided to skew our words and use them against us.

Once upon a time, in a nation we used to know;

people in charge, by and large

would speak the truth and mean what they said. 

“Yes” would mean “Yes”, “No” would mean “No”;

Nothing misleading or to play with your head.

Ah, but alas, along came a movement, a wish, or a plan;

“We’ll change the nation, we’ll align citizens all that we can!”,

said the leaders, the profiteers, and those who were fans.

“How will we do this?”, was the thought they queried.

“I know!”, said one, “We’ll talk them down, we’ll make them weary.”

“We’ll use words they assume are upstanding.”

How I Found the Words:

In September of 2014, I was researching some items for my blog. I was able to locate 2 great websites that exposed the words we hear and think of as positive gains for education, but have been craftily repurposed to mean something less than what we think of.

For example, probably the most overused rhetoric educatic buzzword I can think of is: “Rigor”. Somewhere in the upper echelons of the CCSS Machine, it was agreed upon to use it in relationship with ‘challenging’ and ‘coursework’. Yet, they chose the one word meaning ‘stiff’ and deemed it a worthy replacement. I can almost see it now: the group sitting around playing the ‘what-can-we-misguide-them-with-in-language-today’ game.

There are many others chosen to play double trouble for us. But, before we get to some of them, here are the websites I found very useful in weeding out truth from fallacy.

Did You Hear That?:

“Grit” is  what the CCSS Minions want you to hear as meaning ‘hard work’. What  it really means: ‘wearing your child down to the point of hatred’. Think of it this way, a piece of sandpaper as it wears down a coat of paint when you’re completing a project. “Critical Thinking Skills”, this phrase has become so over used by the CCSS supporters that when the real phrase is used, folks immediately assume the worst! Not too long ago, I shared that the NC Academic Freedom Alliance was incorporating the CTS into the CCSS free “NC Plan”. As a result I received no less than 3 anti CCSS warriors feared that the CTS was more of the same old CCSS crap. So, just what does the CCSS Machine mean by ‘critical thinking skills’? Here’s how one researcher penned it, “In Ed-land, this means that kids have developed a depressive radical skepticism regarding their nation, their family, notions regarding the existence of god or good and evil, and the very meaning of life itself. “Critical thinking” in today’s schools would, of course, “question” the war in Iraq but not the policy of appeasement towards brutal dictators. When you hear about “critical thinking” in a classroom you can be certain that there will be a neat divide between what is to be looked at critically and what is to go unquestioned.”

“Collaboration” is often used like it’s a brand new concept in education. Have you noticed how many bright and chirpy CCSS puppets express so much enthusiasm over the fact CCSS allows them to collaborate so much now. Good grief. From the student’s side, there are more collaborative projects than ever before. While teamwork is good and has also been around since dirt was invented, too much of it can be a bad thing. All this collaborating in reality is ‘breeding’ folks so absolutely dependent on a bigger group they are effectively incapable of working on their own, standing on their own, or even thinking on their own!
