Last week, Warriors Against the Core, I was able to share with the nation how there are currently 2 WIOA/ESSA (Workforce Innovation and Opportunity Act/Every Student Succeeds Act) laced bills in Congress. Both bills, HR 5587 and S3217 also laced in the HEA (Higher Education Act), STEM (Science, Technology, Engineering, and Math), CCR (College and Career Readiness aka Common Core State Standards), and most importantly, CTE (Career Tech Education).
Both bills are to reauthorize the Carl Perkins Act of 2006 and include ‘strengthening workforce’ or ‘workforce advance’ in their titles.
Betting the Farm?!
It appears that Congress wasn’t satisfied with only 2 bills (they have been introduced and are in their respective Committees during the current recess.)
Why do I say this? I have found another CTE laced Workforce bill also introduced in Congress. This one is S 3190 “Strengthening Our Rural Health Workforce Act of 2016”. (*Note: this is the short title.)
Now before you assume I am being an alarmist, I would like to point out that while not every Bill introduced in Congress survives, we should be taking note of how MANY of the same types of CTE laced Bills are being considered..or will be in the future. The purposed shift in education from academics to workforce is NOT going away as long as we allow Bills like these to survive.
The CCSS Machine is betting the farm that we will never notice all the actions going on to make the shift in education not only happen, but to make them law!
The “Dirt” on S 3190, Part One:

Sponsoring Senators: Sen. Franken (MN) and Sen. Heitkamp (ND). Both of these Senators not only represent rural states, they voted ‘Yes’ on ESSA.
The Bill has been read twice and is in the possession of the U.S. Senate’s HELP (Health, Education, Labor, and Pensions) Committee. Sen. Lamar Alexander is the head of HELP. Sen. Alexander is not only one of the chief conspirators behind ESSA, he is also heavily involved in the WIOA, and the HEA.
S 3190 ties to the Title One funding as it pertains to the Patient Protection and Affordable Care Act (42 U.S.C. 294q). (*Note:Title One funding is also heavily laced into ESSA and the other related laws seen above.)
In the very first pages of the S 3190, data tracking and collection is a top item, see below:
Other laws S 3190 will either update or embed? The Social Security Act (federally funded health centers), the Public Health Act (under-served medical areas). Don’t see the ties to ESSA, HEA, or WIOA in this two? ESSA creates massive amounts of health care overreach via the 21st Century Community Learning Centers, Student Support Systems/activities, Family and community wrap around services. HEA and WIOA are written into ESSA.
Want more ‘sod’ from S 3190? How about Medicare funds to pay for medical grad students education. Creating even more data tracking systems. How our hospitals, especially in the rural areas MUST have these CTE trained medical students as part of their residency programs. Look at how much this will cost us, as taxpayers:
The main health care fields to be impacted by S 3190: Dental, Allied Health Care Workers, and Community Health Workers. After S 3190 is enacted, the Comptroller of the United States will prepare a report submitted to Congress on the ’emerging health care professions as defined by the Secretary of the Dept. of Health and Human Services.’ While this may not sound awful, it is what is to be IN the report that spells ‘alignment’: improving data collection in professions; establishing a federally overseen tracking system to monitor State financial matters for Dental, Allied Health Care Workers, and Community Health Workers; improving ROI models (Return on Investment) for health care workers; adjusting the standards for health care education, especially in training and certification; lastly, evidence and assessments.
As far as mental health services, providers? Start on Page 24 to see how the curriculum is to be laid out and what U.S. Dept. is in charge.
The truly scary part of S 3190? The “Streamlining” of mental health and behavioral health workforce programs! The alignment clauses and what constitutes as workforce programs begins on Page 28 and ends on Page 32. I will share with you that I saw P3s (public private partnerships) alluded to, as well as CBE (Competency Based Education).
